MINUTES
AUGUST 18th, 1981
CALL TO ORDER:
The meeting of August 18th, 1981 , was called to order by
Chairman Nagle at 4 : 30pm.
ROLL CALL:
Trustees Present : Chairman Nagle, Trustee Fricke, Trustee
Hechinger, Trustee Weatherbe
Trustees Absent : Trustee Parsons , excused for vacation
Also Present : Mrs . Judy Gladysz , Library Secretary
BILLS :
City checks in the amount of $10 , 223. 58, were approved on a
motion made by Trustee Hechinger, seconded by Trustee Fricke and carried.
Special Fund checks in the amount of $2 , 269 . 30 were approved on a
motion made by Trustee Fricke, seconded by Trustee Weatherbe and carried.
MINUTES OF "THE MEETING OF JULY 21st, 1981 :
Minutes of the meeting of July 21st , 1981, were approved as
written and ordered filed.
CORRESPONDENCE :
Secretary Fricke read a letter from Mr. Bill Somerville of
the San Mateo Foundation. Mr. Hechinger questioned what the Foundation
was and how it operated. Mrs . Bergsing explained. Trustee Fricke was
very pleased with the books that had been purchased with the money from
the Memorial Fund for Julia Farrell. Mrs . Bergsing stated that she
thought this kind of gift to the Library makes a lovely living memorial.
The Board members agreed.
Secretary Fricke also read a letter from Mr. Gerald Curo of
South San Francisco , to Mayor Mangini , commending Ms . Barbara Rowe of
the Reference Department .
'LIBRARIAN'S REPORT:
The Librarian' s Report was discussed in conjunction with
Unfinished Business .
UNFINISHED BUSINESS :
Study of Communication needs for Burlingame Public Library : Mrs . Bergsing
reported that after careful study and checking with private telephone
systems , the communication expert from San Mateo County, and with Pacific
Telephone , she was recommending that the Library remain with Pacific
BURLINGAME PUBLIC LIBRARY

Telephone Company rather than going with a private firm. She explained
that the reason was that private systems , to date , have been designed,
primarily, for larger operations than the Library. She is endeavoring
to "design a system" that will meet the Library' s needs without being
too expensive . She said she will be recommending also , that the Library
change over to Touch-Tone when the new system is installed. This will
mean changing the phone number, but it appears to be only a matter of
time until all phones will be Touch-Tone. It is not "cost effective"
to change over to a new rotary system now, and then have to pay again to
change to Touch-Tone in a relatively short period of time .
Trustee Fricke agreed that Touch-Tone was the sensible way •to .
go . Discussion followed with the Trustees expressing support for the
recommendation to stay with Pacific Telephone Company . Librarian
Bergsing stated she would return at a later meeting with a more complete
description of the proposed new system for their approval .
Computerized Circulation:
Librarian Bergsing reported that the "team" that had gone to
Georgia and Canada to view the Computerized Circulation Systems , had
managed to visit all the libraries scheduled, and had returned safely
�— (in spite of the air controllers strike) . She stated that she had
had a conversation with Nancy Crabbe , the Assistant Redwood City
Librarian, the day before, and all three P.L.S . representatives felt the site
visits were extremely valuable . No one seemed to return with the feeling that
the "perfect system" had been found; however, a lot of questions had been
answered. The most positive note was that Karen Foss , the new Assistant
City Manager for San Mateo , was not pleased with the Macon, Georgia
System that San Mateo has been considering using. She did not feel that
it could meet their needs . Obviously, as we have said all along, it would
make a significant difference to Burlingame if San Mateo City decided to
go into the same system with the County and the other P.L .S . libraries .
Mrs . Bergsing said she would report further at the next Board meeting, as
the evaluation committee is meeting again on September 1st to hear the
report on the site visits , and to make a decision on which system to
recommend to the County.
�. R.L . I .N. Cooperative Cataloging Agreement :
Mrs . Bergsing announced that the City Council had approved
the Agreement for shared cataloging with Daly City and Menlo Park at their
Monday night regular meeting.

