MINUTES
NOVEMBER-7Fth , 1984
CALL TO ORDER:
The meeting of November 20th , 1984 was called to order
at 4 :30pm by President Weatherbe , and Mrs . Bergsing introduced
new Trustee Carol Mink to the Board members .
Trustees Present : Trustees Nagle , Blevins , Mink , Harvey ,
and Weatherbe
Trustees Absent : None
Also Present : Mrs . Judy Gladysz , Library Secretary
Mr . AI Escoffier , Asst . City Librarian
BILLS :
City checks in the amount of $20 ,458 .30 , and Special
Fund checks in the amount of $ 1 ,978 .99 , were approved to be
paid on a motion made by Trustee Nagle , seconded by Trustee
Harvey , and carried .
MINUTES OF THE MEETING OF OCTOBER 16th , 1984 :
The' Minutes of October 16th , 1984 were corrected
to read , under "BILLS" , the bills were approved to be paid
on a motion made by Trustee Nagle , seconded by Trustee Blevins
and carried . Also , under "MISCELLANEOUS" , Trustee Blevins
asked Trustee Nagle if he had spoken with Jerry Coleman . After
the corrections had been made , the minutes were approved as
corrected and ordered filed .
CORRESPONDENCE :
Secretary Harvey read a letter from Mr . George Paul
Lechich complimenting the Library Board of Trustees for the
beautiful job they had done on the Duncan Patio .
LIBRARIAN ' S REPORT :
Automated Circulation : Trustee Nagle stated his concern about
the lack of statistics available from Geac . Mr . Escoffier
explained to him that the Libraries in the System need to decide
and agree upon which statistics are the most important . Trustee
Nagle asked if there was a committee , and Mr . Escoffier said
this is a brand new problem , and yes , the System libraries

are looking at ways to lessen the burden of going through stacks
of paperwork to draw out the statistics . Trustee Mink asked
if statistics would be available on individual people such
as reading interests , etc . Mr . Escoffier replied that statistics
would be available in general areas but not on an individual
patron basis .
Trustee Blevins asked if there is room for expansion on
Geac . Al replied , yes , there is room for enhancements .
Personnel : Librarian Bergsing said that Linda Saltzer , Head
of Technical Services , would be resigning effective November
30th , and Al and she would be recruiting at C . L .A . Conference .
Programming : Librarian Bergsing said the Children ' s Halloween
Program was outstanding . It was enjoyed by children of all
ages .
Outreach : Trustee Mink asked Librarian Bergsing if the Library ' s
Outreach Program is coordinating with Peninsula Hospitals Senior
Center . Librarian Bergsing replied that the Library has been
in touch with Peninsula Hospital , but , had been told to wait
�- until spring or later . At the moment , P . L .S . is showing films
at Peninsula Hospital for the Drug and Alcohol Rehabilitation
Program .
Branch Library : Librarian Bergsing said that Cathy Somerton ,
the Branch Librarian is currently focusing on new titles , in
paperback , for the young adult collection . Trustee Weatherbe
asked if this meant a cut in the service . Mrs . Bergsing explained
that the existing collection was old and out of date , and the
paperbacks were more popular with the high school students
than the hard-cover books . This is a way to get more popular ,
newer titles in the collection for the same cost .
UNFINISHED BUSINESS :
None
NEW BUSINESS :
P . L .S . Advisory Board Member : Librarian Bergsing explained
to the Trustees that Burlingame had not been represented on
the P . L . S . Advisory Board since Leo Kriloff ' s death . Trustee
�— Nagle asked how long a term was and Mrs . Bergsing told him
each representative could serve a total of two 2-year terms .
Trustee Mink volunteered to be Burlingame ' s representative .

