4.2.1 Additional stop sign at Occidental Avenue & Howard Avenue - 3 Way Stop
Mr. Chou stated that the current stop sign configuration of Occidental Avenue and
Howard Avenue was a non-standard installation. He presented the options of making
this intersection a standard 3-way stop, or removing the northbound sign to stop only
Howard Avenue traffic. He said staff recommended making this location a standard 3-
way controlled stop.
Mr. Gilbride, stated that he observed speeding vehicles along Occidental Avenue and
favored the 3-way stop. Mr Bojack said he walks this area frequently and that shrubbery
partially obstructed the view of pedestrians. He felt that a 3-way stop would be
effective. Ms. Canon stated that she had difficulty pulling out of her driveway due to
vehicles speeding along the curve of Howard Avenue and was in favor of a 3' stop sign
at this intersection. Ms. Smolinski stated that when attempting to cross with children,
they were nearly hit by vehicles, and expressed the need for an additional stop sign.
Mr. Kershner said he just moved here last March, and stated that crossing the street
was dangerous due to vehicles speeding along Occidental. He also favored an
additional stop sign. Ms. Giorni stated that riding a bicycle at this intersection was also
dangerous and was pleased to hear that it is acknowledged as a non-conforming
installation. She was in favor of a 3-way stop.

Motion: To accept the staff recommendation to install an additional stop sign at the
Occidental Avenue/Howard Avenue intersection in order to make this location a
standard 3-way controlled stop.
Mr. Chou stated that next step would be for this to be taken to City Council to be in their
minutes and listed in the Municipal Code.
4.2.2 Broadway/Paloma Avenue - Pedestrian Safety Measures
Mr. Chou reported that field analysis had been conducted several times over a course
of two weeks. He said that knockdown delineators appear to have a positive effect on
safety. The alternative of adding a stop sign did not seem feasible as this could cause
commercial drivers to shift over to the residential streets, and in turn create another
traffic issue. He said that the staff recommendation was to fine{une the crosswalk with
enhancements and looking into funding sources for a standard 4-way signal as a long-
term solution.
Officer Boll stated that the Police Department conducted selective traffic enforcement at
Broadway/Paloma Avenue intersection for approximately two weeks.
Chair Condon noted that cross-hatching was installed this morning al this intersection.
Mr. Horak stated that the knockdown delineators were of cheap quality and did not pop
back up vertically. He was pleased to hear that Mr. Chou wanted to enhance the current
delineators as 1-2 were being replaced every week. Mr. Horak expressed the need that
eventually a traffic light would be needed, and he would like to see a plan to get
funding. Ms. Giorni concurred with Officer Boll that pedestrians needed to be educated.
She also recommended "Do Not Block" boxes painted at this intersection. Mr. Bojack
stated that he was not in favor of a stop light, but liked the idea of the 'Do Not BlocK
box.
Commissioner Warden stated that he was at this location last evening and noticed that
it did seem easier for people to cross the street, and also witnessed two vehicles hit the
knock down delineators. He said that the sub-committee would be meeting in the next
few weeks or so and wanted to make observations from an evening commute
standpoint.
Commissioner James asked Mr. Chou to explain the use of speed tables, and the
distinction between a stop sign and stop lights. Mr. Chou explained that speed tables
were a type of Traffic Calming device that looked like raised crosswalks when installed.
ln regards to stop signs and/or signals, they both function to aftribute right of way at
intersections. Signals were the next step beyond stop signs.

Commissioner James stated that while traffic signals should be a long-range
consideration, speed tables might be the next step and should be given priority.
Additionally, with the addition of knockdown delineators and cross-hatching, he felt the
City was going in the right direction to enhance pedestrian safety.
Chair Condon said he was pleased that traffic calming efforts have proven effective,
and that a signal needed to be looked at as a long-term plan. He also stated that any
dramatic traffic calming actions should include notification of the surrounding
neighborhoods.

Motion: To deny the installation of temporary stop signs at Broadway/Paloma Avenue
based on the facts presented on the Traffic Engineer's report; and have the sub-
commiftee continue to work with merchants with a goal to include residents from the
side streets Paloma, Carmelita, Grove and Lincoln to provide a broader representation.
Finally, to look at other options like speed tables, and where signals should be
considered.

