PMB/j BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES APRIL 20th, 1982 CALL TO ORDER: Chairman Fricke called the meeting to order at 4: 30pm. ROLL CALL: Trustees Present : Chairman Fricke, Secretary Weatherbe, Trustees Parsons, Nagle & Hechinger. Trustees Absent : None Also Present : Mr. Jerome Coleman, City Attorney Mrs. Joy Molder, Asst . City Librarian Mrs. Judy Gladysz, Library Secretary BILLS : Checks in the amount of $16, 148. 40 were approved to be paid on a motion made by Trustee Parsons, seconded by Trustee Weatherbe and carried. Special Fund checks in the amount of $145.46 were approved to be paid on a motion made by Trustee Parsons, seconded by Trustee Weatherbe and carried. MINUTES OF THE MEETING OF MARCH 16th, 1982 : Minutes of the meeting of March 16th, 1982 were approved as written and ordered filed. CORRESPONDENCE: Secretary Weatherbe read an invitation to the Board members regarding a "Trustee Workshop" on May 22nd, 1982, to be held at the South San Francisco Public Library, Orange Avenue Branch. She read the agenda and items to be discussed. Trustees Fricke and Weatherbe indicated that they might be able to attend. She read the letter of resignation from Valerie Conserva of the Reference Department who tendered her resignation effective April 30th, 1982 . Chairman Fricke distributed the Book Sale announcement to all present . The Book Sale is the weekend of April 30, May 1 and May 2. She cordially invited everyone to attend. Chairman Fricke distributed copies of the new City News- letter. She suggested that because of its length that they take it home to read it . The Board members thought the Newsletter was an excellent way of letting people know what is going on in the different departments of the City. Secretary Weatherbe read the letter aloud from Chairman Fricke to Pamela Stamnes, Outreach Coordinator, which conveyed support from the Board of Trustees to Pamela for the great job she is doing. BURLINGAME PUBLIC LIBRARY PAGE 2 BOARD OF TRUSTEES MINUTES Secretary Weatherbe read the thank you note from Mr. David Martin and Family for the donation to the Fish Program in memory of Mary Martin. LIBRARIAN 'S REPORT: Discussed in conjunction with Unfinished and New Business. UNFINISHED BUSINESS : Report on the Status of the Duncan Property - Mr . Jerry Coleman , City Attorney: Mr. Coleman explained the "process" on how the income will be handled on the Duncan Property. He and Mrs. Bergsing had met with Mr. Horn, Mr. Somerville and Mr. Lechich on April 13th, 1982 , to clarify rental income funds , maintenance of the property, insurance, utilities, executor, etc. Mr. Coleman and Mrs. Bergsing were pleased with the information they received at that time and Mr. Coleman distributed two written reports to the Board members . Briefly, he summarized that the funds will be disbursed at the request of the Library, and upon approval from the Executor and the Foundation Distribution Committee, they will be used to supplement the Library' s budget , primarily for Capital outlay and improvements, and special services and collections . In the meantime the funds will be invested by the Peninsula Community Foundation, and the Library will receive an annual accounting shortly after the first of the calendar year. The Board members were grateful that Mr. Coleman had taken the time to investigate the matter and were pleased with the outcome. They also expressed thanks to Trustee Nagle for arranging the meeting. Purchase of the Xerox 4000 Copy Machine : Mrs. Bergsing explained the advantages and savings involved in purchasing the Xerox 4000 that the Library is currently leasing. Trustee Nagle made a motion to purchase the Xerox 4000 that was leased previously on the Lease/Option plan. Trustee Weatherbe seconded the motion and the Board members unanimously agreed. Library Legislators Day : Mrs. Bergsing explained that a Library/Legislators Day was to be held on May 5th in Sacramento. There was some discussion. Librarian Bergsing asked if anyone was interested in attending , and if so , to please contact her prior to April 28th . BURLINGAME PUBLIC LIBRARY PAGE 3 BOARD OF TRUSTEES MINUTES Report on the Meeting with Congressman Lantos - Chairman Fricke: Chairman Fricke reported that the P.L.S . Advisory Board hosted a public meeting with Congressman Lantos last Wednesday (4/14) in the Council Room of the City of San Mateo. There were approximately 50 people in attendance. She further reported that Congressman Lantos had offered to form a caucus for libraries among interested Congressmen and Senators. She