4.2.1 Primrose Road/Howard Avenue - Designation of 24-minute Green Zones.
Traffic Engineer Chou informed the public that during the February 9, 2006
meeting the Commission requested that staff conduct area-wide notification
for the surrounding businesses inviting them to participate in discussion
regarding the green zone on Primrose and Howard. A sub-committee was
established to investigate the green zone in detail. Mr. Chou reported that
sub-committee members conducted field meetings to determine the feasibility
of the requested green zones and/or the utilization of parking spaces within
the church lot.
Kennon States, 1305 Grove Avenue, said that she was a member of the
United Methodist Church and a sixty-year resident of Burlingame. She
explained that the parking lot was small and that church members arriving
during the week for services must park on the street once the lot was full. Ms.
States indicated that a 24-minute parking zone would be difficult since 24
minutes was not enough time to take care of church business during the
week. She added that the church has a very active membership, and also
has a Taiwanese congregation that uses the church for worship. Ms. States
concluded by saying that she opposed the proposed 24-minute green zone.

Chair Condon explained that long-term parking was available; however, short-
term parking such as for drop-off and pick-up was limited. He also said that
there was a problem for parking enforcement at un-metered green zones
because the officers could not know when a vehicle began parking in the
zone, making enforcement difficult. Chair Condon felt that four or five spaces
could be designated for 24-minute parking meters, which would allow for
better enforcement and provide the short-term parking needed. Sergeant
Shepley explained that parking on Sundays was not enforced.
Commissioner Conway asked for clarification on the staffs recommendation.
Mr. Chou explained that short-term parking could be considered along
Primrose, but that staff was waiting for additional input from church
representatives before making a final recommendation. He said that staff
was working with the sub-committee to bring viable options to the
Commission.
Commissioner Warden said that he believed creating an exit onto Howard
Avenue would allow the child-care parents to drive into the church lot from
Primrose and exit onto Howard.

Commissioner Warden informed the Commission of a recent meeting with
Ms. Ragsdale to discuss the possibility of changing non-metered 2-hour
parking spaces to 24-minute parking, and/orthe addition of five more space to
24-minute parking. He recognized the need to provide off-street parking as
drop-off spaces. He added that the sub-committee was looking at creating
fou r 24-minute spaces, along with the possibility of removing two sections of a
fence to create a driveway onto Howard Avenue.

Drivers did move through the
Cacttss o\ &tintersection at a high? rate. Drivers on Ray swing to the middle of the road to
cut across the corner and return to the middle of the road. Similarly, drivers
on the correct side of Quesada paused, slowing to a near-stop to negotiate
this. Others drove in the middle of the street, cutting across the corner,
flattening the curve to drive faster. As a vehicle transverses the dip rather
than driving perpendicular to cross it, the vehicle can move more quickly. ln
order to slow drivers who take curves quickly engineers can force them to
make 90 degree turns. Staff proposed consideration of center lines which
keeps drivers visually on the correct side of the road. lnstallation of yellow
crosswalks at this intersection was recommended. Also recommended were
additional center lines on Ray Drive at both approaches, as well as another
set of crosswalks on Monte Corvino. Further on Ray Drive, crosswalks are
present. Staff proposed bringing the centerline to roughly the prolongation of
the curve, forcing Quesada drivers to make a sharper, slower turn. Drivers
are also forced to cross the dip perpendicularly. The neighborhood is
fortunate, in that they have a non-City-approved built-in speed hump.

