I. Call to Order
The meeting of April 18, 2000 was called to order by President
Mary Lou Morton at 4:30 pm.
II. Roll Call

The Trustees unanimously agreed to approve the warrants as

IV. Minutes
The Trustees unanimously agreed to approve the minutes of the
March 14, 2000 meeting with the following correction: "Trustee
Berger noted that he would like to edit the Internet Policy...."

V. Correspondence
Correspondence mailed in the packets was reviewed.
A. Duncan Trust Fund Activity Statement 10/1/1999 -
12/31/99 - Approximately $157,000 is available for Grants.
Trustees inquired as to whether a more complete statement
would be forthcoming. The City Librarian will contact the
Peninsula Foundation regarding this matter.

VII. Reports
A. City Librarian's Report: The City Librarian reviewed his report
highlighting the following events.
1. Volunteer Tea - The Library staff hosted a tea for all
of the Library volunteers on Monday, April 10th. Volunteers
contributed 1,755 hours during the past year.
2. Friends Appraisal Day - Over 60 people attended the
first ever "Book Appraisal Day" sponsored by the Friends.
3. Budget - The Library budget for the fiscal year 2000-
2001 has been completed and is awaiting approval by the
City Manager.
4. Building Issues - The HVAC consultants met today
with the intent to solve the problems with the heating and
air conditioning in the library. One identified issue is the
possibility that too much current is coming into the building.
P G & E is monitoring this situation and will report the
results to the City.
5. Overdue Collections Update - Burlingame and
Redwood City Libraries will not participate in "Debt Collect"
The Burlingame City management felt it was not a cost
effective program and has decided to continue using a local
credit bureau.
B. Foundation Report - No Report
C. Easton - Request For Proposal - Escoffier - The City
Librarian sent Request For Proposals to ten Architects and Library
Consultants. One consultant, Kathryn Page of Kathryn Page
Consultants did have an interest in the project but is not available
until the Fall.
D. Budget - Escoffier - The City Librarian presented a Power
Point program on the library budget contents to the Board.
VIII. Unfinished Business
A. Tour of Library Divisions - After the Board meeting on May
16th the Trustees will tour the individual library departments.

IX. New Business
A. Volunteer Recognition Budget - Sue Reiterman submitted a
Volunteer Program Budget 2000/2001. Trustee Dunbar moved to
approve the request. M/S/C/ (Dunbar/Herman)
B. ALA Conference Request - At the request of the City
Librarian, the Trustees approved travel expenses for Linda Santo to
attend the American Library Association Conference in Chicago,
Illinois, July 7-11.
X. Adjournment
The meeting was adjourned at 5:1Spm by President Mary Lou
Morton. The next meeting will be held May 16, 2000 at 4:30pm.

Dear Esther, I wanted to take this opportunity to thank you and the
staff for making my internship experience so rewarding! Because of your
thoughtful consideration and efforts, I feel that I was able to learn a great
deal in a working environment, gain a better knowledge of a multitude of
areas, and perform some useful tasks for the library itself Burlingame is
a fine place to be, and I feel I was fortunate to have gained such quality
work experience in a public library such as yours. My thanks to the staff
and volunteers for their generosity and patience, and to you for your time

The San Jose Public Library
opened a new branch yesterday
where the lights will stay on round j
the clock and tens of thousands of j
visitors are expected every month.
The new addition is eBranch, a
Web outpost where all you need to
get in is Internet access and a San
Jose Library card, which are avail-
able to all California residents with
proof of address. I-

"What we're .,looking at with
eBranch is offering the same or
comparable services on the Net as
you could get at our branches,"said
San Jose City Librarian Jane light.
"Our magazine database offers ab-
stracts or,in many cases,full articles
from more than 3,000 periodicals,'
and you can e-mail reference ques-
tions to a librarian at any time."
Visitors can also apply for a li-
brary card, check the library data-
base for book titles, reserve books,
have books sent to a local branch for
pick up and renew items — all on

The cyberbranch will be a partic-
ular boon to students working late
at night.
"My daughter was doing an arti-
cle recently on the psychological
effects of being adopted," Light
said. "She found four articles from
major journals—all after 10 o'clock
at night."
Light has also used the service to i
research a car she "dreams" about
buying for herself.
Reference questions to eBranch
by e-mail will be answered within 24
hours, Light said. But in the near
future,the library hopes to upgrade
the service to handle information
requests like an online chat — at
- least,during normal library hours.

Enclosed please find a check for $ 8,000.00 for Burlingame's portion of
Project Read funding for the 2000-2001 fiscal year. This funding was
requested from our Duncan Trust Fund through an action of the Library
Board of Trustees. The Board chose to fund this project via the Trust this
year to show support and fully fund Burlingame's share of the Project Read
user base.
The Board is pleased to make Project Read a priority for funding this year.

