MINUTES
MARCH 17th, 1981
�. CALL TO ORDER:
In the absence of Chairman Nagle, Secretary Alice Fricke called
the meeting to order at 4: 30pm.
ROLL CALL:

BILLS :
Checks in the amount of $12 , 631 . 10 , were approved to be paid on
a motion made by Trustee Parsons , seconded by Trustee Weatherbe and
unanimously carried. Special Fund cheks in the amount of $806 . 16, were
approved to be paid on a motion made by Trustee Weatherbe, seconded by
Trustee Parsons , and carried.
MINUTES OF THE MEETING OF FEBRUARY 17th, 1981 :
Minutes of the meeting of February 17th, 1981 were approved as
written and ordered filed.

LIBRARIAN 'S REPORT :
Mrs . Bergsing discussed the Librarian' s Report in conjunction
with Unfinished and New Business .
UNFINISHED BUSINESS :
Capital Improvements 1981-1982 :
Acting Chairman Fricke asked Mrs . Bergsing if the requests for
Capital Improvements had been sent to Council, to which Mrs . Bergsing
replied "yes" .
Mrs . Bergsing explained that there were three requests for
Capital Improvements that had been submitted to Council for approval :
#1 . Reorganization of the Library
#2 . Computerized Book Circulation System
#3 . Additional Maintenance Projects .

Trustee Hechinger asked what the possibilities were, of the
City financing a Computerized Book Circulation System, and, did the
City have the money to do such a costly venture? Mrs . Bergsing said
that the City had the money and that the costs involved were justifiable.
Acting Chairman Fricke thought that the matter of Computerized Circulation
was inevitable, it was just a matter of whether the City would chose to
have its own System, or "share" with the County, and other P .L.S . libraries .
Reorganization of the Library:
Mrs . Bergsing said that two years ago , the Library had requested
$25, 000 . 00 for the Reorganization of the Library, at which time the City
Council had conducted a "walk through" , and agreed to make the funds
available after more detailed plans were developed. She further explained
that since that time, she has had consultants , an architect, and consid-
erable staff involvement in the project. Then using floor plans drawn
by Mr. Escoffier, Supervisor of the Reference Department, Mrs . Bergsing
gave a detailed description of the proposed changes . The major
objectives of the plan will be to move the Reference Department to the
Main Reading Room, move the Reference Office to the Mezzanine, move the
Periodical Office, the Periodicals and all Audio Visual Services to the
existing Reference Room, rearrange some of the stacks , improve the
visibility of the Children' s Department Desk, and upgrade the existing
telephone and intercom systems . She pointed out that she had requested
an additional $10, 000 . 00 for the project in this year ' s Capital Improve-
ments Budget .
The Trustees had a number of questions about the plan, and
discussion followed. In general they agreed that the changes would
improve service to the public. Mrs . Bergsing reported that she had
requested that the Reorganization Plans be placed on the City Council
Study Session Agenda on April lst, for explanation and review. The
Trustees agreed to attend the meeting.
Library Party - April 11th:
Acting Chairman Fricke said that all the Board members had re-
ceived their invitations to the Library Staff Party, to be held on
Saturday, April 11th. She asked that the Trustees let Judy Cladysz know
if they will be attending and how man Everyone y• y was quite enthusiastic
about the party.

NEW BUSINESS :
Operating Budget Instructions 1981-1982 :
Mrs . Bergsing stated that she had included the Operating Budget
Instructions in the Board members ' packets . She reported that she would
have the Library Budget ready for their review at their April 21st
meeting.
Change in May Meeting Date to May 26th:
Mrs . Bergsing requested a change in the May Board meeting date
from May 19th to May 26th. She explained that she would be out of town
on the regularly scheduled day. The Board agreed to the change for the
month of May.
National Library Week:
Acting Chairman Fricke advised everyone that the Peninsula
Library System will be having a week full of gala events during National
Library We-e'x, April 5th through the 11th. She suggested that Mrs . Bergsing
request that Mayor Martin provide the Library with a proclamation declaring
�- National Library Week. Librarian Bergsing said that this had already been
done.
California Library Association:
Mrs . Bergsing passed out the current issue of the CLARION, the
State Newsletter on Library Funding. She asked if the Trustees had renewed
their CIA memberships . Trustee Parsons said she had already done so, but
the rest had not. Trustee Parsons made a motion that all of the dues be
paid out of Special Fund (as done previously) . This amounts to $15. 00
per person. Trustee Weatherbe seconded the motion and it was carried.
ADJOURNMENT:
Acting Chairman Fricke adjourned the meeting at 5 : 35pm, with a
brief tour of the Technical Processing Room and the new Mail Distribution
Center following. The next regularly scheduled meeting was set for April
21st, 1981, at 4: 30pm, in the California Room.

