1 MINUTES
! ` APRIL 21ST, 1987
CALL TO ORDER:
1 A duly noticed regular meeting of the Burlingame Public Library Board
of Trustees was held on the above date in the California Room of the
Burlingame Public Library. The meeting was called to order at 4 : 30pm by
President Loretta Blevins.
Trustees Present: BLEVINS, MINK, HARRISON, CANNON AND SOMMER
Trustees Absent: NONE
Staff Present: MRS. JUDY GLADYSZ, LIBRARY SECRETARY
BILLS•
M/S/C (Harrison/Cannon) unanimously to approve the payment of City
checks in the amount of $35 , 916 . 87. M/S/C (Harrison/Cannon) unanimously
to approve the payment of the Trustees Special Fund in the amount of
$7 , 136 . 09 .
MINUTES•
Minutes of the Regular Meeting of March 17th, 1987 were approved
after President Blevins asked that they reflect that she had "suggested"
that all copiers be 15 cents rather than in the form of a motion.
CORRESPONDENCE AND COMMUNICATIONS:
Acknowledgements : a. Letter from Burlingame High School Principal,
Larry Teshara, thanking the Library for assistance
with "Reading Break" and continued support.
b. Letter from Herb Sommer tendering his resignation
from the Library Board.
c. Two thank-you notes to Cathy Somerton. One was
from St. Paul' s Co-op Nursery School and the
other from Nurturer' s Nursery School, expressing
their appreciation for Cathy' s presentation of the
programs at their schools. President Blevins said
she would write a letter to Cathy to offer
congratulations from the Board.

REPORTS:
a. City Librarian: Trustee Mink asked if thank you' s had been sent to
acknowledge the funds for the Summer Reading Club from the Lions Club and
'— to the other groups for the Bi-centennial funds. Mrs . Bergsing said the
acknowledgements had been sent out immediately. Trustee Sommer asked how
the Library handles the demand for subject matter from high school
students. Mrs. Bergsing said the Library tries to encourage the teachers
to work with the library staff on informing them in advance about
assignments that may require heavy use of Library materials.
Trustee Mink wanted to 'know if there were applicants for the
Circulation Supervisor position that is coming up. Mrs. Bergsing said
that 23 applicants had been invited to take the written exam, and 11 had
actually taken it. She said the oral interviews are scheduled for May
1st. Some discussion followed.
b. Legislative Breakfast: The Trustees (Mink/Cannon/Blevins) who
attended the breakfast thought it was an excellent program and well
presented. They hoped that similar events would be held in the future.

C. Update on Dinner and Helen Ward Appreciation Day:
Librarian Bergsing said preparations for the dinner and appreciation day
are well underway and there are 70 paid dinner reservations . The
Board members were pleased at the size of the response.
UNFINISHED BUSINESS:
Recommendations for changes in the Community Room Policies: Mrs.
Bergsing reported that she had met with Directors and Secretaries from
other libraries in the System and they all have basically the same
problems with their meeting rooms as Burlingame does. She presented
a rough draft of the new policies, based on discussion with Mrs. Gladysz ,
_ Mr. Escoffier, supervisors and some staff. These were to be used as
guidelines for discussion. The Board had a few questions but were in
agreement that the proposed new policies should be presented in final form
for approval at their next meeting.
Mrs. Bergsing said she would prepare the new application form, with
the new policies for action at the next Board meeting with implementation
stated for July 1st, 1987.
NEW BUSINESS•
Update on Automated Mrs . Bergsing had mailed the PLAN review of
Circulation System and System options and the Financial report in the
the Meeting of Managers Board packets so the Trustees could read about
Review Committee: the Agenda item prior to their regular meeting
of the above date. Librarian Bergsing said she
had requested $15 , 000 in the new Budget for
Burlingame ' s share of the fund for the
equipment replacement and towards cleaning up
the data-base. The system' s Director is
planning on a three year program. Some
discussion followed.
A.L.A. Conference: Mrs. Bergsing said the Preliminary Conference
Program had been received and she was sending
for more. She said the badges for admission to
the exhibits were also being sent for. She
agreed to send the programs to the Board when
they arrived, and hoped she might find out at
the May meeting, if any of the Trustees
planned to attend.
Miscellaneous: Mrs. Bergsing distributed the A.L.A. Trustee' s
Newsletter titled ALTA.
She announced that Tim Reiterman, husband of
former employee Sue Reiterman, had been
promoted to City Editor of the San Francisco
Examiner.
Mrs. Bergsing said she would be attending
Legislative day in Sacramento on May 13th. She
asked if any of the Trustees would be
interested in attending to which Trustee Mink
expressed her interest.
Librarian Bergsing said Burkhardt Advertising
had donated over 500 balloons ; tie tacks in the
shape of hot air balloons; and book bags with a
hot air balloon design, to the Library. They
were left over from a promotion sponsored by
Burkhardt Advertising. Since the theme for this
year ' s Summer Reading Club in the Children' s
Room is "Summer of Celebration" with their logo
being hot air balloons, the Trustees said it
was a very generous and much appreciated gift
_ and asked if a thank you had been sent to which
Librarian Bergsing replied yes.
Trustee Harrison said he had visited the
smallest incorporated City in California over
his holiday and had toured the Library as well.

