Membership ADJOURNMENT: PMB/j ag BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES FEBRUARY 21 , 1984 CALL TO ORDER: The meeting of February 21 , 1984 was called to order at 4:30 p.m. , by Secretary Weatherbe, acting President of the Board until the arrival of Trustee Parsons , who was detained until 5:00 p.m. Trustees Present: Trustees Parsons , Weatherbe, Kriloff, Harvey and Nagle Trustees Absent: None Also Present Mrs. Joy Molder, Asst. City Librarian Martha Peebles, filling in for Library Secretary Judy Gladysz, who was ill BILLS: City checks in the amount of $14,951 .37 and Special Fund checks in the amount of $860.95 were approved to be paid on a motion made by Trustee Kriloff, seconded by Trustee Harvey and carried. MINUTES OF THE MEETING OF JANUARY 17, 1984: The minutes of the meeting of January 17, 1984 were approved as written and ordered filed. CORRESPONDENCE: Trustee Harvey read a letter from Gina Bortolotto, commending the library on its -Fine selection of books and the excellent assistance she had received from the librarians during her recent period of research and study here. V Trusted Harvey also read a letter of thanks from firs. Margery Hechinger for the book given in memory of Mr. Ben Hechinger. LIBRARIANS REPORT: Automated Circulation: Librarian Bergsing announced that ffillbrae Library has gone on 1 i►r:! `'� Duncan Patio: ' -s. Bergsing stated that progress is being made on the Minutes - - 1984 - Page 2 Duncan Patio a,nd -ejwoid for trellises is being put up. Librarian Bergs-ing also stated that she had not heard further about the additional smoke alarm, but that the new bell for the handicapped entrance had been installed. It rings at the Reference Desk and is working well . Sign System: We are waiting for the third proof on the large, main directory and when this has been approved and installed, the new sign system will be complete. CALTAC tambership and Workshop: Librarian Bergsing distributed a program for the CALTAC Workshop to be held on March 3 in Menlo Park, in the Council Chambers. As of this date, none of the Trustees felt they would be able to attend. Coin-Op Computer: Mrs. Bergsing reported that the microcomputer had been returned. She said they had wanted $9.00 per hour for its use and they said they would not sign the contract drawn up by Attorney Coleman.' After some discussion, it was decided that we may request funding for a public use computer. Millard Fillmore Contest: The Millard Fillmore Contest was discussed and Assistant Librarian Molder stated that we had a very heavy day on Sunday, January 8. She also said that this contest is a real problem, in that students hide books, take books and it is in general very competitive. It was also quite difficult this year, as we had no advance notice. UNFINISHED BUSINESS: Regarding the Duncan Patio, Trustee Harvey stated that tae feels we have been more than tolerant of the slow progress, and that a letter should be directed to the general contractor, or. preferably, to Bob Williams, asking for a specific time schedule. It had been the Trustees' understanding that the architect and builder had worked well together previously and there is go reason; despite the general contractor's illness and some toad weather, why more rapid progress has not been made. firs. Bergsing said she felt a copy of the letter should also go to Mr. Lechich. Trustee Harvey moved that the above :action be taken, Trustee Nagle seconded the motion and it was carried. BUSINESS: Trustee Kriloff gave a report of the P.L.S. Advisory Board meeting held on February 16. Reports were given by the Outreach Chairmen of different libraries. The problem is that very few people are being reached, only about 1/10 of one percent. Trustee Kriloff stated that it seems to be very difficult to contact new people. He said that the College of San Mateo wants to join the Peninsula Library System. If CSM does join, their TV and radio station might be used to contact more outreach people. Trustee Kriloff also reported on the possibility of eliminating fines for senior citizens. He stated that Menlo Park does not have seven day books. He feels it might be advisable to circulate questionnaires to patrons, which could be put in all books as they circulate, filled out by the patrons at home and returned when the books are returned. Trustee Kriloff said the Advisory Board should know what it can do to improve service to patrons. Trustee Nagle agreed that it would be a good idea to circulate such a questionnaire. �--- Mrs. Bergsing said she thought it would be best for all libraries to participate in circulating such a questionnaire, and suggested that a committee work on the questionnaire. Trustee Kriloff reported that a very fine report had been given on outreach by Pamela Stamnes. Commissioner's Dinner: The Commissioner's Dinner on March. 