Chuck Wallace, 2301 Ray Drive.'Mr. Wallace spoke regarding the right-of-
way and believes the lines may help, butthere is still an un-fettered flow. He
acknowledged the crosswalk, but no signage requires drivers to stop. He
suggested it would not take long for a person familiar with the area to
disregard the need to slow at this intersection. Speed is a problem; there is a
much morning foot traffic with no police or radar to conhol vehicle speed. A
stop sign seems the most cost-effective and easiest way to control this area in
lieu of having an officer control the speed.
Emily Magnaghi, 2300 Ray Drive. Ms. Magnaghi informed the Commission
that
she is in favor of installing in a measure to have people slow down at this
intersection. At various times of the day, she notes many drivers moving
faster than 25 miles per hour. This area has many pets and children and she
had hoped to see stop signs approved, as well as installation of speed limit
signs and crosswalk measures.
Chair Condon informed Ms. Magnaghi that the Commission has a signage
program where the first step would be to use neon signs. Additional steps will
be taken if the first step does not fix the problem.
Charles Miller, 1551 Bernal. Mr. Miller supports the stop sign and believes
the entire area would benefit from it. Drivers move too quickly regardless of
the school. A stop sign indicates clearly what a driver's behavior should be.
Jim Stevenson, 2205 Ray Drive. Mr. Stevenson, a thirteen-year resident at
this address, explained that the overhead does not indicate how steep the
street is, or that excessive speed develops because of this. Mr. Stevenson is
in favor of a stop sign for this area.
Commission Warden spoke regarding the liability that the City will face if a
stop sign was installed without meeting warrant. Commissioner Warden
agrees with using the Sub-Commiftee's new standards for traffic control.
Felix Shapiro, 2201 Ray Drive. Mr. Shapiro informed the Commission that his
neighbors are in favor of speed bumps and have asked forhis assistance and
support. Mr. Shapiro is new to the area, and it has been his observation that
speed bumps would slow traffic that travels between 35 and 45 miles per
hour. Mr. Shapiro does not believe a fatal accident should have to take place
before any preventative measures are taken.

Tak Yamashita, 2200 Ray Drive. Mr. Yamashita is a 21-year resident and
said that although his children are now grown, they were not permitted to play
in the front yard due to traffic conditions. He believes the problem is traffic
traveling at high speed down Ray Drive. On Quesada, cars are parked on the
curb. He felt if they were parked off of the curb, then drivers would not be
able to move two vehicles through.
Delores Gibbs, 21 13 Ray Drive. Ms. Gibbs feels speed makes a difference,
and she experienced having a child hit on Ray Drive. Her child suffered a
concussion, a broken leg, and spent the night in the hospital. Had the driver
been speeding, her son would not be here today. She said that entering and
exiting her driveway (across from Monte Corvino) is extremely difficult due to
the speed of passing vehicles.
Pat Giorni, '1445 Balboa. Ms, Giorni informed the publicand Commission that
during her frequent travels via bicycle on Ray Drive, she has several times
come close to being hit by speeding vehicles while she was making a left
hand turn off of Ray Drive. Ms. Giorni believes the firsts step shown in Mr.
Chou's presentation is a positive step in the right direction. Ms. Giorni has
been attending these meetings for nearly 1/z years and agrees with the
Commission when they have informed the public that stop signs are not a
preventative measure in slowing down traffic.
Diane Creedon, 2012 Devereux Drive. Ms. Creedon asked howdriverswill be
able to in their proper lane if the City were to install a line down the middle of
this narrow road and both sides ofthe street have cars parked.
Commissioner Warden addressed this question and informed the public that
with cars on both sides, a driver's visual pattern narrows, slowing vehicles.
Chair Condon indicated the City could use red curbing, but most residents
may notwantthis. What is bestforthe community must be decided, and with
the City's new tier program, additional layers can be used to address the
issue if the first step does not take care of the problem.
Philip Toy, 2100 Ray Drive. Mr. Toy informed the Commission that if there
were no houses, Ray Drive would be a great road to drive. However on
Saturdays teenagers are often in a hurry, and he would appreciate any
assistance from the Commission.
Commissioner Conway informed the public that he is in agreement with the
Staff report, and believes the center line would be effective. He
recommended taking the first steps as outlined in the traffic calming report.

