Call to Order The meeting of October 17, 2000 was called to order by Secretary Mary Herman at 4:30 pm. II. Roll Call Trustees Present: Jeff Berger, Jane Dunbar, Mary Herman Trustees Absent: Cecile Coar, Mary Lou Morton Staff Present: Alfred Escoffier, City Librarian Pat Harding, Library Services Manager Sidney Poland, Recorder III Warrants & Special Fund The Trustees unanimously agreed to approve the warrants as presented. Correspondence Correspondence mailed in the packets was reviewed. 1. Duncan Trust - The Board reviewed the financial statement of the Duncan Trust provided by the Peninsula Community Foundation. It was the consensus of the Board that the statement does not provide sufficient information about the Trust in comparison to investment reporting of a 401(k) or IRA. The City Librarian will contact the director of the Peninsula Community Foundation regarding their method of financial reporting. VI. Reports A. City Librarian's Report The City Librarian reviewed his report highlighting the following events. 1. New Library Services Manager - The City Librarian introduced Pat Harding who assumed the role of Library Services Manager on October 17th. 2. Time Capsule - Entries to be placed in the time capsule will be accepted until October 31St. The capsule will be sealed and presented to the City of Burlingame at the tree lighting event, December 8th. 3. Donor Wall Additions - A prototype of the leaf and vine for the new donor wall addition is being created by the artist, Andrew Bradford of Napa Valley for the Board to review. 4. Personnel - Recruitment for the Circulation Supervisor has been extended. The process should be completed by mid-November. Recruitment will begin shortly for the reference librarian position. B. Foundation Report - 1. Elegant Affair - Ads and press releases for the event will run in the Burlingame Daily and the Independent. Karen Key ran an article in the San Mateo Times. 2. Election of Officers will take place in December. C. Duncan Trust - This item will be placed on the agenda for the November 14th meeting. D. Marshall Trust - In response to the Trustees' inquiry, the City Librarian gave a report on the current financial status of the Trust. Library Board of Trustee Minutes 2 October 17, 2000 VIII. Unfinished Business A. Donor Wall Funding - The cost for the new donor wall is approximately $11,000 which the City Librarian recommended be �— shared between the Trustees and the Foundation. The Trustees authorized an expenditure of$5,500 from the Xerox Fund to pay for its half of the project with the condition that the Foundation fund the remaining amount. M/S/C (Dunbar/Berger) B. Time Capsule Committee - Mary Herman and Jeff Berger will select the items to be placed in the time capsule. C. Employee Achievement Awards Update - Mary Herman and Jeff Berger will review the nominations submitted by the staff. Awards will be given at the Employee Recognition Dinner December 3rd. IX. New Business A. Internet Policy - The Library has not received any complaints regarding its Internet service and usage is high. The only major behavioral issue was resolved by the Trustees' decision to rescind an individual's library privileges until March 2001. B. Microform Reader Printer Funding - The Trustees authorized funding for the Microform Reader Printer in an amount not to exceed $15,000. M/S/C (Berger/Dunbar) C. Escoffier City Librarian Library Board of Trustee Minutes 3 October 17, 2000 What is the Library of California? • Senate Bill 409 created the Library of California • Signed into Law by Governor Wilson on September 28, 1998 • Provides for regional multi-type library networking • Provides $ 5 M the first year; with additional funding to be requested year two • Eventually will replace the California Library Services Act • Five major components of the law: • Telecommunications Infrastructure • Information database licenses • Reimbursement for interlibrary loan activity and direct loans • Regional library network development • Statewide coordination • Library of California revises and recasts California Library Services Act • Provides for transition period from CLSA to Library of California • Repeals CLSA legislation after the transition • CLSA Board will become the Library of California Board • Local libraries benefit by: resources sharing, access to non-public libraries, Recognition of the role of academic, school and special libraries in the information pool. What to expect: Regional multi-type library networks, increased access services, shared database licensing resulting in lower costs, statewide resource libraries established KATHRYN PAGE Library Building Consultant ASSOCIATES November 3, 2000 Al Escoffier City Librarian Burlingame Public Library 480 Primrose Road Burlingame CA 94010 Dear Mr. Escoffier, It was a pleasure to meet with you and Pat Harding last week to discuss possible improvements to the Easton Branch Library. Here is a proposed scope of work to conduct the analysis and planning needed to start that project. Tasks Hours 1. Interview Easton Branch librarian 1.5 2. Interview Children's Services Coordinator 1.5 3. Observe public use patterns at the branch 2.0 ` 4. Review circulation, programming and borrower registration data 1.0 5. Develop recommendations for optimal use of the 12.0 branch within constraints of site and budget; outline space requirements of recommendations (written report with recommendations for implement- ation of recommendations) 6. Present recommendations to Library 2.0 Total hours: 20.0 I would add a contingency for unanticipated tasks, at 4.0 hours. My billing rate for this type of project is $110/hour. Reimbursable expenses would be for travel costs between my office in San Francisco and Burlingame, at $30/trip. I would anticipate two trips, one to interview staff and observe, the other to present my findings and recommendations to you and staff. Sincerely, Kathryn Page rBURLIrvGAME 1 r p B U R L I N G A M E .. - PUBLIC LIBRARY Library Trustee Description Library Mission: The mission of the Burlingame Public Library is to serve all members of the