Mr. Bojack requested haffic control on Barroilhet Avenue due to speeding vehicles. He
expressed that since this street was bordered by three jurisdictions, it would get overlooked
by each city. He requested that a joint enforcement effort is made by San Mateo,
Hillsborough and Burlingame.
Ms. Hanson asked about a bright green "Caution" sign for children at Howard & Crescent
Avenue.
Ms. Phillips stated that Transit Oriented Development (TOD) has made San Mateo out of
control and warned Burlingame to limit development and expressed a need for a building
moratorium.
Ms. Lara concurred with the previous speaker regarding the excessive development of San
Mateo and presented a report and sketch ofthe Peninsula Avenue interchange.

5. ACKNOWLEDGMENT OF NEW ITEMS.
Ms. Giorni thanked the Commission for the new bicycle racks at City Hall. She also
expressed her concerns regarding the SamTrans bus stops, especially with schools back in
session. She mentioned the trafflc circulation situation dealing with Our Lady of Angels
School off-loading on their playground; and, how the Peninsula Avenue/Caltrans overpass
will affect Burlingame.

special session on Monday, August 14th. He said that the Burlingame City
Council would be holding a similar session on Tuesday, September 5, 2006.

7.4.1 Commission Chairperson's Report
Chair Condon expressed how nice it was to witness traffic enhancements
working. He said the improvements have made results.
Mr. Chou showed an aerial map overhead and reported on the SamTrans
proposed alteration to their Route 46 as part of the Caltrain/SamTrans railroad
corridor safety measures.
Chair Condon added that a letter was being prepared that would be sent to
Caltrain requesting that fencing be installed along the route by the end of the
year.
Commissioner Warden asked why the Route 46 could not run northbound on
Carolan to prevent people from crossing at Northpark where there are no
crosswalks.
Mr. Chou stated that SamTrans had difficulties planning how to cross Broadway
and the railroad tracks without impacting with their bus schedule.
7.4.3 Reports of Citizen Complaints or Requests
Commissioner Warden expressed his concern over the excessive amount of large
metal storage containers parked on streets. He noted one on Oak Grove just
west of California Drive, which had been there for two weeks and another on
Edgehill Drive for one week. He also asked about the parking prohibition on
Peninsula Avenue.
Commissioner Warden also expressed concern over a limousine service running
out of a residence at Crossway and Palm Avenue. He asked that the City
Attorney address this situation again.
Chair Condon asked about looking at the corner of Mills Avenue and Highway
Road for red-curbs on the corner to improve visibility. He also mentioned
vehicles parking long-term at Victoria Park, and at California Drive.

Commissioner Conway noted that some vehicles on his block were recently egged and
asked Police staff if there have been other reports of this nature. Officer Boll responded
that the most recent reports of vandalism dealt with BB guns or river rocks used to
shatter rear SUV windows.

potential projects for comment, as well as receive public input on other ideas for bicycle

