ADJOURNMENT: PMB/jg t BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES MARCH 20th, 1984 CALL TO ORDER: The meeting of March 20th , 1984 was called to order at 4 : 30pm by President Parsons . Trustees Present : Trustees Parsons , Kriloff , Nagle and Weatherbe Trustees Absent : Trustee Harvey , excused for illness Also Present : Dr. Rosalie O 'Mahony guy ivl()-Lc1Cl , Asst . (,lty Librarian Mrs . Judy Gladysz , Library Secretary BILLS: City checks in the amount of $12 , 165 . 11 , and Special Fund checks in the amount of $566 . 40 , were approved to be paid on a motion made by Trustee Nagle , seconded by Trustee Weatherbe , and carried. MINUTES OF THE MEETING OF FEBRUARY 21st, 1984: President Parsons asked if there had been a motion made regarding a 5 pound box of candy to be given to a patron who brought back the most overdue book during National Library Week to which Mrs . Bergsing replied no , there had not been any motion. The Minutes were then approved as written and ordered filed. CORRESPONDENCE: Mrs . Bergsing distributed the Newsletter from the City Manager and an invitation from the Recreation Department for a "Night at the Races" to benefit the "Save Our Station" fund.. President Parsons said she was sorry that she wouldn ' t be able to attend anything until after May because her schedule is so hectic . The Board members all expressed their pleasure to Mrs . Molder for the individual letters they had each received from her thanking them for their generosity in sponsoring the Patrick Ball storytelling series . LIBRARIAN'S REPORT: Automated Circulation: Mrs . Bergsing said the hardware problems that the system had been experiencing at the MINUTES/MARCH 20th , 1984/PAGE 02 Central site had apparently been resolved_ Geac did �- fly in an engineer from the East Coast to diagnose the problem because the engineers out here were unable to find it. Librarian Bergsing reported that Millbrae and Belmont had gone on-line as scheduled and that Pacifica was scheduled to follow suit next week . She said the conversion was progressing and she reminded the Board members , with the exception of President Parsons , that each of them needed to "input" their application information into the circulation system. Trustee Nagle asked if there was any luck with the recruiting process to replace Barbara Rowe and Pat Harding , and Mrs . Bergsing replied that Mrs . Molder and Mr . Escoffier had done a job description and they were in the process of recruiting for the two positions , however , no interviews had been scheduled as yet . L- LIBRARIAN'S REPORT: Duncan Patio: Mrs . Bergsing said that $3 ,000.00 of Step 3 had been paid to Frank Hunter , but he had been asked not to install the door into the Library until the rainy season had subsided. After discussion, it was the concensus of the Board members to retain Mr. Hunter as long as he showed progress . Maintenance Projects: Mrs . Bergsing said she had quotes to paint the Easton Branch Library ranging from $55 .00 per day to rent waterblasting equipment to $9 , 100 .00 for sandblasting and painting. There was discussion whether to paint the whole building or just the front at th- s time . Mrs . Bergsing agreed to get some additional quotes for sandblasting and painting as separate items. Trustee Nagle agreed to contact a painter he knows to get another price quotation for painting only. After further discussion the matter was tabled until Trustee Harvey is available for his recommendation. MINUTES/MARCH 20th , 1984/PAGE #3 MISCELLANEOUS : Trustee Kriloff indicated an interest to serve another term on the Advisory Board for the Peninsula Library System since his term would be ending shortly. Trustee Nagle moved that in view of Trustee Kriloff ' s sterling past performance and his 100% attendance at all meetings , that the Board recommend to Council that he be re-appointed as the Burlingame representative to the Advisory Board. The motion was seconded by Trustee Weatherbe and carried unanimously . Librarian Bergsing said she would- communicate the Board ' s recommendation to the Manager ailu .uVil�ii . Dr. Rosalie O' Mahony expressed her congratulations to the Board on the fine job they were doing, and said she wanted them to know how extremely important the public library was to the life and spirit of the community. She said that if she had been elected to the City Council , or if she was elected in the future , she wanted them to know that the Library would have her full support . She feels that the Library ranks as a priority right after police and fire . Trustee