ADJOURNMENT { { { { { { 9/10/87 { PMB/jg { { { { { { f BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES AUGUST 18TH, 1987 CALL TO ORDER: A duly noticed regular meeting of the Burlingame Public Library Board of Trustees was held on the above date in the California Room of the Burlingame Public Library. The meeting was called to order at 4 : 30pm by Acting President Cannon. Trustees Present: BLEVINS, HARRISON, CANNON, BACIGALUPI Trustees Absent: MINK Staff Present: MRS. JUDY GLADYSZ, LIBRARY SECRETARY MR. ALFRED ESCOFFIER, ASST. CITY LIBRARIAN ACCEPTANCE OF RESIGNATION OF TRUSTEE HARRISON: Trustee Harrison said he had been appointed to the Planning Commission at the Council Meeting on Monday night. He said he enjoyed the year on the Library Board, adding that the Library has a great staff and a great Board. The Board members said they were sorry to see him go but wished him good luck on his new Commission appointment. Trustee Harrison left the Library Board meeting at 4 : 50pm. BILLS• M/S/C (Blevins/Harrison) unanimously to approve the payment of City checks in the amount of $18 , 502 . 86 . M/S/C (Blevins/Harrison) unanimously to approve the payment of the Trustees Special Fund in the amount of $1 , 038 . 68 . MINUTES: Minutes of the Regular Meeting of July 21st, 1987 were approved. CORRESPONDENCE AND COMMUNICATIONS: Acknowledgements: a. Letter to Peninsula Foundation requesting a finan- cial statement. Included in packets. b. Letter to the Burlingame Lions Club, read by acting Secretary Blevins, thanking them for their on-going support. c. Letter to Joe Harvey thanking him for attending the 75th Anniversary Celebration and for being the Master of Ceremonies. d. Library Spectacles : Distributed e. Friends Newsletter: Distributed f. Letter from Temple Shalom commending Cathy Somerton on her story telling programs . g. Acting Secretary Blevins also read a letter from Sue Lempert, President of the Board of Trustees of the San Mateo Union High School District regarding Reading Break. Page 1 REPORTS• City Librarian: Duncan Property: It was agreed that the matter of the request to the Peninsula Community Foundation be put on next month' s Agenda if Mrs. Bergsing has not received a response to the letter written by Trustee Blevins regarding a financial statement and requesting a tour of the upstairs rental portion of the Duncan property. Geac: Acting President Cannon said she enjoyed reading the Geac information that had been included in the Board packets and that it had answered her questions. The other Trustees agreed. Trustee Bacigalupi said his tour and orientation of the Library was very interesting. He said it gave him a clearer idea as to how the Library is run. He stated that he was impressed with the "professionalism" of the staff. Library Statistics: Mrs. Bergsing pointed out the table showing that Burlingame appropriates substantially more money per capita for library materials than any of the other libraries in P.L.S. Some discussion followed. UNFINISHED BUSINESS: Geac Upgrade: Discussed under Librarian' s Report. NEW BUSINESS: Strategic Planning Mrs. Bergsing said she and Al Escoffier and Workshop: Trustee Cannon will be attending this workshop in Millbrae on September 21st. Mrs. Bergsing said she feels it' s important to engage in long range planning in order to know and meet the library needs of the community, and to plan .for additional space requirements. Some discussion followed. Special Pre-School Program:M/S/C (Blevins/Bacigalupi) to open the Easton Branch for a Special Pre-School Program on Saturday morning from 11-noon ( 1 hour) on Saturday mornings for thee programs over a three month period. (one per month) C.L.A. Conference: There was some discussion regarding attending the California Library Association Conference to be held in Santa Clara in November. Programs and Services: Mrs. Bergsing announced that the silent art auction would raise over $2 , 600 if everyone who bid on a picture comes and picks it up and pays for it. ADJOURNMENT• The meeting of August 18th, 1987 was adjourned at 5 : 15pm with the next meeting scheduled for September 15th in the California Room. Respectfully submitted, Patricia M. Bergsing Clerk of the Board PMB/jg 08/19/87 Page 2 _ LIBRARIAN' S REPORT September 1987 Duncan Trust Attached to this report are copies of the financial reports on the Duncan property for the last two years, as well as a copy of the letter that the Peninsula Community Foundation sent to the upstairs tenant. These were received in answer to your letter to the Foundation. To date we have not heard from Mrs . Guberman-Lane. All of these materials should be placed in your Board Manual in the "Duncan Trust" section. Library Board Vacancy The City is currently advertising for the vacant position on the Library Board. The final date for accepting applications is September 16th. To date only one new application has been received, but prior applications are still valid if they were filed during the past year. C.L.A. Conference It would be more cost effective (that is, we could save money) if you decide before the end of September whether or not you will be able to attend the CLA Conference in November. The registration rates go up in mid-October, before your next Board meeting. We have copies of the Preliminary Program for any of you that did not get one. Adult Programs and Services Loretta Blevins, Library Trustee, and Al Escoffier , Assistant City Librarian, attended the Burlingame Historical Society meeting on Sunday, August 23rd held at the library. Al Escoffier showed the two Burlingame history films: "Burlingame Pictorial" and "From Sail to Satellite. " Mrs. Blevins accepted a 3 , 000-plus card index to the Society' s Historical Archives on behalf of the Library. The Index is now housed in the Reference Room of the Main Library. The Index will provide researchers with an access point for what is available in the Archives , located in the Gunst Carriage House in Washington Park. The Silent Art Auction finished on August 15th and the winners were notified. A second auction was held on the 5 remaining pictures . One hundred and thirty five bids were received and we expect to receive over $2 , 000 . 