MINUTES
MAY 20TH, 1986
CALL TO ORDER•
The meeting of May 20th, 1986 was called to order by President Nagle
at 4 : 30pm.

BILLS:

checks in the amount of $22 ,844 . 16 . M/S/C (Blevins/Harvey) unanimously to
approve the payment of the Trustees Special Fund in the amount of
$3 ,690 . 21 .
MINUTES OF THE MEETING OF APRIL 15TH, 1986 :
M/S/C unanimously to approve the Minutes of the April 15th, 1986
meeting of the Library Board of Trustees as written.
CORRESPONDENCE AND COMMUNICATIONS:
Secretary Loretta Blevins read a letter from Hope Ridley, who thanked
the Library for their excellent programs on Impressionist Art.
LIBRARIAN'S REPORT:
Geac: Librarian Bergsing said she had received the preliminary cost
figures for upgrading Geac and had included them in the packets to the
Trustees. She explained that the figures are rough estimates and not all
costs had been included in the report, however, the upgrades will be
necessary in order to expand the system. When Redwood City moves into its
new library building they will need more terminals; also, College of San
Mateo is interested in joining the system. Mrs. Bergsing said these
improvements wouldn' t be requested for at least a year.
Personnel: Mrs. Bergsing reported two Librarians had accepted the
two vacant positions however one had already tendered her resignation.
Trustee Blevins asked what the reasons were and Mrs. Bergsing explained
that aside from the wage disparity, the applicant would not be eligble to
receive any health benefits until she had worked six months and this was
not acceptable to her. The applicant went back to work for San Mateo
County where she received a 12% wage increase plus a pay equity
adjustment.

UNFINISHED BUSINESS:
Duncan Building: President Nagle said there have been many meetings
between the City Attorney, President Nagle and Mr. Albert Horn. He said
the "draft" that was included in the packets reflects a basic result of
those meetings. President Nagle explained each section of the rough draft
as written by Mr. Horn, and concurred that the wording and the figures
were fair to all parties concerned. He reported that construction is
still at a stand-still however when things are settled, construction
should get underway.
The Library Board of Trustees reviewed the rough draft as written by
Mr. Horn, and Trustee Harvey made a motion to approve the draft in
concept. The motion was seconded by Trustee Blevins and passed
unanimously.
NEW BUSINESS:
Library Budget 1986-1987 : Librarian Bergsing advised the Board
members that she had not yet met with Gloria Barton to discuss the
Library' s new Budget however, she should be meeting with her prior to June
11th. She explained the cutbacks to the Board members . Librarian
Bergsing further explained that the library book budget, as of this
meetings date, had been spent. She said the new fiscal year ' s book budget
would be starting off with a large amount due in the first month because
she will have to hold back payment for books received from May 15th
through June 30th.
Hillsborough Contract: Mrs . Bergsing reported that she had forwarded
statistics to the City Manager on use of the Library by Hillsborough
residents. He will use these in contract negotiations with Hillsborough.
Mrs . Bergsing will notify the Board when she hears from the Manager
regarding the renewal of the contract.
Fire Safety: Mrs . Bergsing said Malcolm Towns, Fire Chief of
Burlingame, had contacted Ed Vining, the man who had designed the smoke
detector system for the Library. She also spoke with Mr. Vining, a fire
protection consultant, and he reported to Mrs . Bergsing that to install a
sprinkler system in the Library would cost an estimated $150 , 000 to
$200 , 000 . He suggested the possibility of increasing the fire insurance
coverage on the building and its contents.
Mrs. Bergsing said she is also meeting with Dominic Davino on
Wednesday morning to discuss fire safety. Battalian Chief Davino has
discussed the possibility of having a fire extinguisher drill for the
staff to educate as many as possible on the proper usage of a fire
extinguisher and there was a date set-up to do this on Thursday, May 30th,
1986 . He is also scheduling tours of the Library for members of the Fire
Department so they can become more familiar with the floor plan of the
building.
Mrs. Bergsing said she will keep the Board informed. Trustee Harvey
suggested a "fire ordinance" sign be posted in the Library. Trustee
Weatherbe asked if the carpeting was fireproof. There was some further
discussion.

