PMB/j g BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES DECEMBER 15th , 1981 CALL TO ORDER: `— Chairman Fricke called the meeting to order at 5 :OOpm. ROLL CALL: Trustees Present : Chairman Fricke , Secretary Weatherbe, Trustees Hechinger and Parsons Trustees Absent : Trustee Nagle , excused for illness Also Present : Mrs . Joy Molder, Assistant City Librarian Mrs . Judy Gladysz , Library Secretary BILLS : Checks in the amount of $13 , 798 . 89 were approved to be paid on 'a motion made by Trustee Weatherbe , seconded by Trustee , Parsons and carried. Special Fund checks in the amount of $717 . 41 were approved to be paid on a motion made by Trustee Weatherbe , seconded by Trustee Parsons , and carried. MINUTES OF THE MEETING OF NOVEMBER 17th, 1981 : Minutes of the meeting of November 17th , 1981 were approved as written and ordered filed. CORRESPONDENCE: None LIBRARIAN' S REPORT : Discussed in conjunction with Unfinished and New Business . UNFINISHED BUSINESS: Update on Automated Circulation: Librarian Bergsing thanked the Board members for being at the Council meeting when Council approved the Shared Automated Circulation System. She said she felt their support was very important and was much appreciated. She stated that Council had unanimously approved the proposed Circulation System and all the staff was very pleased. Mrs . Bergsing further reported that Redwood City is supposed to go to their Council on December 21st ; San Mateo City will also go on the 21st , and South San Francisco is due to go to their Council on December 16th . If these three libraries are successful in getting approval , then it looks like all of the libraries in the Peninsula Library System will be participating in the Automated Circulation System. She said she will �,.. keep the Board members informed. BURLINGAME PUBLIC LIBRARY 12/15/81 MINUTES - PAGE 2 Mrs . Bergsing said that she and Mrs . Molder had met last Thursday with some representatives from Geac to discuss central site preparations and equipment . There was another meeting last Monday, December 7th. Mrs . Bergsing and Mrs . Molder, and other people from the P.L .S . libraries met with the Project Director for the Glendale and Pasadena libraries who have a Geac Automated Circulation System. Mrs . Bergsing said they discussed conversion and conversion related matters . Trustee Hechinger asked if Glendale and Pasadena were happy with the System. Mrs . Bergsing said they were indeed very happy. She said they have approximately 18 branch libraries between the two of them so they are comparable in size to the Peninsula Library System. Re-Scheduling Reorganization of the Library: Mrs-: Bergsing reported that the original date to reorganize the Library, in December, had to be postponed. She said she had contacted each of the Board members by telephone before she made the decision. She realized however, that because of the time spent on the Automated Circulation System, the California Library Association Conference , and the Christmas Holidays , there had not been enough time for adequate planning. She said Paul Borg from the Water Department came over with two of his men to help move the Reference Desk and some other heavy furniture on December 10th. She said she needed to have a better idea of how the Reference Desk and other furniture was going to fit . Everyone was grateful for their help. Mrs . Bergsing said she had spoken with Ross McDonald, who installs the shelving and he was relieved that the 'move ' date had been changed because he had a very tight schedule at this time. Mrs . Bergsing asked the Board members to consider closing the Library on Febrary 13th and 14th. If this were approved she said it would give them 4 days to reorganize because Friday the 12th is a holiday and so is Monday the 15th. Trustee Hechinger made a motion to close the Main Library for reorganization on February 13th and 14th , and to extend the Branch hours on those two days to accomodate the public. The motion was seconded by Trustee Parsons , and carried unanimously. NEW BUSINESS : Report on the C. L.A. Conference : �.. Chairman Fricke tabled the reports until the January meeting in order to give everyone time to prepare for same . BURLINGAME PUBLIC LIBRARY 12/15/81 MINUTES - PAGE 3 Miscellaneous : Mrs . Molder reported that there were between 140 and 150 children and adults at the 2nd Annual Christmas Party on December 5th. She said it was very successful and that the support they receive from the Friends for the refreshments was greatly appreciated. ADJOURNMENT: Chairman Fricke adjourned the meeting at 5 : 30pm. Bergsing Clerk of the Board �- PMB/j LIBRARIAN' S REPORT BURLINGAME PUBLIC LIBRARY �.