BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEE ' S MINUTES JUNE 21st , 1983 CALL TO ORDER: Trustees Present : President Parsons , Secretary Weatherbe , Trustees Nagle , Kriloff and Harvey Trustees Absent : None Also Present : Mrs . Joy Molder , Assistant City Librarian Mrs . Judy Gladysz , Library Secretary BILLS : Trustee Kriloff made a motion to read the bills aloud before approving them for payment . The motion was seconded by Trustee Weatherbe . The motion passed with 3 affirmative votes from Trustees Kriloff , Weatherbe and Parsons , and two "no" votes from Trustees Nagle and Harvey . The City checks were approved to be paid on a motion made by Trustee Kriloff , seconded by Trustee Harvey and carried . The Special Fund checks in the amount of $583 . 13 were approved to be paid on a motion made by Trustee Harvey , seconded by Trustee Kriloff and carried . MINUTES OF THE MEETING OF MAY 17th , 1983 : Minutes of the meeting of May 17th , 1983 were approved as written and ordered filed . CORRESPONDENCE : Secretary Weatherbe read a letter from the City Librarian to Ace Roofing Company thanking them for their generosity ©n the inspection of the Branch roof . She read a letter to Mrs . Donald Knudsen , President of the Friends of the Library , from': President Parsons , thanking the Friends for their donations to the Audio-Visual Department for A-V equipment . Secretary Weatherbe also read a letter to Mr . Glenn Morgan , President of the Burlingame High School Association , from Mrs . Bergsing , stating Mrs . Bergsing ' s disapproval of the High School choosing to staff a detention room rather than to hire a Librarian �' for the School Library . LIBRARIAN ' S REPORT : Page2 Discussed in conjunction with Unfinished Business and New Business . UNFINISHED BUSINESS : Duncan Patio Project : Mrs . Bergsing informed the Board that the Peninsula Foundation had apprcved the Duncan Patio Prcject , as submitted . The Board members all agreed that Mr . Williams whould enter into agreement with the Foundation , to coordinate the Project and see it through to completion . Some discussion followed . MISCELLANEOUS : Librarian Bergsing showed the Board members the carpet sample for the entryway into the Library . They all agreed it was a nice selection . Librarian Bergsing told the Trustees that the Library Budget had been approved , by City Council , at their meeting on June 20th . President Parsons asked when conversion would be underway . Mrs . Molder replied that it would be very soon now . Mrs . Molder extended and invitation to each Board member to show them the prccess for con- version . The Board members said they woQld enjoy such a presentation and will call Mrs . Molder on an individual basis to set up a time that is convenient for them . Librarian Bergsing announced that two new Librarian ' s had been hired and would be present at the next Board meeting for introductions . Librarian Bergsing pointed out that the circulation was up con- siderably at both Libraries it May . President Parsons announced that she would be on vacation for the July Board meeting and asked to be excused . Trustee Nagle made a motion to nominate President Parsons for another term as President and also nominated Secretary Weatherbe for another year as Secretary to the Board . They both accepted the nominations and the motion was seccnded by Trustee Harvey . The motion of the election was passed unanimously . ADJOURNMENT: The meeting of June 21st , 1983 was adjourned at 5 : 35pm with the next meeting scheduled for July 19th , 1983 at 4 :30pm in the California Room . Respectfully submitted , Patricia M . Bergsing Clerk of the Board PMB/jag LIBRARIAN'S REPORT DUNCAN'S PATIO: We received the check from the Peninsula Community Foundation for the amount you requested . An account has been established at Bay View Federal Savings and Loan Association with the Architect , Bob Williams, and Mr . Lechich as co-signers . Mr . Williams is currently working on the detailed specifications so we can go out for bids by the end of July . We are still hoping that the work can be completed in August . NEW CARPET: The new carpet for the Circulation Area and in front of the card catalog is due to be installed on Saturday night and Sunday morning of July 23rd and 24th . We hope everything will go smoothly so we won 't have to inconvenience the public. AUTOMATED CIRCULATION: We began conversion of the book collection in late June . We are currently using student assistants exclusively , but , we have hired two 'part-time , temporary employees who will begin working the first of August . We are planning to have several more part-time people as we progress . We are starting with the 8001s, the literature collection, in support of our committment to the other libraries to convert our strong system specialty first . However, because the books are older and not as heavily used as other areas