Volunteer Tea: Mrs. Bergsing said the invitations for the Volunteer
Tea have been sent to the printer and the date of the event is June 19th,
from 4 to 6 pm. All the Board said they would be in attendance and
President Nagle said he would be happy to make the presentations. Weather
permitting, it will be held on the Duncan Memorial Patio.
Recommendation to Council Regarding the System Advisory Board
Representative: Librarian Bergsing explained to the Board that Trustee
Mink' s term on the System Advisory Board is up on June 30th. Trustee Mink
does not wish to be re-appointed. Mrs. Bergsing asked the Board where
they wish to go from here. Trustee Harvey made a motion to recommend that
Loretta Blevins be appointed to the Board. The motion was seconded by
Trustee Weatherbe and passed unanimously. Mrs. Bergsing said she would
communicate with Council to inform them of the Board' s recommendation.
Luncheon for Weatherbe and Nagle: Mrs . Bergsing said much to her
regret, she must bring up the subject of a "Farewell Luncheon" for
President Nagle and Trustee Weatherbe. There was some discussion and it
was decided that the luncheon would be held on Thursday, June 26th, at
noon. Mrs. Bergsing said she would take care of making a reservation.
MISCELLANEOUS•
Mrs. Bergsing said the man from "Teleguide" had called several times
to express his interest in installing his computerized entertainment
guide. The problem is that he wants to install it in the front of the
Library and the only place acceptable to him is where the Library
Directory is located. There was some discussion and it was decided to
contact Teleguide and inform them that the Library is not going to install
a machine at this time.
Trustee Harvey asked about the termite report and Mrs . Bergsing said
she is waiting for funds in the new budget to complete the items that need
to be done as indicated on the most recent termite report.
Mrs . Bergsing advised the Board members that a Trustee may continue
to serve on a Board, until replaced, providing the member is residing in
Burlingame.
The Assistant City Librarian, Mr. Escoffier, gave an explanation of
the Salary Survey he had compiled howing salaries in neighboring libraries
compared with Burlingame. Some discussion followed. Trustee Blevins
asked about the salary survey that the City was conducting and how the
figures compared. Mrs . Bergsing said that she had not seen the City' s
survey, but she would see what she could find out.
Trustee Blevins asked if Mrs . Bergsing had gotten an estimate on the
worth of the Werlitzer Organ yet. Mrs. Bergsing said she had not but she
would do so.
ADJOURNMENT:
The meeting of May 20th, 1986 , was adjourned at 6 : 15pm with the next
Board Meeting scheduled for June 17th, 1986 at 4 : 30pm in the California
Room.

LIBRARIAN' S REPORT
JUNE 1986
BUDGET 1986-1987
On June 9th, Gloria Barton and I met for almost two hours to discuss the
Library Budget requests. On June 11th, the Council reviewed all the City
Budgets at its regular Study Session. At that meeting Council agreed in
principle to support the restoration of Budget funds in the amount requested
by the City Librarian. Council Members Barton, Lembi and Pagliaro did not
wish to see the book budget cut, the part-time Children' s Librarian deleted,
or the Friday evening closure. The consensus was to restore the approximately
$32 , 000 to maintain the high quality of service which the Library presently
offers to the Community. The Budget is scheduled for final approval at the
regular Council meeting on June 16th.
ORGAN APPRAISAL
At your request, I had the Werlitzer Organ appraised. The Company stated
that it could sell for a high of $900 or a low of $480 , if we advetised and
sold it ourselves. If we sold to a dealer we could probably expect around
$300 to $350 . It does have one cracked leg. What would you like to do?
DUNCAN BUILDING
Attached to this report is a letter from President Nagle to Mr. Al Horn
regarding the draft of the agreement between the City and the Foundation.
Jerry Coleman, City Attorney, has forwarded a revised draft to Mr. Horn and we
understand that Mr. Horn also has some minor revisions . I checked with Mr.
Somerville at the Foundation on June 9th, and he reported that Fox and
Carskadon had requested additional funds from the Foundation to help bring the
building "up-to-code" . The Foundation refused, so they are now waiting to
hear what Fox and Carskadon will do next.
FIRE SAFETY
On May 29th, Colin Sullivan from the Fire Department, gave a
demonstration on the use of fire extinguishers to the Library staff. Most of
the adult staff members were present and everyone thought that it was very
worthwhile. In addition, all the available staff from the Fire Department are
touring the library in order to become familiar with the building. There will
be a total of five tours . We are also planning a fire drill for later in the
summer.
GEAC
Response time on Geac is continuing to be studied, several
recommendations on use and bibliographic entry will be discussed by Project
Managers in the coming weeks.
New software for "Holds" is anticipated sometime in July. This should
help speed up the reserve book process .

