Minutes
January 21st, 1996
1.CALL TO ORDER:
The meeting of January 21st, 1996 was called to order by President Herman
at 4:30 pm. Librarian Escoffier introduced the Library's newest full-time staff person,
Susan Reiterman. The Board welcomed Sue and said how happy they are to have
her on a full-time basis.
2. ROLL CALL:

Special Fund checks.
4. MINUTES:
The Minutes of the Meeting of December 17th, 1996 were approved as written
and ordered filed.
5. CORRESPONDENCE AND COMMUNICATIONS:
All correspondence was mailed in the Trustee packets.

There was some discussion following the City Librarian's Report.

b. Foundation Report - Herman:
President Herman said donations are still being received from the mail
campaign last year. She further reported that the Foundation is working on a new
`— brochure. President Herman said they held elections and the same officers as last
year were elected to serve another term.
c. SAB Report:
Trustee Cannon said she had visited Shirley Robertson last Tuesday. She said
Shirley has had a hip replacement and is doing well. Trustee Cannon aoenAed the

7. UNFINISHED BUSINESS:
a Sacramento Reads Prototype Program:
Tabled until further notice.

a. Goals/Status 1996, Goals for 1997- Escoffier:
Librarian Escoffier distributed the Goals and Objectives status for 1996. The
new goals for 1997 were also distributed and discussed.

regular Board meeting will be held on February 18th, 1997 in the Conference Room
at 130 Park Road.

City Librarian's Report

"Something New is Building..."
The Library reconstruction project is currently on time and within budget. The
team work of the Architect, Construction Manager and City staff is paying off
handsomely in a smooth running project.
Despite the rain, most of the building trade subcontractors have been able to
continue working in the building. Through a joint effort on the part of the City and the
Contractor, the building was winterized with plastic sheeting installed over the
skylights and other areas, so that work could continue uninterrupted at the main and
upper levels.
Bidding for new and refinished furniture for the project continues. More than two
thirds of the furniture in the final project will be recycled furniture from the original
building. The quality and durability of the original solid oak tables, chairs and other
furnishings, has allowed them to be refinished and reused. A sample table and chair
has been refinished and is available for view at the Temporary Library. The reuse of
these 100+ pieces will give the project a special feel of the original building, and is
saving thousands of dollars in furniture replacement costs.
The target date for completion of construction is August 29, 1997. The
Temporary Quarters library will close for the move for four weeks, beginning the
second week in September 1997. The Grand Opening is schedule for early October
1997.
Children's Services
The Children's Division is working on a "Youth Commemorative Book"
sponsored by the Burlingame Library Foundation. The book will be published to
coincide with the opening of the Library. Students who either reside or attend school
in Burlingame or Hillsborough, Kindergarten through 12th grade have been invited to
be a part of the project.
During January, Cathy Somerton did a total of 16 programs, including: 4
Preschool Story Times, 4 Toddler Story Times, 4 Main Library Story Times, 1 class
visits to Easton, and 2 programs at schools, and one cable television story time.
These programs reached a total of 457 children. published to coincide with the
opening of the new library in the Fall.

Poetry Month in the Children's Room was a great success, with the co-
sponsorship of the Friends of the Library and the Foundation. School age children
were invited to bring in a poem, original or copied from a book, which they read to a
Children's Room staff person. They then received a free paperback poetry book.
The "Under Construction" program on February 8th was a great success. This
program featured David Sturges, Library Project Architect, Daryl Witbeck, Construction
Manager; as well as library staff, in a program about the construction of the new
building. The children were very interested in the program, and I think we all learned a
good deal about Archimedes principle!
Reference Services
Members of the Reference staff attended a Yahoo Workshop held in Redwood
City in January. Yahoo is one of the Internet search engines which is proving
beneficial in answering reference questions on the net.
An interesting reference question came from a patron wanting to confirm that
Barbara Dudley (executive Director of Greenpeace U.S.A.) was a Stanford graduate.
Staff did not find her in any of the biographical sources so turned to the Internet. Staff
found a short biography entered under Mother Jones that indicated that her prior
position had been to serve as president of the National Lawyers Guild in New York
City. A check of Martindale-Hubbell (on the shelves at BPL) gave a full educational
background and even included the birth date! She did receive a B.A. from Stanford in
1982. In this case, the Internet enabled us to find an answer in locally held materials
that we would not have found otherwise.
Volunteer Program
As the library begins work on a revitalized volunteer program, Sue Reiterman
attended a workshop on "Elements of a Successful Volunteer Program: Day One"
given by the Support Center for Nonprofit Management. This workshop provided an
excellent overview of volunteer program creation and management and specific
materials with which to begin. She also met with Paul Signorelli, Director of the
Volunteer Services for San Francisco Public Library and attended their tour guide
orientation and training. Contacts have also been made and information gathered
from Santa Clara Library, Pasadena Pubic Library, and San Mateo Public Library.

Dear Ms. Marino:
We value our relationship with you and the teachers and students at your school. We especially
enjoy having Donna McMorrow's class regularly visit the library and were pleased when your students
participated in our"Topping Out" ceremony last fall.
However, as I'm sure you are well aware, it's the alter school, "latchkey" children that are a
constant source of stress and problems for both the staff and patrons of the branch. A rnuriber of OLA
students are here every day causing problems (we could tell you their names if you like) and \W often get
complaints from patrons who are trying to use the library.
This is not a new problem and we have tried many ways of handling It. Atter talking with the
branch staff we came up with a simple idea which we think would effectively address the problem.
Would it be possible for you to stop by the branch occasionally during the semester just to look around.
take note of the situation and show your presence? Even if you walk in and perhaps check out a
magazine and then leave--that would be plenty ofeflbrt. We think this would cilectively remind the
children that they are representing OLA when they are out in the community and that you are aware of
the situation.

