M/S/C: Cohen, Condon; 5/0/0 4.2 DISCUSSION ITEMS 4.2.1 Cowan Road/Mahler Road/Gilbreth Road - Height, overnight parking, and limited-time parking restrictions Traffic Engineer Chou informed the Commission that he was awaiting information from Mary Donnelly of Sky Chefs regarding their on-street parking needs before scheduling a second public meeting. He added that this was necessary because based on that information, the City could then develop a more comprehensive plan regarding Gilbreth Road and 8- hour parking limits. 4.2.2 Trousdale Drive/Quesada enhancements Way (Franklin School)Crosswalk Traffic Engineer Chou explained that representatives from Franklin School's Traffic Safety Commiftee asked about installation of cross- hatching for the crosswalk at Quesada and Trousdale. Mr. Chou explained that the crosswalk and intersection was cunently fully controlled with stop 2 The City of Budingame Page TRAFFIC, SAFETY AND PARKING COMMlSSION Meeting Minutes - Unapproved Thursday, November 10, 2005 signs. He added that other safety measures had already been installed, such as new warning signs and speed limit. Mr. Chou stated that a traffic signal study was conducted and this location did not meet the warrant conditions. He said that installing additional crosswalk enhancements such as cross-hatching was not recommended at this time. He explained that since the intersection was already controlled by stop signs, drivers were already required to stop and essentially look out for pedestrians. Further enhancement would be redundant and not cost-effective since it would not improve the situation significantly. Mr. Chou concluded by saying that staff was concerned and wanted to review the subject further when the hospital was finished with its reconstruction. Commissioner Conway stated that he believed that the Commission should stick to the policy it adopted for crosswalks and enhancements. He stated that he and Commissioner Condon believed that if there were serious circumstances, then cross-hatching might be considered for installation. However, for this situation and for the time being, he believed that there was a lack of evidence to show an ongoing problem. Commissioner Conway also supported the idea of re-evaluating this situation after the Mills/Peninsula hospital work was done. This might even including examining a number of other streets. Commissioner Condon concurred and said the City should wait until the hospital work was finished; and, that at this time, the intersection did not warrant any changes. He added that in another year or two, another visit to this whole area would be necessary. Motion: To move to action. Traffic Engineer Chou explained that a problem existed with the current situation. He said that there was a painted crosswalk that was marked in front of a private, residential driveway. He added that the paint was extremely faded and that it was not prudent to direct pedestrians into a private driveway. He concluded by saying that staff recommended its removal. Chair Warden asked if staff was looking at any other location to install the crosswalk. Mr. Chou said they that were not, but that if staff were to recommend a location for a crosswalk installation, it would be at the intersection. M/S/C: James, Conway; 5/0/0 4.2.4 Hillsdale Drive/Balboa Avenue - Pedestrian crosswalks Traffic Engineer Chou explained that a field investigation was conducted for the intersection; and, that there were no marked crosswalks there currently. He said that old traffic counts showed approximately 7,000 vehicles haveling along Hillside Drive over a 24-hour time period. Mr. Chou stated that a one- to two-percent increase in traffic volume would be reasonable for today. He added that staffs concern was over the volume of vehicles and the proximity of the intersection to El Camino Real. One block away from El Camino Real meant most drivers who are making a left turn are not really concentrating on this intersection, a block away. Mr. Chou was conc,erned that this could promote a situation where pedestrians would be lulled into a false sense of security because of two white lines 4 Page Chair Warden read aloud a request by Pat Giorni expressing her concern with the intersection of Hillside and Balboa. He said Ms. Giorni was requesting painted white lines across Hillside to designate pedestrian crossing. He added that Ms. Giorni did not believe a stop sign or a 'Ped X- ing" sign was needed. He said that with unmarked crosswalks, pedestrians usually become wary of stepping off the curb, and exercised a little more caution before crossing a street. This was not necessarily a bad thing. Mr. Chou also stated that the volume of pedestrian traffic at this intersection was not high. He said that in most cases, cautious pedestrians would see the intersection and use either the El Camino Real or Cortez intersections to cross Hillside. Mr. Chou stated that staff did not support installing marked