said that Jean Davis, San Mateo County Litrarian, volunteered to call the American Library Association to find out the names of the Congressmen whom they thought were pro-library. The purpose of the caucus would be to stimulate State and Federal funding for library programs. Trustee Nagle made a motion to encourage Congressman Lantos to form a non-partisan caucus for the purpose of encouraging library funding. The motion was seconded by Trustee Parsons and approved unanimously. Council Approval of the Joint Powers Agreement for Automated Circulation : Mrs. Bergsing said that City Council had approved the Joint Powers Agreement for Automated Circulation at their regular Council meeting on April 12th, 1982. NEW BUSINESS: Requests for Two Capital Outlay Items From the Trustee 's Special Fund: Librarian Bergsing requested that the Board approve the purchase of a small calculator for the A/V Department and a new cash register for the Circulation Department . Trustee Parsons made a motion to give Mrs. Bergsing authorization to purchase a small calculator, not to exceed $100.00, and to purchase a cash register, not to exceed the price of $500. 00. The motion was seconded by Trustee Hechinger and carried. Plans for Framing some Early Drawings of the Library by Colonel Norberg: Librarian Bergsing showed the Board members some of the early drawings and architectural sketches of the Library that were drawn by Colonel Norberg (pre-construction) . All of the Trustees �- agreed -that they were very interesting, both historically and artistically. In order to preserve them and display them properly, Mrs. Bergsing thought it would be appropriate to have them framed . BURLINGAME PUBLIC LIBRARY PAGE 4 BOARD OF TRUSTEES MINUTES The Board suggested she contact Mr . Ken Bowers at "Studio One" and the "Mills Square Frame Shop" in San Mateo to get some cost estimates . She said that she and Mr . Escoffier would proceed with the project and report back to the Board. Bergsing Clerk of the Board PMB/jg LIBRARIAN'S REPORT BURLINGAME PUBLIC LIBRARY MAY 18th, 1982 1982-1983 Operating Budget The Library ' s budget was reviewed by the City Manager on May 10th. We had requested some additional library and student assistant hours for the Reference Department . He did not feel he could support that request to the Council , so he is recommending a $5, 000 reduction in our request . He also turned down additional funds to open the Branch Library for two nights per week during the Summer months. The City Manager ' s budget will go to the Council in early June, so I ' ll have copies for you at your June meeting. Automated Circulation All of the cities have signed the J.P.A. for the automated circulation system, and it is scheduled for the Supervisors Agenda on May 18th, 1982 . We are still hoping to complete the contract negotiations with Geac by the end of May. A number of committees have been formed and they are starting to deal with the specific details of what we want the system to do. Library/Legislator Day I 'd like to give you a little more detailed report at the Board meeting about the trip to Sacramento, but as a general observation, the day was interesting and informative . It was not encouraging for libraries ! The State, as you know, is facing a 2 to 3 billion dollar deficit next year, and there is a definite possibility that further library programs will be cut . Personnel Linda Saltzer will be Burlingame Library ' s newest full-time employee as a Librarian III , Head of the Technical Services Department . Linda has been cataloger and Technical Services Supervisor at the Daly City Library, and has also supervised a Daly City branch library. Linda is well known in PLS and brings well developed cataloging skills and enthusiasm to her position at BPL. We look forward to her first day on June 1st . Marjorie Johanson was hired as a part-time Librarian I to fill the vacancy left by Valerie Conserva. Marge comes to us with previous professional experience with Western Airlines , as Outreach LIBRARIAN'S REPORT MAY 18, 1982 BURLINGAME PUBLIC LIBRARY Page 2 Librarian at Daly City Library, and as a volunteer at the Information Desk at the San Francisco Public Library. Marge received her MLS from San Jose State University. We are very pleased to have her on our staff . Barbara Lazarus is recovering from major surgery at home. We expect her to return to work in two or three weeks. Cody Parker Opstedal was born to Christine Dassoff and Kevin Opstedal on April 25th. The baby weighed in a 8 lbs, 102ozs. Christine, our Interlibrary Loan Clerk, will be on maternity leave until the middle of July. Booksale The Friends of the Library Booksale netted $2 , 900. 