MINUTES
JANUARY 17th , 1984
CALL TO ORDER :
The meeting of January 17th , 1984 was called to order
at 4 : 30 p. m. by President Parsons .
Trustees Present: Trustees Parsons, Kriloff, Nagle and Harvey
Trustees Absent: Trustee Weatherbe, excused for vacation

President Parsons inquired if we had heard anything further
from Rosalie O ' Mahony. Mrs . Bergsing replied that Dr. O ' Mahony had_
been away over the holidays , but she had spoken with her briefly
the night before at the City Council meeting . Dr. O ' Mahony is still
planning on attending a Board meeting to discuss her concern about
library service .
BILLS :
Trustee Nagle made a motion to dispense with the reading
of the bills , for the January meeting. The motion was seconded by
Trustee Harvey. The motion was carried . City checks in the amount
of $16 ,684 . 96 , and Special Fund checks in the amount of $722 . 80 ,
were approved to be paid on a motion made by Trustee Nagle , seconded by
Trustee Harvey , and carried .
MINUTES OF THE MEETING OF DECEMBER 20th , 1983 :
Trustee Nagle asked that the Minutes of the meeting of
December 20th , 1983 reflect the fact that he had abstained from
voting on the Patrick Ball program. The Minutes were then
approved , with the addition , and ordered filed .
CORRESPONDENCE :
Trustee Kriloff read the thank you letter to the Double
Rainbow Ice Cream Store from President Parsons , thanking them

for their donation in the amount of $80 . 00 , as a result of
the ice cream cones given away at their grand opening.
Librarian Bergsing distributed the City Manager ' s
Newsletter to the Board members .
The conflict of Interest Codes were given to each of
the Trustees and Mrs . Bergsing brought the date that they are due
back to City Hall to their attention .
LIBRARIAN' S REPORT :
P . L .A . N . Mrs . Molder explained that the staff had performed
a "full -load " test on the automated circulation system earlier in
the day. She said all of the terminals in the system, which currently
number 57 , were "manned" and doing conversion . Millbrae was doing a
simulated "check-in" , "check-out" procedure at the same time . The
reason for this test was to check the response time when all the
terminals were in operation . The results were "extremely slow" .
Mrs . Molder further explained that the three terminals that have been
installed in the Circulation Office , the Children ' s Room and the
Easton Drive Branch Library are still not working properly. She is
hoping that this problem will be corrected in the next month .
MAINTENANCE/CONSTRUCTION.. PROJECTS :
Libraryan Bergsing said that Mr. Hawkins from Juno Electronics
would be coming in on Wednesday to check on the smoke alarm project.
It is the same company that will be installing a new bell for the
handicapped entrance . Librarian Bergsing said she would keep them
informed .
Trustee Harvey asked about the work on the Duncan Patio .
Mrs . Bergsing explained that the contractor , Frank Hunter , had been
in and out of the hospital and his health had not permitted him
to work consistently on the patio. He has subcontracted with another
contractor to supervise the project , which seems to have helped a
little.

NEW BUSINESS :
Right of Privacy Policy : Librarian Bergsing gave some preliminary
background and discussed the concerns some patrons may have regard-
ing the privacy of their records when the circulation system is
automated . She reported that the City Attorney felt that current
California laws gave adequate protection from disclosure of circula-
tion records . Mr. Coleman recommended that the Library Board not
adopt a separate policy , as this might lead to increased liability
for the Trustees should a problem arise .
After discussion , the Board concurred with the City
Attorney ' s position .
Explanation of the new Patron Application Forms : Mrs . Molder
explained the new patron registration form to the Trustees . She
explained that all the P . L . A . N . libraries will use the same registra-
tion form. She said some libraries request more information and some
_ require less than Burlingame .
The Board members were each given a new application form to
fill out , and they will be shown how to input their own information
at the next meeting .
Samples of the new Interior Signs : Mrs . Bergsing displayed some of
the new interior signs . She explained that because of the configura-
tion of the building it had been extremely difficult to work out an
effective sign system. However , after many revisions , the staff
was pleased with the results .
City Librarian - New Year ' s Resolutions - 1984 ; City Capital
Improvement Program - 1984-1989 ; City Manager ' s State of the City
Review 1983 and Forecast for 1984 : Librarian Bergsing distributed
this material and explained it was for the Board ' s general informa-
tion about the city .
Gift in Memory of Ben Hechinger : Librarian Bergsing informed the
Board members of the death of Ben Hechinger. She said she had
already sent a personal note to Marg Hechinger , Ben ' s wife ,