Locally, we experienced several days of downtime at our main circulation
desk, May 25 , 27 , 28 . This was due to a telephone line breakdown in one of the
four dedicated lines which serve our Geac computers. The problem was
identified and repaired after several visits from Geac repair and the
telephone company. Fortunately we were able to use our children' s and
reference desk terminals as a back-up, which lessened the impact on the
public. In the process , we were also able to test our hand-held portable
terminal, which may be used during downtime. We are continuing training on
the portable so that staff are comfortable with it.
REFERENCE SERVICES
Reference transactions library-wide continue to climb dramatically. May
statistics reflect a 42% increase over May of 1985 . Our Reference department
is also keeping track of statistics by hour, so that we may obtain a better
picture of staffing needs.
A survey was conducted during the month to measure the use of the
reference desk in the evenings , particularly Friday evenings . This will
cordinate with the Geac-generated circulation survey for evenings which Al
recently completed.
Two new pieces of software have been added to the public access software
collection. They are Lotus 1-2-3 and Keymaster. Lotus 1-2-3 is an integrated
software package that does a variety of office functions , and Keymaster is a
program to improve individual typing skills.
CHILDREN'S SERVICES
Preparation for our children' s summer reading activities is nearly
complete. Summer Read Around for the older children and Summer Read Aloud for
pre-readers are scheduled to begin June 23rd. This summer the older children
will put together a carousel as they report on their 8 books . Both activities
are sponsored by the Burlingame Lions Club, which pays for the printing, the
certificates , and party for those who complete the program.
Our May 31st Saturday Special featured "The Three Penny Players" who told
stories and sang songs with the children. We had approximately 50 in
attendance. This completed our Saturday Special series for the Spring. All
in all, we feel the series has been very successful. The eight Saturday
programs , sponsored this fiscal year by the Friends of the Library, reached
approximately 1 , 000 children and their parents !
Two classes from Lincoln School came to the library for an orientation:
third, and a combined fourth/fifth grade. The classes had a tour of the
library, summary of library services , and how to obtain a library card. The
fourth/fifth grade class was introduced to Magazine Index. Shirley Robertson,
the school librarian, helped plan the program.
Shirley Robertson is retiring at the end of this school year. Over the
_ years Joan Riordan Leach and Miss Robertson have worked together on many
library events. She has assisted in planning our author ' s fesitvals and
encouraged both teachers and students to use the library. She will surely be
missed.

An orientation for the parents of kindergarten children was held on May
19th. Twenty five people attended the program. Joan Leach talked about how
to get a library card, children' s books , and the problems caused by excessive
television viewing. The regular sessions of the pre-school story hour and
visits to the Recreation Department Tot Times continued throughout the month
of May.
Joan Leach also did two book talks for the seventh and eighth grade
classes at Burlingame Intermediate School.
During May, two nursery schools , United Methodist and West Hillsborough,
displayed their children' s work in the children' s room. It made for colorful
boards and a unique cooperative effort.
All Burlingame and Hillsborough district classes are being visited by a
member of the children' s department staff to promote the reading club.
Letters and fliers are being sent to nursery schools to promote the "Read
Aloud. "
PLS NEWS
Plans continue for staffing of the Library Booth at the San Mateo County
Fair, beginning July 18th. Library staff members and Friends will assist in
staffing the booth. A fact sheet for each library is being distributed to
heighten the public ' s awareness of the Library in the community.
The PLS Board of Directors and members of the Advisory Board attended an
all-day retreat to plan PLS programs and services for the next five years.
Much of the discussion centered around automation, increasing public awareness
of Library services , and the possibility of State mandated System
consolidation. If you have questions or want more information, I ' ll be happy
to discuss this further at your meeting.
COLLECTION DEVELOPMENT
Al Escoffier is working on collection development policies in an effort
to streamline the process of replacing missing items. A new procedure has
been drafted for missing items, based on our automated circulation system. In
addition we are pulling together past policies and systematically revising
them to reflect current goals and practice.
PERSONNEL
Following the resignation of one of the new part-time reference
librarians , an additional 6 candidates were scheduled for interview. Of that
number, four decided not to interview after all. Of the two interviewed, we
hired Eugene Marangoni. Eugene will start June 23rd. He has had experience
at New York Public Library and has a facility with several languages.
STAFF DEVELOPMENT
On May 1st, Donna Smith and Allen Testa attended a time management
workshop sponsored by the City and presented by Maria Nieri.
Barbara Lazarus , Michael Hubbell and Donna, went to the PLS Reference
Committee ' s workshop, "Neophytic Reference, " held in South San Francisco.
Reference interview techniques were highlighted.

