4.2.1 Carolan Avenue at Broadway - Extension of 2-hour parking time-limit and
installation of parking meters.
Traffic Engineer Chou explained that Mr. Mike Harvey had made a request
for the City to consider implementing 2-hour parking restrictions along the
east side of Carolan Avenue, between Broadway and Cadillac Way. He
said that Mr. Harvey also requested that the enforcement times be
increased from Monday through Saturday, 8AM-6PM to 7-days a week,
gAM-9PM.
Mr. Chou stated that while the Commission was able to evaluate the
request, it held off making a decision and asked staff to provide a written
staff report for this month's meeting. He explained that while the
Commissioners supported denying the request, a majority of them also
wanted additional information to clarify the reasons in written form. He

4.2.2 City Hall Lane - Objection to the installation of one loading zone and one

Traffic Engineer Chou explained that due to unforseen personal reasons,
Mr. Karim Salma and Mr. Riyad Salma were not able to attend the meeting,
and had respectfully asked the Commission table the matter until the next
meeting.

4.2.3 Crosswalk Enhancement Policy - Criteria for certain safety enhancements
in crosswalks near schools and parks
Traffic Engineer Chou said that the Commission had reviewed this item last
month and received a comprehensive explanation about the policy
elements from the Crosswalk subcommiftee. He concluded by saying that
the Commission could entertain a motion to move this item to action.

4.2.4 Mahler Road - Height and overnight parking restrictions
Traffic Engineer Chou said to the Commission that in a conversation with
Mr. Al Lovotti, he acknowledged to Mr. Chou that there was some
improvement in the area regarding the parking situation on Mahler.
Mr. Chou also stated that the City was informed that LSG Sky Chefs, an
airline caterihg service would be consolidating their facilities into their
Cowan Road building. This would mean that approximately 150 additional
employees could affect the parking situation on many, or all, of the streets
in the area bounded by Cowan/Gilbreth/Mahler/Bayshore. Mr. Chou
cautioned that with this new development, the Commission might want to
consider the parking situation and develop actions that could be effectively
implemented area-wide for more uniformity with parking limits.
Commissioner James stated that he was concerned that this item has been
deliberated for some time now (120 days). He added that he would like to
bring closure to this item as soon as was reasonable, and recommended to
proceed with an 8-hour parking limit, with height restrictions on Mahler
Road.
Chair Warden stated that he would like to see the City contact the
businesses and tenants in the area about this item, as well as the overall
parking situation in the area, especially in light of the pending Sky Chefs
situation. He said that he would prefer moving this to an action item.
Commissioner Cohen indicated that the Commission should consider the
time limits and parking restrictions when making a final decision since this
is an industrial area. He added that he supported the least "invasive"
decision of implementing just the height restrictions.
Commissioner Condon stated that he did not believe the height restriction
would completely solve the problems with the large trucks on Mahler Road
since there was originally a problem with several limousine services. He
stated that some type of parking time limit was still necessary.
Commissioners Condon and James volunteered to form a subcommittee to
work with Traffic Engineer Chou on finding a more comprehensive set of
solutions to the parking situation for the entire MahleriGilbreth/Cowan area.
The subcommittee would also provide a verbal report back to the entire
Commission and possibly make a recommendation at next months
meeting.