expressing her sympathy. Trustee Nagle made a motion to
purchase a book , "Drawings of the California Missions " , by Edward
Vischer, and put a bookplate in it from the Burlingame Library Board
of Trustees . The motion was seconded by Trustee Harvey and carried
unanimously.
Librarian Bergsing said she had received word from the State
Librarian that funds in the amount of $7 ,046 . 00 had been approved
from the newly-created Public Library Fund for direct assistance to
Burlingame Public Library . Mrs . Bergsing had requested that the
City Council allow these funds to be used for the Conversion Project
The Council approved the request at its January 16th meeting.
ADJOURNMENT :
The meeting of January 17th , 1984 , was adjourned at
5 : 45 p. m. with the next meeting scheduled for February 21st , 1984
at 4 : 30 p. m. in the California Room.

LIBRARIAN ' S REPORT
FEBRUARY 21 , 1984
AUTOMATED CIRCULATION :
Conversion continues to progress . The data entry staff
are on the last leg of the adult non-fiction , with a target date
of April 24 to have completed all the regular sized books , or about
80 ,000 items . As of February 11 , 55 ,800 items had been converted .
The Branch has begun conversion with the training of Pam Stamnes ,
and the Children ' s Room has also begun with Joan Leach ' s training . All
the staff in these facilities will betrained to help with conversion .
Trained part- time staff continues to be replaced as people resign and
new people are added . This slows progress considerably , but we keep
our goal in sight in hopes of meeting it sooner rather than later .
The Main Circulation Desk and the Branch Library Staff have
begun to use the new application forms . The patron data is being
entered for these new registrants and they will not need to reregister
when that program begins in the middle of the year . Although the
new forms request more information , the staff finds them easier to
use than the old ones . Helen Ward is trained in patron data entry
and is currently training her page assistants in data entry .
The Millbrae Library began circulating books on the system
on January 25 . The following libraries are expected to go on-line
on the following schedule through May , 1984 :
Belmont - February 22
Pacifica - March 21
East Palo Alto - April 25
Marina - May 3
Menlo Park - May 9
Foster City - May 23 .
Burlingame is still looking toward the end of 1984 or the
beginning of 1985 .

MAINTENANCE/CONSTRUCTION PROJECTS :
There has been almost no progress on the Duncan Patio . We
understand that the current delay is due to a wait for construction
materials , as well as previously committed sub-contractors . I
think Trustee Harvey will have further comments and recommendations
for your meeting .
The new handrails have been installed and painted on the main
entrance steps . They look as though they had always been a part of
the building since they match the old railings so perfectly.
The new doorbell has been installed at the Reference Desk for
the handicapped entrance . This should remedy the problem of people
ringing the doorbell in order to enter the building from the ramp ,
but no one answering because they couldn ' t hear the bell where it
was previously located .
We are still waiting for the work to be started on the addi -
tional bell for the smoke alarm system. I ' ll try to find out when
we can expect the work to be done by the date of your meeting .
SIGN SYSTEM :
The sign system has been installed except for the main; directory
(which will be posted near the front entrance ) and a few additional
signs . Everyone seems to be pleased with the results .
CALTAC MEETING :
The California Association of Library Trustees and Commissioners
has scheduled a workshop for Saturday , March 3 , at the Menlo Park
Public LIbrary . I hope to have announcements for you in time for
your meeting . I ' ll need to know how many of you are planning to
attend . This is the day after Burlingame ' s Commissioners ' Dinner .
It is time to renew memberships in the organization again ,
and you will need to decide how many memberships you want for this
year .
PENINSULA COMMUNITY FOUNDATION WORKSHOP :
Joy and I attended a half-day workshop on fund raising and
writing grant proposals on February 7th . It was sponsored by the
Foundation and was specifically designed for the 1 i brari als 'in VI-El-
Peninsula Library System. We all found it extremely interesting

