HomeMy WebLinkAboutMin - LB - 1981.08.18 BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES AUGUST 18th, 1981 CALL TO ORDER: The meeting of August 18th , 1981 , was called to order by Chairman Nagle at 4 : 30pm. ROLL CALL: Trustees Present : Chairman Nagle, Trustee Fricke, Trustee Hechinger , Trustee Weatherbe Trustees Absent : Trustee Parsons , excused for vacation Also Present : Mrs . Judy Gladysz , Library Secretary BILLS : City checks in the amount of $10 , 223. 58, were approved on a motion made by Trustee Hechinger, seconded by Trustee Fricke and carried. Special Fund checks in the amount of $2 , 269 . 30 were approved on a motion made by Trustee Fricke, seconded by Trustee Weatherbe and carried. MINUTES OF THE MEETING OF JULY 21st , 1981 : Minutes of the meeting of July 21st , 1981, were approved as written and ordered filed. CORRESPONDENCE : Secretary Fricke read a letter from Mr. Bill Somerville of the San Mateo Foundation. Mr. Hechinger questioned what the Foundation was and how it operated. Mrs . Bergsing explained. Trustee Fricke was very pleased with the books that had been purchased with the money from the Memorial Fund for Julia Farrell. Mrs . Bergsing stated that she thought this kind of gift to the Library makes a lovely living memorial. The Board members agreed. Secretary Fricke also read a letter from Mr. Gerald Curo of South San Francisco , to Mayor Mangini , commending Ms . Barbara Rowe of the Reference Department . LIBRARIAN'S REPORT: The Librarian' s Report was discussed in conjunction with Unfinished Business . UNFINISHED BUSINESS : Study of Communication needs for Burlingame Public Library : Mrs . Bergsing reported that after careful study and checking with private telephone systems , the communication expert from San Mateo County , and with Pacific Telephone , she was recommending that the Library remain with Pacific BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES - MINUTES 8/18/81 Telephone Company rather than going with a private firm. She explained that the reason was that private systems , to date , have been designed, primarily, for larger operations than the Library. She is endeavoring �- to "design a system" that will meet the Library' s needs without being too expensive . She said she will be recommending also , that the Library change over to Touch-Tone when the new system is installed. This will mean changing the phone number, but it appears to be only a matter of time until all phones will be Touch-Tone . It is not "cost effective" to change over to a new rotary system now, and then have to pay again to change to Touch-Tone in a relatively short period of time . Trustee Fricke agreed that Touch-Tone was the sensible way -to . go . Discussion followed with the Trustees expressing support for the recommendation to stay with Pacific Telephone Company. Librarian Bergsing stated she would return at a later meeting with a more complete description of the proposed new system for their approval . Computerized Circulation : Librarian Bergsing reported that the "team" that had gone to Georgia and Canada to view the Computerized Circulation Systems , had managed to visit all the libraries scheduled, and had returned safely �- (in spite of the air controllers strike) . She stated that she had had a conversation with Nancy Crabbe , the Assistant Redwood City Librarian, the day before, and all three P.L.S. representatives felt the site visits were extremely valuable . No one seemed to return with the feeling that the "perfect system" had been found; however, a lot of questions had been answered. The most positive note was that Karen Foss , the new Assistant City Manager for San Mateo , was not pleased with the Macon, Georgia System that San Mateo has been considering using. She did not feel that it could meet their needs . Obviously, as we have said all along, it would make a significant difference to Burlingame if San Mateo City decided to go into the same system with the County and the other P.L .S . libraries . Mrs . Bergsing said she would report further at the next Board meeting, as the evaluation committee is meeting again on September 1st to hear the report on the site visits , and to make a decision on which system to recommend to the County. R. L. I .N. Cooperative Cataloging Agreement : Mrs . Bergsing announced that the City Council had approved the Agreement for shared cataloging with Daly City and Menlo Park at their Monday night regular meeting. BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES - MINUTES 8/18/81 Personnel : Chairman Nagel asked if the vacancies were being filled for the Reference Department. Mrs . Bergsing replied that there were six or eight applications for the Part-Time Librarian I job and about the same for the Part-Time Library Assistant I job . She said that Mr. Escoffier was interviewing for them both. NEW BUSINESS : Election of Officers for 1981- 1982 : Trustee Weatherbe made a motion that Trustee Fricke serve as Chairman. The motion was seconded by Trustee Hechinger and it was passed unanimously. Trustee Hechinger made,, a motion to nominate Trustee Weatherbe as Secretary. The motion was seconded by Trustee Fricke and passed unanimously. Trustee Fricke wanted the minutes to reflect that Chairman Nagle has been a very capable and accomplished Chairman for the past year, and very pleasant to work with . Summer Reading Club : Chairman Nagle inquired about the Summer Reading Club party , and a brief discussion followed. �.. Hillsborough Agreement : Mrs . Bergsing stated that the City of Hillsborough had begun making payments at the new higher rates . Last year the total contract was for $90 ,000 . 00 with $30 ,000 . 00 going to San Mateo and $60 ,000 .00 to Burlingame for payment for Library services for the Town of Hillsborough . This new fiscal year the amount has increased to a total of $109 ,.746 . 00 , with $36 ,582 . 00 to go to San Mateo , and $73,164. 00 to Burlingame . Re-appointment of Trustees : Trustee Fricke stated that she had been contacted by the City Mangers office, and she had agreed to serve her first full three- year term on the Board of Trustees . Meeting Room Rules : Mrs . Bergsing asked the Board's opinion about revising the meeting room regulations and application form. Discussion followed regarding more conformity with rates charged by the Recreation Department . Trustee Fricke suggested that profit making groups should be charged more money for the room than non-profit groups . Chairman Nagle raised questions about the "hold harmless" statement , and asked Librarian Bergsing to check with the City Attorney. After further discussion , BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES - MINUTES 8/18/81 Mrs . Bergsing said she would report back to the Board with specific information and recommendations regarding rate changes , and new or revised application forms within the next month or two. ADJOURNMENT : The meeting of August 18th, 1981 was adjourned at 5 :25pm with the next regular meeting scheduled for September 15th, 1981 at 4: 30pm in the California Room.