crosswalks, but if there was a concern with drivers being inattentive and too driving fast, staff could install or place a radar trailer at this intersection to slow down drivers. Mr. Chou also said that there currently were no school signs on Hillside informing drivers about their approach to Our Lady of Angels School. The signs could state '25 MPH When Children Are Present'or other appropriate School Zone signs. Chair Warden asked about posting a sign stating "No Pedestrian Crossing", as has been installed at Oak Grove and Paloma, one block off the El Camino Real. Mr. Chou said that without examining accident history, the City would want to allow use of sidewalks and crossing at typical intersections. He added that staff would need to compare the pedestrian volume versus accidents/pedestrian collisions before considering crosswalk closures. Commissioner James asked for verification in addressing the real issue. Mr. Chou explained that the installation of a crosswalk might not be the solution to addressing Ms. Giorni's concern of high speed traffic and drivers not allowing pedestrians to cross the street. He said that if this is the real problem, staff would need to focus on the drivers' situation, not necessarily putting more paint down to facilitate more pedestrians stepping off the curb under these conditions. ACKNOWLEDGMENT OF NEW ITEMS None. 6. FROM THE FLOOR Linda Abbey commented on the high volume of haffic on her street, across from Mercy High School. She was requesting removal of parking spaces due to parked vehicles being hit and a long history of accidents in this area. She stated that this information, along with letters, were on file. Ms. Abbey presented concerns regarding zoning and use violations of the Mercy High School parking lot. She also provided a petition, signed by her neighbors, requesting a speed survey and traffic count at the gate surrounding Mercy, as well as the streets surrounding the school. Chair Warden responded to Ms. Abbey's inquiry by explaining that the request for the Commission to investigate the additional parking at Mercy High was a private property mafter, and an issue for the Planning Department. Regarding the issue with speed enforcement, he explained that this area could be placed on the selective enforcement list, where the Police can use radar and watch for stop sign violators. Mr. Chou recommended staff contact the residents for a neighborhood meeting to answer their questions, then conduct counts and studies in January or February. Afterwards, staff could return to the Commission with an agendized item for discussions and possible action. Chair Warden explained that the Commission had previously worked with the school on creating a traffic flow plan which helped, and it was a good way to receive cooperation from Mercy. He also said that the Commission should consider if the service road should be open 2417. Chair Warden concluded by saying that the next possible steps might be to contact the Planning Department, form a committee including himself to examine the planning issues; and, have Police provide selective enforcement. Commissioner Cohen agreed with Mr. Chou and believed that the Commission should not only talk to the high school, but all people concerned. He also thought that the City should obtain data from previous years. Sergeant Shepley informed the Commission and public that the Burlingame Police Department would respond to all calls for service on public property. INFORMATION ITEMS 7.1 Bicycle Safety lssues in Burlingame None. 7.2 From Council to Commission/Staff None. Traffic Engineer Chou repo(ed that staff had begun implementing the short-term actions from the Burlingame Downtown Parking Study. He said that most of the actions should be completed by December or January. Mr. Chou also reported that Engineering and Police staff were working with Our Lady of Angels School principal, Ann Stovall, regarding new change made to the traffic circulation at the school. He said that in the afternoon, parents were now being asked to come in from Cabrillo Avenue (from the Easton side), drive through the lot, making a circle and drive back out onto Hillside using a signal. Mr. Chou said the new changes were reported to have little effect on traffic. He added that staff met with the new principal and informed her that some of the neighbors were questioning the traffic situation and wondering why it was reverting back to the way it was two years ago. He concluded by saying that as of yet, most of the residents have not said that the impact was too great. Commissioner Condon added that the Our Lady of Angels School made recent changes due to their new Mass schedule. Chair Warden suggested a letter to the new principal with an invitation to attend December's meeting. Mr. Chou suggested that he could contact the resident who called him to see if they could talk amongst their other neighbors and determine how real the 7 The City of Burlingame Page 7.3 From Staff to Commission 7.3.1 Traffic Enginee/s Report TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Unapproved Thursday, November 1 0, 2005 concerns might be. He said that staffs initial concerns were over the residents coming to the City unhappy with the new plan. But, Mr. Chou also said that the principal assured him that the current plan was not receiving negative feedback. Chair Warden recommended agendizing this matter as a discussion item for the next meeting. 