The meeting of April 21st, 1987 was adjourned at 6: 05pm with the next
meeting scheduled for May 19th in the California Room.

LIBRARIAN' S REPORT
�.. MAY 1987
Library Budget 1987-1988
Attached to this report is a copy of the Library' s Budget for next
year. There are very few changes other than for inflation. If you have
questions we can discuss them at your meeting. The City Council will be
considering the budget at their June study meeting.
Meeting Room Policies
Also attached to this report are the following: new policies and
regulations regarding use of the Library meeting rooms; a letter from the
Board to current users of the rooms; and a new application blank. If
these meet with your approval, we will implement beginning July 1st.
A.L.A. Conference
Included in your packet is the preliminary conference program for ALA
in San Francisco in June. We need to know if you want us to pre-register
any of you so you can attend. The deadline for pre-registration is June
5th. We have received free passes for the exhibits.
75th Anniversary Celebration
The next meeting of the committee to plan the July 12th party in
celebration of the 75th Anniversary is scheduled for May 21st at 1 : 30pm.
I ' ll bring you up to date on what we have planned so far, but I ' ll know
more after the meeting on the 21st.
Friends of the Library
Included in your packet last month was the list of items and programs
that the Friends will be supporting during the upcoming year. By your
meeting I should have the figures on the results of the Book Sale. I
thought you would want to acknowledge their contributions and support.
Programs and Services
April was a particularly lively month, with "National Library Week, "
"The Day of the Reader, " and "Helen Ward Appreciation Day. " During
National Library Week, we held a reader poll. The Day of the Reader was a
County-wide event held April 29th.
Helen Ward Appreciation Day was certainly as nice for the community
and the staff as it was for Helen. It was great to visit with members of
the community who stopped by to have coffee and wish Helen a fond
farewell. It was equally good to see so many staff alumni return to say
"Goodbye" to Helen. The staff committee who put together the event are to
be commended, particularly Esther Cummings, Joan Giampaoli, Dorothy
Ezquerro, Dorothy Wilson, Judy Gladysz and Al Escoffier.
Our April children' s Saturday program, featured Story Teller Nancy
Shimmel. Our next Saturday Special will feature "Puppet Pals" with Pam
Wade, Saturday, May 23 , 11 AM.