2 was announced. Mrs. Bergsing announced that Nancy 'Schimmel will be here on Saturday, March 17, to tell stories to school age children. Fine Free Week: Mrs. Bergsing recommended that Burlingame participate with the other P.L.S. Libraries in a "Fine Forgiveness Week" during National Library Week in April . Trustee Harvey suggested that we give a five pound box of See's candy to the person bringing back the longest overdue book. It was moved by Trustee Kri;ort that we have a fine free week during National Library Week. The motion was seconded by Trustee Weatherbe and carried. Registering Buar,d Members for New Library Cards: Librarian Bergsing announced that: Uhe Trustees could stay and register the information for Minutes - ___ -.a„ , 1984 - Page 4 their new _a rd in the computer, if they wished to do so. Trustee Nagle mentioned the decrease in circulation at the branch and Trustee Kriloff said we might consider having the Branch remain open in the evenings. BERGSING Clerk of the Board PMB.mp 1.IB'4ARIAN'S REPORT / MARCH 20th, 1984 DUNCA_4 }y ^ has accelerated on the Duncan Patio since Trus-lee '_`?agle met with the Architect , Bob Williams and the Contractor , Frank Hunter . They met on March 6th , and agreed to the schedule outlined in the attached letter . The Contractor met the stipulation described as the first step , and we paid him the $3 ,000.00 as agreed. You will probably want to discuss the next payment at your Board meeting , because work has been somewhat delayed by the rain this week. It is our observation, however , that the Contractor is making every effort to meet his obligations as outlined in the letter. AUTOMATED CIRCULATION: Progress continues on conversion, but in the last few weeks we have been hampered by some hard- ware problems at the central site. This has caused the system to be completely "down" for several days at a time . Geac has flown an engineer out from the East Coast to remedy the problem , and we hope that by your meeting we can report that the system is func- tioning properly again. I think these kinds of problems have to be expected in a system of this size and complexity , and we are fortunate that they are occurring now rather than later . Both Millbrae and Belmont are experiencing more difficulties than the rest of the libraries , because they are circulating books on the system . President Parsons has registered for her library card on the new system. I think the other members of the Board have yet to do so. You are wel- come to stay after the meeting , and "input" your regis- tration information. LIBRA:_--_` 3 REPORT/MARCH 20th, 1984/PAGE 2 MAIN7'=_NpN,_'--E PROJECTS: Mr. Hawkins of Juno Electronics has promised that he will be here the week of March 19th , to install the additional horn on the smoke detector system. Perhaps , we ' ll know more at your meeting. After inspecting the exterior of the Branch Library, it is the recommendation of Trustee Harvey and the City Librarian that we water-blast the front (only) of the Branch Library, and then paint the front . This is in the worst condition , and we still do not feel that the remainder of the building has changed much from last year. The building is still "in line" with other buildings in the area. We did update last year 's estimates for sandblasting, water-blasting, and painting the entire building, and I ' ll have the figures for your meeting. If you decide to approve our recommendation , we could proceed this spring , and pay for it from our regular Maintenance budget. BUDGET 1984-1985 : The Library staff along with all the other City Departments is currently in the process of developing budget requests for 1984-1985 . The operating budget is due to the City Manager on April 13th; it will then be forwarded to the City Council in May, and final approval should come sometime in June. This is another "status quo" year , but pre- liminary revenue estimates appear adequate to allow a 5% to 70 operating increase if necessary and justified. At the same time , the Library staff is pre- paring Capital Outlay and program requests that we will be seeking funding for outside the regular City budget . These "outside" sources include the Duncan Foundation , the Trustees Special Fund and the Friends of the L.� ')rary. I ' ll be discussing these requests with yoii -1t either your April and/or May Board meetings . LIBFcA'' = '; 5 SPORT/MARCH 20th , 1984/PAGE 3 IRISH C7`_R11;S: Th-- third and final program of the Patrick Ball storytelling series was held on Wednesday , March 14th. It was an overwhelming success as were the other two earlier programs . Mrs. Molder is to be congratulated for making all the arrangements for Mr. Ball 's appearances , and you, the Board deserve the thanks of all those who attended by making this series financially possible . Everyone is hoping that we can do this again , another time . Nancy Schimmel , Children 's Story-teller , par excellance , is scheduled to do an Irish story hcur for children, on Saturday morning, March 17th , at 11 ; 00 am, in the Community Room. We ' ll have a report for your meeting. PERSONNEL: Pat Harding has requested and been granted a 12 week maternity leave , beginning in June . Barbara Rowe has requested and been granted a 3 month leave beginning March 24th to care for her Mother in Texas . We are beginning recruitment to fill these temporary vacancies. On Wednesday, March 21st , the City of Burlingame will hold its "first annual" awards luncheon to honor long-term employees . At this first luncheon , two Library employees will be honored, Helen Ward for 22 years of service and Joan Leach for 15 years of service . Registering Board Members for New Library Cards : Librarian Bergsing announced that the Trustees could stay and register the information for Minutes - February 21 , 1984 - Page 4 i their new library cards in the computer, if they wished to do so. Trustee Nagle mentioned the decrease in circulation at the branch and Trustee Kriloff said we might consider having the Branch remain open in the evenings.