7.3.2 Traffic Sergeant's Report Sergeant Shepley provided some details regarding the following matters: . Details on the fatal accident on El Camino Real. Selective enforcement list, which included double-parking for drop- offs and pick-ups at St. Catherine's School. The Chief of Police is working with DBID staff and Broadway merchants to develop a friendly relationship with the parking staff. The tree lighting ceremony is planned for December 2. The Fire Department had an exercise to divert major traffic on Bayshore for an afternoon while a fire apparatus came in and simulated a hotel fire with a fatality. A Smart Meter vendor meeting was held and new smart meters were estimated to be between $10,000 to $15,000, depending on the options included. 7.4 . Traffic Division was involved in taxi 'stings" and taxi permitting. From Commission to Staff 7.4.1 Reports of citizen complaints or requests. Chair Warden would like to re-visit the 700 block of California Drive. He reported a big truck and recreational vehicle that has been parked overnight for two weeks. 8 The City ot Burlingane Page Commissioner Condon said that he was still concerned with the storage containers on the Cortez side creating a blind spot where children could be injured by cars backing up. TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Unapproved Thursday, November 10, 2005 7.6 He also reported that storage of vehicles on public streets seemed to be increasing again. Chair Warden also asked about painting red curbs at the crosswalk on Oak Grove, by the Christian Science Church. He was concerned that people were parking in the crosswalk. Sergeant Shepley explained that California Vehicle Code already prohibited vehicles from parking in crosswalks. He added that he would include this item on his selective enforcement list. Chair Warden finally asked if a sigh could be posted requesting drivers to slow down on Westmore Drive. Sergeant Shepley responded that for this particular case, Police was relying on the Sheriffs office and Millbrae Police for help in diverting the haffic. 7.5 Comments and communications Commissioner James congratulated Commissioner Cohen on his successful election to the Council, and Commissioner Condon for a great fight in seeking a seat on the Council. Commissioner Cohen thanked his fellow past and present Commissioners, staff and the public. He said his position on the Traffic, Safety and Parking Commission has been a real public education. Commissioner James inquired about an evacuation plan for the City, and whether or not to make a recommendation to Council. Commissioner Cohen explained that the Expo Center will be having 27 booths at the San Mateo County Emergency Preparedness Day this Saturday, starting at 10:00 a.m. Commissioner Condon explained that the Office of Emergency Services has a plan in place. Sergeant Shepley informed the Commission that John Parkin, the City,s Emergency Services representative was working on such plans. Commissioner James now believes the businesses directly impacted by this mafter did not have a problem and the matter was based on someone else's complaints. 4.',| The City of Burlingame Page 2 TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Unapproved Thursday, September 8, 2005 M/S/C: Condon, James; 5/0/0 4.2 DISCUSSION ITEMS 4.2.1 Cowan Road/Mahler Road/Gilbreth Road - Height, overnight parking, and limited-time parking restrictions Traffic Engineer Chou explained that two meetings would be established; one meeting at the Sky Chefs facili$, and a second meeting at City Hall. He said that the first meeting would be a day meeting and the second meeting would be in the evening. Mr. Chou explained that he and Mary Donnelly (Sky Chefs) were working on a schedule for the first meeting. Commissioner Conway said that he believed most public meetings have smaller turnout than what is generally expected. Chair Warden suggested having the meeting take place in a neighboring hotel conference room. Commissioner Condon was concerned that there might not be a lot of participation from surrounding employees - which would be the people this meeting was for. Mr. Chou recommended that the item be continued for next month, and that a meeting schedule could be established within the next two weeks. 