We have received confirmation that we have met the criteria for the
Bicentennial Bookshelf . Michael Hubbell is busy selecting the books for
the $ 1 , 000 collection.
The gala retirement dinner for Helen Ward made a delightful evening,
April 25th. Those who attended enjoyed the friends, family, and staff
present. A scrapbook was compiled in Helen' s honor by Al Escoffier, to
which many of the staff contributed.
The "Carolands Chateau" program was a great success. Betty Horn gave
a fascinating history of this landmark structure during her May 12th
program.
Children' s Services
Joan Leach visited four schools speaking to 439 students during the
month. Schools contacted this month included: Lincoln, Washington,
Burlingame Intermediate, West School (Hillsborough) .
Joan was also interviewed by the Washington School radio station
KCAT. She was impressed by the student ' s organization and expertise.
Pre-school storyhour continued through April with a week for Spring
Break. Barbara did three sessions with 65 children attending. She also
did a program for Our Lady of Angels Nursery School.
Printed materials for the Summer Reading Club are complete. Cathy
�-' Somerton and Diane Casey are planning special presentations for the
kindergartens to promote the Read-to-Me Program. In addition, the staff
will be visiting all the schools to promote the Summer Reading Club, "A
Summer of Celebration. "
Begin with Books Program
Cathy Somerton presented 13 programs for 7 different pre-schools.
She plans to call all of those schools who did not respond to her March
invitation, to try to schedule at least one more visit before summer.
Cathy also made contact with two additional pre-schools in Burlingame
which were not on the initial list. She will be visiting and scheduling
programs at each of these.
On April 10th, Cathy was invited to participate in a Fair in Central
Park in San Mateo sponsored by the Child Care Coordinating Council,
celebrating the Week of the Young Child. Cathy told stories to over 150
children and their parents, and distributed "Begin with Books" fliers.
Cathy has prepared a second letter to go to Nursery School parents.
In cooperation with Diane Casey, Cathy has planned programs for the
upcoming Bedtime Story Hour series to be held at the Easton Branch this
summer.

GEAC
Permanent cabling has been installed for the IBM/PC back-up for our
Geac circulation terminals.
The PLS Administrative Council has authorized the continuation of the
Automation Planning Group. Al Escoffier will be serving on this
committee, which will explore the policy parameters for the proposed Geac
System upgrade. To date, authorization has been made to hire a
Bibliographic Database Manager for PLAN. This individual will have as
their main duty, the revision of the individual records in Geac so that
they will meet the standard MARC format. This procedure is the necessary
first step to a system upgrade and/or on-line catalog.
Reference Services
Reference statistics library-wide reached an all-time high of 7 , 325
for the month, 14% over April of last year.
Lisa Kernan gave on-line CIP training to Vera Warrick, Mary Beth
James-Thibodeaux and Deanna Tomei.
Esther Cummings and Al Escoffier attended the PLS Community Relations
Committee meeting on April 14th. It was announced that the PLS promotion
at the fair last year has received the John Cotton Dana award for 1986 for
library promotion. This prestigious national award will be formally
presented at the American Library Association Conference in San Francisco
in July.
Plans are underway for another Fair exhibit this year along the same
lines . Esther and Al are on the committee.
Michael Hubbell chaired the bi-monthly Inforama committee meeting on
April 28th. Update solicitations are being mailed to the 400+
organizations listed in Inforama.
On May 7th, Donna Ridley Smith attended a meeting of the Public and
High School Libraries Committee. Lois Kershner and Linda Crowe of
PLS/PLAN gave presentations on the automated system. The success of the
"Assignment Alert" was reviewed.
Allen Testa gave two computer comfort classes on April 20 and 21 to
the public in an effort to introduce non-computer users to the Library' s
program. Eighteen people took the training and the evaluations were very
favorable.
Exhibits and Displays
Exhibits have been installed at the Main Library for the Library' s
75th Anniversary. Books and records of 1912 are being featured. In
addition, photographs from the 1960 ' s are on display showing the
overcrowded building before the 1970 addition. A future exhibit will
feature the several circulation systems the library had before automation.
�. A second group of paintings by the members of the San Francisco
Impressionists League were also featured.

