HomeMy WebLinkAboutMin - LB - 1982.04.20 BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES APRIL 20th, 1982 CALL TO ORDER: Chairman Fricke called the meeting to order at 4: 30pm. ROLL CALL: Trustees Present : Chairman Fricke, Secretary Weatherbe, Trustees Parsons, Nagle & Hechinger . Trustees Absent : None Also Present : Mr. Jerome Coleman, City Attorney Mrs. Joy Molder, Asst . City Librarian Mrs. Judy Gladysz, Library Secretary BILLS : Checks in the amount of $16, 148. 40 were approved to be paid on a motion made by Trustee Parsons, seconded by Trustee Weatherbe and carried. Special Fund checks in the amount of $145.46 were approved to be paid on a motion made by Trustee Parsons, seconded by Trustee Weatherbe and carried. MINUTES OF THE MEETING OF MARCH 16th, 1982 : Minutes of the meeting of March 16th, 1982 were approved as written and ordered filed. CORRESPONDENCE : Secretary Weatherbe read an invitation to the Board members regarding a "Trustee Workshop" on May 22nd, 1982, to be held at the South San Francisco Public Library, Orange Avenue Branch. She read the agenda and items to be discussed. Trustees Fricke and Weatherbe indicated that they might be able to attend. She read the letter of resignation from Valerie Conserva of the Reference Department who tendered her resignation effective April 30th, 1982. Chairman Fricke distributed the Book Sale announcement to all present . The Book Sale is the weekend of April 30, May 1 and May 2. She cordially invited everyone to attend. Chairman Fricke distributed copies of the new City News- letter. She suggested that because of its length that they take it home to read it . The Board members thought the Newsletter was an excellent way of letting people know what is going on in the different departments of the City. Secretary Weatherbe read the letter aloud from Chairman Fricke to Pamela Stamnes, Outreach Coordinator, which conveyed support from the Board of Trustees to Pamela for the great job she is doing. BURLINGAME PUBLIC LIBRARY PAGE 2 BOARD OF TRUSTEES MINUTES Secretary Weatherbe read the thank you note from Mr . David Martin and Family for the donation to the Fish Program in memory of Mary Martin. LIBRARIAN 'S REPORT: Discussed in conjunction with Unfinished and New Business. UNFINISHED BUSINESS : Report on the Status of the Duncan Property - Mr . Jerry Coleman , City Attorney: Mr. Coleman explained the "process" on how the income will be handled on the Duncan Property. He and Mrs. Bergsing had met with Mr. Horn , Mr. Somerville and Mr. Lechich on April 13th, 1982 , to clarify rental income funds, maintenance of the property , insurance, utilities, executor, etc. Mr. Coleman and Mrs. Bergsing were pleased with the information they received at that time and Mr. Coleman distributed two written reports to the Board members. Briefly, he summarized that the funds will be disbursed at the request of the Library, and upon approval from the Executor and the Foundation Distribution Committee, they will be used to supplement the Library' s budget , primarily for Capital outlay and improvements, and special services and collections . In the meantime the funds will be invested by the Peninsula Community Foundation, and the Library will receive an annual accounting shortly after the first of the calendar year. The Board members were grateful that Mr. Coleman had taken the time to investigate the matter and were pleased with the outcome. They also expressed thanks to Trustee Nagle for arranging the meeting. Purchase of the Xerox 4000 Copy Machine : Mrs. Bergsing explained the advantages and savings involved in purchasing the Xerox 4000 that the Library is currently leasing. Trustee Nagle made a motion to purchase the Xerox 4000 that was leased previously on the Lease/Option plan. Trustee Weatherbe seconded the motion and the Board members unanimously agreed. Library Legislators Day : Mrs. Bergsing explained that a Library/Legislators Day was to be held on May 5t1h in Sacramento. There was some discussion. Librarian Bergsing asked if anyone was interested in attending , and if so , to please contact her prior to April 28th . BURLINGAl4E PUBLIC LIBRARY PAGE 3 BOARD OF TRUSTEES MINUTES Report on the Meeting with Congressman Lantos - Chairman Fricke : Chairman Fricke reported that the P.L.S . Advisory Board hosted a public meeting with Congressman Lantos last Wednesday (4/14) in the Council Room of the City of San Mateo . There were approximately 50 people in attendance. She further reported that Congressman Lantos had offered to form a caucus for libraries among interested Congressmen and Senators. She said that Jean Davis, San Mateo County Li1rarian volunteered to call the American Library Association to find out the names of the Congressmen whom they thought were pro-library. The purpose of the caucus would be to stimulate State and Federal funding for library programs. Trustee Nagle made a motion to encourage Congressman Lantos to form a non-partisan caucus for the purpose of encouraging library funding. The motion was seconded by Trustee Parsons and approved unanimously. Council Approval of the Joint Powers Agreement for Automated Circulation : Mrs. Bergsing said that City Council had approved the L Joint Powers Agreement for Automated Circulation at their regular Council meeting on April 12th, 1982. NEW BUSINESS : Requests for Two Capital Outlay Items From the Trustee 's Special Fund: Librarian Bergsing requested that the Board approve the purchase of a small calculator for the A/V Department and a new cash register for the Circulation Department . Trustee Parsons made a motion to give Mrs. Bergsing authorization to purchase a small calculator, not to exceed $100 .00, and to purchase a cash register, not to exceed the price of $500. 00. The motion was seconded by Trustee Hechinger and carried. Plans for Framing some Early Drawings of the Library by Colonel Norberg: Librarian Bergsing showed the Board members some of the early drawings and architectural sketches of the Library that were drawn by Colonel Norberg (pre-construction) . All of the Trustees `- agreed that they were very interesting, both historically and artistically . In order to preserve them and display them properly , Mrs. Bergsing thought it would be appropriate to have them framed . BURLINGAME PUBLIC LIBRARY PAGE 4 BOARD OF TRUSTEES MINUTES The Board suggested she contact Mr . Ken Bowers at "Studio One" and the "Mills Square Frame Shop" in San Mateo to get some cost estimates. She said that she and Mr . Escoffier would proceed with the project and report back to the Board. ADJOURNMENT : The meeting of April 20th, 1982 was adjourned at 5 : 35pm with the next meeting scheduled for May 18th, 1982 at 4 : 30pm in the California Room. Respectfully submitted, Patricia M.