Nagle thanked her for attending the meeting and said he was sorry that Trustee Harvey was absent. Trustee Kriloff said he had discussed the issue of fines for senior citizens with the members of the Advisory Board and said that P.L.S. has received a federal grant to hire a consultant to design a questionaire to help analyze the library needs in each community in the County. The fine policies will be considered as a part of that study. Trustee Nagle viewed the statistics and reported "WE' RE UP W' . He said everyone concerned would understand what he meant. ADJOURNMENT: President Parsons adjourned the meeting at `- 5 : 15pm with the next meeting scheduled for April 17th , 1984 at 4 : 30pm in the California Room. Respectfully submitted , Patricia M_ Bergsing Clerk of the Board D\{R/iat> La 3RARIAN'S REPORT / APRIL 17th , 1934 AUTOMATED CIRCULATION: Conversion continues at a consistent rate . All the adult non-fiction regular and over-size is within days of completion. The total items of adult materials converted is 73 ,462 as of April 10th , 1984 . Conversion has begun in the Children ' s Room and at the Branch with 980 and 500 items converted respectively. To celebrate our accomplishment , Mrs . Molder hosted a. pizza and coke party on Thursday , April 12th for of conversion. Fiction will be "attacked" next with a projected date of September 1st for completion. Patron data is being added to the System daily for those patrons requesting new and renewed cards . Staff continues to be trained for conversion and in the basics of the System for the purpose of patron and bibliographic searching. Securing the needed additional terminals is still a problem and forces certain delays on further training of staff for conversion . DUNCAN PATIO: Progress continues on the patio , but also very slowly. We will have an update on the project and the payments that have been made to the contractor for your meeting. Ace Roofing Company has generously donated all the roofing tile .for the small porch that leads to the patio . I ' ll have a draft of a thank you letter for your meeting. OPERATING BUDGET FOR 1984-1985 : The Library ' s operating budget was submitted to the City Manager on Friday , April 13th. The schedule calls for Department Heads to meet with Dennis sometime this month. Then the entire City budget will be for- warded to the Council in late May ; with review, hearings and Council approval set for June . The Library' s budget reflects modest increases for inflation , some LIBRARIAN' S REPORT / APRIL 17th , 19814 / PAGE 2 additional part-time hours to supervise and coordinate the volunteer program , and maintenance funds for painting the exterior of the Branch Library. MAINTENANCE PROJECTS: We hope you will notice how much better the front of the Main Library looks . Judy and Jim contacted a firm that steam-cleaned the front entry hall , the front door , the front steps and walls and the arch over the exterior front doors . It is just it looks now. We are delighted ! ! We may want to consider doing more of the building at a later date . NATIONAL LIBRARY WEEK - APRIL 8th through 14th: We hope to have a brief report for you on the results of our "fine-free" week or "amnesty week" during National Library Week. From all reports , the public has been very pleased with the experiment . However , to date , we have not received any great influx of long over-due materials . VOLUNTEERS: A recognition tea will be held for all Library volunteers on Wednesday , May 9th, from .L4 :00pm to 6 :00pm in the Community Room. All active Friends of the Library , Outreach , and in-house volunteers will be invited and recognized for the hours of time provided to the Library and giving generously of their time . The program is growing steadily . The Board is asked to mark their calendars now to reserve the date ; and an invitation will be forthcoming. "THE PROBLEM PATRON" The P.L.S . Staff Development Committee spon- sored Mariana Steinberg , M.S.W. in a program "The Problem Patron" on April 3rd . Ms . Steinberg specializes in Library Management of the disturbed patron ranging from the mentally ill person to the angry patron. Her advice was . specifie and very helpful . The workshop LIBRRARIAN' S REPORT / APRIL 17th , 1984 / PAGE 3 was attended by approximately 125 staff members from P . L.S. libraries . An afternoon brainstorming session was held by administrators of P . L.S. libraries to develop working tools for writing policies in the various P.L.S. libraries . Although Burlingame Public F Library has addressed some of the issues concerning