HomeMy WebLinkAboutOrd 0884ORDINANCE NO. 884 ESTABLISHING A BEAUTIFICATION COMMISSION IN THE CITY OF BURLINGAME AND PROVIDING FOR ITS DUTIES THE CITY COUNCIL OF THE CITY OF BURLINGAME DOES ORDAIN AS FOLLOWS: Section 1: Chapter 3.28 of the Burlingame Municipal Code having been repealed, a new Chapter 3.28 is hereby enacted which shall read and provide as follows: "Chapter 3.28 Beautification Commission Sections: 3.28,010 Organization - Terms of Members - Compen- sation. 3.28.020 Removal of Member from Office - Filling Vacancies. 3.28.030 Meetings - Officers. 3.28.040 Record of Proceedings kept by Secretary - Filing. 3.28.050 Powers and Duties. 3.28,060 Duties of Head of Park Department. §3.28.010 - Organization - Terms of Members - Compensa- tion: There shall be a Beautification Commission in the City con- sisting of seven members, appointed by the Mayor, subject to con- firmation of the City Council; the members thereof shall be quali- fied electors of the City, and their terms of office shall be for a period of three years and until their successors are appointed and qualified. The terms of the first members of the Beautifica- tion Commission shall be determined by lot so that the term of two members shall be for one year, of two members for two years and of three members for three years, all ommencing at the first meeting of the commission after the commission is fully constitu- ted. The members shall serve without compensation, but all neces- sary expenses shall be paid by appropriate council action. -1- 53,28.020 - Removal of Member from Office - Filling Vacancies: The City Council may remove any appointed member of said commission from office prior to the expiration of his term of office, with or without cause by an affirmative vote of not less than three-fifths of all the members of the City Council. Vacan- cies on the commission, except as to ex -officio members, shall be filled by appointment by the Mayor, subject to the confirmation of the City Council. §3.28.030 - Meetings - Officers: The commission shall hold regular meetings at least once each month, and may hold such additional meetings as it may deem neces- sary or expedient. A majority of said commission shall constitute a quorum for the purpose of transacting the business of said com- mission. The commission shall, as soon as practicable, after the time of the annual appointment of a member to the commission, elect a chaiman, vice-chairman and a secretary thereof, who shall serve at the pleasure of the commission. §3.28.040 - Record of Proceedings kept by Secretary - Filing: The secretary of the commission shall keep a record of all proceedings, resolutions, findings, determinations and trans- actions of the commission, which records shall be a public record, and a copy of which record shall be filed with the City Clerk as clerk of the City Council. Powers and Duties §3.28.050 -/It shall e the duty of the Beautification Commission, subject to the approval of the City Council, to: 1. Recommend a master street tree plan for adoption by the City Council. 2. Recommend a 11Official Street Tree List" to the City Council for adoption, designating specific types of trees which can be planted on any street, based on pertinent local street and tree factors. -2- 3. Recommend specific types of street trees for any new subdivision. ā€˛Recommend 4. 99@We a survey to be made from time to time to determine those street trees which are to be retained and those which should be removed to conform to the street tree planning and maintenance program, having regard for both the immediate and long-term needs of the City. Recommend S. F4QW*#te programs for the planting, maintenance and -removal of all street trees in the City. Oyscommend 6. ase suitable plans for the uniform planting, care and maintenance of street trees and of shrubs, grass plots, and other ornamental or beautifying plantings upon the streets and highways, 7. Devise suitable plans for the development and beatti.- fication of the public parks, parkways and buildings belong- ing to, or leased by, the City. 8. Recommend rules and regulations for the use of public parks within the City which are not in conflict with the rules and regulations adopted by the City Council to promote or control the recreational use of such public parks, as the same may have been recommended by the Park and Recre- ation Commission, 9. Consider the annual budget of the Park Department during the process of its preparation and make recommendation thereto to the City Council and City Manager and, in the case of capital improvement, also to the Planning Commission, 10. Perform such other duties as may be delegated toit by the City Council from time to time. §3.28.060 - Duties of Head of Park Department: The healI of the Park Department shall attend all meetings of the Beautifica tion Commission and shall advise the commission in the performanc of its duties. -3- Section 2: This ordinance shall be published once as required by law.