4.2.2 Edgehill Road and Chula Vista Avenue - Stop sign request Traffic Engineer Chou reported that a stop sign warrant study was conducted and that the study showed no need for stop signs. He said that according to the accident history, there were no reported accidents at this location within the last 24 months. He also said that volume counts were low for a residential area. Mr. Chou did state, however, that vehicles were observed negotiating left turns at the intersection at high speeds. He said that the east-bound Edgehill traffic making left turns to go north on Chula Vista were "cutting the corners" and making the turns at a high rate of speed. TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minules - Unapproved Thursday, September 8, 2005 Mr. Chou explained that one way to address the speeding problem would be to install short sections of centerline stripes at the approaches. He added that reflective roadway buttons would ensure that drivers stay in their lanes, and force drivers to make acute left turns at slower rates. Mr. Chou also stated that there was a sight visibility impairment at the corners. He said that some additional red curbing could address this, but that the red curbs would also give the drivers incentive to take the turns faster. lrvin Ungar commented that he liked the staff recommendation and believed it would slow people down. Motion: To move to action. M/S/C: Condon, Cohen; 5/0/0 Motion: To accept staff recommendation to deny stop signs, but also to install centerline striping at the approaches to the intersection of Edgehill Road and Chula Vista Avenue. M/S/C: Conway; Cohen; 5/0/0 4.2.3 Occidental Avenue - 6-month temporary re-installation of 2-hr. parking restrictions. Commissioner Conway excused himself from this discussion because of the close proximity of his personal residence to this issue. He stated that this put him too close to the area in question. Chair Warden announced that the City received two e-mails regarding this item. One supported the continuation of not having the two-hour limit signs, which was submifted by Mr. Kelly. The second e-mail message requested that the two-hour signs be re-posted on the 300 block of Occidental. That message was submitted by Ms. Karen Odden. Traffic Engineer Chou explained that the 2-hour signs were initially removed from lhe entire street of Occidental for a six month test period. After the test period, it was determined that there were concerns over parking abuses returning into the area from Burlingame Avenue. As a result, the Commission had voted to reinstall the 2-hour parking restriction on the majority of the street. The only section that continued to have no restrictions was along the west side of the 300 block of Occidental, where Page 4The City of BuliNane TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Unapproved Thursday, September 8, 2005 most of the residents, who were present at the past meetings, said they preferred that situation. Mr. Chou continued by saying that since there was no unanimous support to keep lhe 2-hour parking signs off the west side of the 300 block, the Commission decided to give another six months to review whether or not the residents would feel the same after the rest of the street had the reinstated parking restrictions. Mr. Chou said that the six month period was now over, and the Commission was faced with the decision of whether or not to re-install the signs. He added that comments and concerns were received regarding the spillage of parking abuses into the un-regulated section from the rest of the street. Mr. Chou concluded by saying that if the Commission still determined that there was a "50/50 split", then staff would suggest a parking study by the City which should resolve this problem. The study would be impartial and provided to the Commission with information which would help serve the best interest of the overall public. Commissioner Condon asked if there was any communications regarding opposition to the 2-hour signs being posted back up in the last six months. Mr. Chou said that the re-posting has been well accepted, and that he has not received a ground swell of people stating that this was not working for them. He added that it was evident that the vast majority of people living on that part of Occidental Avenue were requesting the signs be put back into place. Susie Klein stated for the record that she had spoken to most of the people on both sides of the 300 block of Occidental, as well as on the east-side between Ralston and Burlingame Avenue. She said that almost everyone she spoke with agreed that the best possible solution would be parking permits for the residents. She added that there were a number of people on the block who could not attend this meeting, with a few who were planning to send e-mails. Ms. Klein stated that two petitions were submitted with signatures from a majority of the people on the block. The petitions requested permanent removal of the 2-hour parking restriction from the 300 block as well as from the east-side of the block. Ms. Klein also stated that the resident's driveways were narrow and accommodated