A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
AUTHORIZING POSITION AMENDMENTS, ESTABLISHMENT OF NEW JOB
SPECIFICATIONS AND SALARY, THE RECLASSIFICATION OF POSITIONS,
REVISIONS TO EXISTING JOB SPECIFICATIONS, AND REVISIONS TO THE
CITY OF BURLINGAME SALARY SCHEDULES
WHEREAS, under the City of Burlingame Civil Service Rules, adopted pursuant to
Municipal Code Section 3.52.030, the City Council is the final authority for approving the
classification and compensation plan, including any amendments to job specifications, and;
WHEREAS, the proposed changes are as detailed below:
• Add a 1.0 full-time equivalent (FTE) Engineering Technician II position, a 1.0 FTE
Street and Sewer Leadworker position, and a 1.0 FTE Utilities Inspector/Locator
position in the Public Works Department; and
• Add a 0.8 FTE Program Outreach Specialist position in the Parks and Recreation
Department; and
• Delete a 1.0 FTE Water Meter Reader position in the Public Works Department and
abolish the classification; and
• Approve the job specification and set a monthly salary range of $5,615.22 to
$6,837.38 for the new classification of Utilities Inspector/Locator; and
• Approve the job specification and set an hourly salary range of $25.75 to $31.30 for
the new classification of Program Outreach Specialist; and
• Reclassify one Assistant Engineer position to an Associate Engineer position in the
Public Works Department; and
• Reclassify one Accounting Assistant III position to an Accounting Technician position
in the Finance Department; and
• Revise the title and job specifications for the classification of Human Resources
Assistant to Human Resources Technician; and
• Revise the title and job specifications for the classification of Public Works
Superintendent to Deputy Director Public Works Operations; and
• Revise the title and job specifications for the classification of Assistant Water
Superintendent to Water Division Manager; and
• Revise the title and job specifications for the classification of Assistant Street and
Sewer Superintendent to Streets, Storm Drains, and Sewer Divisions Manager; and
• Revise the title and job specifications for the classification of Assistant Facilities
Superintendent to Facilities Division Manager; and
• Revise the job specifications for the Water Quality Supervisor in the Public Works
Department and the Planning Manager in the Community Development Department;
and
• Revise the City of Burlingame Salary Schedule and City of Burlingame Salary
Schedule — Casual Positions; and
WHEREAS, the basis for the proposed changes is fully detailed in the staff report for this
item on the June 19, 2017 City Council agenda; and
WHEREAS, the proposed changes are contingent upon adoption of the Fiscal Year
2017-18 Budget; and
WHEREAS, the bargaining units representing the impacted classifications have reviewed
the proposed changes and have not brought forth any objections or concerns.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Burlingame finds,
orders and declares that:
1. The Council approves the addition of a 1.0 FTE Engineering Technician II
position, a 1.0 FTE Street and Sewer Leadworker position, and a 1.0 FTE Utilities
Inspector/Locator position in the Public Works Department; and
2. The Council approves the addition of a 0.8 FTE Program Outreach Specialist
position in the Parks and Recreation Department; and
3. The Council approves the deletion of a 1.0 FTE Water Meter Reader position in
the Public Works Department; and
4. The Council abolishes the job specification of Water Meter Reader; and
5. The Council approves the job specification and monthly salary range of $5,615.22
to $6,837.38 for the new classification of Utilities Inspector/Locator; and
6. The Council approves the job specification and hourly salary range of $25.75 to
$31.30 for the new classification of Program Outreach Specialist; and
7. The Council approves the reclassification of one Assistant Engineer position to an
Associate Engineer position in the Public Works Department; and
8. The Council approves the reclassification of one Accounting Assistant III position
to an Accounting Technician position in the Finance Department; and
9. The Council approves revising the title and job specifications for the classification

of Public Works Superintendent to Deputy Director Public Works Operations; and
11. The Council approves revising the title and job specifications for the classification
of Assistant Water Superintendent to Water Division Manager; and
12. The Council approves revising the title and job specifications for the classification
of Assistant Street and Sewer Superintendent to Streets, Storm Drains, and
Sewer Divisions Manager; and
13. The Council approves revising the title and job specifications for the classification
of Assistant Facilities Superintendent to Facilities Division Manager; and
14. The Council approves revising the job specification for the Water Quality
Supervisor; and
15. The Council approves revising the job specification for the Planning Manager; and
16. The Council adopts the City of Burlingame Salary Schedule and City of
Burlingame Salary Schedule — Casual Positions. ^

