Mr. Horak expressed his gratilude for having the opportunity to participate an on-looker
when the Broadway/Paloma Avenue sub-committee met two weeks ago observe and
review the Broadway/Paloma Avenue area. Mr. Horak also recommend that enhancements
be made to this particular area before the Christmas holiday shopping season starts

7.1. Bicycle Safety lssues in Burlingame
Mr. Chou reporled that the sub-committee met at 6:00 pm this evening. The committee $, 6l,Lr*;discussed the options and location of a dedicated bike lane along Carolan Avenue
committee also considered additional signage as opposed to a dedicated lane r. Chou
reported that the sub-committee will meet again in December to determine which
applications/projects to pursue.

7 .3.2.Tfatfic Sergeant's Report
Sergeant Shepley provided the Commission with the details of selective
enforcemenl which is driven by citizen complaints. Sergeant Shepley also reported
that the number of complaints has decreased since our last meeting - noting that
we only received four this past month. Sergeant Shepley also provided details as to
how Burlingame's penalties for pedestrian crossings outside ofa crosswalks in the
business district are determined.

7 .4. Frcm Commission to Staff
Commissioner Conway stated that there may be a calibration issue for the stoplight
eastbound on El Camino Real to St. Catherine's Church at Primrose. Mr. Chou will
contact Caltrans signal operations to have them check if re-timing is necessary,
particularly on Sundays.
Commissioner Warden noted that he saw a recent report of a tratfic calming measure
being used in Pleasanton and questioned whether this measure could be a benefit for
our community. This measure essentially displays the speed of a vehicle and if at the
next point the vehicle is still speeding it then triggers a signal change to red. Mr. Chou
stated that he would inquire with Pleasanton regarding this pre-emption device.
Commissioner Warden also stated that there is a need to administer consistency for
when a stoplight changes after the pedestrian countdown. Commissioner Warden states
that there is inconsistency in the downtown areas as opposed to El Camino Real which
may confuse people and make it unsafe for pedestrians. Mr. Chou believes we can
match El Camino provided that the downtown area is not timed for gap-outs.
7.4.1.Commission Chairperson's Report
Chair Condon asked the Commission if nominations could be brought up during the
next meeting as his term ends this year. There were no objections from the
Commission.

7 .4.2.1. Broadway/Paloma Avenue - Safety Measures Updates
Commissioner Warden reports that the sub-committee met a couple of
weeks ago at 5:00 pm to observe a different commute time.
Commissioner Warden informed the Commission that one of their sub-
committee members resigned and if no objections they would like to
proceed and have Mr. Horak join the sub-committee. There were no
objections from the Commission. Chair Condon also suggests that they
get a representative from the north side for balance.
Commissioner Warden also suggests that we look into seeking grant
monies to fund a button activated pedestrian crossing as a long term
solution for this intersection. Mr. Chou states that the TDA grant
application due date is in early January.
Chair Condon inquires if we can implement enhancements to the
Broadway/Paloma Avenue area before the Christmas holiday season.
Mr. Chou discussed that various obstacles that could occur due to
crosswalk closures, overtime costs, and weather permitting the drying of
materials in a timely matter.
Motion: To paint ladder style crosswalks at Capuchino/Broadway and
Laguna/Broadway, install pedestrian crossing signs In the bulb outs on
Broadway at Chula Vista for both directions of Broadway, allow staff to
choose the delineators to be installed and move the location of the
delineators approximately 6' back from the crosswalks.

7.4.3.Reports of citizen complaints or requests
Mr. Chou reports that he met with Sue Harris, Code Enforcement Officer, to discuss
the large vehicles parked at Victoria Lane. Priority will need to placed on this issue
and another meeting will occur perhaps as early as next week.
Commissioner Warden reports of several full portable dumpsters associated with a
landscaping business being parked on Carolan Avenue.
Commissioner Conway stated that he thought representatives from the Mothers
Club would be present this evening to speak on a recent encounter with a police
Department representative regarding an intersection that needs to be monitored
and the response given being the lack of traffic enforcement officers.

Burlingame Avenue/Clarendon Road - 4-Way Stop Signs
RECOMMENDATION: Staff does not recommend the installation of additional stop signs on Burlingame
Avenue to make the intersection of Burlingame Avenue/Clarendon Avenue into a 4-way controlled stop.
Staff does, however, recommend the use of the radar speed trailer, followed up with periodic selective
speed enforcement to curb occasional speeding.
DISCUSSION: The intersection of Burlingame Avenue and Clarendon Road is currently a 2-way stop
controlled intersection. Stop signs are presently posted on the approaches of Clarendon with no traffic
controls along the Burlingame Avenue approaches.
Staff received a residential request for consideration of a 4-way stop. A stop sign warrant study was
conducted to examine: 1) the need for a traffic signal instead of stop signs, 2) the accident history of the
intersection for a 12-month period, and 3) the minimum traffic volume count for vehicles entering the
intersection from all approaches. None of these three warrant conditions were met. Therefore, a 4-way
stop is not recommended nor supported by staff.
As well as examining the warrant criteria, staff also looked at the surrounding traffic control situation
along this part of Burlingame Avenue. Currently, the two intersections immediately east and west
(Burlingame/Bloomfield and Burlingame/Dwight) are fully controlled by 4-way stops. Staff does not
support consideration for an additional 4-way stop since such an installation would mean three
consecutive stops on Burlingame Avenue within the area between Myrtle and Victoria.
As is typical of past stop sign requests, this request is the result of concerns over speeding vehicles.
State and Federal regulations stipulate that stop signs should not be used as a form of speed control.
Stop sign warrant studies were devised to evaluate the potential for right-of-way assignment problems
on heavily traveled streets. As demonstrated in the warrant study done for this report, this location does
not meet conditions to indicate problems with right-of-way assignment.
This portion of Burlingame Avenue has a prima facie speed limit of 25 mph and is not certified for regular
radar speed enforced. Despite this, staff conducted several spot radar speed studies to determine if
there was an above-average number of speeding incidents along Burlingame Avenue. The results
revealed that, while there was an occasional incident of speeding, violations of the prima facie speed
limit on a regular basis was not verified.

lf a speeding problem exists, then the normal course of action would be to implement a concentrated
and rigorous speed enforcement policy. However, due to enforcement personnel constraints and
shortages, staff recommends the use of the radar speed trailer and selective speed enforcement as an
alternate short-term solution. Long-term solutions may include Tier 2 and Tier 3 Traffic Calming, as well
as a comprehensive speed enforcement program.
FISCAL IMPAGT: The impact would be the Police personnel cost involved in setting up and removing
the radar trailer, as well as personnel cost for selective enforcement.