take place, more vehicles would make a "California stop" at this location, and
a stop sign could bring a false sense of security to the area.
Commissioner James asked if the three bullet points addressed the issue of
speed. Mr. Chou responded that they do not. Mr. Chou clarified that the
three bullet points are the three warrant conditions. The first condition
requires a yes or no response to determine whether a traffic signal is
warranted. lf yes, the City must ask whether a stop sign is a stop-gap
measure before obtaining $150,000 to install a signal. The second condition
is to determine whether there are accidents at this intersection within a certain
time period involving drivers in right-angle collisions. The third condition is the
numberof vehicles moving through the intersection. This links to the accident
history; are there an inordinate amount of vehicles traveling here without any
control whatsoever?
Commissioner Bohnert suggested that Staff continue to examine the Ray
Drive speed issue. He felt this is a good start during school hours, but that
the audience expressed concern about Saturday speeding on Ray Drive. He
felt investigation of cars parked on either side of Quesada may create
confusion, blind turns, and congestion for vehicles traveling in either direction.
Commissioner indicated feels that suggested steps will
significantly impact slowing drivers. He asked Sergeant Shepley what must
be done to have the area surveyed so radar use can be implemented.
Sergeant Shepley referred the inquiry to Mr. Chou, who advised the City
would perform a study of a minimum of 100 vehicles. He said there is a
regimented method to taking counts. Such counts would be performed in
unmarked vehicles. He mentioned the residents' concern with Ray Drive
vehicle speeds. Separate from any action on March g, staff could conduct
unmarked radar studies. No citations would be issued, but the Commission
would be able to see the actual nature of vehicles moving through at various
times. The survey is taken at off-peak hours and not during specific times of
commute, as that would be influenced by the surrounding neighborhoods and
driving times. During off-peak hours, drivers might be inclined to move more
quickly since there is no traffic before them. lf two surveys are necessary,
one will be taken during peak times and one during off-peak times. Often
standing observers are surprised at the perception that 25 miles per hour in a
moving vehicle is quicker than they thought. Surveys may show that 85%
percent of the people surveyed are driving in the 25 mile per hour range.

Commissioner James made an inquiry regarding warrant tests and how they
would relate to the speed along Ray Drive.
Mr. Chou informed the Commission that several cities have been in trouble for
accidents at stop signs that didn't meet warrant standards, and the State of
California has a right-of-way assignment tool to follow.

Chair Condon said this would solve the question as to whether there is a
speed issue. Without spending money, a trailer could be parked for three to
four days. He is prepared to extend the Quesada line and incorporate the
survey.
Mr. Chou suggested that the Commission could considerwhetherthere is an
actual concern. Staff did notice drivers were cutting corners and cutting
center lines on turns. lf issues are not resolved by paint, there are two drastic
measures that the Commission may have to look at some point. The first is to
insta!! a short section of markers, providing the buzzing sound effect when
driver over). Or, as on Hillside near Alvarado, large eight-inch ceramic domes
were installed, which cause drivers to remain on the proper side of the street.
Chair Condon suggested considering the first step of the Sub-Committee's
traffic calming program, starting with the first level of five.

4.2.3 Adeline Drive/Mercy High Schoo!- Traffic Studies
Mr. Chou brought the Commission up-to-date regarding Linda Abbey of
Adeline Drive and her concerns about traffic speed and volumes of activity at
Mercy High School, KohlMansion, and the entire site. Ms. Abbey's petition to
the Commission asked about maintenance fixes such as center line striping
and sign repainting. She also inquired about talking to school and property
owners regarding circulation within their property, events that are happening,
and how to regulate them so there is less impact on the residents after and
before the event occurrences. *M@, a subcommittee met with the
residents to discuss some of these concerns.

which include traffic speed, bus and student vehicle parking on the streetwith
ingress and egress to the property with facility hours of operation, and supply
picUdelivery by commercial vehicles (chairs, tables, tents, etc.). The sub-
committee agreed to setup a meeting with the City Staff, entities within
Murphy High School(high school, preschool, KohlMansion, Sisters of Mercy,
and possibly one or two additional businesses). Laura Held, Principal of
Mercy High School, confirmed that the school is in full agreement with
accommodating the neighbors. The schoolhas assembled a plan to provide
an onsite security guard for events, both inside and outside the property, so
as to deal with traffic, speeding, etc. The Principal is in the process of
organizing a meeting with key decision makers from these entities to meet
with the Sub-Committee in the nextfewweeks. The Sub-Committeewillhave
the opportunity to present some of the neighbors' issues. Ms. Held has been
asked to provide the Sub-Committee with hours of operation, numbers of
students and cars, etc. The Sub-Committee feels that with this information,
they will be able to work with the school and create traffic flow patterns within
the campus that will benefit the schools, the mansion, and the neighbors.
The next meeting will take place in approximately two weeks.
Chair Condon requested comments from the floor.
Pat Giorni, 1445 Balboa, informed the Commission that Mercy High School
applied for a permit in October or November to make repairs to the swimming
pool. She mentioned the Planning Commission is reviewing parking and
resident's complaints, in case the Commission would find it helpfulto cross-
reference with Planning. She said there is a possible property rezoning since
it went from County to City hands.
Commissioner Warden mentioned a meeting already held Staff member Mr.
ehDuto determine Mercy High Schoolprojects. The Commission, having had
similar experiences over the past few years, realizes that a good traffic plan is
rmpo rtant and that all area schools have the same issues. The Commission's

