BOARD OF TRUSTEES
MINUTES
NOVEMBER 17th , 1987
CALL TO ORDER:
A duly noticed regular meeting of the Burlingame Public Library Board of Trustees
was held on the above date in the California Room of the Burlingame Public Library.
The meeting was called to order at 4:30pm by President Mink.
Trustees Present: MINK, CANNON BACIGALUPI , ROBERTSON
Trustees Absent: BLEVINS
Staff Present: MRS. JUDY GLADYSZ, LIBRARY SECRETARY
MR. ALFRED H. ESCOFFIER, ASSISTANT CITY LIBRARIAN
BILLS:
M/S/C (Cannon Bacigalupi) unanimously to approve the payment of City checks in the
amount of $20,720.36. M/S/C (Cannon/Bacigalupi ) unanimously to approve the payment of
the Trustees Special Fund in the amount of $1 ,084.08.
MINUTES:
Minutes of the Regular Meeting of October 20th , 1987 were approved.
CORRESPONDENCE AND COMMUNICATIONS:
Acknowledgements: a. Letter to Ms. Guberman-Lane from the City Librarian thanking
Ms. Guberman-Lane for allowing the Board members and some key
staff to tour her facility. Mrs. Bergsing reported that the
Foundation has not heard from her regarding her month-to-month
�— rental agreement.
b. Thank you note from Herb Sommer.
c. Trustee Tool Kit for Library Leadership was distributed.
d. Library Spectacles: Distributed along with a questionnaire
from the P.L.S. Community Relations Committee.
REPORTS:
City Librarian: Discussed in conjunction with Unfinished and New Business.
System Advisory Board - Trustee Blevins: A report from the most recent SAB meeting had
been sent in the Trustee's pac ets.
C.L.A. Conference - Trustee Cannon, Al Escoffier and City Librarian: Trustee Cannon,
Mr. Escoffier and Librarian Bergsing each gave a brief synopsis o w at they enjoyed
most at the California Library Association Conference they had just attended. They
all agreed that it was very informative, and there were a number of interesting work-
shops and seminars. Mrs. Bergsing said that the rest of the Library staff who attended
C.L.A. would be submitting written reports to the Board at the next meeting.
UNFINISHED BUSINESS:
Long-Range Strategic Planning Process: Trustee Mink said she supports the Long-Range
Planning Process. The anning an ole Setting booklet was passed onto Trustee Mink.
Librarian Bergsing said she had discussed the process with the City Manager and he
supports the concept. He will forward the plan to the City Council if the Board
approves going ahead. Mrs. Bergsing went on to explain a couple of options such as
hiring a consultant or using the consultant that the Peninsula Library System has hired.

Trustee Cannon said she furls that a professional consultant has its advantages, it
at least gets you started and frees you to do another aspect of your job. Trustees
Robertson, Mink and Bacigalupi all agreed. Some discussion followed. Mrs. Bergsing
said she would be meeting at San Mateo Public Library on Tuesday to discuss the role of
the P.L.S. consultant. More discussion followed. Mrs. Bergsing said she would be
attending a P.L.S. workshop on the planning process which is tentatively scheduled for
early 1988.
M/S/C (Cannon/Robertson) unanimously to begin to plan to implement a long-range
strategic planning process and to keep Council informed about specific proposals and
suggestions as the project progresses. Discussion followed regarding the members of
the Planning team, and it was unanimously agreed that Trustee Cannon would represent
the Board.
NEW BUSINESS:
Christmas Party: M/S/C (Robertson/Bacigalupi) unanimously to approve $50.00 to provide
money for the staff Christmas Party from the Special Fund. The Party will be held on
December 17th.
ADJOURNMENT:
The meeting of November 17th, 1987 was adjourned at 5:46pm with the next
meeting scheduled for December 15th in the California Room.