only one car, that all the families had friends and visitors who needed to park on their block. The City of Budingame Page 5 Anastasia Cole commented that she has never received a ticket. Ms. Cole stated that Occidental was known to been a "free parking" area off Joe McVeigh stated that he agreed with permit parking, and pointed out that there was 2-hour parking on other streets in the neighborhood. Mr. McVeigh asked the Commission where they thought the problems weregoing. He asked why not take down the signs on Ralston, Burlingame Avenue, and Chapin. He stated that in his opinion, there was either a problem on all the streets, or none ofthe streets. Karen Odden mentioned that she did not wish to deny her neighbors parking in front of their homes, but she took issue with the fact that before the signs came down, there were no business dishict parking problems on their street. She also commented that while walking her dog between Ralston and Burlingame Avenues, the parking areas are full, Monday through Friday, and that the spaces in the 2-hour parking restricted areas were not being used. She stated that having 2-hour signs had created a problem for her. Ms. Cole claims her quality of life has gone down and she was no longer willing to go along with the change. She stated that she wants the 2-hour parking signs back up. Jack Odden stated that he would like to go back to what was there before and have the signs on both sides of the street. He asked that if the Cig were to allow one block of residents to have no restrictions because of their parking constraints, what would this situation potentially do to the entire neighborhood? Michael Spare spoke of multiple problems on the street that needed to be addressed. He stated that the signs needed to remain up, but also believed that every house needed permits for themselves and for their guests. Mr. Spare commented that the residents pay a lot of taxes on this street, and that the houses were very expensive today. He also believed that people abandoned their cars for three or four days while out of town. He said that he had trucks parking every night and all weekend in front of his house, and that the police could not do anything because the trucks were under the maximum weight restriction for the street. Mr. Spare stated that the 2-hour restriction signs should be posted and permits should be provided for the residents. He also added that Occidental Avenue has turned into a high speed zone (50-60 m.p.h.) from El Camino Real to Ralston. He finished by saying that the street also needed stop signs on the corner of Burlingame Avenue and Chapin since he felt that this would eliminate the speeding. She said that she would be happy to have the signs up if she could park in front of her home without getting a ticket. She supported a parking permit and would be willing to pay an annual fee for the permit. Karen Odden spoke again and ask the Commission about a sign statin s,"Residential Parking". Commissioner James asked Ms. Kline if she indicated that citations were not being issued in the area. Mr. Kline responded by saying that this wasn't true, and that his neighbor, Mr. Kelly, had received three or four citations in the last couple of years. Anastasia Cole stated that her family and friends have never received a ticket. Commissioner James explained the motivation to his last question by saying that he understood there to be a difference between the "letter of the lau/' (enforceable strictly as written and intended) and the 'spirit of the law" (as a general guideline). Chair Warden reiterated that the former traffic sergeant, Sgt. Cuiler, explained that if a law was on the books, then it would be enforced. He added that enforcement depended on the workforce, manpower, and rotation of the Police Department staff. Commissioner Condon pointed out that signs were taken down, and then complaints were received. But when the signs were installed, there were no complaints. His recommendation was to put the 2-hour parking signs back up and if there wasn't a happy medium, then he would support a parking study - if the budget could afford it. Commissioner Cohen stated that he would like to go on record by saying that he was intrigue by a parking study. He also questioned what would happen if all parking restrictions were eliminated within a six block area. Would they all concentrate on the more convenient spots close to El Camino Real or would the parkers travel farther away? Would they reverse their parking patterns? Traffic Engineer Chou informed the Commission that the City did not have a budget for a study, but that staff could provide a short and quick study that was aimed at the 300 block of Occidental. He said that placards were not simply printed up and handed out, but that it had to be done by the police department. Chair Warden also reminded the public that there was no legal entitlement to park in front of your own home because these