1. Call to Order:
The meeting of September 21, 1999 was called to order by
President Mary Lou Morton at 4:30 pm.
2. Roll Call

3. Warrants & Special Fund:
The Board unanimously agreed to approve the warrants as

4. Minutes
The Minutes of August 17, 1999 were approved as written and
ordered filed. M/S/C/ (Coar/Berger)

Correspondence mailed in the packets was reviewed.

�- 7. Reports:
a. The City Librarian discussed current use statistics which
indicate circulation is leveling off from the highs of our first
year in the new building. The number of patrons who only
use "in library" resources i.e., reference materials, internet,
etc. has increased. Two new internet workstations have
been added: one express (15 min.) and one by reservation.
Total of 9 internet workstations are available.
The City Librarian reviewed his report highlighting increased
volunteer activity.
b. Mary Herman reported that 1500 invitations have been
mailed to Foundation supporters for the Elegant Affair.
8. Unfinished Business:
a. Employee Achievement Award nomination forms will be
distributed to staff next week with a return date of October 19th to
President Mary Lou Morton. Cecile Coar and Jane Dunbar will
review the nominations. Jeff Berger will fill in if necessary. Final
nominations will be presented to the Board at the November
meeting.
9. New Business:
a. Cell Phones continue to be a source of disruption to library
staff and patrons. Approval by the Trustees to institute a policy
restricting cell phone usage in the main areas of the library was
requested by the City Librarian. M/S/C (Herman/Berger) Signs
will be posted and staff will advise patrons of new policy.
b. Internet Status - Internet tutoring using volunteers appears
to be more successful than our group internet classes. A sign up
sheet is at the reference desk. Mary Herman suggested the status
of the Internet be provided to the City Council. Trustees will review
progress in three months.
C. Marshall Recognition -Naming the terrace 8v fireplace area
the "Marshall Lounge & Terrace" was discussed as an appropriate
way to acknowledge Mr. Marshall's generous, posthumous gift.
Mary Herman recommended advising Mr. Whitesides, Trustee of
Mr. Marshall's estate of the proposed acknowledgement.

d. Staff Presentations to Board - In an effort for Trustees to
become better acquainted with full time staff, Mary Lou Morton
requested key staff members give a short presentation of their
library role beginning with the October meeting.
e. Board Role in a Hearing - The City Librarian explained the
role of the Trustees in the event a patron requests a public hearing
regarding enforcement of disciplinary measures for unacceptable
behavior in the Library.
f. Employee Recognition Dinner - A motion was made to co-
sponsor the Employee Awards dinner December 5, 1999 at the
Doubletree Hotel with the Library Foundation. M/S/C/
(Herman/Berger)
Mary Herman advised that the Friends of the Burlingame Public
Library would be asked if they wish to join the Foundation and
Trustees as co-sponsors of the event.
g. Library Fines - Jeff Berger requested a review of the Library fine
policy. The topic will be on agenda for the next meeting.
10. Adjournment
The meeting was adjourned at 5:35pm by President Mary Lou
Morton. The next meeting will be held October 19th at 4:30pm.

City Librarian's Report
October 19, 1999
Two Successful Author Programs!
Burlingame author, Lee Tyler spoke about her recent mystery, THE CASE OF
THE MISSING LINKS, on Tuesday, September 21st. On October 7th, novelist and
screenwriter, Amy Ephron read from her new book, WHITE ROSE-UNA BLANCA
ROSA. Twenty-five attended her lively and humorous presentation. Ephron was also
the producer of the 1995 film production of A LITTLE PRINCESS. Both appearances
were co-sponsored with the "M" is for Mystery Bookstore in San Mateo.
Friends Book Sale
The Friends Fall Book Sale was a success despite light publicity for the event.
The Friends took in over $ 4,450 for the three day sale. It is always a huge effort to
mount the sale, but the volunteers did an excellent job and their hard work paid off in
one of the highest profits in recent years. Congratulations to President Shirley
Robertson and all of the Friends who worked to make the sale a success!
Friends Boost Volunteer Activity!
The Friends enlisted extra volunteers in preparation for the fall sale. A total of 21
in-house and Friends volunteers contributed 228 hours this month on various activities
including: used book sorting and pricing and book sale set up; maintaining outdoor
terraces; maintaining indoor plants; processing book and magazine discards; providing
Internet tutoring and many other activities.
Children's Services
During September our regular schedule of Story Times resumed. We did a total
of 19 programs including: 3 Monday Story Times, 3 Preschool Story Times, 3 Toddler
Story Times, 3 Thursday Story Times, 2 Saturday Story Times, 3 visits to Easton, and 2
programs in the schools. Total attendance was 831. Our Saturday program on
September 18th featured Flora Larkey, a local storyteller, who offered to do a puppet
story free of charge. Her rendition on "The Monkey and the Crocodile" was very well
received.
Reference Services
Esther Cummings attended the Peninsula Library System Multicultural meeting
on October 8th and the Performer's Showcase on the 9th. The Showcase highlights
potential performers for library programs.