Personnel :
Chairman Nagel asked if the vacancies were being filled for
the Reference Department. Mrs . Bergsing replied that there were six
or eight applications for the Part-Time Librarian I job and about the
same for the Part-Time Library Assistant I job . She said that Mr.
Escoffier was interviewing for them both.
NEW BUSINESS :
Election of—Officers for 1981- 1982 -
Trustee Weatherbe made a motion that Trustee Fricke serve as
Chairman. The motion was seconded by Trustee Hechinger and it was
passed unanimously. Trustee Hechinger made,,: a motion to nominate Trustee
Weatherbe as Secretary. The motion was seconded by Trustee Fricke and
passed unanimously.
Trustee Fricke wanted the minutes to reflect that Chairman
Nagle has been a very capable and accomplished Chairman for the past
year, and very pleasant to work with .
Summer Reading Club :
Chairman Nagle inquired about the Summer Reading Club party ,
and a brief discussion followed.
Hillsborough Agreement :
Mrs . Bergsing stated that the City of Hillsborough had begun
making payments at the new higher rates . Last year the total contract
was for $90 ,000 . 00 with $30 ,000 . 00 going to San Mateo and $60 ,000 .00
to Burlingame for payment for Library services for the Town of
Hillsborough. This new fiscal year the amount has increased to a
total of $109 ,.746 . 00 , with $36 ,582 . 00 to go to San Mateo , and $ 73,164. 00
to Burlingame .
Re-appointment of Trustees :
Trustee Fricke stated that she had been contacted by the
City Mangers office, and she had agreed to serve her first full three-
year term on the Board of Trustees .
Meeting Room Rules :
Mrs . Bergsing asked the Board's opinion about revising the
meeting room regulations and application form. Discussion followed
regarding more conformity with rates charged by the Recreation Department .
Trustee Fricke suggested that profit making groups should be charged
more money for the room than non-profit groups . Chairman Nagle raised
questions about the "hold harmless" statement , and asked Librarian
Bergsing to check with the City Attorney. After further discussion,

Mrs . Bergsing said she would report back to the Board with specific
information and recommendations regarding rate changes , and new or
revised application forms within the next month or two .
ADJOURNMENT :
The meeting of August 18th, 1981 was adjourned at 5 :25pm
with the next regular meeting scheduled for September 15th, 1981
at 4: 30pm in the California Room.

LIBRARIAN' S REPORT
This will be a short report and probably a short meeting . I
�- have been on vacation for almost two weeks since your August Board
meeting, and not much progress has been made on pending items of
business .
Computerized Circulation :
The three members of the Peninsula Library System evaluation
"team" gave a rather long report at the P. L.S . Board Meeting on the
reactions and findings of their site visits to Macon and Atlanta, Georgia,
and Ontario, Canada. In addition, Nancy Crabbe prepared a lengthy, written
report , which I have , if any of you want to see it .
As I understand the current status of the project , the full
evaluation team met on September lst , and could not reach a decision on
which system to recommend. They wanted to meet with the representatives
from G.E.A. C . and DataPhase , to ask a few more questions . This meeting
was scheduled for September 4th, and at that time the Committee voted
to recommend G.E.A. C.
Their recommendation is to be forwarded to the County Board
of Supervisors in time for their 9/15 meeting. If everything stays on
schedule , the County will require firm committments from each of the
cities by the end of October. It would be very helpful to Burlingame
if we knew what the City of San Mateo was going to do . I know they
have scheduled meetings with the staff, Library Board and City Council
for late September and early October, so we should know in time for
your October Board meeting . Also, all the City Managers and City
Librarians are planning on meeting together again in October.
Communications Study :
This is still in progress , and I should have a report and
recommendation for your October meeting.
Re-Appointment of Trustees :
Trustees Parsons and Fricke were re-appointed to three-year
terms by the City Council at their September 8th meeting .
Lawder Memorial Fund :
Mr. J. William Lawder has established a Memorial Fund in
memory of his Mother, Marie Crandall Lawder. To date , the Library has
received $ 735 . 00 which has been deposited in the Trustees Account .
The money is to be used to purchase books for the Easton Drive Branch
Library.