RECOMMENDATION
To increase public safety through the enforcernent of tramc laws associated with red light trafrc signal
violations by adding red light photo enforcement to the intersection ofEl Camino Real and Broadway Ave
BACKGROUND
Police departments across the country are struggling with iszues including budgetary concerns and tle human
resources available to accomplish the increased demands from citizens (especially in dealing with trafrc related
issues). Increased amounts oftraffic on city roadways require increased traffic enforcement; however, budget
and police staffing levels remain oonstant. Because of tiis, it is prudent for cities to investigate the use of
existing and emerging technologies. There has been some debate on the use ofthese technologies; however,
photo enforcement is seen by law enforcement as a viable trafEc safe{y solution as we move into the 2ld
century.
According to the United States Department of Transportation (USDOT), each year red light violations cause as
many as 200,000 crashes and 1,000 fatalities. Burlingame is not immune to these problems. Many of our
intersection collisions are directly attributable to red light violations. Red light violations directly affect the
quality oflife in our community and create a serious danger to tie motoring public and law enforcement
officers.
One of the proven and most cost-effective methods to address red light violations is through tle use of
automated red light photo enforcement. Red light cameras started out as a railroad crossing progrem. They
have operated in Europe and Asia for decades. The first progam in Califomia was implemented in 1997 in
Oxnard. In 2003, state legislation was enacted which codified red light camera programs. There are currently
over 70 law enforcement agencies in Califomia utilizing red light cameras. The Department of Transportation
has reported that red light running violations decreased by as much as 30% to 600lo at intersections in
jurisdictions where cameras automatically identified violators. In additioq there are studies that indicate that
implementation of red light camera systems has a secondary effect of reducing all types of violations and
collisions in areas where they are installed.
While the Burlingame Police Department diligently strives to make the streets safe, a red light camera program
would provide 24-how, 7-day a week enforcement at intersections where violations and crashes occur most
frequently. Collisions involving red light running are most likely to result in injuries and significant property
damage. When there is no collision involved, it is often more dangerous for police officers to apprehend and
cite a red light runner because the officer must often also run the red light to stop the violator. After careful
study, it is recommended tllat Burlingame move forward with adopting a red light camera enforcement
pro$am. The goal of this program is to reduce the number of red light violations in our city, the number of
crashes related to red light violations, and increase the safety and quality of life in our community.
LEGAL ISSUES
California Vehicle Code Section 21455 alrtd its subsections authorize automated red light enforcement under the
following conditions:
The agency must identiS the system by sigrrs.
There must be a minimum yellow light change interval (Caltrans specifications).
The agency must issue warning notices for the first 30 days.
The agency must make a public announcement 30 days prior to commencement.
The agency must perform administrative day-to-day functions and maintain control
The agency must develop uniform guidelines for screening and issuing violations.
The agency must allow the violators to view the photos and/or videos.
Citations must be issued by a certified employee ofthe agency.
There must be a public hearing prior to adopting a red light camera program.
TECHNOLOGY AND VENDORS
Police Department Staff has evaluated several vendors who provide red light camera programs. During this
evaluatioq staff reviewed various technologies available for photo enforcement progftrms, spoke with
represertatives from different vendors, and met with personnel from local law enforcement agencies that
operate such programs. As a result of this evaluation, it is the recommendation of staff to select Redflex Traffic
Systems. The selection was based on the technical aspects of its program, positive customer references,
familiarity with San Mateo County judicatory processes, and the overall success of its programs. Additionally,
Redflex is presently the only vendor which offers the following capabilities deemed necessary for an effective
red light photo enforcement program.
Full color still camera and firll motion video camera combination system. Other companies utilize only
stills or only video. "Video only'' has poor image qualrty and "still orily" provides less conclusive
evidence.
Inclusive "live" real-time intersection monitoring solution.
Multiple trigger option solution (i.e. video, loop, radar). Other companies utilize only one trigger option.
The "one-size fits all" approach diminishes performance.
Only provider which is financially viable and financially solvent. Other vendors have had a financial
loss quarter after quarter; with questionable long-term viability.
Most proven digital system capabilities with over 200 "live" systems in the State of California.
Only vertically integrated provider. Other companies outsource critical functions, such as camera unit
development and back-office development, which has proven to negatively impact program success.
Proven ability to cover all violation movements, including left-turn, straight tkough and right-on-red.
Other vendors have limited system capabilities to include only left or straight through violations.
LOCAL IMPACTS
In May of 2006, Police Department Staf and Engineering Department Staff suggested several intersections to
be examined for feasibility of red light camera systems. This list was based on many factors including traffic

flow, intersections with high violation potanfial, and intersections high in total collisions due to red light
violations. On May 18, 2006 (a Thursday), from 6am- 10am and 2pm-10pm, Redflex performed their study.
The following chart lists the intersections surveyed and the results:
Based on their study, Redflex concluded that the intersection of El Camino Real and Broadway Ave.
(northbound) is the only viable location (at this time) for implementation of a red light camera system. Coupled
with the recent complaints brought forth to our TrafEc, Safety, and Parking Commission regarding various
other traffic related violations taking place in the Broadway Ave. area, Police Department Staffbelieve that not
only will a red light camera system reduce red light violations and accidents at the intersection of El Camino
Real and Broadway Ave., it will also have a traffc calming effect in the entire Broadway Ave. area.
Caltrans was also contacted regarding the intersection of El Camino Real and Broadway Ave. The Burlingame
Potce Department requested a study ofthe trafrc signals at the intersection to ascertain whether or not a longer
yellow light time or a longer "all red" time could be used to further increase safety at that intersection. Caltrans
conducted a study in August of2006. They advised that the yellow light time for northbound El Camino Real
trafiic is 3.6 seconds, and the *all red" for the entire intersection is 0.5 seconds. Caltra.ns felt that both those
times were sufficient for that intersection given the speed limit in that area and the lack of any special
conditions present (e.g. high speed approaches, blind intersections, unusual geometrics, etc.). This study did
not tate into account any additional specific studies that Caltrans may conduot if the red light camera project is
apprcved for that intersection.
FISCAL IMPACT
The equipment for the red light camera system is on a lease basis from the proposed vendor, Redflex Trafiic
Systems. It should be noted that Redflex is ofering a "cost neutrality" clause whereby the city does not have to
pay the vendor the full amount of the monthly lease for an intersection if adequate fines are not collected tlat
month. It is estimated, based on historical information from other jurisdictions utilizing red light cameras, that
the fines generated each month will cover t}te leasing cost.
