Minutes
September 30th, 1997
1. CALL TO ORDER:
The meeting of September 30th, 1997 was called to order by President
Berger at 4:40 pm.
2. ROLL CALL:
Trustees Present: Berger, Cannon & Dunbar
Trustees Absent: Morton & Herman
Staff Present: Alfred Escoffier, City Librarian
Judy Gladysz, Administrative Secretary
3. BILLS:
M/S/C (Dunbar/Cannon) unanimously to approve the bills as presented.
4. MINUTES:
The Minutes of the Meeting of August 26th, 1997 were approved as written
and ordered filed.
5. CORRESPONDENCE AND COMMUNICATIONS:
All correspondence was mailed in the Trustee packets. There was some
discussion.
6. REPORTS:
a. City Librarian's Report:
Librarian Escoffier said the move went smoothly and if all goes well he is
planning a "soft opening" on Thursday and Friday with the Dedication following
on Saturday and open house on Sunday. President Berger asked about the Library's
Website.
The Trustees asked about the Retirement Party for Marilyn Morrison. Mr.
Escoffier said it was very nice and Marilyn was pleased with the event.

b Foundation Report / Cannon
Trustee Cannon said the Gala Event went very well with almost 300 people
in attendance. She said the next Foundation Board meeting will be held on October
9th.
c. Employee Achievement Awards:
President Berger said he would be extending the deadline for the Employee
Achievement Award nominees because he had only received two. He extended the
date to October 17th with the general staff meeting to be held on October 30th.
7. UNFINISHED BUSINESS:
a. Interim Internet Policy:
Tabled until there is a full Board present. President Berger said he would
allow extra time at the October Board meeting to discuss the Internet issue.
8. NEW BUSINESS:
a. Dedication Program Details:
Mr. Escoffier said he would like the Board members to arrive for the
Dedication by 10:45 on October 4th. He said there would be seating provided for
them on the Library Porch along with City Council and the Foundation Board.
Trustee Cannon said there would be a lunch immediately following the Dedication
Ceremony sponsored by the Library Board for the State Librarian and Board of
_ Trustees. M/S/C (Dunbar/Berger) unanimously to appropriate funds from the
Trustees Fund to pay for the lunch.
9. ADJOURNMENT:
The meeting of September 30th, 1997 was adjourned at 5:20 pm. The next
regular Board meeting will be held on October 21st, 1997 in the Board Room.

City Librarian's Report
October 21, 1997
Our New Main Library!
The Dedication and Grand Opening of the new library was a great success! Over
1 ,500 people visited the library on opening day! We have been very busy ever since.
Circulation is strong; The number of new registered borrowers has skyrocketed!
The building seems to be working well for the most part. We are experiencing
some growing pains as the building's mechanical systems become properly adjusted.
Many of the systems, including HVAC, lighting, and security, are monitored either off
site or on site with computers. Mastering just the right adjustments is taking some skill
on the part of staff, and many calls to vendors to clarify how the systems operate.
More importantly, patrons are finding their way through the building with a
minimum of help. The quiet areas seem to be quiet and the noisier areas, such as
hallways, etc., are indeed noisier. The Reference Room appears to be the quietest
_ study area, with the upper level the quietest reading area. We are experiencing some
back ups in returning items to the shelves and will be recruiting for additional shelving
pages shortly.
Service desks are especially busy. We are currently recruiting for on-call
reference librarians and on-call circulation desk staff to fill in. Resuming the fourth
service desk (Lower Level Desk) has had a significant impact on staffing, as we have
been pulling from the same staff pool for the additional 73 open hours per week.
Queuing at the circulation and reference desks is typical during busy afternoons and
evenings.
Surprisingly, some patrons are just discovering we are open once again (despite
all of our excellent publicity!) and we are getting progressively busier as the days go by.
We are finding it very difficult to close the building in the evenings. We have had to
begin the closing announcements earlier as a reminder.
Public Comments
The public response to the library has been very positive. People seem
genuinely pleased at the effort to create spaces which feel comfortable and familiar. For
the most part I do not see people losing their way in the building the way they did in the
old building. The traffic though the building seems very clear to most users, even on
their first visit.

Dedication and Grand Opening
The Dedication and Grand Opening was a great success! State Librarian Kevin
Starr spoke. President Jeff Berger, acted as a very able Master of Ceremonies. The
Board of Trustees and the Foundation Board members were introduced. Shira Saliman
read her poem on the "Hunt for the Perfect Book."
Building Maintenance
Building maintenance is taking 25% longer in the new building. We will need to
address this issue in the coming months.
Personnel
We are currently recruiting for Librarian I, On-Call, and Library Assistant I,
Circulation Desk attendant. These positions are to fill in for staff who have left. We will
also be recruiting for pages. Judy Gladysz continues to work half time since her injury in
April. Sidney Poland has been filling-in some in administration.
Temporary Quarters Close Out
The Temporary Quarters building is being closed out. After the furniture had
been offered to the city, schools and other public agencies in the area, the Friends of
the Library held a book and surplus property sale. The Friends worked tirelessly in less
than ideal circumstances to complete the sale.
The close out of the building is nearly complete from the City's standpoint. The
_ building has been turned over to the leasing company effective October 15, 1997. City
Civil Engineer, Phil Monaghan, who has been part of the building team for two years,
has been invaluable in assisting with this close out. Gradually, we will see the modular
structures taken apart, and removed.
Close Out of Library Construction Project
Despite the fact that we are open and operational, there are a number things
which need to be corrected as the result of the construction Punchlist. The contractor
has a small crew on to finish up the many painting, hardware and electrical items on the
list.
Daryl Witbeck, Construction Manager, has eased himself out of the project and
will be moving his office off-site this week. He is still available by telephone and pager
which helps! Daryl is moving on to play key roles in library renovation projects in San
Leandro and Berkeley.
Sports Hall of Fame
At the request of Roger Grossman, Editor of the San Mateo County Times, the
City Council considered a request to install the Sports Hall of Fame at the new Library.
The Council held a discussion, at which several Trustees spoke. As a result of this
meeting, The Times withdrew their request to look for other spaces in the County.
Internet Installation
According to plan, we have installed three Internet workstations for the public in
the adult area of the library. The planned installation of the children's Internet
workstation has been postponed at the Board's request until the policy development is
complete. The three workstations are working well, though there is a constant request
for more terminals. I doubt if we could ever supply enough for the demand! We are
using the self monitoring scheduling as we have for the past 18 months.
Four Trustees are planning to attend the Internet Video Teleconference at the
College of San Mateo on Friday, October 17, 1997.
Holiday Schedule
The updated holiday scheduled are on the agenda for this month. There are few
changes from 1997.
Employee Achievement Awards
The date of the Employee Achievement Awards was pushed back to October 17,
1997 at the Board's request. The staff meeting which is being held at 8 am, on
Thursday, October 30`h is planned to include the distribution of the awards. I must say, it
was very difficult to choose one candidate for an award. There were so many heroes on
the staff who made this transition happen. It was quite remarkable!