5. ACKNOWLEDGMENT OE NEW ITEMS
5.1 California Drive and Howard Avenue - Parking meter and red curb installation,
Traffic Engineer Chou stated that the City received a request form Mr. Rino Betti,
the owner of Sam's ltalian Sandwich Company for a 24-minute green zone on
Howard Avenue, between California Drive and Highland Avenue. Mr. Chou said
that the request was made so that short-term parking would be available on
Howard for the convenience of Mr. Betti's customers.
6. FROM THE FLOOR
Mr. Raziel Unger stated that a stop sign was needed at the intersection of Edgehill Road
and Chula Vista Avenue. Traffic Engineer Chou explained the stop sign warrant
requirements for stop sign consideration. The warrants being volume of cars, number of
collisions at rlght angle, and number of pedestrians and vehicles at this intersection.
Chair Warden recommended a warrant study be done at this location and also explained
that traffic calming ideas could also be considered. Mr. Chou also explained that stop
signs should not be used for speed control. Commissioner Cohen suggested that staff
study the intersection for sight visibility as opposed to just speed issues.
Chair Warden informed the Commission that LSG Sky Chefs was about to consolidate
two of their facility locations into one, and the Dollar Rent-A-Car business on Cowan
Road has parking that might be available to the new Sky Chefs employees.
Chair Warden also informed the Commission that Mr. James Hanney, President of
Rector Motors, had requested Public Works-Engineering staff look into the possibility of
changing the on-street parking configuration at Cadillac Way. Since the Commission
was copied in the letter, Chair Warden asked that staff and the Commission review this
item for next month.
Mr. Daren Schofield spoke about his concern regarding the increased parking of vehicles
on Oxford Road by non-residents of the street. He felt that the majority of vehicles were
coming from the apartment complex on the west side of El Camino Real. Mr. Chou
explained that he was currently working with a resident on Oxford regarding traffic
calming and parking issues.

7.2
7.1.1 Allowing bicycles on sidewalks
Traffic Engineer Chou said that the City received a suggestion by Mr. Tom
Simpson to look into allowing the riding of bicycles on City sidewalks
outside of the downtown business districts. Mr. Chou explained that after
consulting with City Attorney Larry Anderson, they determined that
Burlingame Municipal Code already states that bicycles are allowed on the
sidewalk in residential areas, as long as they leave the sidewalk when a
pedestrian is present. Mr. Chou also informed the Commission that the
City Attorney did not recommend using additional signage which would tell
the public what is allowable. Rather, he suggested that signage be used
as they currently are - to inform the public of what in not allowed.
Commissioner Condon asked about refurbishing the bike lanes and the
associated signage. Mr. Chou replied that one of the City's recently
approved TDA (Transportation Development Act) grants directly addresses
the issue of refurbishing and enhancing the bike routes in the City.
From Council to Commission/Staff
7.2.1 Burlingame Downtown Parking Study Review
Traffic Engineer Chou reported that the City Council held a special session
meeting on June 20 to review the general recommendations of the parking
study. He said that the Council agreed with the general recommendations
of ideas.
Mr. Chou said that the next step was for staff, the Commission, DBID, and
Chamber of Commerce to work together on refining some of the general
recommendations into specific items of action. The Commission would
serve as a central point working to gather the information and return to the
Council with agreement of specific actions for solutions.
Mr. Chou explained that in order to achieve this, a subcommittee needed to
be established consisting of two Commission members who would work
with him specifically on this issue. Commissioner Cohen and
Commissioner Condon volunteered to be on the subcommittee. lt was
agreed that the first meeting of the subcommittee should be on July 27, at
1OAM, at City Hall offices.

Officer Bole reported that there was no report for this month from PD.

Commissioner Cohen brought to the Commission's aftention the absence
of a crosswalk on the south side of Rollins Road, at Broadway. He said
that he observed a dangerous situation where joggers tried to cross the
street at that location. Traffic Engineer Chou explained that the
intersection and signals belonged to the jurisdiction of Caltrans. He added
that he will contact the State about the City's concerns.
Commissioner Condon said that he received a request from a resident on
Stanley Road regarding car dealerships (Mike Harvey and Putnam)
unloading new cars on Howard Avenue and blocking the intersection.
Officer Bole responded and informed the Commission that PD had
received complaints from residents about this situation as well. Overall, he
said that there was no "good" place to unload the vehicles; and, that
Howard was the widest street to unload the vehicles.
Commissioner James asked about the presence of video cameras along El
Camino Real, at various city side streets. Mr. Chou explained that the
cameras were installed by Caltrans as video detection devices to
recognize the presence of bicyclists and left{urning vehicles on El Camino
Real.