Easton Branch
An exhibit at the Branch features paintings of local English-style
homes and gardens by January Hooker. The United Methodist Pre-School
showed their imaginative art in the Lion' s Den.
The Branch also had a visit by the McKinley YMCA children' s center.
Staff Development
Esther Cummings attended an all day seminar on Information Sources in
Business and Economics. The seminar was taught by a business and
government documents librarian from San Jose State University.
Joan Giampaoli, Dorothy Ezquerro, Deanna Tomei, Diane Casey and Al
Escoffier attended a workshop on Training Trainers on May 7 . It was led by
PLAN Director Lois Kershner and Millbrae Librarian Ruth Stout. The focus
of the workshop was on how people learn. Examples from the County' s Geac
training manual were used as part of the discussion.
Donna Ridley Smith attended an ARLIS (Art Librarians Society) meeting
at Stanford University. The tour and discussion centered on the use of
automated systems for teaching in the humanities.
Personnel
The selection of the Library Assistant III , Circulation Supervisor,
was made on May 11th. Deanna Tomei , currently a Library Assistant II in
Technical Services was appointed to the position effective June 1st. We
all wish congratulations to Deanna on her new position, and know that she
will receive the help and support of all the staff .
Donna Ridley Smith, has requested and received a four month Leave-of-
Absence from her Librarian III position to adopt a child. Her initial
leave date will be on or about June 1st.
The recent page exam resulted in a number of highly qualified young
people wishing to work in the library. New hires include: Patricia Ana
de Leon Diaz of Daly City; Elizabeth Kentzler of Millbrae; Concepcion
Bantug of Foster City; and Noel O' Leary of Hillsborough.

to the other groups for the Bi-centennial funds. Mrs. Bergsing said the
acknowledgements had been sent out immediately. Trustee Sommer asked how
the Library handles the demand for subject matter from high school
students. Mrs. Bergsing said the Library tries to encourage the teachers
to work with the library staff on informing them in advance about
assignments that may require heavy use of Library materials.
Trustee Mink wanted to 'know if there were applicants for the
Circulation Supervisor position that is coming up. Mrs. Bergsing said
that 23 applicants had been invited to take the written exam, and 11 had
actually taken it. She said the oral interviews are scheduled for May
1st. Some discussion followed.
b. Legislative Breakfast: The Trustees (Mink/Cannon/Blevins ) who
attended the breakfast thought it was an excellent program and well
presented. They hoped that similar events would be held in the future.

c. Update on Dinner and Helen Ward Appreciation Day:
Librarian Bergsing said preparations for the dinner and appreciation day
are well underway and there are 70 paid dinner reservations . The
Board members were pleased at the size of the response.
UNFINISHED BUSINESS:
Recommendations for changes in the Community Room Policies: Mrs.
Bergsing reported that she had met with Directors and Secretaries from
other libraries in the System and they all have basically the same
problems with their meeting rooms as Burlingame does. She presented
a rough draft of the new policies, based on discussion with Mrs . Gladysz ,
Mr. Escoffier, supervisors and some staff. These were to be used as
guidelines for discussion. The Board had a few questions but were in
agreement that the proposed new policies should be presented in final form
for approval at their next meeting.
Mrs. Bergsing said she would prepare the new application form, with
the new policies for action at the next Board meeting with implementation
stated for July lst, 1987 .
NEW BUSINESS:
Update on Automated Mrs. Bergsing had mailed the PLAN review of
Circulation System and System options and the Financial report in the
the Meeting of Managers Board packets so the Trustees could read about
Review Committee: the Agenda item prior to their regular meeting
of the above date. Librarian Bergsing said she
had requested $15 , 000 in the new Budget for
Burlingame ' s share of the fund for the
equipment replacement and towards cleaning up
the data-base. The system' s Director is
planning on a three year program. Some
discussion followed.
A.L.A. Conference: Mrs. Bergsing said the Preliminary Conference
Program had been received and she was sending
for more. She said the badges for admission to
the exhibits were also being sent for. She
agreed to send the programs to the Board when
they arrived, and hoped she might find out at
the May meeting, if any of the Trustees
planned to attend.

She announced that Tim Reiterman, husband of
former employee Sue Reiterman, had been
promoted to City Editor of the San Francisco
Examiner.
Mrs. Bergsing said she would be attending
Legislative day in Sacramento on May 13th. She
asked if any of the Trustees would be
interested in attending to which Trustee Mink
;f expressed her interest.
ILibrarian Bergsing said Burkhardt Advertising
had donated over 500 balloons; tie tacks in the
., shape of hot air balloons ; and book bags with a
hot air balloon design, to the Library. They
were left over from a promotion sponsored by
Burkhardt Advertising. Since the theme for this
year ' s Summer Reading Club in the Children' s
Room is "Summer of Celebration" with their logo
being hot air balloons , the Trustees said it
was a very generous and much appreciated gift
and asked if a thank you had been sent to which
Librarian Bergsing replied yes.
Trustee Harrison said he had visited the
smallest incorporated City in California over
his holiday and had toured the Library as well.