SENATOR ALPERT ISSUES PRESS RELEASE ON BEING NAMED TO LIBRARY
ALLOCATION BOARD
Senator Dede Alpert issued a press release, announcing her
appointment to the Library Bond Board. Earlier today, CLA notified
its members of this important news, and we congratulated the Senator
personally today at the Capitol. We would like to share with you her
comments, and the comments of Senate President pro Tem John Burton.
Her announcement reads, in part:
"The California Public Library Construction and Renovation Board,
to which Alpert was appointed by the Senate Rules Committee, will
allocate the proceeds of bond sales to local applicants. Other
appointees to the six-member board include the State Librarian, the
State Treasurer, the director of the state's Department of Finance,
and Assembly Member appointed by the Speaker of the Assembly, and
a member appointed by the Governor.
"California's libraries have long had a crying need for additional
funding, " Alpert said. "Having modern, well-staffed library
facilities is fundamental to improving literacy and reading skills
for children and adults in the state. "
Senate President pro Tempore John L. Burton (D-San Francisco) praised
Alpert as a worthy appointee.
"As chair of the Senate Education Committee, Dede Alpert has worked
tirelessly to make sure our children have access to the knowledge
and ideas they need to succeed. That experience makes Senator
Alpert an ideal choice to help guide the state's effort to improve
our existing libraries and build new ones for the public to enjoy, "
Burton said. "
The Governor's appointment and the Assembly Speaker's appointment to
the board have not been made as of this date.

ASSEMBLY SUBCOMMITTEE APPROVES $15. 3 MILLION FOR PLF
On May 2, the Assembly Budget Subcommittee on Education Finance voted to
augment the Public Library Foundation by $15 . 3 million, which would bring
the PLF to the unprecedented level of "full funding" for the first time in
the program' s history • The motion to approve $15 . 3 million in additional
funding was made by Assemblyman Jack Scott and seconded by Assemblyman Bill
Leonard • The motion passed on a unanimous, bi-partisan vote •
You will recall from our alert to the field on April 28, 2000 that the
Senate subcommittee also approved a $15.3 million augmentation for the PLF
last week • An agreement between the Senate and Assembly on the dollar
amount provided to the PLF, allows the program to be incorporated into the
Budget, but most likely, will protect it from being subject to discussion
during the full Budget Conference Committee deliberations that will commenc
at the end of this month •

City Librarian's Report
May 16, 2000
Friends Sale A Success!
The Friends Book Sale held the first weekend in May was a great success
earning over $ 4,000.00.
Book Discussion Group
The Book Discussion Group is reading and discussing their third book, Anne
Tyler's "Ladder of Years." Attendance has been between 15-20. Our survey last winter
indicated an interest in holding an evening event. We will explore the feasibility of
beginning a second book discussion group led by a volunteer in the evenings.
Teen Poetry Workshop,
The Teen Poetry Workshop at the Easton Branch was a great success with 30
participants. The Saturday event took over the entire facility, though we remained open
to the public, The workshop consisted of opportunities for teens to learn how to write
their own poetry. The event was sponsored by the Library Foundation.
Building Issues Update
Following last month's meeting regarding the HVAC systems, we have contacted
P. G. and E. and had them monitor the power coming into the building, requested P. G.
and E. to monitor the three phase power coming into the building, requested Comm Air
to review the settings of the VAV boxes (there are 36) which control the HVAC in library.
We have learned that these boxes need to be tested and serviced at least every two
years, so this work will commence shortly. We are still reviewing the power situation.
The phase monitor on the HVAC system has been replaced for a third time.
Overdue Collections Update
We are still in the trial period for overdue collections. As of last week, we
collected about half of the overdue debt with a no-cost "pre-collect" letter from our local
Credit Bureau. The reminder of the debts will go through the regular Credit Bureau
process.
Library Intern
We were fortunate to have Library Intern Jonathan Hall from the Foothill College
Library Paraprofessional program. Jonathan worked in several library divisions and
attended meetings and other library events to get a flavor for hands-on library work. We

were pleased to be able to offer the opportunity to participate in the development of
skilled library workers.
Project Read Funding
Funds were received from the Duncan Trust for Project Read. We have received
a "thank you" from the San Mateo Library as well as the good news that the funds
received a 22% match from the State Library. We will be receiving quarterly reports on
the program.
"The Next Librarianship"
Several staff attended a lecture at Stanford University on "The Next
Librarianship" by Joseph Janes from the faculty of the University of Washington School
of Library and Information. To meet the future successfully, Janes advises librarians to
be: a) technologically sophisticated; b) aware of what's going on; c) flexible; d) prepared
to deal with multiple, overlapping generations of people, systems, technologies, and
resources, and e) where people are "somewhere and everywhere." Preceding the talk
was a tour of the newly refurbished Green Library.
