CALL TO ORDER: The meeting of November 18th, 1997 was called to order by President Berger at 4:35 pm. 2. ROLL CALL: Trustees Present: Berger, Cannon, Dunbar, Herman & Morton Trustees Absent: None Staff Present: Alfred Escoffier, City Librarian Judy Gladysz,Administrative Secretary 3. BILLS: MIS/C (Morton/Dunbar) unanimously to approve the bills as presented. 4. MINUTES: The Minutes of the Meeting of October 21st, 1997 were approved as written and ordered filed. 5. CORRESPONDENCE AND COMMUNICATIONS: All correspondence was delivered in the Trustee packets. President Berger said he would like Librarian Escoffier to contact the Peninsula Community Foundation to ask them to attend a Board meeting and give an overview of the Duncan Trust. Librarian Escoffier said he would draft a letter inviting them to the January meeting. 6. REPORTS: a. City Librarian's Report: Librarian Escoffier stated that traffic reached 60,000 people during the opening weeks. This is double the traffic in October 1994 before the Library construction. b. Foundation Report / Herman: Trustee Herman said the Donor Wall is still going strong. She also reported that Shinnyo-en is going to make a substantial donation to the Foundation. There will be a major donor recognition event that is tentatively scheduled for Sunday, January 11, 1998 in the Library. Employee Achievement Awards: President Berger announced that the Employee Achievement awards would be given at the Staff Recognition Dinner on December 7th. The dinner is being given in honor of the staff for their hard work during the past year. The dinner is to be co-hosted by the Trustees and the Foundation Board. 8. NEW BUSINESS: a. Community Room Policy After some discussion M/S/C (Dunbar/Herman) unanimously to approve the Community Room Policy and suggested it go to Council for their information. b. Posting_Poli!g Librarian Escoffier explained the background of posting educational and informational fliers on the public bulletin boards. After some discussion M/S/C (Cannon/Dunbar) to adopt a "Posting of Materials" policy. 9. ADJOURNMENT: The meeting of November 18th, 1997 was adjourned at 5:33 pm. Escoffier City Librarian Trustees Minutes 12/9/97 Page 2 UBURLINGAME City Librarian's Report December 16, 1997 Learning About our New Main Library! Our new library has brought about many challenges and joys, as the public discovers us and our services once again. The month of November saw an increase of 28% in the circulation of materials. We are averaging 20-25 boxes of items returned from other libraries in the system delivery. This is twice the activity for items returned and holds received. Traffic in the building is also substantial at 42,257 for the month of November. This is a 40% increase over the average month in the old building. We are seeing more and more group tours, given by both staff and docents. The volunteer docent tours on Saturday mornings have been well attended, even during the busy holiday season. Construction Close Out Close-out of the construction project should be complete by the end of December. The warranty phase then begins for a 12 month period. We are continuing to have work done on the building, the most recent of which was the replacement of 300 downlights. Other projects include: hardware, doors, locks, lighting software, paint, boiler adjustments, and air balancing. The south elevator continues to be a problem. We met with representatives from the factory to help determine the issues and problems. There are some 300 such elevators of this model in service nationwide. There are only a few elevators which are experiencing the problems we are having. The latest proposal is to rewire the entire elevator shaft. Building Photographx The architect, contractor, construction manager, interior designer and the city have entered an agreement to have the building professionally photographed. Wayne Gehrke interviewed 7 architectural photographers and decided on local photographer Steve Whittaker to do the work. Steve will be making arrangements to photograph the library sometime in the next 60 days. There will be interior and exterior shots. All work will take place after our 9 pm closing time. Volunteer Program A six week series of Saturday morning drop in library tours began November 15`h Led by Volunteer Docents, the tours have been small and focused. The Lions Club held their December 4'h luncheon meeting at the library to dedicate the "Burlingame Bubbler" drinking fountain at the front of the building. Internet Services The Library Board approved policy concerning public use of the Internet was discussed at the December 15f Council meeting. The City Council agreed to set a joint meeting for discussion on February 17, 1998. Children's Services Circulation and traffic in the Children's Room continues at an all time high. During November Cathy Somerton did a total of 14 programs reaching 415 children. Other children's programs included a program for 3`d graders from Washington and Lincoln Schools, and a second group of tours to 3`d and 6'h graders. Personnel We recruited and hired 6 new shelving pages to replace those who left. They are currently in training and moving forward with getting our books back on the shelves. Michael Donnellan has announced his retirement as Stack Supervisor effective December 31'. Michael has been responsible for supervising the pages and developing policies and procedures for the page function. Michael will be sorely missed. Patti Flynn has agreed to take over Michael's duties as Stack Supervisor. Patti and Michael worked together on the recruitment and training of the new pages. Sidney Poland has been hired on a permanent part time basis to work in circulation and administration. Sidney has been with the library for many years in an hourly capacity. She will bring her considerable office skills and public service skills to her position. Sidney also works mornings for the Burlingame Library Foundation. The City Manager has suggested that this meeting take place at your Board meeting on Tuesday, February 17, 1998,4:30 pm. If this is agreeable with you, I would like to confirm this date and time with Council. In addition, you might wish to discuss the format of the meeting. One suggestion was to have the meeting facilitated by a professional facilitator. This would allow each individual to voice their concerns and perhaps provide a better opportunity for sharing of information. We can also have other"experts" on the policy there if you like. These could be local librarians or others involved in providing Internet services to the public. As most of you know, our 3 year long range plan expired last year in the midst of preparing for the new building. Now I feel it is time to go back and look at our plan once again. Earlier Planning This last plan was the second such effort during the last decade. The first Long Range Plan covered a period of 5 years. As we worked with the original plan, it was felt that 5 years was too long for a plan to be viable. The second plan was devised to cover three years. The development of the plan consisted of an all day facilitated meeting of library managers and several trustees. The City Manager offered some opening remarks and we moved forward with the process of brainstorming ideas for goals and activities. Staff then wrote up the plan and implemented it. Planning for the New Millennium I would like to move forward this year with development of a new plan for 1998-2001. I would like to expand our efforts by including more community input, via survey, or perhaps several community forums. This would take a concerted effort to implement, but I think the outcomes would better reflect what our users expect of the library. I After we have gathered the community information, I would suggest a one day retreat to brainstorm and prioritize goals for the next three years.