LIBRARIAN'S REPORT
December 1987
Tming Process
`- Information about the Library's proposed planning process was forwarded to the City
Council on December 7th as part of the Library Board Minutes Packet. There were no
questions or comments so the City Manager said to proceed. At the moment I'm trying to
gather information on potential consultants. 1 hope to have more information for your
meeting.
Parking Structure Study
As I believe you are all aware, the Council is currently studying the feasibility of
putting a two-level parking structure on Lot "A", the lot next to the Library. I
attended a meeting on December 7th between the architect and the City's planning team
regarding the structure. I'd like to take a few minutes at the meeting to update you on
the current status of the project. I have prepared a memo to the City Planner for your
approval.
C.L.A. Conference
Attached to this report are summaries of the staff's accounts of the meetings they
attended at C.L.A. You will notice that some staff attended the same meetings, but they
reported on them from different perspectives. Let me know if you have any questions.
Geac
The PLS Administrative Council approved the submission of the upgrade requirements
for pricing of the Geac 9000 system.
Geac is being asked to propose two system configurations based on PLAN projections:
with PLAN libraries only and one to include PLAN and the libraries of the San Mateo
Se-emmunity College District. A number of system "requirements" have also been noted.
These are items which we feel are necessary for a smooth running system. Another group
of requirements focus on bibliographic and circulation issues.
PLAN has received the memory and modem to install the Community Access Module
capability at Aragon High School as a test site. PLAN has also received Library Terminal
Emulation software which will allow an IBM PC to become a terminal on the Geac network.
(The terminal must also be cabled to the Geac telecommunications network. )
Reference Division
Reference statistics were up 9% over the same month last year.
Programs and Services
The eighth annual family holiday program, will be held on Saturday, December 12th.
Storyteller Sandra MacLees will be telling stories appropriate for the season.
The new artificial Christmas trees have been decorated and patrons are adding their
own ornaments.
The December children's programs are scheduled for Saturday, December 19, 11 AM at
the Branch Library and Monday, December 20, 7 PM at the Main Library.
Children's Services
During November, Cathy Somerton did 36 programs. Twenty six were at schools. Four
were class visits to the Easton Branch. Four were pre-school storyhours; two were special
Thanksgiving storyhours. Total attendance was 517 children.

The last after-school program of the season was on dragons. Due to rains, attendance
was small.
off Development
A number of staff members have now attended the "Angry Patron" workshop sponsored by
PLS. Part of the workshop focused on the need for library policy concerning difficult or
problem situations. As a result, we will reconstitute a committee to review our present
policy and revise it as necessary. We will plan some staff training as part of the
policy revision.
Two of our staff members, Esther Cummings and Roz Mincher participated in the annual
all-city staff orientation. The library was among those departments on the tour.
Personnel
We are still accepting applications for part-time hourly positions in the Librarian
and Library Assistant classes.
Al Escoffier is developing better ways of tracking personnel costs for budgeting
purposes. He has developed a spreadsheet which will help us to monitor part-time staff
costs.

Arlene_ Marris has moved out of her care facility and is no longer an _ r
Outreach patron. We have added Davina Smith of Burlingame Care and
Duncan Ross , Paul Stapleton, and Rita Taylor of Edelweiss. I"ve
working with all the Outreach patronsand volunteers and I hope the
new coordinator, Joan Giampaoli , enjoys it as much.

RE: PROPOSED PARKING STRUCTURE ON LOT "A"
DATE: DECEMBER 10, 1987
As a follow up on the discussion at your planning meeting of
December 7th regarding the proposed parking structure on Lot "A"
next to the Library, we would like to go on record regarding the
following questions and concerns as they relate to the Library.
We hope these will be addressed as plans move forward on the
parking structure.
(1 ) Potential impact on the Library as it relates to future
expansion of the Library.
(2) Light and air issues relating to the East side of the
Library building.
�. (3) Library's need for a loading dock, zone or area to
accommodate large delivery trucks.
(4) Garbage disposal facilities (the need to accommodate
the tall/large garbage trucks. )
(5) Book return box.
(6) Dislocation and parking needs during the construction
process.
(7) Short term parking for Library customers.
(8) Staff parking.
