MINUTES
JUNE 17TH, 1986
CALL TO ORDER:
The meeting of June 17th, 1986 was called to order by President
Nagle at 4 : 30pm.
Trustees Present: Trustees Nagle, Mink, Harvey & Blevins
Trustees Absent: Trustee Weatherbe
Staff Present: Mrs. Judy Gladysz , Library Secretary

BILLS:
M/S/C (Blevins/Mink) unanimously to approve the payment of City
checks in the amount of $13 , 461 . 39 . M/S/C (Blevins/Harvey) unanimously to
approve the payment of the Trustees Special Fund in the amount of
$2 , 807 . 79 .
MINUTES OF THE MEETING OF MAY 20TH, 1986 :
M/S/C unanimously to approve the Minutes of the May 20th, 1986
meeting of the Library Board of Trustees as written.
CORRESPONDENCE AND COMMUNICATIONS:
Secretary Loretta Blevins read a thank you note from Trustee
Weatherbe thanking the Board and the staff for the flowers sent in memory
of her daughter, and also sending her regrets for not attending the Board
meeting, the Volunteer Tea or the farewell luncheon.
Sent in the Board packets : Memo from the City Clerk regarding the
appointment of Loretta Blevins to the Peninsula Library System Advisory
Board and a copy of the letter written to the City Council from President
Nagle.
Trustee Weatherbe also read a note from Phyllis O'Neal thanking the
Library for the Large Print books which the Burlingame Lions Club makes
available.
LIBRARIAN' S REPORT:
Discussed under Unfinished Business.
UNFINISHED BUSINESS:
Budget 1986-1987 : Mrs. Bergsing said the Library Budget had been
approved, as orginally requested, at the City Council Meeting held on June
16th, 1986 . Some discussion followed.

Organ Appraisal: Librarian Bergsing reported that she had the Werlitzer
organ appraised. She said the figures varied from a high of $900 to a low
of $300 , and asked the Board members what they preferred to do. Trustee
Harvey said he still had someone who is interested in looking at it and
would be talking to her soon. Trustee Mink asked if Mrs. Bergsing had
contacted Ray Wagner at the Recreation Department to see if he could use
it. Mrs. Bergsing said she hadn' t but she would and would report back at
the next meeting.
Duncan Building: President Nagle reported that the City Attorney was
preparing a revised draft of the agreement between the City and the
Peninsula Foundation regarding the Duncan Property. He expected that a
final draft would be ready soon for Council approval. In the meantime, no
construction was taking place on the building. Fox and Carskadon had
asked the Foundation to help with the expenses to repair the building and
the Foundation turned them down. So until things are settled,
construction will be at a standstill. Some discussion followed.
Fire Safety: Mrs. Bergsing said the fire extinguisher demo by Colin
Sullivan of the Fire Department had gone very well and the staff thought
it worthwhile. She further said she was pleased with the Fire Department
staff touring the Library and becoming more familiar with the layout of
all three floors.
Volunteer Tea: Librarian Bergsing reminded the Board that the Volunteer
Tea was the day after tomorrow (Thursday) . Some discussion followed.
Trustee Luncheon: Mrs. Bergsing reminded the Trustees that the "Farewell
Luncheon for Trustees Nagle and Weatherbe would be held on June 26th, at
12 : 15 .
NEW BUSINESS:
Xerox Machine: The subject of the Xerox Machine was tabled pending
more information.
ADJOURNMENT•
The meeting of June 17th, 1986 , was adjourned at 5 : 10pm following a
moment of silence in memory of June Weatherbe ' s daughter, with the next
Board Meeting scheduled for July 15th, 1986 at 4 : 30pm in the California
Room.

LIBRARIAN' S REPORT
JULY 15TH, 1986
DUNCAN TRUST
At the regular Council meeting on July 7th, the Agreement between the
City and the Peninsula Community Foundation was formally approved. A copy of
the Agreement is attached to this report. Still no further word on
construction.
HILLSBOROUGH CONTRACT
Attached to this report is a copy of the City Manager ' s letter to the
Hillsborough City Manager regarding the renewal of the Contract to provide
Library services to Hillsborough residents . There has been no response, to
date, from Hillsborough. Burlingame has billed Hillsborough for service in
July based on the current Contract terms .
FIRE SAFETY
On June 25th, at approximately 2 : 30pm, the Library had its first fire
drill. Judy had coordinated the drill with the Fire Department and was the
only one on the staff who knew when it would take place. When the Smoke Alarm
System was activated, all staff and patrons were evacuated from the building.
It took staff one and a half minutes to accomplish this in its entirety. I
was extremely please and impressed with the behavior of the staff during the
drill. All of the patrons seemed to be quite good natured about the
inconvenience. We owe the Fire Department a great big "Thank You" and we have
sent them a letter to that effect.
C.L.S.A. REIMBURSEMENTS
Attached to this report is the summary of State of California money we
received in 1985-1986 for serving non-residents . As you can see, the amount
was $39 , 534 . 72 this past year compared with $44 , 433 . 32 . This represents a
drop of about $5 , 000 due to problems we experienced with the automated
circulation system.
MAINTENANCE PROJECTS / CAPITAL OUTLAY FUNDS
We have begun to move ahead on the projects approved in the new Budget.
We have contacted the roofing company to go ahead with the repairs on the Main
Library roof. The waterproofing company will begin work when the roofers are
done. Trustee Harvey is contacting the termite company regarding the work at
the Branch, and finally, I have been trying to talk to the Phone Company
regarding the new phone system.
VOLUNTEER TEA
The Volunteer Tea was successful again this year. The weather cooperated
and most of the City Council and City Department Heads attended. A summary of
the expenses is attached to this report. As you can see, we reduced the
expenses by approximately $84 . 00.

