Dear Augustine Chou,
We would like to bring your to attention the dangerous conditions that exist on the comer of
' Ray Dr and Lassen Dr in Ray Park. This is where the School Crossing exists and we have seen
many near accideots both during School hours and other times of the day. There are many
challenges with this intersection which we will simply bullet point below:
- The red curb on the North side ofRay near the School Crossing sign is not large enough. You
can see gray paint covering the original 1sd sur! that extended much fiuther. I fan SLIV or tall
truck is parked near the crosswalt, the pedestrian must walk 5 feet or more out into the steet to
see if any cars are comiag westbound @ictures A&B). Imagine how easy it is to block the view
of a 4 foot child walking to school by themselves not to mention the view of the drivers coming
westbound on Ray! Teresa witnessed a mother in a van park in that spot to drop offher 2 girls
who then proceeded to cross the street. They were almost hit because the oncoming car didn't sec
them as their own van was blocking the view ofthe crosswalk.
-Many parents use Ray Drive as a throughfare to get to Lincoln Elementary and BIS.
Unfortunately many ofthese parents are so focused on driving their kids to school on time that
they are not aware of the other children and parents walking to school. These sarne parents are
more cautious on Devereux and Quesada outside ofthe schools where there are school officials
monitoring the crosswalks.
-There is no STOP sigr on lass€n Dr, many cars slide through onto Ray without stopping and
not seeing p€destrians clearly.
- Cars simply do not slow down or stop even when they do see a pedestrian in a crosswalk.
- Cars coming eastbound on Ray are zooming downhill and around a curve and ar€ often going
too fast for the 25 MPH zone. This curve creates another blind spot for pedestrians when cars are
parked on Ray @ictures C&D).
-There is no stop sign on Ray Drive for 7 blocks until it int€rsects wittt Devererx. Similar steets
like Adeline and Easton have stop signs every 2-3 blocks for similar traffic flow.
-Traffic on Ray Drive will increase when the Peninsula Hospital construction begins. Many
hospital and construction workers will look for a differeot way to get to the hospital other than
busy Trousdale Dr. This is in the future but it vrill make a difference.
We would suggest that you visit this intersection around 8:30 am and/or 2:00 pm on a
Tuesday to see traffic at its busiest. AIso please look at this from the perspective ofa child
sro55ing the street and their eye level. There is a neighborhood school and park on the other side
of Ray Drive and it is a destination for many people. Vy'e would like to propose tlat a ST"OP sign
be added to ttris intersection. We all feel that something must be done to lessen the hazardous.
situation many families face every day walking to the park and school. Our pictures were taken
when the weather is aice but when it is raining or dark, the conditions are that much more
perilous. There have been lethal accidents regarding school children in the news recenfly in
Vallejo and Pacifica and we wish to be proactive about this Burlingame intersection. Thank you
for your attention to this matter. Please advise us what the next steps are in this process so we can
bave a firther discussion with you in regards to implementation or fundraising..

for the crosswalk at Ray Drive and Lassen Drive. This item will be discussed and a
decision for action may be determined during the Traffic, Safety and Parking Commission
meeting. This meeting will be on Thursday, May 12,2005 at7:00 p.m. in Burlingame City
Hall, 501 Primrose Road, Council Chambers.
You may have received this notice because your name and address was listed as an
interested attendee at the April 14, Commission meeting, or you because are an affected
resident living near this intersection. Your attendance is encouraged as the Commission
welcomes residential input on this important issue. Again, the Commission may choose

Dear Mr. Chou:
I would like to request that an issue of concern to me be put on the agenda- The problem
pertains to enforcement of parting on Carolan Avenue near the corner of Broadway.
Also of concern is the 2-hour parking allowed Monday through Friday. I woutd like to
see that restriction extended to Monday through Sunday. Weekends are far more
important to aretail business and ours is no exception Additionally,I do planto attend
the above-mentioned meeting.

Status of the Division
The patrol division injuries have not been resolved. As a result, our two traffic
officers continue to be assigned to the patrol division. Our trainee is expected to be
released to duty in the next couple weeks. At this time, it is hoped Officer Bo11will
return to the traffic division.
Our parking enforcement staff has also been diminished. A meter maintenance officer
will be on vacation for the majority of May. Last Friday,5106105, PEO Garrett's foot was
run over by a driver attempting to avoid a citation. She may be able to retum to work on
5119105,but this is still unknown.
On Monday,05116105, our newest PEO, Phillip Feitleberg, will be sworn in. His
training program will take approximately 10 weeks.
Selective Enforcement

Due to the bad weather of 4125105 - 4128A5, there was no selective enforcement

Ray Dr - 1800 Block
On 4121105 - Decoy/radar car put out
On 4129105 - I performed selective enforcement from 1443 - 1520 hrs
1 warning and lecture was provided to a 77 year old driver who was stopped in
front of his house
Street Racing
Sgt. Jeff Downs reports that street racing on Gilbreth had become a rarity.
However, in the last few weeks, it appears to be making a comeback. The racers have
frequented the Gilbreth area around 9:30 PM. In the last couple of rnonths, six or seven
citations have been issued to racers. These are generally for mechanical violations.
Vehicle inspections have been performed and the citations have been issued as non-
correctable.
OTS Grants
BPD's DUI checkpoint for 4122105, was cancelled. This was due to poor
weather conditions. It has been rescheduled for the 1700 block of El Camino on Friday,
06/03/05. This DUI checkpoint will be funded by an OTS grant.
The following April 2005 statistics were requested by Daly City PD for the
county wide OTS gant.
