BOARD OF TRUSTEES MINUTES SEPTEMBER 17TH, 1985 CALL TO ORDER= The meeting of September 17th, 1985 was called to order by President Trustee Nagle at 4: 30pm. Trustees Present : Nagle, Blevins and Mink Trustees Absent : Harvey and Weatherbe Staff Present : Mrs. Judy Gladysz, Library Secretary Mr. Al Escoffier, Asst . Librarian BILLS: M/S/C (Blevins, Mink ) unanimously to approve the payment of City checks in the amount of $17, 919.88, and Special Fund checks in the amount of $832.93. MINUTES OF TE MEETING OF AUGUST 20TH, 1985: M/S/C unanimously to approve the minutes of the August 20th, 1985 meeting of the Library Board of Trustees . CORRESPONDENCE: Enclosed in the Trustees packet was a memo to the Director of Public Works thanking him for repainting the curb on the side/front area of the Library and telling him that the staff was keeping a record as to how many cars were using the area for short term parking. LIBRARIAN'S REPORT: Trustee Blevins said she was sorry she missed attending the Summer Reading Club party. Librarian Bergsing said it was a huge success with Lion President Bill Key, Trustee Joe Harvey, Marine World staff and animals, and about 100 children in attendance. Librarian Bergsing also reported that two permanent part-time employees, Karen Kott and Joan Giampaoli , had accepted the two full- time Library Assistant ,II positions and would be starting their new tasks on October 1st . She further explained that the other new full- time Library Assistant I position had not been filled yet . UNFINISHED BUSINESS: None NEW BUSINESS: Update on Current Status of Circulation System: Mr. Escoffier reported that the system had been down for four days and that all of the data that had been input on "soft back: up" had been lost . This amounted to about 170,000 transactions county wide. MINUTES OF SEPTEMBER 17TH, 1985 - PACE 2: He said that the Central Staff had tried to run a recovery program but all of the data came out scrambled. The Directors met on Monday, September 16th to develop procedures to deal with the lost data. He reported that the staff is dealing with the public and the problem extremely well. Some discussion followed. California Library Association Conference November 16th-20th Mrs. Bergsing distributed a preliminary program for the CLA Conference that will be held at the Oakland Hyatt in November. She said there is a Trustee's luncheon on Saturday if anyone is interested in attending. Trustee Nagel said he would very mcuh like to attend and will go on whichever day Patti finds to be beneficial for him. Mrs. Bergsing said she would check the schedule and advise him. Change of November Library Board Meeting Date: Librarian Bergsing said she would like to request that the meeting date for November be changed from November 19th to November 12th. She said there is a conflict because of the California Library Association Conference. She further explained that it would leave 4 weeks between meetings and that the staff could post public notice of the change. M/S/C unanimously (Blevins, Mink ) to change the meeting date in November to November 12th, 1985. System Advisory Board Orientation Packet : Librarian Bergsing distributed a packet to each Board member for their information. Some discussion followed regarding the standardization of circulation policies. Mrs. Bergsing called the Board's attention to the letter received from Pacific Bell , that states beginning on October 15t , all the libraries in the State of California will be charged for all telephone directories published by non-Pacific Bell companies. In the case of the Burlingame Library this will represent an additional cost to the book budget of approximately $2,500+. In terms of libraries throughout the State, it will be a cost of hundreds of thousands of dollars. Mrs. Bergsing said an additional irony is that when a customer calls PacTel requesting information available in non-local directories, the phone company refers people to thier local public library for assistance. The California Library Association and librarians all over the State intend to send letters of protest both to the phone company and the P.U.C. Trustee Nagle noted an increase in Branch circulation statistics. ADJOURNMENT: The meeting of September 17th, 1985 was adjourned at 5: 25pm with the next meeting scheduled for October 15th, 1985, at 4:30pm in the California Room. Respectfully submitted, Patricia M. Bergsing Clerk of the Board PMB/jg LIBRARIAN ' S REPORT OCTOBER 1985 TALKING BUILDINGS: The two-day workshop on library buildings sponsored by the California State Library was excellent. It was held at the Oakland Hyatt Regency on October 7th and 8th. Al Escoffier and I attended both days, and we will give you a report at your meeting. Briefly, the seminar covered needs assessments , planning for future needs, hiring architects, library consultants and interior designers , developing a building program, reading plans, drawings and specifications, costs, client responsibilities, and remodel- ing vs. new construction. We received many useful "hand-outs" and we will share them with you. PARKING: I met with Ralph Kirkup, Director of Public Works, and Tom Moore, Engineer, on October 3rd to discuss street parking in front of the library. Mr. Kirkup is concerned