LIBRARIAN'S REPORT
MAY 1987
Library Budget 1987-1988
Attached to this report is a copy of the Library' s Budget for next
year. There are very few changes other than for inflation. If you have
questions we can discuss them at your meeting. The City Council will be
considering the budget at their June study meeting.
Meeting Room Policies
Also attached to this report are the following: new policies and
regulations regarding use of the Library meeting rooms; a letter from the
Board to current users of the rooms; and a new application blank. If
these meet with your approval, we will implement beginning July 1st.
A.L.A. Conference
Included in your packet is the preliminary conference program for ALA
in San Francisco in June. We need to know if you want us to pre-register
any of you so you can attend. The deadline for pre-registration is June
5th. We have received free passes for the exhibits.
75th Anniversary Celebration
The next meeting of the committee to plan the July 12th party in
celebration of the 75th Anniversary is scheduled for May 21st at 1 : 30pm.
I ' ll bring you up to date on what we have planned so far, but I ' ll know
more after the meeting on the 21st.
Friends of the Library
Included in your packet last month was the list of items and programs
that the Friends will be supporting during the upcoming year. By your
meeting I should have the figures on the results of the Book Sale. I
thought you would want to acknowledge their contributions and support.
Programs and Services
April was a particularly lively month, with "National Library Week, "
"The Day of the Reader , " and "Helen Ward Appreciation Day. " During
National Library Week, we held a reader poll. The Day of the Reader was a
County-wide event held April 29th.
Helen Ward Appreciation Day was certainly as nice for the community
and the staff as it was for Helen. It was great to visit with members of
the community who stopped by to have coffee and wish Helen a fond
farewell. It was equally good to see so many staff alumni return to say
"Goodbye" to Helen. The staff committee who put together the event are to
be commended, particularly Esther Cummings, Joan Giampaoli, Dorothy
Ezquerro, Dorothy Wilson, Judy Gladysz and Al Escoffier.
Our April children' s Saturday program, featured Story Teller Nancy
Shimmel. Our next Saturday Special will feature "Puppet Pals" with Pam
Wade, Saturday, May 23 , 11 AM.

We have received confirmation that we have met the criteria for the
Bicentennial Bookshelf. Michael Hubbell is busy selecting the books for
the $ 1 , 000 collection.
The gala retirement dinner for Helen Ward made a delightful evening,
April 25th. Those who attended enjoyed the friends, family, and staff
present. A scrapbook was compiled in Helen' s honor by Al Escoffier, to
which many of the staff contributed.
The "Carolands Chateau" program was a great success. Betty Horn gave
a fascinating history of this landmark structure during her May 12th
program.
Children' s Services
Joan Leach visited four schools speaking to 439 students during the
month. Schools contacted this month included: Lincoln, Washington,
Burlingame Intermediate, West School (Hillsborough) .
Joan was also interviewed by the Washington School radio station
KCAT. She was impressed by the student ' s organization and expertise.
Pre-school storyhour continued through April with a week for Spring
Break. Barbara did three sessions with 65 children attending. She also
did a program for Our Lady of Angels Nursery School.
Printed materials for the Summer Reading Club are complete. Cathy
Somerton and Diane Casey are planning special presentations for the
kindergartens to promote the Read-to-Me Program. In addition, the staff
will be visiting all the schools to promote the Summer Reading Club, "A
Summer of Celebration. "
Begin with Books Program
Cathy Somerton presented 13 programs for 7 different pre-schools.
She plans to call all of those schools who did not respond to her March
invitation, to try to schedule at least one more visit before summer.
Cathy also made contact with two additional pre-schools in Burlingame
which were not on the initial list. She will be visiting and scheduling
programs at each of these.
On April 10th, Cathy was invited to participate in a Fair in Central
Park in San Mateo sponsored by the Child Care Coordinating Council,
celebrating the Week of the Young Child. Cathy told stories to over 150
children and their parents, and distributed "Begin with Books" fliers.
Cathy has prepared a second letter to go to Nursery School parents.
In cooperation with Diane Casey, Cathy has planned programs for the
upcoming Bedtime Story Hour series to be held at the Easton Branch this
summer.