LIBRARIAN' S REPORT
APRIL 21st, 1981
Reorganization of the Library :
`-' Thie City Council approved, unanimously, the Reorganization
Plans for the Library at their Study Session on April 8th. Since then,
in consultation with other staff members , we have decided it would be
best to proceed in two phases . First , we will move the Reference area
to the Main Reading Room, move Periodicals to the current Reference
Room, expand the Reference offices where they are currently housed, move
the Periodical office to the Reference offices , expand the shelving on
the Mezzanine, and move the three floors of stacks .
Proceeding in this manner will give us an opportunity to see
how the new arrangement functions before we become involved in the
construction necessary to enclose the mezzanine. That project will
require drawings , specifications , and "going out to bid" , which is a
lengthy procedure. With good planning and some luck, we would like to
begin and complete Phase One this Summer. I 'll go over these plans
with you in more detail at your meeting.
Computerized Circulation:
�- Enclosed is a- copy of the teletype message we received from
the Assistant County Librarian, Nancy Lewis , dated April 15th. With the
Board of Supervisors official approval of the R.F.P . , we are finally
making some progress on automated circulation. I have a complete copy
of the -R.F.P . , if any of you wish to read it . It is about 100 pages
long, however. I also have copies of the G.R. C. Study and I am enclosing
a copy of the editorial that appeared in the San Mateo Times .
Library Operating Budget 1981-1982 :
Attached is a copy of the Library' s Operating Budget requests
for the upcoming year. As you can see, we have tried to be as frugal
as possible. The budget is a discussion item on your meeting Agenda,
and it is due into the City Manager on April 24th.

Also enclosed, are a few requests for equipment which we are
hoping you will approve from your Special Fund Account . l'ollowing the
same procedure we have used for the past couple of years , we have not
.... included any Capital Outlay items in the regular budget requests to the
city.

Trustee ' s Account Fund:
Another attachment to this report is a memo from the Finance
Director, regarding an alternative method of handling the Library 's
Special Fend Account . The Board of Trustees in San Mateo have just
changed over to this method, and I thing it may offer some benefits
for Burlingame as well.
Trustee Attendance at A.L.A. :
We have recieved the preliminary information on the American
Library Association Conference in San Francisco on June 26th through
July 2nd, 1981. The deadline for receipt of advance registration is
May 22nd. The fees for the Conference will be as follows :

Friends of the Library Booksale:
The Friends of the Library Spring Booksale, will open with
"Preview Night" , from 6 :00-9 :OOpm, on Friday, May 1st , and continue
on Saturday, May 2nd, from 10 :00am to S :OOpm, and on Sunday, May 3rd,
from 1 :00 to S :OOpm. I hope you can all attend at least once during
the weekend. Preview Night is the most fun as June and Alice can tell you.
Programs/Outreach:
Two program series are being planned for May and June.
Richard MacDonald, Part-time Library Assistant, has arranged for several
talented students of the San Francisco Conservatory of Music, to present
two Brown Bag Concerts in the Library 's Community Room on May 5th and
May 12th, from 12 :00 noon to 1 :OOpm. The Friends of the Library are
providing funds to support this series for which we are very grateful .
Richard, a graduate student at the Conservatory will perform in the
concerts .
A slide travelogue series will be presented every Wednesday
at noon in June, in the Library' s Community Room. June 3rd will feature
John Hoffman, Park Director, in England; June 10th, Portugal and
Morocco will be presented by Adrian and Natalie Williams, long-time
Friends of the Burlingame Public Library- June 17th, Louise Ebeling,
San Mateo Union High School District , will show highlights of her trip
to China; June 24th, will take us to w"exico , with Henry Conserva, husband
of Reference Librarian, Valerie Conserva. This program is also supported
by the Friends of the Library.
Barbara Rowe led a book discussion with the "Newcomer ' s Club"
on March 23rd. She also led a Book Chat at the Main Library on Tuesday,
March 24th .
Pat Harding led a class from Crocker School (Hillsborough) on
a tour of the Library and gave a general introduction to the Reference
Department on March 25th.
Joan Leach spoke to the Fifty plus Club at Woodlake. She a
gave several book talks and a brief discription of the services of the
Library.
Joan also presented a program to the Burlingame Writers Club on
Children' s books .