Stop sign at Sherman and Cortez. Ms. Giorni would like the
temporary stop sign to remain as a permanent fixture. The area is no
longer a blind corner.
Hillside and Balboa. Since the study has been completed, Ms. Giorni
made inquiry about the timeline for changes. Ms. Giorni would like
the City to consider making the 1400 block of Balboa from Hillside to
Adeline a one-way direction, due to significant parking problems and
for ease of access by emergency rescue squads.
Traffic study on the 1200 block of Balboa and Cortez. She would like
to see citizens form a bicycle/pedestrian path committee. Money
could be secured to provide for safe routes to school and signage.
She recommended the committee meet once every three months.
Pat volunteered to sit on the commiftee.
7, INFORMATION ITEMS
7.'l Bicycle Safety lssues in Burlingame
Mr. Chou spoke and informed the Commission that the Council is considering
dedicating a bicycle safety sub-committee to deal with future projects such as TDA
grants. No additional information has been provided to Mr. Chou from the Council,
but Mr. Chou will contact the Director of Public Works to discuss the process of this
idea/concept in its developing stages.
7.2 From Council to Commission/Staff
7.2.1 Council referrals regarding crosswalks, stop signs, and speed enforcement
submitted by residents and businesses at the February 6, 2006 City Council
Scoping Session.
Mr. Chou said City Council's Scoping session in which Traffic Safety items
were brought up by businesses and residents. A request was made to
investigate additional lighted crosswalk systems at Broadway, as well as
Adeline/Balboa. A crosswalk was requested at Carmelita and Vancouver.
lmproved bicycle/pedestrian access was asked for at the Bayfront and Coyote
Point areas. A stop sign was requested at Broadway and Paloma. Slowing
traffic on Broadway was called for to enhance child safety. Finally,

7.3 From Staff to Commission
7.3.1 Tratlic Engineer's Report
Mr. Chou informed the Commission that at the monthly briefing between Chair
and staff two items were being considered for the agenda. There would be an
ongoing dialogue and updates for:
Peninsula overpass
Broadway overpass
Chair Condon spoke of putting these items on a staff report in order to keep
the Commission apprised with updates between San Mateo and the
Burlingame. Chair Condon is concerned with not having the information in a
timely matter.
Mr. Chou informed the Commission that he talked to the City of San Mateo
regarding future meetings between the two cities in regard to the Peninsula
overpass. The San Mateo Public Works staff has been directed by their
Council to explore other design options and "sharpen their pencils" to get a
better feel for what they wish to present to the public. The City of San Mateo
staff has not mentioned joint meetings as they believe it is too early in the
process. Mr. Chou informed the Commission that Burlingame has informed
the City of San Mateo that the City would like to be in the loop of their
discussions. After such joint meetings, Mr. Chou will update the Commission
about his discussions with the City of San Mateo regarding design elements,
impact, et cetera.
7.3.2 Trafic Sergeant's Report
Sergeant Shepley said that staff was at a minimum for the month of February,
with no Traffic Officer available. Attention is focused on the Parking Staffs
reputation in the community, as well as the way parking enforcement is
approached. At the April Council Meeting the Employee Parking Permit
program will be reviewed. This will allow downtown business's employees to
purchase permits for long{erm parking lots. The Sergeant said that at the
end of January, Commissioner James attended a photo red light enforcement
meeting. Commander Matteucci prepared and submitted a study to Chief
Van Etten. The study also went to the City Manager and may go to Council
for approval for such a program to continue. lf the program continues, the
City will go with American Traffic Solutions; the Court did not have an issue.
The company will study intersections which meet the criteria for that program.
Traffic complaints are up, primarily dealing with speed issues.