2)On the 800 block of Paloma Avenue, there is a resident north of
Palm with a large RV that is parked in the driveway and on the street
for long periods of time. lt was suspected that the owner was
running a security business out of his home, and has employees
picking up and leaving their cars. Complaints have been received
regarding car alarms going off in the early morning hours. What is
the ordinance with regard to parking of RV's, boats, etc. in
conjunction with running a home business?
3)Large trucks parking on California Drive. Can the City send notices
out to these truck owners as a way to solve the issue?
4)Larger vehicles (commercial trailers, 5th wheels, etc.) being parked
in the residential areas on Farringdon.
7 .5 Comments and communications
7.5.1 Commissioner James expressed concern of the increasing number of tasks
that are being asked of the Traffic Engineer; and believed that it should be
acceptable for the Traffic Engineer to prioritize the items and push them out
by a month or two if necessary.
Commissioner Condon stated that he supported the idea of an assistant to
help with the work load of the Traffic Engineer.
Commissioner Cohen said that he did not feel that a staff report was
required for each issue that came before the Commission. Mr. Chou asked
the Commission about informally establishing requirements to determine
when a written report was needed. Chair Warden suggested that a new
line item be added to the agenda under 9 - AGENDIZED ITEMS FOR
NEXT MEETING, which could be labeled as item 9.'l - ITEMS REQUIRING
STAFF REPORTS.

Traffic Engineer reported that this item was still inactive due to pending
subcommittee action and the completion of traffic volume counts that need to be
conducted after school is in session.
8.2 Occidental Avenue - 6-month temporary re-installation of 2-hr parking restrictions
Traffic Engineer reported that this item was still inactive due to the 6-month study.
He also stated that staff had not received any comments about the situation so
far, and that there was still two months remaining on the study period.
8.3 Trousdale Drive and Quesada Way (Franklin School) - Crosswalk enhancements
Traffic Engineer reported that this item was still inactive due to pending signal
warrant study work that cannot be conducted until after school is in session.
8.4 Howard Avenue and Crescent Avenue - 4-way stop signs
Traffic Engineer reported that this item was still inactive due to pending pedestrian
counts that cannot be conducted until the completion of remodeling work at
Pershing Park.
8.5 Gilbreth Road - Vehicle racing activity
Chair Warden reported that this item was still inactive while additional information
was being collected regarding actions taken by other municipal agencies
experiencing similar problems.

RECOMMENDATION: Staff recommends the installation of one loading zone and one 1O-hour
parking space behind Crosby Commons, on City Hall Lane
BACKGROUND: City staff determined that installation of some type of designated parking was
necessary at this location. Similarly, 10-hour parking meters were installed along the north side of
City Hall Lane, east of Crosby Commons all the way to Park Avenue. The use of parking meters in
this location was to create a more fair and equitable solution to the parking situation on City Hall
Lane. Before the use of parking meters, parking disputes and parking/storage abuses occurred
regularly on City Hall Lane. Owners of some businesses were claiming open areas behind their
shops as designated parking spaces for themselves or their employees. Storage abuse of garbage
dumpsters was also a problem. Various businesses started to store their dumpsters along City Hall
Lane causing shortages in available parking spaces. Disputes over the proliferation of allowable
dumpsters per business, as well as their storage locations, have also occurred. Health issues over
the amount of garbage accumulated as a result of more dumpsters was also a major concern.
The Fire Department had fire access concerns since the back entrances were sometimes blocked
by too many parked cars. This led to the City having to implement clearly designated parking
spaces with 10-hour time limits. The 10-hour time limit was a way for the City to recognize the
legitimate needs of the business to use the spaces on City Hall Lane while still providing for a more
equitable way to allocate public parking.
DISCUSSION: The current proposal to add one more metered space and one loading zone at the
west end of City Hall Lane (behind Crosby Commons) is another step in the City's attempt to make
parking more fair and equitable for all who need it. Staff proposes the installation of the two zones
on the north side of the lane, as illustrated in Exhibit A. The City's intent is to install both new
spaces within the City's portion of right-of-way and off any portion of private property or easement
deeded over to the City with conditions.
The proposed parking configuration would be consistent in implementation and in design as the
eastern part of City Hall Lane.