DEFINITION
Under the general direction, performs the full array of duties including locating and marking
utilities according to standards, in conjunction with the Underground Service Alert (USA)
program, prior to construction. Inspections related to all public works utilities, demonstrates a full
understanding of all applicable policies, procedures and work methods associated with assigned
duties; performs other related duties as required.
DISTINGUISHING CHARACTERISTICS:
The Utilities Inspector/Locator position is an advanced journey/lead class in the Water division.
Incumbents frequently work independently in inspecting and performing locating and markings
related to all public works utility systems and perform lead supervisory duties, including assisting
in the planning, assigning, and evaluation of the work of subordinates, giving recommendations
on discipline, and providing training. This classification differs from the next higher classification
of Water Operations and Water Quality Supervisors in that the latter has full supervisory
responsibility for maintenance crews in the Water program.
SUPERVISION RECEIVED/EXERCISED:
Receives general direction from the Water Operations and Water Quality Supervisors. Exercises
functional, technical, and lead supervision over assigned staff, as required.
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
• Receive USA tickets for all public works utilities (Water, Sewer, Storm, and Electrical)
through the USA -North electronic ticketing system. Organize and prioritize USA tickets in a
timely and productive manner and complete marking requests within the USA priority
guidelines;
• When assigned, duties include plan checks , fmal inspections on commercial, residential, and
capital improvement projects, investigate and resolve customer complaints, fire flow testing,
backflow testing, collecting water samples for testing, and lead worker related duties. Water
quality investigation, backflow testing, and fire flow test requests as needed. Calibration of
equipment;
• Train assigned personnel in the use of utility location equipment and USA standards and
procedures;
• Complete, record, and file all USA requests. Maintain and generate reports on work in progress
and general construction operations;
• Coordinate work with other City departments, divisions, sections and private utilities which
may include both written and oral communications;
• Read maps, block -book pages and plans, to determine the location of City -owned utilities and
marking prior to construction;
• Ensure that all -applicable USA standards, utility rules, codes and safety regulations are
communicated and complied with;
• Complete data assignments; data collection, performance measurements, track costs, time, and
materials;
• Responds to questions, concerns, and emergency calls from the general public; makes
recommendations and/or takes appropriate action to resolve issues and problems; responds to
inquiries about department policies, rules, regulations and City ordinances; establishes and
maintains a customer service orientation within the work unit;
• Demonstrates a full understanding of applicable policies, procedures, and work methods
associated with assigned duties; evaluates assigned work activities; estimates time, materials,
and equipment necessary for the successful completion of assignments; acquires necessary
resources as is appropriate;
• Establishes positive working relationships with representatives of community organizations,
state / local agencies, City management and staff, including the public;
• Respond to after-hours emergency call -outs and perform in the standby duty program;
• Performs other duties as assigned.
QUALIFICATIONS:
Knowledge of:
• Possess thorough knowledge of utility locating equipment and USA standards and procedures;
• USA program's operating procedures for locating of utilities;
• Estimating personnel, time, material, and equipment related to assigned duties;
• Record keeping, daily reports, and collecting data related to assigned duties;
• Proper operating techniques of a variety of vehicles, mechanical equipment, power tools, hand
tools and related tools used in assigned duties;
• Work zone safety, hazardous materials, and material safety data sheets that are associated with
the work and proper safety precautions;
• Cal -OSHA Safety codes and regulations, safety rules related to job duties and responsibilities;
• Construction methods, principles and practices, properties of backfill, compaction, and
construction materials as per engineering standards;
• Layout of city and location of all utilities and related facilities and USA protocol for utility
identification process;
• Symbols and terminology used in GIS, engineering plans, and other descriptive materials
related to utilities system facilities;
• Water sampling techniques, backflow device testing, fire -flow testing procedures, and
calibration of colorimeter. Proper use and maintenance of utility locating equipment;
• Read maps, GIS, block book pages, and plans to determine the location of utilities.
Ability to:
• Oversee the work of assigned personnel and provide training and lead direction;
• Plan, prioritize, schedule, coordinate, and estimate job requirements;
• Prepare and maintain work records and all work related paperwork; prepare reports;
• Skillfully operate and maintain a variety of types of equipment, hand tools, mechanical
equipment, power tools and other equipment required for job in a safe and efficient manner;
• Use of a personal computer, handheld computer, or GPS receiver and related software
applications;
• Operate and maintain a variety of vehicles and equipment in a safe and effective manner;
• Work effectively in the absence of supervision. Coordinate and prioritize assignments with
minimal direction;
• Read and interpret utilities block books, GIS, construction drawings, maps and blueprints;
• Work safely in accordance of safety standards, codes and regulations;
• Communicate clearly and concisely, both orally and in writing with others and establish
cooperative and effective customer relations and good working relationships;
• Review and update work standards;
• Maintain physical condition appropriate to the performance of assigned duties and
responsibilities which may include walking or standing for extended periods of time; climbing
ladders to gain access to manholes and vaults, and operating assigned equipment and vehicles.
Skill to:
Safely and effectively operate a variety of vehicles, construction equipment and power and hand
tools used in the utility systems. Operate an office computer; input work order data in the database
correctly; manipulate SCADA system to respond to and acknowledge alarms.
Education and Experience:
Any combination of education and experience that has provided the knowledge, skills and abilities
necessary for a Utilities Inspector/Locator would be qualifying. A typical way of obtaining the
required qualifications is to possess the equivalent of two years of responsible Public Works
maintenance experience, similar to that of a Water Maintenance Worker in the City of Burlingame,
and a high school diploma or equivalent.
License and Certifications:
Possession of a valid California Class "C" Driver's License.
Possession of a DHS Grade D2 Distribution certificate. Within 24 months of employment, obtain
a DHS Tl certificate, AWWA Backflow Testers certificate, CWEA Grade 1, and Certificate of
Completion of USA marking course protocol.

