ADJOURNMENT { { { { { { 4/16/87 { BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES MARCH 17th, 1987 CALL TO ORDER: A duly noticed regular meeting of the Burlingame Public Library Board of Trustees was held on the above date in the California Room of the Burlingame Public Library. The meeting was called to order at 4 : 30pm by President Loretta Blevins. Trustees Present: BLEVINS, MINK, HARRISON, CANNON AND SOMMER Trustees Absent: NONE Staff Present: MRS. JUDY GLADYSZ, LIBRARY SECRETARY MR. ALFRED ESCOFFIER, ASST. CITY LIBRARIAN BILLS: M/S/C (Sommer/Harrison) unanimously to approve the payment of City checks in the amount of $13 , 266 . 85 . M/S/C (Harrison/Cannon) unanimously to approve the payment of the Trustees Special Fund in the amount of $1 , 277 . 84 . MINUTES: Minutes of the Regular Meeting of February 17th, 1987 were approved. CORRESPONDENCE AND COMMUNICATIONS: Acknowledgements : a. Letter from Mrs. Josephine Van Hoesen thanking the staff for returning her husbands death certificate that she had left in the Xerox machine. b. Clarion - Sent in packets c. Library Spectacles - Distributed. REPORTS: a. City Librarian: Mrs. Bergsing showed the Board members the "Baby Bags" that are going to be distributed to Burlingame and Hillsborough parents who have a baby in 1987. The bags contain a Library Card application, a book list and a "board" book. Mrs. Bergsing said the bags will be mailed to the parents. b. Trustees Workshop: All the Trustees who attended the workshop thought it was interesting and worthwhile. After discussion, the Board decided to wait until the full report was available, and after the workshop at A.L.A. to decide on whether the planning document would be a useful tool to help set priorities for the Library. C. Helen Wards Retirement and an Update on the 75th Anniversary: Librarian Bergsing gave dates and times of Helen Ward' s Appreciation Day. April 29th from 230-5: 30pm. She said there will be refreshments served. She said there will also be a dinner held in Helen' s honor on Saturday, April 25th at 6 : 30pm at the Amfac Hotel in the Lanai Room. i t i t Page 2 - Minutes - March 17th, 1987 Mrs. Bergsing said the banners for the 75th Anniversay celebration had been ordered. She said the Committee has a gazebo, balloons, music, classic cars, etc. , and will be serving lemonade and cookies. She said s the event will take place on July 12th from 1-4 pm. UNFINISHED BUSINESS: Purchase New Copy Machine: Mrs. Bergsing said the new copier had been tentatively ordered and would be delivered, hopefully by April 3rd. After brief discussion of financing options , Trustee Harrison made a motion to purchase the new copier outright from the Trustees Special Fund 1 rather than to finance it and pay interest. The motion was seconded by Trustee Somer and carried unanimously. Trustee Mink said she recommends that the old Xerox 4000 be moved over to the Periodical Room as soon as space permits. President Blevins made a motion that all the copiers be 15 cents when the new one is delivered. The motion was seconded by Trustee Mink and carried unanimously. Budget Requests - Mrs. Bergsing said she is working on the budget and asked if any of the Trustees had any recommendations. They did not. However Trustee Harrison asked about the Geac costs that were mentioned in " the Librarian' s Report. Mrs. Bergsing said there is going to be a meeting between the City Managers and the City Librarians on Thursday, March 19th. She said they will be discussing "cleaning up the Geac data base" at that time as well as the costs. She said she would have more data at the April Board meeting. There was some discussion regarding the most recent response time test that was held. Mrs. Bergsing said she would have copies of the new budget requests at the May meeting, after it had gone to Council. i Easton Drive Branch Costs: Trustee Cannon asked why costs were so high to process a book and/or magazine and Mrs. Bergsing explained the reason was staff time. Trustee Cannon said she would like to include the role of the Branch in any long-range planning sessions. Trustee Mink had compiled a "Branch Circulation" sheet as a percentage of total circulation for comparison. The figures revealed that on an average the Branch circulates 8 . 5% of the adult print materials and 18% of the children' s materials. The overall average is 10%, and the circulation was up 10% in 1986 over 1985 . Trustee Harrison requested that Mrs. Bergsing get copies of the Council minutes when the Branch closure was discussed. Community Room Policies : Tabled until the next meeting after discussion. Trustee Harrison requested that the staff submit a recommended policy for Board consideration. ''1 LIBRARIAN' S REPORT APRIL 1987 Community Room Policies Attached to this report is a list of recommended policy changes regarding use of the Community Room. If this meets with your approval, I will have a revised application form, the new rules and regulations, and the letter notifying current users of the changes, ready for final action at your May meeting. Copy Machine We had the new Xerox machine installed and up and running in time to help out with the income tax crunch. There have been a few problems with the new machine, primarily the coin-op attachment. It has a tendency to provide multiple copies for free. We are, so far, refusing to pay Xerox until the problem is resolved. We have changed all the machines to 15 cents per copy, and staff says there have not been any complaints from the public. Automated Circulation As we discussed in March, the P.L.S. Library directors, the City Managers and the