Cowan Road/Mahler Road/Gilbreth Road - Height, Overnight parking, and
Limited-time Parking Restrictions
RECOMMENDATION: Staff has not recommendation at this time.
BACKGROUND: A request was submitted by Mary Donnelly, LSG Sky Chefs to evaluate the
parking situation on Cowan Road in preparation of the increase in parking demands due to the
consolidation of their offices. LSG Sky Chefs currently has two locations of operations, Adrian
Road and Cowan Road. By the first of September, they anticipate closure of the Adrian Road
facility and will consolidate all their employees to the Cowan Road facility. lt is anticipated that
approximately 150 new employees, spread over three work-shifts, will be added to this site.
Ms. Donnelly is requesting that the City be prepared for this potential parking impact situation by
examining the parking restrictions in the surrounding streets.
Additionally, the Commission had approved some parking restrictions on Mahler Road in response
to Mr. Al Lovotti's request for limited-time parking. ln light of the request from LSG Sky Chefs, there
was a concern that any new action taken without consideration to the restrictions on Mahler (as well
as the existing restrictions on Gilbreth) might prove to be counter-productive or effective.
DISCUSSION: Staff is currently working with the TSPC subcommittee (consisting of Commissioner
Condon and Commissioner James) on establishing the existing parking restrictions for the area
around Cowan Road, Mahler Road, and Gilbreth Road. A comprehensive plan will be developed to
address parking needs and appropriate uses on these and adjacent streets.

RECOMMENDATION: Staff does not recommend the installation of 24-minute parking on Howard
Avenue, at Sam's ltalian Sandwich Company, at this time. Staff does, however, recommend that
the City re-evaluate the parking demands for an additional 24-minute zone at this location in six
months.
DISCUSSION: The City received a request from Mr. Rino Betti, Sam's ltalian Sandwich Company,
297 California Drive, for a 24-minute green zone on Howard Avenue in front of his business. Mr
Betti felt that this would better accommodate his customers.
Sight-visibility at the intersection of Howard Avenue and Highland Avenue was a concern for staff;
however, a review of the accident history records showed that there were no reported accidents at
the intersection for the past 3 years. Highland Avenue is controlled by stop signs, while Howard
Avenue is uncontrolled.
Staff also conducted several field examinations to determine the existing parking conditions and
restrictions surrounding 297 California Drive. Currently, there are metered parking on Highland
Avenue. Three diagonal parking spaces at the northeast corner of Highland, at Howard, are
designated as 24-minute, metered parking. Parking is currently prohibited on the Howard Avenue
side by means of red curbing.
Based on field measurements, there is sufficient roadway width to accommodate curbside parking
on Howard. However, staff feels that there is no need for the requested 24-minute parking zone
since such parking is already immediately available around the corner on Highland. Additionally,
there is a concern over traffic movements at the adjacent signalized intersection of California Drive
and Howard Avenue. Parking is restricted on both sides of Howard between California and
Highland. This short section of Howard Avenue serves as a "buffe/' for the higher speed traffic that
clmes from California Drive, as they enter the business district farther west on Howard Avenue.
Since this business is newly opened and such a parking zone would exclusively serve the business,
staff feels that the City can wait on implementing this parking at this location, and re-evaluate the
demand for such a zone after a six-month period.