Senator has agreed to sign off on our le0lation, and wral be carrying the Library of
California hill in 1997- Lisa noted that the bill had not yet con* back from
Legisfative Counsel, so it is has not been put acrt,>`ss the desk for fonnal
introdtictio+n, and'does not have on official bili number_ On Friday, i bumped into
Senator Alpert, and thanked her as she shook my hand and said, "Mike, 1'II give it a
try
Last week I met with Assemblyman Brooks Firestone's staff person, as Firestone is
looking to participate in a library issue th%year. After a KMW meeting until"him
and a subsequent bde(er meeting with the Assemblyman. Firestone noted he would
write a tomer in support of full funding of the PLF. He suggested Assemblyman Jim
Gunneen might be interested in the Library of California bill, for his past involvement
in technology hills. Christina and 101 be meeting with Cunneen's staff person who
specializes in education technology, this week, as she is a good friend of
Christina's.

RE: Furniture Needs for the New Library
Library Furniture Needs
The Library interior design, as executed by the architects and interior designers,
has some specific needs for specialized seating areas. These areas consist of mission style
solid oak lounge chairs in three different styles, upholstered in leather, small sofas for the
children's room, and an audio visual cabinet for the California Room.
Re-Allocation of Donation
I am requesting the Foundation re-allocate the Lane gift to furnish the new library
with these specialized furniture pieces. The cost of the special seating areas is beyond the
scope of what the City feels is appropriate to be paid for with City funds.
I am bringing this request to you for your review and approval at this time, as we
are currently packaging the furniture bid for potential furniture vendors. Should we need
to lower the quality of these items, or reduce the upholestry allowance, or eliminate these
items all together, I would need to know before the final package is approved by the City
Council later in the month.
In addition, the City feels it is more appropriate for the City to provide more basic
items such as the community room tables and chairs. Therefore, I am recommending that
the City provide the Community Room tables and chairs, and the basic audio visual for
the room. The Foundation money could then be used for the special furnishings outlined
above, and the more high end audio visual features. We would, of course,proceed with
the specialized audio visual technology in the Community Room, as well as the naming
of the room for the Lanes.
Structure of the Gift
I recommend that this gift be structured as follows:

Technology and Future Gifts
I know the Foundation is concerned about the need to provide state of the art
technology in the new library. I would anticipate a need for up to $ 25,000 more for
technology than the City has budgeted. This would allow us to fund the second phase of
computer technology beyond the essential first tier items. This would make an excellent
gift from the Foundation later in the year and could be a goal of the planned fund
development for this Spring.
Project Budget
I feel it is important to note that the furniture list for this project, while including
some wonderful accent pieces, also includes nearly 2/3 of the original oak pieces from
1930. The quality and durability of these 100+ pieces has allowed us to refinish and reuse
these pieces in the project. The reuse of these pieces has given the project a special feel of
the original building, and is saving thousands of dollars in replacement furniture costs. In
addition, we have trimmed over $ 65,000 from the furniture budget by reducing the
number of office systems in the building, recycling existing furniture, and eliminating
new pieces in the administrative area.

In putting together the package, I feel it is important to note that the furniture list
for this project includes nearly 2/3 of the original oak pieces from 1930. The quality and
durability of these 100+ pieces has allowed us to refinish and reuse these pieces in the
project. The recycling of these pieces has gives the project a special feel of the original
library, and is saving thousands of dollars in replacement furniture costs. In addition, we
have trimmed over $ 65,000 from the furniture budget by reducing the number of office
systems in the building, recycling existing furniture, and eliminating new pieces in the
administrative area.

As you are aware, we have been looking at donor opportunities in the area of
furnishings, and equipment which will make the library "special." I have highlighted a
number of items, particularly study/seating areas, which include solid oak mission style
lounge furniture, upholstered in leather, and special items such as the audio visual cabinet
in the California Room. These items are unique and special and would help make the
project a success.
Therefore, I am asking the Foundation to re-allocate their $ 100,000 gift as
follows:

unrestricted funds to fund some miscellaneous items on the project. Two items which are
ready for a decision would be the staff room sofa and two decorative sculptures for the
front of the library building. The sofa, which has been pre-selected by the architects.
would amount to approximately $ 3,000. The decorative pieces, which have yet to be
chosen, would likely be $ 5,000. The sofa is obviously a very necessary addition to the
staff room. The decorative pieces would be accents to the front of the building.
I am requesting your formal approval of the sofa for the project, as Council is
looking for support from the Trustees prior to the final furniture bid approval. The
decorative pieces might be approved in principal, and specific decisions made at a later
date.
I will give you a separate accounting of the status of the Special Fund to help
guide you in your decisions. I would estimate there will be a number of other items
which are not budgeted for in the project which will need the support of the Special Fund.
Some of these items were inadvertently left off the project budget or were added later and
considered necessary. Some of these include: trash receptacles at the front of the building,
book drop boxes, copy machines replacement, etc. I will bring these to you as I have the
necessary information.
Your support both conceptually of the need to supply these items, as well as your
specific support of the sofa for the staff room will be helpful in finishing up the final
furnishings package.