unappropriate behavior in the Library , a committee has been formed in-house to further address and develop a policy to deal with "Problem Patrons " . Once developed , the policy will be forwarded to the Board for your u��siuec a�iv_. anu approval . REQUESTS FOR FUNDS: For your Board meeting , we hope to have ready several requests for items to be purchased from the Trustees Account . Primarily these include recognition . for the Volunteer Program , and some office equipment . We also have some preliminary ideas for requests to �-- the Duncan Trust Fund . P.L.S. NEWS The System Board of Directors agreed to form a network or consortium of all the libraries in San Mateo County. This network would then inter- relate to networks that already exist in the other counties surrounding the Bay. The purpose would be to better share and utilize existing library resources . The P. L.S. System Director , Linda Crowe , is seeking funding through several private --'foundations , to produce a storytelling TV series for children on national public television. I ' ll keep you informed on what success she has . The P. L.S. Board is planning a "retreat" in May to address long range planning issues for the System, or "Where do we want to be in 5 years?" . If you have any ideas or suggestions , please be sure to let me know before May 15th . The P. L. S. Reference Committee is planning a workshop in May on census publications and statistics . LIBRARIAN' S REPORT / APRIL 17th , 1984 / PAGE 4 Burlingame is cooperating with the other P.L.S. libraries in an art book selection and purchase plan. Each library has chosen several particular subject areas in which to specialize . We will evaluate the project after it has been in operation for a year. We are also discussing the possibility of cooperating. on the selection of Cal.iforniana. The System has agreed tc take over the operation of the San Mateo County Library ' s Delivery System , and to consolidate it with the P .L. S. delivery. C.L.A. : The California Library Association is planning its Annual Legislative Day in Sacramento on May 16th. This is the day when Librarians , Trustees and Friends `- call on their Legislators to urge adequate state funding for public libraries . Please let me know if any of YOU wish to go . Also , we can not remember what action , (if any) , that you took at your last Board meeting regarding membership in the Trustees section of the California Library Association. Did you decide on a membership for someone on the Board? He.lp ! ! COMMUNITY INFORMATION PROGRAM: The computerized Community Information Program , which was started and is still administered by P. L.S. , but is substantially funded by San Mateo County Social Services Department , is producing an increasing number of useful directories These include : Directory of Children 's Services for Parents List of agencies that use volunteers Arts Directory for the S.M. Co . Arts Council Directory of resources for the Developmentally .Disabled Senior Housing Directory i i LIBRARIAN S -:,'_:'Fr_'T_)7 1 APRI'_ 17th , R� / PAGE 5 PERSONNEL POLICIES: Marilyn Morrison , Library Assistant III in charge of Periodicals ,is working with Joy Molder to produce personnel policies on a word processor for revision and storage for future updating , and t to analyze further needs . An outgrowth of the study will not on1-,, ' e an updated perso—el manual for Administrative use and a visifile for staff use ; but also a training checklist and training program will _L_L "Iia Dl c: z 1I i�o continually i'ev1�r1 personnel policies and also assure that new employees receive a complete orientation. This study is a graduate project for Marilyn for which credit is given towards her Masters Degree in Library and Information Management . PERSONNEL: �- The Reference Department has recruited and interviewed for two part-time positions to fill the vacancies for Barbara Rowe and Pat Harding. Catherine Somerton , of the Peninsula Foundation has accepted one of the part-time positions . Cathy comes to us with - 18 months at the Foundation , with experience in microcomputers and reference . We look forward to her working here at BPL. Her starting date is April 30th . The second vacancy has been filled by Brenda Chavez who is currently employed as a Reference Librarian at the San Mateo Public Library' s Hillsdale Branch. Brenda has 1 year experience as a Librarian I and has been doing various other tasks in the Library profession since 1976 when she started as a Page at the San Mateo Public Library. Brenda starts work at BPL on April 