Essential duties require the following physical abilities and work environment:
Ability to sit, stand, walk on level and slippery surfaces, kneel, bend, crouch, squat, stoop, reach,

Under general direction, plans, manages, oversees, and directs the operations and services of the
Street and Sewer, Water, and Facilities Divisions in the Public Works Department, which includes street
maintenance, street lights, traffic signals, storm drains, sidewalks, water systems operation and
maintenance, storm drain and sewer collection system maintenance, facilities maintenance, and capital
improvement projects; coordinates activities with other City officials, departments, outside agencies,
contractors, organizations, and the public; provides responsible and complex staff support to the
Director of Public Works; performs other related duties as required.
CHARACTERISTICS:
The Deputy Director of Public Works Superintendent -Operations is a single classification in the
Department Head/Unrepresented Employee Group. The position is responsible for the management
and the operations of. street maintenance, street lights, traffic signals, storm drains, sidewalks, water
systems operations and maintenance, sewer operations, facilities maintenance, and capital improvement
projects.
SUPERVISION RECEIVED/EXERCISED:
Receives administrative direction from the Director of Public Works. Exercises direct and indirect
supervision over maintenance managers, supervisors, technical, field, and office support staff.
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
• Oversees the operations, projects and staff of the Street and Sewer, Water, and
Facilities Divisions in the Public Works Department and other related program
activities and services, including the management of construction, maintenance
and repair of streets, street lights, traffic signals, storm drains,
sidewalks, water distribution and pumping systems, sanitary sewer collection
system, facilities maintenance, and capital improvement project management;
coordinates activities with other City officials, departments, outside agencies,
and the public.
• Participates in the development and implementation of the Department's
Capital Improvement Program and budget; directs the preparation of and
reviews plans, specifications, cost estimates, and contract documents; oversees
the administration of contracts; visits construction sites to ensure conformance
to plans; reviews and approves payments and billings for contract services.

• Oversees the divisions Safety program, ensures all required safety training is

• Prepares, manages, and coordinates the development of assigned divisions of
the Public Works budget; prepares forecasts of necessary funds for staffing,

issues with appropriate staff; implements adjustments as necessary.
• Oversees the selection, training, and evaluation programs for assigned divisions'
personnel; provides or coordinates in-service training; identifies and resolves
staff deficiencies; fulfills discipline procedures; approves time cards; reviews
the work of department personnel to ensure compliance with applicable federal,
state, and local laws, codes, and regulations.
• Directs the scheduling of routine and emergency maintenance and repair of
streets, sewers, storm drains, water mains, reservoirs, pumping stations and
City building facilities as well as repair and installation of water meters, the
flushing of fire hydrants, the installation of new water service; schedules and
supervises the stripping and installation of signage and the sweeping of streets
and parking lots.
• Responds to labor issues and works in collaboration with labor representatives
to amicably resolve labor issues.
• Reviews and makes final approval on plans submitted for water, sewer and fire
service in new buildings; drafts specifications and requirements for fire and
water lines and water services for new installations; performs plan checks for
sewer and water service connections; drafts City ordinances regarding potable
water and sewer for approval; and approves backflow prevention devices.
• Monitors the condition of the City's infrastructure, including streets, sidewalks,
curbs, gutters, storm drains, water distribution system, sewer collection system,
buildings, and other related facilities and equipment for maintenance, repair, and
replacement.