There was some discussion and Trustee Nagle made a motion
to recommend that Trustee Mink be recommended to the City Council
as Burlingame ' s representative to the Peninsula Library System
Advisory Board . The motion was seconded by Trustee Harvey
and carried .
Report on Library Tour - Trustees Blevins & Mink : Both Trustees
Blevins and Mink said they had enjoyed the tour of the Main
Library , and had learned a great deal about the "behind the
scenes " operations . Trustee Blevins said she had subsequently
visited the Branch Library and thought it was charming . Trustee
Mink stated she was impressed with the size of the automated
system database .
Staff Christmas Party : Trustee Weatherbe made a motion for
the Special Fund to contribute to the Staff Christmas Party
in the amount of $150 .00 . The motion was seconded by Trustee
Mink and carried .
Introduction of Marge Johanson , Librarian I and Donna Ridley
Smith , Librarian III : Librarian Bergsing introducted Marge
Johanson and Donna Ridley Smith to the Board of Trustees .
Donna gave some background on her past experience . Marge said
she has been with the Burlingame Public Library since 1982
and told of some of her other experience . The Board welcomed
them and said how pleased they were to have them .
Miscellaneous : Mrs . Bergsing mentioned , in passing , that
the two newest Board members had received their new computerized
library cards , but some of the other Board members had not
yet re-registered .
The Board members thanked Mrs . Bergsing for the nice cookies
and wine and cider she brought to the meeting .
ADJOURNMENT:
The meeting of November 20th , 1984 was adjourned at 5 : 20pm
with the next meeting scheduled for December 18th , 1984 , in
the California Room .

CALiFOR' IA LIBRARY ASSOCIATION CONFERENCE:
Several staff members attended the C.L.A. annual conference in Los Angeles
from December 1 - 5. It was a good conference with many worthwhile meetings .
Reports from the staff are attached to this report.
P.L.S . ADVISORY BOARD:
The City Council officially appointed Carol Mink to be Burlingame repre-
sentative to the Peninsula Library System Advisory Board at its regular meeting
of December 3. Linda Cro�:re, the System Executive Director, has been informed
and she has notified the other members of the Board. Christine Scott, chair of
the Advisory Board, has been in touch with Carol , and she should receive a
packet of materials from the System office.
AUTOMATED CIRCULATION:
Karen Kott has taken over supervision of conversion for the remaining months
of the project. Karen has been assisting on the project over the past years ,
and we are confident she ,rill carry on very successfully. We are currently
converting phonograph records and cassettes , and also planning to begin heavy
er-phasis on patron card conversion - nearly 4,000 cards have already been made. We
plan to ask each library user during the next month if they have their new computer
card. Beginning in January, we will staff a desk to re-register borrowers during
peak hours.
The Recreation Department bulletin , due out in early January, will carry a
special re-registration form and information about the new computerized system.
We are hoping this will bring still more users in to re-register.
Software enhancements were installed in the on-site computer at PLAN
headquarters in Belmont the week of f•lovember 26. This resulted in the system being
dov,n for nearly a week. It did allow on-line libraries to try the new software
bacf:upfor the system. This back-up will allow libraries to use the GEAC system
for charge/discharge and several other functions �•rhen the main computer is not
fully operational .

We have negotiated our dates for on-line training. We are scheduled to
begin the week of January 14. The two and one-half hour sessions are designed
to train the user in all phases of circulation system operation. The seven week
training sessions will include 24 staff members. In addition to the training,
staff will need to do "homework" during the week to prepare for each week's
session. "Homework" will be done on our GEAC terminals throughout the building.
The arrangement and work flow of the Circulation Desk is currently being
studied. Helen Ward and Al Escoffier visited the Pasadena Public Library
recently to study their operations. Pasadena has been on-line with the GEAC
system for two years. We were pleased to discover a very efficient and effective
operation with specific work stations designated by computer function. We are
hoping to use some ideas from this successful operation to design our t•;orkflow.
Our on-line implementation date is now officially set for March 13 - we need
to discuss whether we wish to have a "coming on-line" party or a ceremony of any
kind.
PERSONNEL:
The Civil Service Commission, two outside librarians and Al Escoffier will
be interviewing candidates for Librarian III , Technical Services Supervisor,
on Monday, December 17. We should have a list shortly thereafter and Al and I
will begin interviewing the top candidates.
Betty Stout, part-time reference librarian for over two years, will be
resigning effective December 21 . Recruitment and selection is in process
to fill this vacancy as soon as possible.
COLLECTION DEVELOPMENT:
Book selection is underway for the 84/85 fiscal year, with new assignments
made and the book budget reconfigured.
We are currently looking at a different computerized acquisitions system
offered by Baker and Taylor. The ne,A1 system would allow us greater flexibility
in storing ordered items locally in a personal computer and receiving next-day
confirmation of ordered items.