Barbara Lazarus and Al Escoffier were honored at the City luncheon on
June 6th along with twelve other City employees for fifteen years of service
to the City of Burlingame. They were each presented a handsome engraved
plaque of the City' s seal.
EXHIBITS
The exhibits for the month included "Pets" to celebrate "Be Kind to
Animals Week. " Staff members brought photographs of their pets in to display.
Also, students of Mr. Don Pat ' s art class at Burlingame High School displayed
their art in the library beginning May 15 .

At a recent Study Session, the rough draft of
the Duncan property agreement was presented to the
Council. We believe the Council will approve the
agreement in concept and has requested Jerry
Coleman to suggest certain changes regarding form,
t not substance. The day before the Study Session,
the Library Board had unanimously approved the
draft agreement in concept.
Undoubtedly, Jerry Coleman will be in touch
with you in the near future. Technically, my term
on the Board ends June 17, 1986. However, if I can
be of any service to either you or the City in
assisting in further resolution of this matter,
please so advise me.

Re: Duncan Trust
Honorable Members of the Council:
Thank you for your kind remarks at the Study Session in
which you considered the "rough draft" of the agreement
regarding the Duncan property. Jerry Coleman, Al Horn, and I
worked diligently to try to resolve the unusual issues in
this matter on an equitable and amicable basis. We are
certainly pleased that both the Board and the Council appre-
ciate our efforts and support the agreement in concept. We
trust that the reaction of the Foundation will be similar.
Technically, my term on the Library Board of Trustees
`- expires on June 17, 1986. Ironically, this is the same day
that Nan and I will close escrow for our home in Woodside.
Unfortunately, I could never convince any of you to pursue a
plan for an equestrian center on the old dump site. Because
of my lack of persuasive abilities, I now find that I will be
mucking stalls for my family' s horses in Woodside.
It has been a pleasure and a profound privilege to serve
the Council and citizens of the City of Burlingame in my
various library capacities: Peninsula Library Board Advisory
Trustee, member of the Library Board of Trustees, delegate to
the Governor' s Conference on Libraries and delegate to the
President' s Conference on Libraries. Thank you for
permitting me these privileges.
Unfortunately, despite the fact that I continue to own
property and work in Burlingame, the present rules require
that I reside in Burlingame to continue on any commissions.
However, please be assured that I am ready, willing, and able
to assist the Council in any special assignment or in any way
they deem appropriate. Naturally, our law firm will continue
to be honored to represent the City whenever a matter is
entrusted to us.

As an outgoing member of a commission and as an
individual who can no longer serve the City on a commission
because of the residency requirement, I would like to place
my opposition to the present two-term rule on the record. If
the Council desires, I would be more than happy to express
the basis for this opinion at any future time the Council
continues the debate on this issue.
Also, for the record, I would like to compliment your
City Attorney, Jerry Coleman, for the truly exceptional job
he performs on a day-to-day basis on behalf of the City. As
you know, our law firm is frequently called upon to defend
civil litigation on behalf of governmental entities. We have
had the opportunity to work with most of the local
governmental entities, and their attorneys. This exposure
has only bolstered our opinion that the City of Burlingame is
very fortunate to have a City Attorney with the knowledge,
respect, and integrity of Mr. Coleman.
The other night I ran out of the Study Session in which
`- the Duncan property was discussed so quickly that I
completely forgot to mention the exceptional efforts and fine
job performed by Jerry Coleman in working on the complicated
Duncan property issues. Both Al Horn and I greatly
appreciated his help in reaching an amicable resolution.
Jerry deserves a special thank you for those efforts.
For that matter, I have noted that this city is blessed
with a tremendously talented staff. I cannot imagine a
better City Manager than Dennis Argyres. Each department
head deserves praise from the City Planner to the Chief of
Police, Fire Chief, Public Works, Library, Recreation, Parks,
et al.
Once again, thank you for permitting me to .serve the
City in my various library capacities.