• Responsible to ensure proper maintenance programs are in place to meet the
mandates of Regional Water Quality Control Board regulations as well as State
water discharge regulations.
• Supervises maintenance of complete records of materials, equipment and labor use
and expenditures.
• Receives and resolves complaints from the general public.
• Establishes positive working relationships with representatives of community
organizations, state/local agencies and associations, City management and staff,
and the public.
PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:
Position requires prolonged sitting, standing, walking, kneeling, squatting, and stooping in the
performance of daily activities. The position also requires repetitive hand movement and fine
coordination in preparing reports using a computer keyboard. Additionally, the position requires both
near and far vision in reading written reports and work related documents. Acute hearing is
required when providing phone and personal service. Additionally, the incumbent in this position
works outdoors in all weather conditions, including wet, hot, and cold. The nature of the work also
requires the incumbent to drive motorized vehicles. The need to lift, drag, and push files, paper, and
documents weighing up to 25 pounds is also required.

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the
classification.)
Education and/or Experience:
Any combination of education and experience that has provided the knowledge, skills, and abilities
necessary for a Deputy Director of Public Works Supefinte+dentOperations. A typical way of
obtaining the required qualifications is to possess the equivalent of five years of broad and extensive
experience in public works, utilities, or related maintenance operations and management, including at
least three years in a responsible supervisory capacity, and a bachelor's degree in a closely related field
is recommended.
License/Certificate:
Possession of a valid class C California driver's license.

CHARACTERISTICS:
The Water Division Manager Superintendent is a management class responsible for assigning
and supervising the work of crews engaged in the maintenance and operation of the water distribution
system and its appurtenances. This classification is distinguished from the next higher classification of
Deputy Director of Public Works Operations Public .rn.r4a; 9ui9 ,..:.Aen4._. hh that the latter has overall
administrative responsibility for the Public Works maintenance operations
SUPERVISION RECEIVED/EXERCISED:
Receives general direction from the Deputy Director of Public Works Operation^nu�
Superintendent. Exercises direct and indirect supervision over assigned staff.
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
Plans, assigns, supervises, schedules and monitors the work of crews performing a variety of tasks
related to the maintenance and operation of the water distribution system and all of its
appurtenances; assumes the responsibility for the reliable supply of safe drinking water to the
Burlingame community.
• Participates in the development and implementation of goals, objectives, policies, and procedures;
evaluates work methods and procedures for improving Division performance and meeting goals;
ensures that goals are achieved; forecasts the needs and resources of the Water; assists in assessing
current and long-range goals and objectives.
• Participates in the development of the Water Division budget relative to the water distribution
system; prepares reports; monitors program budget; monitors expenditures and purchases approved
Capital Outlay equipment.
• Participates in the selection, training, and evaluation of personnel; assumes responsibility for
motivating and evaluating assigned personnel; provides necessary training; recommends and
initiates disciplinary procedures as is appropriate; ensures safe work practices and programs.
• Prepares and submits technical reports related to water quality and consumption budget.
• Attends, coordinates and collaborates with regional agencies on water issues.
• Develops and monitors work programs to meet the needs of the water division, Department of
Health Services and other regulating boards.
• Provides direction for the scheduling of routine and emergency repair of water mains, services,
reservoirs and pumping stations.
• Supervises the more difficult construction and repair projects, and inspects the work of
contractors; interprets drawings and lays out work for crews.
• Examines and approves plans submitted for water to new buildings and remodels; assists in
drafting proposed City ordinances regarding potable water, suggests improvements in division
procedures and meets with citizens to discuss water services and resolves complaints.
• Directs the repair and installation of water mains, meters, flushing of hydrants, tapping of mains
and installation and repairs of water services.
• Supervises and inspects work performed by contractors regarding water services, water mains and
fire lines.
• May be required to work during other than normal duty hours, including evenings, weekends, and
holidays.
• Establishes positive working relationships with representatives of community organizations,
state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:
Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting,
turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand
movement and fine coordination in the performance of daily duties including preparing reports
using a computer keyboard. The position also requires both near and far vision when inspecting
work, reading documents, and operating assigned office and/or field equipment. Acute hearing is
required when providing phone and personal service. The need to lift, carry and push tools,
equipment, and supplies weighing up to 50 pounds may also required. Additionally, the position
may require field work outdoors in all weather conditions, including wet, hot, and cold. The
position may use chemicals and lubricants, which may expose the employee to fumes, dust, and
air contaminants, and be exposed to mechanical and biological hazards. The nature of the work
may also require the incumbent to work in confined spaces; use power and noise producing tools
and equipment, and drive motorized vehicles in heavy vehicle traffic conditions. The incumbent
is required to respond to after hours emergency call -outs.