GEAC
During the month we moved toward final completion of the placement of our
Geac terminals. Geac has caused considerable change in workflow and therefore
required some modification of working areas . This involved both major and
minor alteration to our public service desks : including new formica tops ,
dropping computer cabling through the counters , building shelves for modems
and other computer equipment, remodelling the audio visual desk, creating a
book drop for the children' s desk, etc. Cabinetwork is nearly complete at the
Main Library, with a final date for completion anticipated as July 15, for
both Main and Branch.
We anticipate being down on Sunday, July 13th, for new software loading.
We will be using our portable terminal for charge-out.
REFERENCE SERVICES
Reference statistics library-wide are up 31 % over the same month last
year. Audio visual statistics have shown a particular surge in use.
Interlibrary loan statistics are up approximately 280 over the same month last
year. Twenty-one new videos have been added to our videocassette collection at
the Main Library.
PROGRAMS AND SERVICES
Read-Around-Summer, our children' s summer reading program, sponsored by
the Burlingame Lions Club, began on June 23rd. To date, we have 150 signed
up for the Club and another 90 signed up for the Read To Me program for
younger children. The wonderful carousel theme has been beautifully carried
out by Joan Leach and her staff, particularly Nancy Montague, at both the Main
and Branch Libraries.
YEAR OF THE READER! !
It ' s the YEAR OF THE READER in 1987 ! And in preparation for this very
special program sponsored by the Library of Congress, we have planned several
initial programs. Largely through the efforts of Patricia Holt, the book
review columnist for the San Francisco Chronicle, the Year of the Reader has
gone from an idea, to a carefully planned national event. A number of
television programs are planned in prime time. The most recent program "Drop
Everything and Read" was well received and full of ideas on how to get
children to read and really enjoy it. Brochures have been distributed from our
public service desks.
Several weeks ago we met with four teachers from Burlingame High School:
Marshall Umpleby, Jeannie Kuong, Bud Harrison, and Ann Reardon. The teachers
represented a task force working on a program in which all students and
teachers will take a "Reading Break, " for 15 minutes each day. The reading
material will be what ever the student wishes.
We have been asked to provide contact with the 41 classes at the high
school either through book talks or visits to our Library to help support this
program. In addition, we are beginning a program of booklists on various
— topics which might be appropriate pleasure reading for the high school-adult
level. These fifteen booklists will be distributed throughout the high school
and here at the Library.

Other ideas for the Week of the Reader, September 8-13 of 1986 will
include a local celebration. This is still in the planning stages.
PUBLIC RELATIONS
Six of our staff members will participate in the Peninsula Library System
booth at the San Mateo County Fair. Our own Marge Johansen has been
instrumental in obtaining prizes for the Fair--the grand prize being a round
trip ticket to anywhere Western Airline flies! The theme of the booth will be
the lottery and everyone who tries will win some kind of prize.
Exhibits for the month included Mr. Pat' s Burlingame High School student
art work.
PERSONNEL
Eugene Marangoni accepted a full-time position at DIALOG just three days
before he was to begin as a reference librarian. We have decided to wait to
recruit for this position until August or September. At that time, we shall
also recuit for the recently approved part-time children' s librarian position.
Linda Fischbach' s last day was June 18 . She worked in the Reference
Department, first part-time, then on-call, for over a year.
We are currently interviewing for on-call librarians to help fill in
during the summer.
STAFF DEVELOPMENT
Allen Testa participated in the PLS Microcomputer workshop on June 12 at
the Menlo Park Library. He presented five sources that librarians might
consult when trying to find information about computers . He also gave a
demonstration of how software can be used to automate various in-house
operations .
Marge Johansen attended a workshop on June 10 which was held at the
Oakland Public Library on the "Reference Interview. "