with the number of short-term (green) parking areas on Bellevue. After discussion, Tom agreed to measure the current spaces and develop some drawings of several options. We may want to consider moving the library's book deposit box. I 'd appreciate it if you would take a look at the front and side of the building, and let me know your ideas and suggestions. CIRCULATION SYSTEM: Our nearly two weeks of downtime on the system has had several repercussions. The most serious of these was the loss of data for early a week of transactions. This has meant a great deal of follow-up on the part of the staff: clearing overdues , clearing fines, answering patron questions. The staff has bounced back admirably. We have found, in discussions with management of other libraries, that Burlingame really has its downtime procedures and policies in place. We will continue checking overdues on the shelf, and clearing patron records at least through the end of the month. At the request of Geac, we have delayed a second response time test. (Geac failed the first test) Geac plans to have staff on-site in October to look at the problem. Despite the fact that the system passed the 45 day reliability test, the PLS Administrative Council did not pay the $55,000 due Geac. This was in reponse to the system crash just 71/2 hours after the completion of the reliability test. The test will likely be rescheduled. In the meantime, the Board and the Daly City Attorney have written Geac expressing our concerns about the company's response to our recent hardware and software problems. Just today, October 10th, we have heard that the Vice-President in charge of operations is flying here from Toronto on Tuesday, October 15th, to meet with the Board to discuss these problems and to consider possible long-term solutions. We are meeting at 10:00am that morning at the County Library, so I ' ll have a report for your meeting that afternoon. It appears we have at last, and at the very least, "gotten their attention". Traininy in the procedures, policies and human issues surrounding downtime is taking place systemwide in the coming weeks. PERSONNEL : Joan Giampaoli and Karen Kott have each begun their new full-time duties. In addition, we have hired Joan Silver, as our new clerk-typist for Administration and Reference. Until recently, Joan has owned and operated her own restaurant in San Mateo. She has also had clerical experience in several agencies and businesses. PAGE 2 - LIBRARIAN'S REPORT - OCTOBER 1985 Joan is also the author of her own cookbook. We are please to welcome Joan to the staff. We will have you meet all three employees on Tuesday. Four staff members completed their first anniversary with the City. Donna Ridley Smith, Marge Johansen, Allen Testa and Brenda Chavez were recently honored for completing their first successful year. SERVICES AND PROGRAMS: Cathy Somerton initiated Toddler Storyhour series of programs on September 18th. The program at the Main has a waiting list and the Branch has a few openings. Cathy also initiated our first Pre-School Newsletter for parents and teachers of pre-school children. The letter is available at the Library and was sent to the seventeen pre-schools in Burlingame and Hillsborough. The first of our Fall Children's Program series was held on September 28th, featuring Steve Chaney, a ventriloquist. He performed to an audience of 100 children and adults. The next program will be October 26th , at 11 :00am in the Community Room with Witch Hazel. Children's Book Week will be celebrated November 11th through the 17th. Letters are being sent to local schools listing those children who completed the Summer Reading Club. Letters also went out to Burlingame and Hillsborough teachers alerting them to Library services. Two portable vido recorders have been purchased from the Duncan Trust. They will be ready for circulation to the public, under a policy similar to that for other circulating equipment, sometime in October. Marge Johansen installed an exhibit on "Censorship and Banned Books", which includes materials from the American Libray Association and the Library. Joan Leach spoke to a Senior group, "The Gathering", about library services and materials. Our current list of software for our public computers is expanding. It now includes the PFS series: File; Write; Graph; Plan; and Report. Others include Word- star (a gift from a patron) , Flashcalc, Visicalc, and Exploring the IBM PC. REFERENCE SERVICES : Total reference statistics were again up -- 29% this month over the same month last year. Reorganization of business materials is nearly complete. A list of items available will be printed shortly. Marge Johansen is selecting books and audio-visual materials on literacy from State funds, which will be housed at Burlingame and at the PLS Film Center. We are pleased that our staff artist, Nancy Montague, has been asked to conduct a system workshop. The topic will be graphics for library promotional fliers. The workshop is scheduled for November 6th. A system newsletter for the public, called "Library Spectacles" is now being produced. October is the first issue. Content will include: library events and short feature articles concerning the system libraries and their special programs. TELEPHONE DIRECTORIES : We received a phone call from Pacific Bell in response to our letter of protest regarding charging for telephone directories. The woman explained to me all the .... difficulties of the Phone Company in remaining competitive in the marketplace. I was probably not as sympathetic as I should have been. I doubt anything will change, but at least we let them know what we thought. The letter is attached. STAFF DEVELOPMENT: Staff is signing up for the California Libray Association Conference, to be held in Oakland, November 16th through the 20th. PAGE 3 - LIBRARIAN'S REPORT - OCTOBER 1985 Pat Harding attended a workshop entitled "Logon" which discussed 12 on-line database services. The speaker also discussed some strategy for searching databases. Joan Giampaoli and Vera Warrick attended a PLS Workshop on communication skills for supervisors. JOURNAL ARTICLE "THE FUTURE OF THE PUBLIC LIBRARY" : Attached to this report is a copy of a recent article in Library Journal maga- zine, by the Director of the Atlanta Public Library. Miss Morrison, the Pacific Grove librarian, also said that the out-of- state Yellow Pages books, "except maybe Manhattan and other big cities,-" will probably have to be eliminated. Trustees Present : Nagle, Blevins and Mink Trustees Absent : Harvey and Weatherbe Staff Present : Mrs. Judy Gladysz, Library Secretary Mr. Al Escoffier, Asst . Librarian BILLS: M/S/C (Blevins, Mink ) unanimously to approve the payment of City checks in the amount of $17,919.88, and Special Fund checks in the amount of $832.93. MINUTES OF THE MEETING OF AUGUST 20TH, 1985_ M/S/C unanimously to approve the minutes of the August 20th, 1985 meeting of the Library Board of Trustees. CORRESPONDENCE: Enclosed in the Trustees packet was a memo to the Director of Public Works thanking him for repainting the curb on the side/front area of the Library and telling him that the staff was keeping a record as to how many cars were using the area for short term parking. LIBRARIAN'S REPORT: Trustee Blevins said she was sorry she missed attending the Summer Reading Club party. Librarian Bergsing said it was a huge success with Lion President Bill Key, Trustee Joe Harvey, Marine World staff and animals, and about 100 children in attendance. Librarian Bergsing also reported that two permanent part-time employees, Karen Kott and Joan Giampaoli , had accepted the two full.- time Library Assistant II positions and would be starting their new tasks on October 1st . She further explained that the other new full- time Library Assistant I position had not been filled yet . UNFINISHED BUSINESS: None VIEW BUSINESS_ Update on Current. Status of Circulation System: Mr. Escoffier reported that the system had been down for four days and that all of the data that had been input on "soft back up" had been lost . This amounted to about 170,000 transactions county wide. MINUTES OF SEPTEMBER 17TH, 1985 - PAGE 2: He said that the Central Staff had tried to run a recovery program but all of the data came out scrambled. The Directors met on Monday, September 16th to develop procedures to deal with the lost data. He reported that the staff is dealing with the public and the problem extremely well . Some discussion followed. California Library Association Conference November 16th-20th: Mrs. Bergsing distributed a preliminary program for the CLA Conference that will be held at the Oakland Hyatt in November. She said there is a Trustee's luncheon on Saturday if anyone is interested in attending. Trustee Nagel said he would very mcuh like to attend and will go on whichever day Patti finds to be beneficial for him. Mrs. Bergsing said she would check the schedule and advise him. Change of November Library Board Meeting Date: Librarian Bergsing said she would like to request that the meeting date for November be changed from November 19th to November 12th. She said there is a conflict because of the California Library Association Conference. She further explained that it would leave 4 weeks between meetings and that the staff could post public notice of the change. M/S/C unanimously (Blevins, Mink ) to change the meeting date in November to November 12th, 1985. System Advisory Board Orientation Packet : Librarian Bergsing distributed a packet to each Board member for their information. Some �.. discussion followed regarding the standardization of circulation policies. Mrs . Bergsing called the Board's attention to the letter received from Pacific Bell , that states beginning on October 1st , all the libraries in the State of California will be charged for all telephone directories published by non-Pacific Bell companies. In the case of the Burlingame Library this will represent an additional cost to the book; budget of approximately $2,500+. In terms of libraries throughout the State, it will be a cost of hundreds of thousands of dollars. Mrs. Bergsing said an additional irony is that when a customer calls PacTel requesting information available in non-local directories, the phone company refers people to thier local public library for assistance. The California Library Association and librarians all over the State intend to send letters of protest both to the phone company and the P.U.C. Trustee Nagle noted an increase in Branch circulation statistics.