00 for the Trustees Fund. The Friends will hold their annual meeting on September 13 at 2 PM, followed by an Historical Fashion Show presented by the San Mateo County Historical Association Women' s Auxiliary. The costumes are part of the permanent holdings of San Mateo County Historical Museum. I hope some of you can attend. I ' ll have a brief report for your meeting. and looking forward. . . . . . . . Burlingame has been selected as a Bicentennial City! The celebration, chaired by Patti Bergsing, will take place September 17 . The program will begin at 12 : 45 PM on the City Hall Lawn, and will feature the Burlingame High School Band, an address by the Mayor, and free copies of the constitution for all who attend. In addition, there will be a flag raising ceremony by Boy Scout Troop #10 . At 1 PM there will be 200 seconds of bell-ringing and the release of 200 balloons , to signify the 200 years of the U.S. Constitution. Page 1 On the same day, the Library will feature the play "The Other Tea Party, " which will be given by members of the Art-Rise and Spindrift Theater Groups , at 7 : 30 PM in the Library Community Room. . The Fall Book Sale will preview Friday, October 9th from 6-9 PM, and continue through that weekend, October 10 , 10-4 PM and October 11 , 1-4 PM. Exhibits this month include the Bicentennial. Paintings at the Main Library are those of artists Gloria Takla and Ginny Neal. Children' s Services In keeping with this "Year of the Reader"-- our children' s "Summer of Celebration" was an outstanding success for the children of Burlingame. The Reading Club Party on August 18th featured "Puppetwork" in a very entertaining puppet program. On August 21st, the "Read-to-Me" children enjoyed Pam Donkin from Magical Music Express. One hundred and fifty-five children completed the Summer Reading Club and over 150 parents and children participated in the Read-to-Me program. Hap Pedigo, President of the Burlingame Lions Club, which has funded the printing and entertainment expenses for these programs for over 35 years , was on hand to greet the children at the August 18th program. Kris Cannon attended representing the Board. Ann Rarden, of the Burlingame High School faculty and Joan Leach of our staff have discussed the Reading Break program at the High School. It is hoped that teachers will bring their classes for tours and that the library staff will do book talks here and at the school. Joan is working on a series of booklists , the first to be "Fathers and Daughters. " Cathy Somerton will assume responsibility for the Pre-School Storyhour. She is also going to do three toddler programs in the Fall. Diane Casey will do three school age programs at the Branch Library. Letters are being sent to the schools informing them that the staff is available for book talks and assist teachers in locating materials to supplement their curriculum. Priscilla Storms , Washington School kindergarten teacher, inherited the Summer Reading Club balloon. After she finishes with it, the balloon will hang in the school library. During the month of August, Cathy Somerton presented 7 programs , reaching a total of 145 children. The Bedtime storyhour was another successful summer program. Cathy has revised the Begin With Books brochure and has written an article on Halloween books for the October issue of Peninsula Parent. Reference Department Reference statistics were up 10 .70 over the same month last year. Members of the Reference Division attended the following meetings during the month: Combined meeting of Division Heads and Reference; PLS Inforama Committee (Hubbell) ; PLS Seminar on Authority Control ( Cummings , Chavez , Escoffier, Bergsing, Leach, Morrison) ; PLS Film Committee ( Chavez ) . Page 2 Collection Development The Collection Development budget and selection assignments have been made for the fiscal year. Selectors met during the month to discuss book selection issues and concerns. The new budget was developed using data from the Geac "Circulation Report by Class Code. " Weeding and updating of collections continued in the Cliff Notes and Pamphlet File collections . In the book collection, weeding continues in the poetry and business and travel collections. Revised procedures have been drafted for cancellation of books , branch transfers and handling of gift books . These revised procedures will be added to the Collection Development Handbook. Easton Branch A Minolta EP 350Z copy machine has been purchased for the Branch Library. Diane Casey and staff did an excellent job of analyzing the copiers available in the marketplace and choosing the best copier for their use. Copies will be 15 cents each, the same as the Main Library. Personnel We are currently running approximately 1 . 5 FTE down. Leaves of absence make up an additional 2 . 0 FTE down. We are analyzing the Library Assistant II position recently vacated by Barbara Lazarus, to determine our most critical needs for clerical assistance throughout the divisions. In addition, we need extra part-time desk staff in Circulation, due to some part-time staff wishing to reduce hours . We will begin recruitment for part-time help in October when the Department supervisor returns from vacation. We are also experiencing a need for more on-call librarians for Reference due to leaves of absences and staff illness and vacations. We recently re- hired Sue Reiterman as an on-call reference librarian. Sue was on staff with us for seven years in various capacities in Reference from 1977-1984 . She now works part-time at the West Portal Branch of San Francisco Public Library. Pat Myers , Librarian II , has agreed to take over coordination of our Outreach Services until we are able to fill that position permanently. Pat is also assisting at the Reference Desk.