Cadillac Way - One-way Street Designation and/or Parking Space Re-alignment
RECOMMENDATION: Staff recommends the Commission refer this item back to Public Works-
Engineering for engineering analysis and direct response to the requestor.
DISCUSSION: Mr. James Hanney of Rector Motors, 1010 Cadillac Way, is requesting the City
evaluate the feasibility of designating Cadillac Way as a one-way street and/or re-aligning the street
to accommodate diagonal parking.
This request was originally submitted to Public Works-Engineering for evaluation. A written
response was sent to Mr. Hanney on January 13, 2005 outlining the reasons why the City
determined that a one-way street designation was not feasible for Cadillac Way. A copy of that
response is included in this staff report packet for Commission review.
On June 21, 2005, Mr. Hanney submitted a second letter requesting that the City evaluate diagonal
parking for Cadillac Way. The letter was addressed to Public Works, with copies to the City Council
and the Traffic, Safety and Parking Commission. Because the Commission was copied for
distribution, this item was included in the August TSPC agenda.
ln response to the request for re-configuration of parking spaces, staff has already conducted
analysis to look into diagonal parking. The results are that parking would not be increased. The
total roadway width for Cadillac Way is 40 feet. The current lane configuration is for two-way traffic,
with a single 12-foot travel lane and 8-foot parking lane on each side of the street. Based on
calculations designed to utilize the full 40 feet, staff determined that 30-degree, diagonal parking
would fit.
ln order to accommodate the diagonal parking configuration within the 4O-foot street width, all
parking must be eliminated on one side of the street. This would mean that either Rector Motors or
residents of the North Park Apartments would lose or gain parking on their side of the street
exclusively. An initial count of parking spaces currently available on Cadillac Way shows that there
are approximately 33 spaces on both sides of the street. Changing to the diagonal parking scheme
would result in a total of 15 to 20 spaces, depending on which side of the street to designate
parking. This means a net loss of 13 to 18 spaces - again depending on which side of the street to
allow parking. Parking angles greater than 3O-degrees were not considered due to the fact that
staff could not accommodate adequate travel lane widths as well as diagonal parking stalls. The
reduction of travel lane widths below the standard 12 feet could also pose problems for large car-
carriers that use Cadillac Way to load and unload new vehicles.
Similar constraints also discounted the consideration of diagonal parking on Carolan Avenue and
Rollins Road, both between Cadillac Way and Broadway.

the proposed driveway cut-in on Broadway. Please see attached.
As for not turning Caditlac Way in to a one-way stree! I'm wondering if the City would
consider re-striping Cadillac Way as to maximize the parking on the street and/or
possibly re-configuring the spaces to fit more cars. This would include Carolan Way
(from Cadiltac Way to Broadway) and Rollins Road (from Cadillac Way to the
NorthPark tennis courts).
It would also be our hope that the City and Caltrans would entertain the idea of a freeway
entrance at Oak Grove and Rollins Road. This could help alleviate some of the
congestion at the Broadway intersection by providing an alternate route.