community by providing and promoting free and equal access to resources and information in a professional, welcoming environment. Trustee Information: Members of the Library Board of Trustees are appointed by the City Council for a three-year term. The Board is advisory in nature, as defined in the California Education Code. Board appointment requires residency in Burlingame and registered voter status. Regular library board meetings are held on the 3rd Tuesday of the month, at 4:30 PM. Special Board meetings may be called as needed. Trustee Responsibilities: Advise the City Librarian on library services, establish policy, conduct public relations,provide citizen input on library operations, and participate in long range planning. Trustee Duties: Attend Board meetings; Become informed about all phases of library operations; Serve on board and staff committees; Lend expertise and leadership to the Board for the good of the library; Actively participate in board workshops and activities; ~' Participate in fund raising activities. Qualifications: A sense of the library's enormous importance to the intellectual, economic and social life of the community; An appreciation of the library and a desire to provide the best possible service for the community; Sensitivity to the political environment; Belief in the importance of access to the materials of lifelong learning for everyone. Other Opportunities: Trustees may be active in library trustee activities at the local, state and national level. The California Library Association and the American Library Association offer educational programs for Trustees. A member of the Trustees is generally chosen by the City Council to serve as a member of the Peninsula Library System Advisory Board. The program administers a broad range of services for libraries in the state. The legislation replaces the California Library Services Act (CLSA) from which public libraries receive basic service support (approximately $ 61,000 this year), as well as reimbursement for interlibrary loan and direct loan (approximately $ 100,000 this year). Peninsula Library System libraries must become members by December 31, 2000 to become eligible for the approximately $ 500,000 in funding which will become available next year. I am requesting the board approve the resolution for joining the Library of California and send it on to the City Council for their approval. Easton Project We have received a proposal for the Easton Project from library consultant Kathryn Page. Ms. Page was project director for the San Francisco Public Library and has done work on a number of library projects in San Bruno, Santa Clara, Half Moon Bay, and elsewhere. Ms. Page will be advising us on service levels and the physical plant upgrades necessary at the branch. New Circulation Supervisor Appointed! Amy Gettle, currently circulation supervisor for Millbrae Library has been appointed to the position of Circulation Supervisor. Amy comes to Burlingame with many years of service at the San Mateo County Libraries. She has been at Millbrae since 1984 and was in charge of development projects for the south county branches. Amy grew up on the peninsula and is a Belmont resident. Amy will begin work in December. Welcome Amy! Cultural Programs "Kingdoms of Edward Hicks"-featured docent Kay Payne offering a slide lecture on the exhibit. On Thursday, November 16 a lecture on the Anderson Graphics collection will be held. This exhibit will be held at the Museum of Modern Art and the Legion of Honor. Building Issues Update Work is proceeding on the water sealing on both terraces.. We are having an increasingly difficult time hiring pages and are hoping this method will assist in the process. We are recruiting for a 30-hour per week reference librarian. Brenda Chavez, who left to take a job at the Mercy High School library, vacated this position. We will be recruiting at the California Library Association in Santa Clara in November. Elegant Affair As of this writing, nearly 170 acceptances have been received for the in-Library Foundation Elegant Affair. The event will be held in the library on Friday, November 10tH Funds raised from the event will go toward the development of an e-Book program at the library to be inaugurated January 2001. Board President October 10, 2000 TO: Board of Trustees FROM: Alfred Escoffier, City Librarian RE: Posting of Materials Recommendation: Clarify the policy of posting of library materials and the giveaway of materials. The current policy is adequate, but could be made more understandable rounding out the context and purpose of the distribution of giveaway materials. The Board may chose to keep the present policy, approved in November 11, 1997, update the policy with the proposed update, or develop their own policy. Background: There has been a question regarding our posting policy. While I feel the present policy is adequate for the purpose, I feel we should probably update it with some of the reasoning behind the policy (e.g.: space, ability to offer space for non-profits, ability to offer space for giveaways, focus on library/city events, etc.) Posting Policy The priorities for posting on the library bulletin boards are: • Agendas, minutes, other required City postings • Items of an educational, recreational, cultural interest for the general public • Events sponsored or promoted by non-profit or educational institutions Posting specifically excludes: business ventures, for-profit business opportunities, or items for sale. Items for posting should be approved by the Reference staff. POSTING OF MATERIALS UPDATE: 11/97 AHTHOR: ESCOFFIER The criteria for posting of materials is as follows: 1) City agendas, minutes and other required city posting. 2) Items of educational, recreational or cultural interest for the general public. 3) Events sponsored or promoted by non-profit or educational institutions. 4) Policy specifically excludes: business ventures, for-profit business opportunities (garage sales, items for sale, etc.) 5) Giveaways of a similar nature may be made available on the racks for this purpose.