Children' s Department :
The following schools visited the Library during the month
of March for tours , book talks , and story telling.
The Markoff Annabelle School, (a school for Children with
learning problems) .
The Little Lambs Nursery School.
St. Paul ' s Nursery School.
Presbyterian Nursery School.
Second Grade Class from McKinley School.
Joan Leach spoke to all the classes at Lincoln School about the
Library and gave book talks to the sixth and seventh grade English classes
at Crocker Intermediate School in Hillsborough.
System News :
The Peninsula Library System Slide Show has been completed and
will soon be distributed to member libraries . The Slide Show is part of
the grant-funded Community Awareness Project to celebrate P .L. S . 's 10
years of operation. The show, which describes the many services of the
libraries and the system, will be used for public relations purposes by
member libraries'. We are planning on having it to show you at your May 26th
Board meeting.
On March 27th, Pat Harding attended a P .L. S . Film Committee
Selection Meeting. The committee approved six new 16mm films for
addition to the Film Center Collection. The popularity of the new video
cassettes is astounding, with nearly every cassette out in circulation at
any given time.
Collections :
The second edition of CATALIST has arrived! CATALIST assists
us in finding books we do not own. It includes over 2 million locations
for over 600 , 000 titles . This information is arranged by author/title
and subject in 2 sets of microfiche.
The data base for CATALIST contains records from 154 California .'
libraries , mostly public, but including some special, academic and
community college libraries as well. The second edition is 30% larger
�,., than the first and lists titles published to 1980 .

Personnel :
Susan Groetchen, Part-time Library Assistant I, was hired
on April 6th to replace Rob McCormack, who is resigning on April 24th
to travel in Europe during the Summer. Susan lives in Burlingame and
we welcome her to our Circulation Department.
We are please to welcome Darla Crockett , a graduate student
at the University of California/Berkeley Library School, as a Library
Intern. Darla will be working with the Reference Department for 10
weeks , learning about the Library ' s operations . Darla has had considerable
experience in libraries , most recently at the San Mateo County Library
Headquarters and at the Pacifica Branch.
Staff Development :
Deanna Draper and Joy Molder attended a C.L.A. S . S . meeting at the
San Jose City College on Monday, April 13th, to hear an explanation of
the R.L. I .N. On-Line Acquisitions Program which will be available in July.
This new program utilizes the bibliographic data base already being used
by those libraries who participate in shared cataloging. The system
allows a library to search and enter orders on-line, to check in orders ,
claim orders and invoices, and print orders and claim notices . It appears
to be a labor-saving and error-reducing system for the tedious order
placing process . A study would need to be made to see if this new program
would be cost-effective.
Joy Molder will be attending a C . I .N. program called "Selling
the Library" , on May 1st. The program will focus on "what to sell and to
whom, effective presentations to funding sources" , and an extra bonus , a
demonstration of Mission College ' s On-Line Catalog. The meeting is being
held at Mission College in Santa Clara.
Pat Harding attended the C . I.N. Business Workshop on March 13th
in San Jose. Seven speakers from both public and special libraries dis-
cuseed special sources of information for domestic and international
corporations and industries , marketing statistics , economic indicators ,
foreign exchange rates , metal prices , and on-line sources . Different
business tools were compared and speakers discussed which sources were
most appropriate for a particular reference question.