System News :
At the P. L. S . Board meeting in August , the Library Directors
agreed to submit two grant proposals for L.S .C.A. funds . One was to
expand the Outreach program, and the other was to request funds for
materials and services for the growing Indo-Chinese community in San
Mateo County.
Al Escoffier attended the P. L.S . Reference Committee meeting
at S .R. I . International. The meeting included a tour of the facilities
and lunch . S. R. I . is a member of C. I .N. and does reference work for
member libraries .
Mr. Escoffier will be serving in a consultant capacity for
the update and rearrangement of the Reference collections at the South
San Francisco Public Library. He will be revising the collection,
setting up procedures for standing orders , evaluating periodical
subscriptions and consulting on the arrangement of the public service
areas . The project will begin in September, and will be conducted on
Al ' s own time .
Personnel :
�- We have filled our three part-time positions . Sandra
Gleichmann has been hired as a part-time Librarian I in the Reference
Department. Sandra comes to us from Southern California. In addition,
s.he has been a substitute Librarian at the Redwood City Public Library
and at the College of San Mateo.
Martha Peebles officially joined the Reference staff on
September 1st , as a Library Assistant I . Martha has been a volunteer
for the Burlingame Library during the past year. She will be handling
the college catalogs and the pamphlet files .
Dana Brenner, a part-time Library Assistant I , has been hired
in the Circulation Department . Dana is a student at the San Francisco
Conservatory of Music. Richard MacDonald, Library Assistant I , has
resigned to become a faculty member at Hiram College , Ohio , and Sharon
Porter, Library Assistant II , resigned to devote more time to her inter-
ests in the theatre . We ' re very pleased to welcome the new employees ,
and to wish the very best to those employees leaving, they will be
missed.
Programming:
The Book Chat , let by Barbara Rowe , will return to the Easton
Branch for six months beginning on September 22nd. The Book Chat is
held the 4th Tuesday of every month from 2 :OOpm to 3 : OOpm. Anyone who

enjoys hearing or talking about good books is invited to attend.
C . L . S .A. Survey :
The first quarter of the 1981-1982 survey for C .L .S.A. is
being held from September 7th (we were closed) through September 20th
This survey once again, will measure the imbalance of service between
jurisdictions . Burlingame , because of its high percentage of direct
and interlibrary loans to non-Burlingame residents , has received
fairly large amounts of moneys from the reimbursements . It is expected
that there will be a shortfall in reimbursement funds this fiscal year.
How this will affect Burlingame is not yet known.
Public Service Departments :
Pamela Stamnes , Branch Supervisor, reports that the feedback
has been positive concerning the changes in the new Branch hours ,
Monday through Friday, 2 : OOpm to 6 : OOpm, and Saturday from 2 :OOpm to
S : 00pm. News releases have appeared in local papers and signs are
posted at both the Main and Branch Libraries advising patrons of the
new hours .
The changes in the circulation policies still seem to be well
received by patrons . There has not been a drastic decline in daily
circulation as was expected, although August does normally have less
circulation than most other months of the year. We are very pleased
with the smooth transition that has taken place in this policy change .
Children ' s Department :
The Summer Reading Club party was held on Wednesday, August
26th, in the Community Room of the Library. One hundred-seventy-five
children finished the Club , and over one hundred of them attended the
party. Mr. Kosta Bulatovich ,Ptesident of the Burlingame Lions Club ,
congratulated the children on completing the Club . Marine World -
Africa U.S .A. provided the entertainment . It consisted of a slide
presentation covering the various interesting animals at the Park ,
along with a personal appearance by three of the animals ; a llama, a
baby ostrich , and a serval . At the conclusion of the program, cookies
and ice- cream were given to the children. .
Alice Fricke , representing the Friends , assisted with the
refreshments in addition to v6lunteexs : Catherine Casey and Mark Stamnes
from the Branch and the Children' s Room staff.

Collections :
During the Summer, both the 700 (Fine Arts) , and the 300
(Social Sciences) , were weeded and updated. Joan Leach is continuing
to weed and update the fiction collection.