and we gained some valuable insights into how to write better grant
proposals , not only to the Peninsula Foundation , but also to other
foundations and corporations . We have additional information if
you are interested .
" FINE- FREE" WEEK :
The P . L . S . library directors agreed to ask their individual
library boards or commissions for approval to participate in a
" fine-free" week during National Library Week , April 8 - 14 .
Some of the libraries have already decided to do this as individual
jurisdictions , but it makes sense to have all the libraries in the
county participate . If you support this idea , I ' ll need your decision
at this Board meeting , so we can let the other libraries know. Many
libraries throughout the state and country have utilized this as a
method of retrieving long-overdue materials . It has met with
varying degrees of success , depending on the community and on the
publicity given the program . Since Burlingame has never conducted
such a program , it might be an interesting first-time experiment
for us .
P . L . S . NEWS :
The System Advisory Board held their annual meeting for all
library trustees and commissioners in the county on February 16 ,
at the Burlingame Library . The subject this year was "Outreach Service" .
Trustee Kriloff will have a report for your meeting .
The System has begun planning the implementation of the Adult
Microcomputer Literacy Grant . The first step is the decision
regarding what equipment to purchase .
P . L . S . has called another meeting for Fberuary 22 to discuss
forming a Bay Area Network of all types of libraries to facilitate
inter-library loans and the exchange of information . We are
hoping for a little more progress than was achieved at the meeting
at Stanford in December .
P . L . S . has filed a notice of intent to apply for two L . S . C .A .
grants for the next year . One is for a literacy program for inmates
of San Mateo County Correctional Institutions , and the other is to

train library staffs in the use of the Planning Process and
Output Measures to help identify the portion of the population
that is not being adequately served by libraries .
The Staff Development Committee is planning a workshop for all
library personnel on how to deal with the problem patron . This will
be held in April in Menlo Park . The Peninsula Community Foundation
has donated funds to hire the consultant who will conduct the program.
The Reference Committee adopted a plan for cooperative
selection of art books . They will begin immediately with continuous
monitoring to see how it is working .
REFERENCE DEPARTMENT :
The statistics for the month showed a very strong rebound
from the past few months with a 13% increase in reference trans-
actions for the month of January over the same month last year .
This may be due , in part , to the use of the on- line databases ,
including GEAC and RLIN. Many interlibrary loan requests qre now
for scholarly journal articles or rather esoteric materials not in
our system. These items are more difficult to obtain and therefore
take significantly more time per item. In addition , we are encounter-
ing an increasing number of fees for straight interlibrary loans of
monographs , as well as increased fees for photocopying , particularly
from academic libraries .
Collections : Revision continues in the general reference
and vertical files . Our three part-time reference librarians have
taken on this project jointly during the past month , to help speed
up the process .
The Song Index project is almost finished . Our pages have
completed photocopying the tables of contents for the songbooks
on the shelf and are now catching the songbooks as they are returned
to the library . Broad subject areas have been delinated , enabling
a patron to look through Patriotic , Love , Children ' s , Christmas ,
Spiritual , Cowboy and Folksongs , among other headings . This should
prove to be a very useful tool . At some point we will be examining