were public streets and are available for anyone. Chair Warden stated that he had driven on Occidental since the situation started, and that he had seen significant increases in the amount of cars parked there during the day since the signs were removed. He added that he was told by several people that employees from Burlingame Avenue businesses were parking in the neighborhood and the situation was worsened due to word of mouth. Chair Warden reminded the public that the City had recently made a recommendation to change the length of times and cost in some of the parking lots a block away from the downtown area. With some publicity, this change should direct some of the traffic off Occidental and into the under-used parking lots. He added that he had also recently noticed trailer parking on the corner of Farrington and Oak Grove. 7.5 Comments and communications Traffic Engineer Chou commented on the matter of protocol for a change in vote on a previous item. Commissioner James explained that after some reflection, he was not comfortable with his vote on the issue of City Hall Lane. Mr. Chou explained that after consulting with the City Attorney, there were two options. He said that the first option was for Commissioner James to request that the approved minutes for the August 11,2005 meeting have an added statement which would clearly say that the Commissioner had rethought this matter after the meeting, and no longer supported his original vote. As a related matter, Mr. Chou informed the Commission that Mr. Salma had presented the City with a petition signed by the various businesses along City Hall Lane, which appeared to support the removal of the parking meters in favor of a 'self-regulated" permit parking system. Mr. Chou said that he would be talking to these individual businesses to make sure the signatory were authorized to sign for their businesses; and, that they were aware that 'self-managed" would mean that the City would not be administering the permit system. He also said that if a system were to be implemented, the City would just be involved in the enforcement issue, but not the keep track of fees for the permit or the amount of permits issued. Mr. Chou said that if the Commission wanted to re-vote on the City Hall Lane item, then the possibility of a self-managed permit system would have to be factored into the discussion process. Chair Warden asked if the other Commissioners were comfortable with putting this matter back onto next month's agenda for discussion. He said that this would be based on a discussion with the Traffic Engineer regarding the City's current parking philosophy of short-term parking near downtown, and long-term parking in the outer areas. INACTIVE ITEMS 8.1 Easton Drive - Eucalyptus tree at Easton and Cabrillo Mr. Chou said that if this matter were to come back for discussion, the Commission would need to look at the entire lane because either some type of permit system would be implemented, or the meters would need to be modified to reflect the overall parking scheme. He recommended that the Commission wait to look at this matter until it could be determined that a permit system could be established. He advised against implementing two actions at the same time with the result of having different or opposing conclusions. Commissioner Cohen stated he was comfortable with having the matter come back for discussion and wanted to hear the perspective of Commissioner James, but he was not comfortable on re-voting the issue. Commissioner James clarified that his opinion changed because the staff report had brought up a few questions. First, he asked, "Did the staff recommendation accomplish the substance of the report?" Commissioner James said that he felt it did not. Second, "Did the businesses at Crosby Commons have an existing problem?" Again, he felt il did not. Commissioner James further stated that this matter started with a complaint from somewhere else; and, based on that, a decision was made that he later thought was wrong. He said that he did not believe the Commission should make changes based on complaints that impacted people other than the complainant. Commissioner Conway disagreed and was comfortable with last month,s vote. He added that he believed that the best course of action would be to let the solution play out. He was not in support of re-opening the issue before more data could be collected and believed this would be a waste of staff time. He felt that this would create indecision and anger in the public. Chair Warden stated that he did not believe that there was any additional information that would change his vote. He said that if this item came back with new information, then the Commission would have the right to re-open and change their decision. lf this were to happen, then it would be the right time to re- open the item. BACKGROUND: ln September of 2005, LSG Sky Chefs consolidated their entire work force to their Cowan