Minutes
September 21, 1999
1. Call to Order:
The meeting of September 21, 1999 was called to order by
President Mary Lou Morton at 4:30 pm.
2. Roll Call
Trustees Present: Jeff Berger, Cecile Coar, Mary Herman 8v

Trustee Absent: Jane Dunbar
Staff Present: Alfred Escoffier, City Librarian
Sidney Poland, Recorder
3. Warrants & Special Fund:
The Board unanimously agreed to approve the warrants as
presented. M/S/C (Herman/Berger)
4. Minutes
The Minutes of August 17, 1999 were approved as written and
ordered filed. M/S/C/ (Coar/Berger)
5. Correspondence
Correspondence mailed in the packets was reviewed.

`- 7. Reports:
a. The City Librarian discussed current use statistics which
indicate circulation is leveling off from the highs of our first
year in the new building. The number of patrons who only
use "in library" resources i.e., reference materials, internet,
etc. has increased. Two new internet workstations have
been added: one express (15 min.) and one by reservation.
Total of 9 internet workstations are available.
The City Librarian reviewed his report highlighting increased
volunteer activity.
b. Mary Herman reported that 1500 invitations have been
mailed to Foundation supporters for the Elegant Affair.
8. Unfinished Business:
a. Employee Achievement Award nomination forms will be
distributed to staff next week with a return date of October 19th to
President Mary Lou Morton. Cecile Coar and Jane Dunbar will
review the nominations. Jeff Berger will fill in if necessary. Final
nominations will be presented to the Board at the November
meeting.
9. New Business:
a. Cell Phones continue to be a source of disruption to library
staff and patrons. Approval by the Trustees to institute a policy
restricting cell phone usage in the main areas of the library was
requested by the City Librarian. M/S/C (Herman/Berger) Signs
will be posted and staff will advise patrons of new policy.
b. Internet Status - Internet tutoring using volunteers appears
to be more successful than our group internet classes. A sign up
sheet is at the reference desk. Mary Herman suggested the status
of the Internet be provided to the City Council. Trustees will review
progress in three months.
C. Marshall Recognition -Naming the terrace 8s fireplace area
the "Marshall Lounge & Terrace" was discussed as an appropriate
way to acknowledge Mr. Marshall's generous, posthumous gift.
Mary Herman recommended advising Mr. Whitesides, Trustee of
Mr. Marshall's estate of the proposed acknowledgement.

d. Staff Presentations to Board - In an effort for Trustees to
become better acquainted with full time staff, Mary Lou Morton
requested key staff members give a short presentation of their
library role beginning with the October meeting.
e. Board Role in a Hearing - The City Librarian explained the
role of the Trustees in the event a patron requests a public hearing
regarding enforcement of disciplinary measures for unacceptable
behavior in the Library.
f. Employee Recognition Dinner - A motion was made to co-
sponsor the Employee Awards dinner December 5, 1999 at the
Doubletree Hotel with the Library Foundation. M/S/C/
(Herman/Berger)
Mary Herman advised that the Friends of the Burlingame Public
Library would be asked if they wish to join the Foundation and
Trustees as co-sponsors of the event.
g. Library Fines - Jeff Berger requested a review of the Library fine
policy. The topic will be on agenda for the next meeting.
10. Adjournment
The meeting was adjourned at 5:35pm by President Mary Lou
Morton. The next meeting will be held October 19th at 4:30pm.