of the collection , we may have to revise this plan , if the other libraries begin to exert pressure to use the system for circulation . Linda Saltzer is available to give you a demonstration of the process whenever you want to come in . SHIFTING STACKS: Another project we have been involved in since your last meeting, is reversing the book stacks on the upper and main floors . We decided to do this in order to put the 700 's back into their correct L numerical sequence , and to answer requests from senior citizens for easier access to fiction . Many seniors find both stairs and elevators difficult to negotiate . Page 2 HILLSBOROUGH AGREEMENT: Attached to this report is the letter from the Burlingame City Manager, outlining the terms of the Agreement for Library Services for the 1983- 1984 fiscal year. REIMBURSEMENTS FOR SERVING NON-RESIDENTS: Attached is a copy of the memo to staff regarding the reimbursements from the State to the Library for serving non-residents . Both direct loans and inter- library loans went up a little . Maybe next year will break the $40 , 000 . 00 figure . WARREN WICKLIFFE 'S RETIREMENT: Final arrangements are being made for Warren 's retirement party . You should have received your invitations and we hope you can all come . CIRCULATION AND REFERENCE STATISTICS: We have begun totaling our use statistics for the 1982- 1983 fiscal year for the Annual Report to the State . As a result , this seems, a good time to give you a mini-summary and comparison survey of both circulation and reference use . Both surveys are attached. As you can see , circulation increased by a total of almost 15 , 000 - approximately 13 , 000 at the Main and 2 , 000 at the Branch . Reference questions increased by 7, 300 . REPLY TO LETTER REGARDING BURLINGAME HIGH SCHOOL LIBRARIAN: Mr . Larry Teshara , Principal of Burlingame High School , came by to see me , and we visited for an hour about mutual problems and concerns. He explained about the misunderstanding regarding the letter from Mr . Morgan . It was a very worthwhile meeting, and I look forward to a closer working relationship between the High School and the Library as a result . COLLECTIONS: A collection of computer-related periodicals has been selected as an experimental project . The periodicals will be displayed in a prominent area to test their usefulness for our users . Page 3 The Peninsula Library System Film Committee is selecting 30 new video cassettes to add to our existing collection . A new 16mm film and video cassette catalog ( 1983 ) is now on sale to the public . Burlingame Public Library will be receiving copies shortly . PROGRAMS: Marge Johansen was guest reviewer at the June "Book Chat ". Books discussed included : Maureen Howard 's Grace Abounding; Jeffrey Archer 's A Quiver of Arrows; James Houston 's Californians; Russell Baker 's Growing Up ; and Nora Ephron 's Heartburn . Exhibits this month featured local resident Michael Collopy 's "Photographs of the Famous "; How Does Your Garden Grow?; Bicycling. The Spring Art Series culminated with two excellent programs : "French Impressionism " and "African Art " on June 2nd and June 9th . COMPUTER UPDATE: Mr. Escoffier spent 4 hours working with the new IBM personal computer at PLS Headquarters . We are attempting to sharpen our computer skills in preparation for purchase of our own IBM/PC. . Research is continuing on the hardware for the DIALOG, RLIN and ON TYME subscription services . CHILDREN'S DEPARTMENT: During the month of June we answered 83 phone and 489 patron questions .for a total of 572 inquiries in the Children 's Department . We are into the third week of the Summer Reading Club and we have 140 children signed up at the Main Library and and 77 at the Branch . The Board members are cordially invited to view the circus tent and see the art-work the children have done . Pre-School Story Hour is continuing through July and into August . In March I sent you a proposed extension of agreement for library services with the cities of Burlingame and San Mateo. It is my understanding that council has approved this item and that your attorney is reviewing it prior to returning it to Burlingame and San Mateo for council approval. The adopted budgets for Burlingame and San Mateo libraries are as follows: Burlingame - $1 ,009,515 San Mateo - $1 ,319,484 The combined total of $2,328,999 is a 5. 16% increase from our current base amount. In accordance with the proposed agreement extension, the current 1982-83 con- sideration ($124,407) is adjusted to $130,826 for 1983-84. Burlingame is agree- able to the current two-thirds , one-third division of funds. The monthly amount would therefore be: Burlingame $7,268 monthly, San Mateo $3,634. We would appreciate your adjusting the July payment in accordance with these amounts pending the approval by all of the respective councils. Please let me know if you have any questions.