Road facility. Approximately 150 new employees, spread over several work-shifts, were added to the Cowan Road facility. Prior to their consolidation, Sky Chefs asked the City to help address their concerns over parking on Cowan Road. On October 5, 2005, the City staff, TSPC Commissioners, Sky Chefs representatives, and other business personnel from Cowan Road and Mitten Road met to discuss possibilities regarding parking limits. At that time, it was agreed that the City would further investigate the possibility of designating Cowan, Mitten and Malcom for 4-hour parking while changing a portion of Gilbreth to 8-hour parking. Staff would only proceed after receiving parking data from Sky Chefs on estimated on-street parking needs. DISCUSSION: After an initial neighborhood meeting in October of last year, no further develops have arisen regarding the need for modified parking in the area. Staff had planned on a second public meeting specifically for the businesses farther along the south end of Gilbreth Road. The need for this meeting, however, was based on the premise of extending the parking limit changes on Gilbreth from Cowan down to Mahler; as well as considering 4-hour limits on all the side streets such as Mahler, Hinkley, Stanton, Malcolm, Mitten and Cowan. Staff contacted LSG Sky Chefs representative, Mary Donnelly, for an update on their parking situation and to receive data regarding their on-street parking needs. lt was determined, however, that Sky Chefs no longer requires help from the City in resolving their parking needs on-street. Ms. Donnelly requested that no further evaluations take place. Her request is based on the fact that Sky Chefs has implemented several shift adjustments and has encouraged personal changes in parking habits of their employees. As a result, Ms. Donnelly determined that the best course of action at this point is not to change the parking limits. Since staff sees no need for changes to the parking situation on Cowan, Mitten, Malcolm, and Gilbreth, additional plans to alter the parking limits on Mahler, Stanton and Hinkley should also be placed on hold. Originally, through a petition, the majority of businesses on Mahler and Gilbreth had requested the current 4-hour limit on Gilbreth Road. lf new changes to the parking limits in the Cowan area are not needed, staff feels that changes should also not be considered or implemented for Mahler and Gilbreth. There has been no overwhelming demand for changes to the current parking situation in the entire area other than the, now retracted request from LSG Sky Chefs. BACKGROUND: ln September ot 2004, Our Lady of Angels Schoo! worked with staff and the TSPC Commissioners to establish a pick-up and drop-off route that would address some of the traffic congestion problems brought forth by residents on Cabrillo Avenue and Cortez Avenue. At that time, several changes were also made to curbside parking zones on Cortez and parking procedures for special school, athletic, and church events. The primary change was in regards to the traffic circulation during pick-up and drop-off times. The school was able to direct traffic so that parents would arrive from Hillside Drive, turn onto southbound Cortez and circulate through the school property, exiting onto Cabrillo Avenue. As of September of 2005, a new school Principal has been hired. PrincipalAnn Stovall implemented a new traffic plan which now has parents picking-up from Cabrillo, circulating through the west half of the school yard, then turning around and exiting through a second driveway back onto Cabrillo Avenue. This current route was implemented in response to school concerns over having children cross in front of vehicles as they load. This new plan removes that potentia! problem and appears to be very similar to the original route that was used before the changes made last year. While the Principal Stovall assured staff that the City was notified of the planned change prior to implementation, it was only through neighborhood questions that TSPC staff (both Engineering and Police) were informed of the change. This notification was done after the school year had already begun and the new plan was in place. DISCUSSION: Staff held a meeting with Principal Stovall in November of this year to get clarification and to provide some background history regarding the trafiic situation. At that time, staff was informed that after the new circulation plan was implemented, the general response from the neighborhood was positive. The difference between this plan and the prior to last yea/s change was that pick-up times had been modified. Staff conducted several field investigations to veriff if any problems still exist. Based on these investigations and conversations with certain neighborhood representatives, the traffic situation on Cabrillo Avenue seems better now than when the similar plan was used prior to September 2004. Staff also compared the traffic situation of