Dear Mr. Hanney:
Thank you foryour message. The City has evaluated your suggestion and determined that converting Cadillac Way
to one-way traffic would not be feasible.
During the course of our evaluations, it was determined that a one-way configuration in a westbound Cadillac Way
direction would force all drivers intending to use the southbound US101 on-ramp at Rollins Road to circle farther
north into the already heavily congested Broadway corridor in order to get to that on-ramp. Specifically, this would
involve the motorists coming from the North Park apartment complex, is wellas all othei Caiolan Avenue drivers.
Additionally, all traffic coming out of the apartment complex or the corner gas station facing Cadillac Way would haveto exit in the westbound direction. This situation would force all theie vehicles to cross the Carolan/Cadillac
intersection,whichcurrentlyhasnotrafficcontrols. Again,iftheydesiretogetontosouthboundUSl0l,theywould
be forced to circle around into the Broadway corridor.
A one-way configuration in the eastbound direction of Caditlac Way proved similarly unfeasible. A1 vehicles exiting
the freeway would be required to either kavel through the Broadway corridor or travel approximately 1,400 feet (oi
slightly more than 't14 mile) down Rotlins Road before being allowed to turn westwaid towards the direction of
Carolan Avenue and California Drive. Essentially, the City woutO be forcing drivers to either add to the congestion
at Broadway, or greatly increase the traffic on local residlntiat streets lsuih as Toyon Drive, Larkspur Drive and
Morrell Avenue) by have cars travel farther south on Rollins Road.
ln either situation, the City anticipates that a large number of drivers would be penalized into driving a tonger and
more circuitous route off, or onto, the freeway. ln either case, it is very likely that the one-way designat-ion would add
moie vehicles to the already highly-congested Broadway corridor.
Regarding your requestto evaluate the installation of a commercialdriveway on Broadway, the best course of action
would be to submit a s_et of scaled-drawing-s and plans showing the proposed driveway configuration. This way, theCity can carry out a formal evaluation of the plans based on your needs. The plins mJy be submitted to theDepartment Public Works - Engineering Division, at City Hall, 501 Primrose Road.

RECOMMENDATION: Staff does not have a recommendation at this time. A recommendation will
be forthcoming at the next regular meeting when a completed warrant study will be ready for
Commission review.
DISCUSSION: As part of the warrant study, an accident history review was conducted. The results
of this evaluation revealed that there have been no reported accidents at the intersection of Edgehill
Road and Chula Vista Avenue over the last 12-month period.
Two-thirds of the Stop Sign Warrant study has been completed at this time; however, traffic volume
data still needs to be collected and reduced in order to have a comprehensive study. A completed
warrant study will be prepared, and a full recommendation will be submitted to the Commission at
the September meeting.

Status of the Division:
Bob Bo11 has been assigned as our solo Motor Officer for the last month.
However, he has been drawn from traffic to supplement patrol from time to time. Dave
Granucci has passed the basic motorcycle school. However, it is not known when he will
be assigned to traffic due to staffing issues in patrol.
Dwing this month, Bob covered for me while I went on vacation. He also has
been very busy catching up on several other duties such as hit and run follow-ups.
Vikki Ga:ret remains on disability due to the injury she sustained on 516/05.
We will probably be losing Omar Daza-Quiroz, onr part time PEO, in September.
He has recently graduated from Santa Clara University. He is pursuing a career as a
police officer. We have found a replacement that will be starting in October '05. Rob
Alviso is currently a services specialist in our services division. He is a Burlingame
home owner, husband, and father. He is currently a contract employee with various
companies and is an expert in desk:top publishing.
I have been very busy with the June/July rush of taxi cab permitting. Fortunately,
we are almost caught up withe this permitting. In the next couple weeks, Bob Bo11 and I
will be running a few taxi cab stings.
Traffic Complaints:
He went through a 1u11in traffic complaints. Recently, these have picked up. The
attached selective enforcement list provides a sunmary of these complaints.
OTS Grants:
Two DIII checkpoints will take place in August. Theywill both be on
California Dr. N/of Burlingame Av.
The first checkpoint will take place on Thursday, August 18th. This checkpoint is
"hosted" by BPD. It is actually being administered by Daly City PD as they are managing
the county wide OTS gant. BPD will provide minimal staffing for this event, but it will
be run under our plan and with our DUI checkpoint equipment.
The second checkpoint will take place on Friday, 08126105. This will be run by
Sgt Downs and myself, and staffed primarily with BPD personnel.
I have put in two requests to the county wide OTS grant administrator. The first is
to run a pedestrian sting at the lighted crosswalk on California Dr at Bellewe. Should
this be approved, we can also look at running a morning operation and an afternoon
operation. We could split the detail between the 1300 block of Bayshore and the
California Dr. location.
The second operation I requested is that we run a street racer sting. I will suggest
we hold off on this to see if the proposed street racing ordinance is adopted by the City
Council.