Personnel
We are currently recruiting for an Account Clerk for Library administration and for
library pages. It is getting increasingly difficult to hire student assistants. We hope to
hire 5 new pages from the page test being offered on October 15"
California Library Association Conference
The CLA Conference will be held in Palm Springs next month. Programs will be
focusing on adult programming, technology, and the Internet. In addition to the City
Librarian, Lisa Dunseth and Linda Santo will be attending.

envelope, I surely would have! The Peninsula Community Foundation is Olivia G.Martinez,Ed.D
installing a powerful new enterprise software platform that will allow us to Linda Meier
change from several different systems into one comprehensive system. We Karen Van Hoesen Olson
would be grateful for your patience with us as we set up and learn the new Nancy J Pedot
system. We will be diligently reviewing all reports and statements produced Gordon Russell
by the new system, but we ask that you carefully review all documentation Donald H. Seiler
related to your Fund over the next two quarters (name and address, Ned Spieker
quarterly statements, etc.). So far the conversion has been going extremely c/�
well, but your observations and feedback would be most appreciated. BOARD COMMITTEE

As for grant recommendations, we expect that until mid-November Richard L.Bennett
it will take us one to two weeks longer than usual to distribute them. If you Elizabeth Obershaw
could give us a longer lead-time on any grants you wish to make, it would William Wilson III
help us out a great deal. As always, we'll do our best to get your grants out Marcia R. Wythes

GOVERNOR SIGNS READING AND LITERACY IMPROVEMENT
AND PUBLIC LIBRARY CONSTRUCTION AND RENOVATION
BOND ACT OF 2000
SACRAMENTO, CA— Governor Gray Davis signed a $350 million bond measure for
public library renovation and construction. California Library Association President
Anne Campbell remarked, " We fought hard to get this measure on the ballot and we
are grateful for the Governor's support. Today's public library is the center for literacy,
information and culture in our communities. Californians need and deserve public
libraries that are ready for the 21" century."
Set to appear on the March statewide ballot, this measure will enable hundreds of
public libraries to replace or renovate outdated, overcrowded facilities. A survey by the
State Library documented over$2 billion of public library construction needs
throughout the State. Senator Richard Rainey (R-Walnut Creek), the measure's author,
recognizes the tremendous infrastructure needs. He stated, "Unfortunately many of
California's public libraries need structural repairs or seismic fitting...Others need to
be rewired to accommodate the latest computer technology. Local governments
would like to make these changes but they can't afford to finance projects."
If passed on the March ballot, this bond measure will provide a 65% match to local
communities for renovation, expansion or construction of new library facilities. Funds
will be awarded through a competitive application process.

GOVERNOR SIGNS LIBRARY BOND BILL
`— Today Governor Gray Davis signed SB 3 by Senators Richard Rainey, Senate
President pro Tem John Burton and Dede Alpert, which will place the
California Reading and Literacy Improvement and Public Library Construction
and Renovation Bond Act on the March 2000 ballot. The bill provides for
$350 million in general obligation bonds for public library construction and
renovation.
The governors signing message reads in part:
"Libraries are a vital part of California's education system and provide a
critical resource to wide segments of the public, especially as many school
libraries are being closed. According to a State Library needs assessment,
the State will need to fund 425 projects totaling 8,354,125 square feet for
costs exceeding $2.02 billion over the next few years. Many existing
libraries are old and need extensive electrical rewiring to link patrons to
the Internet.
If the library bond is approved by the voters, city, county and district
libraries will be able to apply for library fund grants. The State
Librarian will administer the application process. Governor Davis
negotiated a component of this measure to ensure that libraries that partner
with school districts will get first priority for funding for new
construction and remodeling projects."

Hildreth and Margaret Todd; Richard Hall of the State Library; individuals
who wrote letters on behalf of SB 3, and special thanks to CLA President
Anne Campbell and CLA Legislative Chair Ann Cousineau.
Please take a moment today to write a letter of thanks to Governor Gray
Davis for signing SB 3-Rainey/Burton/Alpert and for his commitment to
improving California's libraries. We know the letters would be well

SUBJECT: Library of California First Trial Database
I am pleased to announce that the Library of California Board has purchased the first trial
database under the Library of California Statewide Information Database Licensing
Program. A one-year trial of RAND California, a comprehensive Web-based online
source of information on California business, economic, and public policy issues will be
available to all libraries in California with access to the Internet that can establish
eligibility for the Library of California according to the interim eligibility standards
established by the Library of California Board.
This one-year trial is available to all qualifying academic, public, special, and
K-12 libraries in the state with access to the Internet. The RAND California Website and
information resource is operated by the RAND Corporation, a leading national think tank.
You may take advantage of this free one-year trial by accessing the RAND
California web site at http://ca.rand.org/sub scribe.libca.htmI . You will need to complete
the online interim eligibility form which will establish your eligibility to receive this free
trial database. You will be asked to enter information about your library, such as a brief
statement of service objectives, hours of operation, information about your collection,
staff, physical location, and other information that demonstrates your eligibility. You
will also need to enter your IP address range (or alternative access details) so that RAND
California can set up your library for password-free access. The registration process is
simple and details of establishing access are provided for you on the Website. This one-
year trial access will expire July 30, 2000. Terms and conditions for using the database
must also be reviewed and approved.
We hope that you find the database useful and will tell your colleagues about it and
encourage them to use it, as well as encourage other libraries to sign up for the trial. The
State Library Consultant assigned to this project is Ira Bray (916) 653-0171

5086] if you can suggest additional ideas to improve RAND California.