this plan with the plan implemented last year on Cortez Avenue. The analysis revealed that the waiting time on both streets was similar in duration. Through-traffic access was impaired under both situations for approximatety 5-10 minutes. Staff believes that this current plan can be modified slightly to improve through-traffic access by way of elimination of curbside parking along the east side of Cabrillo during pick-up times; however, staff also feels that there may be considerable resistance from the school over this idea since it would mean the eradication of staff parking during a certain part of the school day. While complaints from residents have been minimal to none at this point, staff feels that this situation would benefit from continued monitoring, and possible modifications to the current configuration, as needed. Staff recommends that the original sub-committee that dealt with this situation be prepared to meet separately with the school and staff, if and/or when the City hears that the traffic problems may potentially escalate to its past conditions. Issue I Winter 2005 Chalking - A Tool Used for Rotating Traffic The parking bureau has always used chalk as a way of encouraging parking circulation. Due to shortages in our staffrng, we have been chalking less. However, you have probably noticed that the parking enforcement offrcers have been chalking the Burlingame Ave core area on a regular basis. We have done this at the request of the Downtown Business Irrprovement District. The goal is increase the number of customers entering our core business area during the holiday shopping season. The goal of chalking is to deter those that feed meters. Feeding the meters is illegal. If someone parks at a one hour meter on Burlingame Ave, they must move their car l/1Oth of a mile before they can park in the I hour Burlingame Ave zone. Inserting more money into a meter does not relieve a person from having to move their car if one hour has passed. Chalking is a visible means of letting those that park know that they will be subject to citation if they feed their meter. They must move their vehicles within the time zone they have parked in. Agaiq our goal is not to cite. It is to rotate traffrc. Hopefully, those that are chalked will move their cars before they are cited. This way, those that are looking for parking spaces will be able to find the spots they seek and support our business community. r t.T' E -lz, ..' The Supply and Demand of Downtown Parking Parking in the Downtown Burlingame Ave shopping district is a delicate balance between supply and demand. Our goal is to create a parking environment that meets the needs of our residents, merchants, and those that come to the City of Burlingame to engage in commerce. Parking revenues go into the City's parking Enterprise Fund. These flrnds are not allocated for only parking enforcement purposes, but also to engineer the parking system to meet the supply and demands of the three groups. This includes streetscape. Thus, the revenue generated from parking enforcement is used to open up parking spaces to support the downtown businesses. Our Parking Bureau's mission is not designed to generate revenues for supporting various municipal frrnctions. Its mission is to create an environment that meets the interests of each of the three groups. The common interest is to circulate traffrc. Put another way, our mission is ensure parking spaces are available for these three groups. The goal is to make our limited supply of parking spaces meet the demands of all. Obviously, each group has specific needs. Rotation of parking spaces in our core business , _ district is the outcome of our balancing supply and,!'!{{errnnd. For instance, we have found over time that the*" / desire of most is to create a quick turnover of parking spaces on Bwlingame Ave. This is why there are t hour parking spaces on Burlingame Ave. Longer term parking in muni lots, and side streets, are provided for those that cannot conduct their business in one hour. Engineering's Impact on Parking The Engineering departrnent is working to make several changes near the New Year. These changes include:o Change rates at Lots N and G (S of Howard) from $2/day to $1 for l0-hours.o Change free parking at Lot F (S of Howard) to $l/day.o Change time limits on all meters in Lot V (small lot at Burlingame Train Station) from 2-hours to 4-hours.o Change time limits on a portion of the meters in Lot B-l (Chapin W of Primrose) from 2-hows to lg-hours.o Change rates on the new 10-how meters to $2.50/day - Keep the existing rate of $0.75 per hour on remaining 2-hour meters. o Change time limits on Howard Ave (Primrose to Highland) from 2-hour parking to 4-hour parking. The goal of these changes is to help move long term parkers, such as enployees, to the outskirts of the Burling"ir" Arr" .or" area. Attached is the final report covering the Avoid the 23 enforcement results through January 1.