ways to convert this index to computer so that it can more easily
be updated .
Millard Fillmore Contest Televised : The Annual Millard Fillmore
Contest took place this year on January 6 , 7 and 8 . During the
contest high school students are given a series of trivia questions
to which they must find the answers . Many of the answers can be found
in public library reference collections . Since Burlingame is one
of the only local public libraries in the area open on Sundays , we
experienced a particularly heavy load of students on January 8. How-
ever , we were pleased at how well -behaved the students were during
the contest - no lost reference books or other damaged materials
have been discovered . In addition , KRON-TV interviewed our reference
librarians and the students themselves on the impact of the contest
on the students and the library. The student interviews appeared
on the 5 o ' clock news on Channel 4 on January 8 . The segment gave
a particularly positive view of the library.
Videocassettesfor the Public : 'Videocassettes for the Public "
was the topic of the most recent Videocassette Committee . The group
discussed the importance of the cassettes , both for circulation
and for in-house use . It was recommended that we purchase children ' s
videocassettes and educational videocassettes to start with . Loan
procedures will be discussed with the PLS Film Center.
Microcomputers : (a ) On January 12 the PLS Committee met
with representatives from the San Mateo Educational Resource Center
staff to tour their facilities . It was an enlightening visit , as
the Computer Center there has a number of computers which may be
used by librarians . A large number of software packages are also
available for our use . We picked up a number of practical hints
from the experts there , as well as a number of periodical citations
on the subject.
( b ) The committee is currently working on a matrix for
specifications for the type of computer hardware each library is
interested in . It is hoped that the computers will be similar and

allow for software to be interchangeable for in-system lists
and other necessary reference functions . Electronic mail , however ,
remains the group ' s first priority.
( c ) The microcomputer for public use continues to be delayed
by hardware problems , as well as our concern to mesh with the
California State Library ' s Computer Literacy Project. We want to be
certain that the computers we have available can be considered a
part of the project. A revised contract is still under study by
representatives of the Software Shop .
OUTREACH/VOLUNTEERS:
Pamela Stamnes extended an invitation to all Outreach and
In-House Volunteers to a get-together Tuesday morning , February 14 ,
to meet each other and to talk about the different ways people are
volunteering time to the library . Thirteen people , including
several new volunteers , attended . Each volunteer had a chance to
talk about what they do for the library and its patrons . Pamela
also asked for feedback on why they volunteered and what they felt
they wanted to get out of volunteer activity . She also sought ideas
from the volunteers on information and training needs . The Friends
of the Library activities were also discussed , since some of the
volunteers participate in that organization as well . One volunteer
suggested that the volunteers and Friends become more integrated ,
since the ultimate goal is the benefit of the library and the
community . A hearty thank you went to the Friends for furnishing
the refreshments .
CHILDREN ' S DEPARTMENT :
Presbyterian and Trinity Luthern Montessori Nursery Schools
made their monthly visit to the Branch . An annual outing for St . Paul ' s
Episcopal Nursery School is their visit to the library. Thirty-one
children accompanied by parents and teachers walked over to the
library on Wednesday , February 1st .
On January 27 , J_oan Leach attended a PLS Children ' s Services
meeting . The purpose was to discuss having a cooperatively planned
summer reading club program. It would include a common theme and

similar art work . It was decided that the summer reading program
would be SUMMER READING GAMES .
Barbara Rowe and Joan Leach met with Wacek from the cable TV
station . Prior to the meeting , they developed a calendar for programs
to do in 1984 . The programs reflect various services of the library
and will involve more of the staff.
STAFF DEVELOPMENT :
Pat Harding , Penny Johnson and Joan Leach attended a symposium
at University of California at Berkeley entitled " Libraries and Kids
and Computers " . All staff members felt that the program was generally
informative . Topics included the trend toward computer education in
schools , the qualitative difference in school programs , the need to
invest in outreach activities to promote book literacy as well as computer
literacy , and the library ' s role in providing this access to new tech-
nology to disadvantaged children and adults .
Statistics of interest : 40% of the new jobs in California will
involve the computer in coming years , while only 20% of the students
currently have access to computers . One of the speakers also felt
that computers can help young people change their attitudes about
themselves , as they learn to master computer tasks .
Joan Leach and Al Escoffier attended a workshop on "Trends in
Publishing" . Patricia Holt from the San Francisco Chronicle gave the
keynote address . Other facts of interest included : publishing is now
largely controlled by conglomerates ; the Thor decision on taxing of
inventories has had a very adverse effect on publishing ; the San
Francisco area is particularly strong in small presses , and these
presses have a definite strength and influence in the publishing world .
PROGRAMS :
The first two story-telling programs by Patrick Ball were very enter-
taining and very successful . Everyone is looking forward to his third
and final program of Irish stories on March 14 . We are delighted to
offer this program and greatly appreciate the Board ' s support of the
series .