County Manager representatives met on March 19th to discuss the future needs and plans for the automated circulation system. Attached to this report are copies of the following: Progress Report - July 1986-87 - Lois Kershner System Options for Future Growth - Project Director PLAN Expenditure Formula - 1987-88 PLAN Expenditure Allocation - 1987-88 Preliminary Cost Estimate on Geac 9000 Summary of the March 19th meeting I ' ll be happy to answer any questions you might have on any of these documents at the meeting. The IBM/PC back-up for our Geac terminals has been successfully tested in-house. This back-up system will allow us to use the 4 Geac terminals at the Circulation Desk for charge and discharge functions when the main system is down. Transactions will be captured using the IBM/PC at the Reference Desk. When the system goes back on-line, we will be able to download our transactions via modem communication with the main computer. We will be having additional cabling installed shortly to make this a permanent installation. A.L.A. Conference We have received the preliminary program for the A.L.A. Conference in San Francisco in June/July. It appears that the only program scheduled on the role of the Public Library will be on Saturday, June 27th, 9 : 30-11 : OOam. I will plan to attend, and some of you may wish to go, too. I was hoping for an all-day pre-conference on the publication, but that isn' t going to be the case. We can talk a little more about the conference at your meeting. Friends of the Library Attached, for your information, is a list of requests for support Page 1 submitted to the Friends of the Library. With only a couple of exceptions , the Friends approved everything. Programs and Services "Nat of nal L b ry Week" was celebrated this month in libraries across the nation. In Burlingame, we showcased our new "Year of the Reader" booklists which were compiled by adult and children' s services staff and coordinated by Joan Leach. The booklists highlight pleasure reading in a number of areas: gothics, spy stories, sports, etc. Also a part of National Library Week is our Reader Poll. This poll is sponsored by the American Library Association. Such questions as : What is the best book you ever read? What book had the most influence on your life? When is your favorite time to read? The results will be compiled locally and then sent on to ALA, for publication later this year. Our March children' s program, featuring Joco the Clown, drew over 100 parents and children. Our next Saturday Special will feature storyteller Nancy Schimmel on Saturday, April 25 . Michael Hubbell will have met his goal of $ 500 . 00 in matching funds from clubs and organizations in Burlingame for the Bicentennial of the U.S. Constitution by our next Board meeting date. The Burlingame Kiwanis Club contributed $100, the Burlingame Women' s Club contributed $100, Dr. Werner Schmidt contributed $100 in memory of his late wife, and William Gastrock contributed $10. The Friends of the Library have pledged to make up any shortfall in the collection, so that we met our goal by April 15 . Invitations have been sent out for both the Dinner on April 25 and the Appreciation Day on April 29th for our retiring Circulation Supervisor Helen Ward. "Carolands Chateau" will be the subject of our May 12th doecent slide/lecture by Betty Horn. The event, sponsored by the Friends of the Library, will be held at 7 PM in the Library Community Room. The Burlingame Lions Club donated $ 700 . 00 in their annual support of the children' s Summer Reading Club and Read To Me Program. A hearty thank you to the Lions for supporting this project for so many years ! The Spring Booksale will be held in the Main Library Community Room on May 1st, 2nd, and 3rd. Friday is "Preview Night" , from 6-9pm. Admission is $1 . 00 , or a valid Friends of the Library Memberhsip Card. Admission is free for the remainder of the weekend. Paintings by member of the San Francisco Impressionists League were on display at the Main Library. "We love you Beatles ! " continued for half the month, followed by Madam Alexander dolls from Joan Giampaoli ' s collection. Children' s Services Joan Leach visited Lincoln School to assist children in doing a report using library reference materials and books. The program was videotaped so that Joan might use it again. Page 2 Joan also gave a book talk at the high school and spoke to a luncheon _ group of seniors at St. Paul ' s Episcopal Church. She also wrote the children' s book column for the Peninsula Parent newspaper this month. During March, Cathy Somerton completed her initial round of programs for the pre-schools and kindergartens. She also did 23 programs for 14 schools , with a total attendance of 455 children. Cathy presented a program for a parent meeting at the OLA pre-school and prepared a read-aloud booklist and some other hand-out material to distribute at the meeting. A letter has gone out to all of the schools indicating that Cathy is available to make return visits and/or programs . The letter was sent on March 11th and since then six schools have called to request programs ! ! Cathy produced and distributed two additional resource lists : one about families and one about community helpers. The first batch of Baby Bags was distributed during the month. They contain a letter, a booklist, a Begin with Books flier and a library card application. This project is sponsored by the Friends of the Library. Cathy has been asked to participate in a celebration of the "Week of the Young Child, " April 4-11 , sponsored by the Child Care Coordinating Council. On the morning of April 10th there will be a picnic day in Central Park, in San Mateo for day care providers . Cathy, along with staff from other libraries and programs, will be telling stories and distributing literature on the library and the "Begin with Books" program. Whew! What a great job Cathy has done in just 3 short months to start our Begin with Books program off with a bang! Reference Services Reference statistics library-wide are up 12 . 