- JANUARY 19th, 1982 Update on Automated Circulation Since your December meeting, a number of events have occurred regarding the Automated Circulation System. First,' all seven City Councils and the County .Board of Supervisors approved resolutions in December to join the shared Automated Circulation Sys-tem. Second, the first organizational meeting of the Governing Board of the J.P.A. was held in Burlingame on January 7th, 1982 . I was elected Chairman of the Board, and Jean Davis , San Mateo County Librarian was named Vice-Chairman. The members of the negotiating team to negotiate a contract with the vendor, Geac, were named as follows: for the County; Margaret Taylor, County Managers Office ; Rich Machado, County Data Processing Manager; and Jean Davis ; for the Cities ; Rohn Becker, Assistant Finance Director for Redwood City, Karen Foss , Assistant City Manager of San Mateo, and me. Our first meeting is January 18th. Several names have been submitted to the City Managers for their consideration for the two City representatives to the Manager's Budget Review Committee. The most important name from Burlingame's point of view is Dennis Argyres . We hope these appointments will be made this month. The County, with input from City Attorneys, is working on what we hope will be the final draft of the Joint Powers Agreement, which will have to go back to the Councils for final approval in February sometime. The P.L.S . Personnel Committee is working on a job description and salary range for the Project Director. A Communications Committee , a Central Site Preparations Committee, and a Conversion Committee have all been appointed and are beginning their work. A tentative timeline has been devloped for activities for the next 6 months . A contact person or Project Manager has been designated for each Library. For Burlingame, this will be Joy Molder. So, we are getting underway in what will be, at least a two to three year effort to automate our circulation system. I ' ll report any N1.1 further developments at your meeting. LIBRARIAN'S REPORT 1/19/82 Page #2 : Update on Reorganization of the Library We are still planning on closing the Library on February 12th `- through the 15th to move the Reference Department and to install the new shelving. The Branch will be open longer hours on Saturday and Sunday to accomodate the leisure reading needs of Burlingame Library users. Your next Board meeting is scheduled for the 16th of February, so we 'll give you a quick tour at that time. Capital Improvement Program 1982-1983 We have received the forms to update our Capital Improvement program for the next five years . These are due to the City Manager by March 5th. Attached is the summary of the three projects we are working on currently. If you have any ideas , suggestions or concerns that you think we should address in 1982-1983 , please let me know at your January meeting. At the moment, our major focus is automated circulation, plus trying to finish up the reorganization and maintenance projects already budgeted. California Library Association Conference December, 12th Two Trustees , Alice Fricke and June Weatherbe, as well as six staff members attended the C.L.A. Conference in San Francisco. Joy Molder and I will be prepared to give brief oral reports on behalf of the staff at your meeting. Children's Department For a special December program, the Children's Co-ordinator from the San Mateo County Library and her Assistant, performed several puppet plays in the Burlingame Library's Community , Room. There were about 75 Children in attendance. Also in December Mrs . Leach presented a program for the St. Paul 's Nursery School parents on holiday books for pre-schoolers . These included not only Christmas books but story and craft books for all the other major holidays. Reference' Department Report Reference Desk transactions totalled 2 ,629 , an increase of 21% over the same month last year. The last 3 months of 1980 showed a significant increase in reference transactions each month : October = 16% increase; November = 22% increase; December = 21% increase. Collections/Resources Valerie Conserva has begun a weeding project in the 5001s , LIBRARIAN' S REPORT 1/19/82 Page #3 Science Books and Warren Wickliffe is weeding in the 800 ' s , Literature . AThis is part of a weeding program for the entire collection in preparation for our conversion to automated circulation. The Library has ordered a copy of the California Union Catalog, 2 .4 million entries representing the holdings of California public libraries from 1909 through 1978 on microfiche. The CUC on microfiche will replace the location service previously provided by the California State LIbrary. Items available from the CSL collection will still be lent on Interlibrary Loan. Christine Dassoff reports the Interlibrary Loan Committee met on December 16th. At the meeting it was announced that the Interlibrary Loan of National`, Archives :'microfiln(census records) would be discontinued due to budget cutbacks at the Federal Archives and Records Center. Patrons will have access to census records by visiting the San Bruno branch in person, or in some cases , through the State Library.