GEAC
Permanent cabling has been installed for the IBM/PC back-up for our
Geac circulation terminals.
The PLS Administrative Council has authorized the continuation of the
Automation Planning Group. Al Escoffier will be serving on this
committee, which will explore the policy parameters for the proposed Geac
System upgrade . To date, authorization has been made to hire a
Bibliographic Database Manager for PLAN. This individual will have as
their main duty, the revision of the individual records in Geac so that
they will meet the standard MARC format. This procedure is the necessary
first step to a system upgrade and/or on-line catalog.
Reference Services
Reference statistics library-wide reached an all-time high of 7 , 325
for the month, 14% over April of last year.
Lisa Kernan gave on-line CIP training to Vera Warrick, Mary Beth
James-Thibodeaux and Deanna Tomei.
Esther Cummings and Al Escoffier attended the PLS Community Relations
Committee meeting on April 14th. It was announced that the PLS promotion
at the fair last year has received the John Cotton Dana award for 1986 for
library promotion. This prestigious national award will be formally
presented at the American Library Association Conference in San Francisco
in July.
Plans are underway for another Fair exhibit this year along the same
lines. Esther and Al are on the committee.
Michael Hubbell chaired the bi-monthly Inforama committee meeting on
April 28th. Update solicitations are being mailed to the 400+
organizations listed in Inforama.
On May 7th, Donna Ridley Smith attended a meeting of the Public and
High School Libraries Committee. Lois Kershner and Linda Crowe of
PLS/PLAN gave presentations on the automated system. The success of the
"Assignment Alert" was reviewed.
Allen Testa gave two computer comfort classes on April 20 and 21 to
the public in an effort to introduce non-computer users to the Library' s
program. Eighteen people took the training and the evaluations were very
favorable.
Exhibitsand Displays
Exhibits have been installed at the Main Library for the Library' s
75th Anniversary. Books and records of 1912 are being featured. In
addition, photographs from the 1960 ' s are on display showing the
overcrowded building before the 1970 addition. A future exhibit will
feature the several circulation systems the library had before automation.
�... A second group of paintings by the members of the San Francisco
Impressionists League were also featured.

Easton Branch
An exhibit at the Branch features paintings of local English-style
homes and gardens by January Hooker. The United Methodist Pre-School
showed their imaginative art in the Lion' s Den.
The Branch also had a visit by the McKinley YMCA children' s center.
Staff Development
Esther Cummings attended an all day seminar on Information Sources in
Business and Economics. The seminar was taught by a business and
government documents librarian from San Jose State University.
Joan Giampaoli, Dorothy Ezquerro, Deanna Tomei, Diane Casey and Al
Escoffier attended a workshop on Training Trainers on May 7 . It was led by
PLAN Director Lois Kershner and Millbrae Librarian Ruth Stout. The focus
of the workshop was on how people learn. Examples from the County' s Geac
training manual were used as part of the discussion.
Donna Ridley Smith attended an ARLIS (Art Librarians Society) meeting
at Stanford University. The tour and discussion centered on the use of
automated systems for teaching in the humanities.
Personnel
The selection of the Library Assistant III , Circulation Supervisor,
was made on May 11th. Deanna Tomei, currently a Library Assistant II in
Technical Services was appointed to the position effective June 1st. We
all wish congratulations to Deanna on her new position, and know that she
will receive the help and support of all the staff.
Donna Ridley Smith, has requested and received a four month Leave-of-
Absence from her Librarian III position to adopt a child. Her initial
leave date will be on or about June 1st.
The recent page exam resulted in a number of highly qualified young
people wishing to work in the library. New hires include: Patricia Ana
de Leon Diaz of Daly City; Elizabeth Kentzler of Millbrae; Concepcion
Bantug of Foster City; and Noel O'Leary of Hillsborough.