00. This was slightly less than the Fall sale which made $3, 500. 00, but the publicity was not as widespread as in_r previous years. Certificates of appreciation were sent to Woody Knudsen and Jackie Gray , Co- Chairmen of the sale, and Bill Weingartner the Treasurer. Page Tests Joy is in the process of advertising and accepting applica- tions for page positions (Spring recruitment period) . Two groups of people are being targeted for these positions : students and retired people over 55. In the last couple of years, we had inquiries from older citizens about working as pages in order to supplement their income and to remain active in the community. There are skills that students and older people uniquely bring to the positions we have, and in many ways they do not overlap. Both age groups are vital to our operation. Regardless of age, page positions are considered entry level, pay is minimum wage, and requires some physical exertion . As you know, applications are accepted on a continuous basis from all age groups for a wide variety of positions available in the Library. The tests will be given on May 19th for the retired people, and on May 21st for students. Reference Department Reference transactions were up 37. 37o overall . This is a substantial increase at the Reference Desk. The A/V Desk queries have risen 77% in one month (from March to April) , indicating significant patron use of this new staff station . Other substantial gains were seen in A/V Circulation : Audio recordings were up 29%; Art Prints up 26%; Cassettes up 39%; Equip- LIBRARIAN'S REPORT MAY 18, 1982 BURLINGAME PUBLIC LIBRARY Page 3 ment up 507o; Films up 1377o. It appears that greater visibility, better access and patron assistance have proven helpful in furthering use of our existing A/V Collections. Children 's Department The second session of the pre-school story hour began on April 20th and will continue through June 8th . About 12-15 children have been attending the session on a regular basis. Joan Leach spoke to two groups of sixth graders at Crocker School about books. She has now spoken to all the sixth graders at Crocker. Little Lambs Nursery School and the first graders from McKinley made their monthly visit to the Library. One of the local girl scout troups visited the Library to work on their library badge. They were given a tour of the Library including technical services. The Summer Reading Club materials have been received from the printer. The theme this year is "Adventures in Camelot" . Nancy Montague did an excellent job on the background certificate and bookmark. The Club will begin June 28th and and continue through August 20th. Information about the program has been sent to the schools to be included in their school and/or PTA newsletter . Grades 1 through 5 will be visited in June to inform the students about the Club and how they can participate in it . Each volunteer received a certificate of appreciation for their past Years work and a snap shot was placed alongside this item in case displ--. ^~~ ~""°�^�u /n»m. zuuo� �nu to auruuru Ry for uv�u ,'zo'��-- We have a new in-house volunteer working at BPL. Her name is Connie Cooper Connie comes in and works three mornings a week. She was-previously in Real Estate Administration for twenty five years. She has helped tremendously with shelf reading and also has begun to do various clerical jobs for Joy. Liane Quackenbush was honored along with 39 other nominatins for the Bay Area ;Activist Award sponsored by Macy's and Germaine Alonteil. Bill Weingartner was also nominated but was unable to attend. Joy Molder and I accompanied Liane to the reception. We were served punch, wonderful cheeses and a variety of fruit. Each nomination received an awards certificate and each was spoken about by a previous winner.Every one present received a petunia to take home as a gift. I would like to thank Barbara McCann of the PLS Outreach program who so graciously drove her Bookmobile to Belmont where Mr. Hal*Baily owner of Janco Welding Supplies donated free helium for our 25 volin)teer balloons. Mr. Daily also received one our volunteer certificates for his generosity and a balloonthat said "Volunteers are our greatest natural resources". . . . . We had intended for the uxzzoua to be naupou out by our volunteers as they went about their book deliveries however the helium was short lived and the uulz000v dnrzutex u"ivr= tuin vmuunrovu event �~~ 000zu transpire. . .