We are also proceeding with the evaluation and selection of software for
our public microcomputer. We hope to implement this service in January, 1985.
PROGRAMMING
Adult programming planned for the winter season includes a piano recital
by Frieda Coolish, a Burlingame resident, sometime in February (date not set).
We have also scheduled a series by Patrick Ball , the fine storyteller who was so
popular last year. The tentative dates of his series include January 18,
February 13 and March 20.
Our "First Line" contest for children resulted in 51 winners! The winners
received a paperback book donated by the Friends of the Library. The children
enjoyed the challenge of searching out the correct titles for which they had
only the first line.
McKinley School ' s first grade visited the library to hear stories, pick up
their library cards and check out books. Miss Johnson, their teacher, is very
interes t?d in having her class use the library, and sees to it that they make at
�. least an annual trek to Burlingame Public Library.
Barbara Lazarus read to three Presbyterian Nursery School classes at the
Branch. She also did her regular story hour as well as a session at the Cable IV
station on November 27.
St. Paul 's Nursery School visited the Main Library on November 20 for
stories. We received a letter from Mrs. Fordhood of Hillsborough, the mother
who arranged the visit. We' ll have the letter for your meeting.
Shirley Robertson, Lincoln School LIbrarian, and Joan Leach did their
third Children' s Book Review session for Channel 24, Cable IV. Joan also wrote
a column once again for the local newspaper THE PENINSULA PARENT.
MICROCOMPUTER ACCESS:
Allen Testa has nearly completed the California section of the telephone
books - creating our first microcomputer database! He will be installing the
database into the IBM PC XT, as it provides faster retrieval time for the user.
W'e will soon be installing the modem and PC at the Reference Desk, which will
allot us to access electronic mail - On Tyme, the bibliographic utilities such as
Librarian' s Report - December 18, 1984 - Page 4
RLIN and OCLC, and outside databases such as DIALOG.
PLS NEWS:
Brenda Chavez attended a PLS Film Committee meeting on November 28, at
which the group decided to drop one of the film circuit packages, due to a price
increase. The PLS money used for this project will go to purchasing more video
cassettes for the public.
Al Escoffier and Donna Smith attended the PLS Reference meeting in November.
Topics discussed included the. Reference Plan of Service for 1985, the potential
establishment of a clearinghouse for medical information, and the discussion of
uniform statistical gathering. Several items were also purchased for the San
Mateo Public Library Business section, including: Trendline, a stock charting service;
Directory of Japanese Businesses Having Offices in the U.S. and Microcomputer Software
in Print.
PLS Reference workshops were held on November 28 and 29, which covered new
reference books in PLS libraries. Donna Smith and Marge Johansen from our staff
presented four items as part of the workshop program.
EASTON BRANCH:
Branch Librarian Cathy Somerton has developed a letter and questionnaire
to go out to pre-schools in an effort to determine the needs of this
.young population. Cathy is also directing the consolidation of the card catalog.
The catalog is being interfiled in straight alphabetical order, combining adult and
juvenile entries. Warren Wickliffe, former staff member, and current volunteer,
is doing the work.
Cathy reports 116 reference questions for the month. This is the second
full month of counting reference questions.
CITY ORIENTATION TOUR:
The City Orientation Tour on December 12 was a big success for a "first
time". About 12 library employees attended the talk and slide show by the 'City

Manager and the City Planner, and seven of our nea employees went on the tour
of the other city departments. There were 22 new employees from all
departments in the city who participated in the tour. I think this will become
a regular part of the orientation training of new employees. Everyone seemed to be
quite enthusiastic.
HOLIDAY PROGRAM:
The annual library holiday program will be held Saturday, December 15, at
11 :00 A.M. in the Children' s Room. This. is an event sponsored by the Friends
of the Library and all ages are invited to attend. We'll have a brief report
for your meeting, and we hope that most of you will be able to join us.
STAFF HOLIDAY PARTY:
The Staff holiday party will be on Wednesday, December 19, from 5:00 -
7:00 P.M. , in the Community Room. You all should have received your invitations
and we hope you are coming. A warm thank-you to you from the staff for providing
the beverages.