16th . We look forward to having Brenda join the Burlingame Library Reference team. MINUTES OF THE MEETING OF FEBRUARY 21st, 1984 : `- President Parsons asked if there had been a motion made regarding a 5 pound box of candy to be given to a patron who brought back the most overdue book during National Library Week to which Mrs . Bergsing replied no , there had not been any motion. The Minutes were then approved as written and ordered filed. CORRESPONDENCE: Mrs . Bergsing distributed the Newsletter from the City Manager and -an invitation from the Recreation Department for a "Night at the Races" to benefit the "Save Our Station" fund. President Parsons said she was sorry that she wouldn ' t be able to attend anything until after May because her schedule is so hectic. The Board members all expressed their pleasure to Mrs . Molder for the individual letters they had each received from her thanking them for their generosity in sponsoring the Patrick Ball storytelling series . LIBRARIAN'S REPORT: Automated Circulation: Mrs . Bergsing said the hardware problems that the system had been experiencing at the MINUTES/MARCH 20th, 1984/PAGE #2 Central site had apparently been resolved. Geac did fly in an engineer from the East Coast to diagnose the problem because the engineers out here were unable to find it. Librarian Bergsing reported that Millbrae and Belmont had gone on-line as scheduled and that Pacifica was scheduled to follow suit next week. She said the conversion was progressing and she reminded the Board members , with the exception of President Parsons , that each of them needed to "input" their application information into the circulation system. Trustee Nagle asked if there was any luck with the recruiting process to replace Barbara Rowe and Pat Harding , and Mrs . Bergsing replied that Mrs . Molder and Mr . Escoffier had done a job description and they were in the process of recruiting for the two positions , however , no interviews had been scheduled as yet. LIBRARIAN'S REPORT: Duncan Patio: Mrs . Bergsing said that $3 ,000.00 of Step 3 had been paid to Frank Hunter , but he had been asked not to install the door into the Library until the rainy season had subsided. After discussion, it was the concensus of the Board members to retain Mr . Hunter as long as he showed progress . Maintenance Projects: Mrs . Bergsing said she had quotes to paint the Easton Branch Library ranging from $55 . 00 per day to rent waterblasting equipment to $9 , 100.00 for sandblasting and painting. There was discussion whether to paint the whole . building or just the front at this time . Mrs . Bergsing agreed to get some additional quotes for sandblasting and painting as separate items . Y01 Trustee Nagle agreed to contact a painter he knows to get another price quotation for painting only. After further discussion the matter was tabled until Trustee Harvey is available for his recommendation. MINUTES/MARCH 20th , 1984/PAGE #3 MISCELLANEOUS : �-- Trustee Kriloff indicated an interest to serve another term on the Advisory Board for the Peninsula Library System since his term would be ending shortly. Trustee Nagle moved that in view of Trustee Kriloff ' s sterling past performance and his 100% attendance at all meetings , th_•.t the Board recommend to Council that he be re-appointed as the Burlingame representative to the Advisory Board. The motion was seconded by Trustee Weatherbe and carried unanimously. Librarian Bergsing said she would communicate the Board ' s recommendation to the Manager and Council . Dr. Rosalie O'Mahony expressed her congratulations to the Board on the fine job they were doing , and said she wanted them to know how extremely important the public library was to the life and spirit of the community. She said that if she had been elected to the City Council , or if she was elected in the future , she wanted them to know that the Library would have her full support . She feels that the Library ranks as a priority right after police and fire . Trustee Nagle thanked her for attending the meeting and said he was sorry that Trustee Harvey was absent. Trustee Kriloff said he had discussed the issue of fines for senior citizens with the members of the Advisory Board and said that P. L.S. has received a federal grant to hire a consultant to design a questionaire to help analyze the library needs in each community in the County. The fine policies will be considered as a part of that study. Trustee Nagle viewed the statistics and reported "WE' RE UP ! ! ". He said everyone concerned would understand what he meant.