5% over the same month last year. The San Mateo Union High School District public High Schools Library Committee met on March 5th with Donna Smith in attendance. They discussed an "assignment alert" form to be used by the district teachers to inform school and public librarians of assignments before students start looking for materials. There was a brainstorming session on ways to educate teachers on the procedures of public libraries and the needs of the librarians in serving the student population. Esther Cummings attended the PLS Literacy Committee meeting. The 12 minute "Project Read" video was discussed. This is the same effective public relations video which was shown at the Legislator ' s Breakfast in February. Esther also attended the PLS Community Relations Committee meeting along with Al on March 10 . Plans were made for the Library Booth at the San Mateo County Fair. Workers will be needed for the booth, July 24- August 2 . It was announced at the meeting that P.L.S. has won the John Cotton Dana award for its booth at the fair. The John Cotton Dana award is a national award given Page 3 annually by A.L.A. for an outstanding library "PR" project. Al designed and _ distributed a system-wide flier for National Library Week, which was distributed throughout the County. Brenda Buckley Chavez attended a PLS Film Committee meeting at which several videos were approved for purchase: "Room with a View, " "Les Troyens, " "Tour of the Library of Congress. " Easton Branch A new Merlin telephone system was installed at the Branch in March, and the extension to the Branch via City Hall, was finally repaired. Diane Casey reports that two groups visited Easton this month. The Lincoln School Librarian brought very curious and enthused third and fourth graders for a tour and to check out materials; and Redwood City Library sent a group of library employees from the Schaberg Branch to view the Branch facility in anticipation of refurbishing their Branch. Staff Development Hilde Rooth and Donna Ridley Smith attended a city-sponsored workshop on public contact skills. Brenda Buckley Chavez, Esther Cummings and Donna Ridley Smith attended a BALIS workshop entitled "Getting the Most our of the Children' s Collection: Survival Skills for Adults Services Librarians. " CD Rom was the topic for the March 24th presentation of the Information Professionals IBM PC Users Group. Donna heard Sharon Cline (EBSCO) talk about current and future trends and saw demonstrations of Grolier' s Electronic Encyclopedia and of EBSCO' s BiblioFile. The PLS Legal Resources Workshop was held at BPL on March 26 . Allen Testa, Brenda Buckley Chavez , Esther Cummings, Sandy Gleichmann, Michael Hubbell, Vera Warrick and Donna Ridley Smith attended. Sandy Gleichmann attended a 4 hour computer orientation class on PFS File and Write software. Allen Testa and Al Escoffier toured the San Mateo Times plant and library on March 11 . On March 27 , Allen and Marilyn Morrison went to the West Coast Computer Fair. Allen attended two workshops, one dealt with the availability of inexpensive Local Area Networks for small businesses, and the other involved the latest developments in Memory Resident Software. Joan Leach attended two sessions of a workshop by Jan Lieberman on current juvenile and young adult books. Joan also attended a lecture given by author Lynn Banks, winner of the California Reader Medal for Indian in the Cupboard. Personnel The recruitment for Circulation Supervisor closed April 10th. The written examination was held on Monday, April 20th and oral examination is scheduled for May 1 . There was a closed promotional examination for Librarian II , for Michael - Hubbell on April 14th. RECOMMENDATIONS REGARDING CHANGES i IN COMMUNITY ROOM POLICIES AND PROCEDURES PROCEDURES: 1 . Send out a letter in May, 1987, to the regular users of the Community Room stating that the increased demand for use of the room has caused increased maintenance and administrative time and therefore the Library must change its policies. 2. Re-do the application form to make clearer and easier to read. 3. Re-do rules and regulations on a separate sheet to give to potential users, and make them clearer and simpler. SUGGESTED NEW POLICIES: 1 . All persons who sign-up to use the Community/California Room must have a valid, Burlingame Public Library card. 2. Eliminate all fees. 3. Eliminate all groups that charge a fee for their meeting including covering costs for such meeting. 4. Provide the following at no charge: Chairs; tables; blackboard; bulletin board; easel ; screen; lecturn; coffee pot; kitchenette. 5. Provide piano at no charge but groups must request or notify Library of its usage in advance. 6. Eliminate all set-ups. 7. Meetings may be booked for a calendar year beginning November 1st each year for the following year. 11 . Room may be reserved only through Library Administration Office, Monday through Friday from 9-5. 12. Limit use of the room to one outside group, per days 13. Reservations must be made at least one week in advance. 14. Limit the number of uses to no more than twice per month unless special permission is granted by the City Librarian. 15.