4.2 DISCUSSION ITEMS
4.2.1 Primrose Road/Howard Avenue - Designation of 24-minute green zones
Commissioner Conway excused himself from this discussion due to a
possible conflict of interest regarding the day-care.
Traffic Engineer Chou updated the Commission of the needs of the United
Methodist Church Nursery School, and the resulting request for short-term on-
street parking. He explained that at the March 9 TSPC meeting, the
Commission and Leslie Ragsdale had discussed some options for short-term
parking. He also explained that the surrounding businesses were notified of
the public meeting, but that there was liftle to no turnout from the businesses
at that time. Mr. Chou concluded by saying that it recommended designating
five spaces along Primrose, beginning at Howard, as 24-minute green zones.
He also stated that due to enforcement issues, the new green zone should
have meters.
Leslie Ragsdale requested the City consider variable enforcement times for
Saturdays and Sundays due to church activity on these days.

Commissioner Warden stated that he would still like to see the church
consider reserving spaces in their parking lot for picking up and dropping off
of children. He would like to see the church allocate some of theirspace (by
way of signage) as the City is being asked to allocate space that will
specifically be used by the church. He asked that staff send a letter to the
church offering such a recommendation to them for future consideration.
Commissioner James asked for confirmation that the church would be willing
to include signage in their parking lot.
Chair Condon commented that businesses in the area have provided no
feedback. He said he supported a 24-minute enforcement zone, and believed
that this would provide a greater turn-over in parking for of vehicles.
Commissioner Bohnert commented his approval of 24-minute parking with no
restrictions on weekends.
Sergeant Shipley said that an ordinance may need to be passed to
accommodate this change.
Traffic Engineer Augustine Chou informed the Commission it would not be
difficult to amend the ordinance, but cautioned that the City should be
consistent regarding enforcements on Saturdays. He said that currenfly
parking was enforced on Saturdays, and this action would exclude
enforcement specifically at this Iocation.
Motion: To move to Action ltem.

Commissioner Warden felt that a non-binding letter could be sent to the
church administration asking that they consider reconfiguring the parking lot
for a new driveway to accommodate daycare traffic.
Chair Condon said he did not think that a letter would be necessary. He also
stated that he would rather support Saturday enforcements if the 24-minute
meters where to be approved
Motion: To accept staff recommendation to install five metered 24-minute
green zones along Primrose Road, south of Howard Avenue; and, also to
send a letter to the church recommending that they investigate the use of the
church parking lot for daycare pick-up and drop-off parking. The Commission
also reiterated that Saturdays would be enforced.

Mr. Chou informed the Commission that the sub-committee held a meeting
with residence and staff to coordinate with the Planning Department regarding
Mercy High School improvements. He said that the Planning Department
would be requesting the applicant (Mercy High School) to consultwith a trafflc
consultant. Mr. Chou stated that staff, the sub-committee, and the Planning
Department would be meeting on April 27,2000 to coordinate tasks and
review issues before meeting with Mercy High School. He said that staff and
the sub-committee would then refer their findings to the Commission and
resident input would be coordinated.
Linda Abbey, 2415 Adeline Drive, stated that she had concerns after a recent
Mercy event dealing with illegally parked cars and chaos between parents and
students. She said that she wanted a timeline of actions, and review
enforcement.
Mr. Chou informed the Commission that recent rains and personnel shortages
had been a hindrance to completing the necessary actions required to go
forward with this item.
Commissioner Warden stated that he would like the Commission to receive
Ms. Abbey's notes of the incidents in question, and asked that she forward
them to Mr. Chou.
4.2.3 Devereux Drive/Bernal Avenue - Evaluate need for stop signs or actions to
slow traffic
Mr. Chou informed the Commission that the intersection did not meet the
warrants for a three-way stop or any additional stop signs. He advised that
stop signs should not be used for speed control, but were instead used to
assign righlof-way. Mr. Chou stated that along with signage at the
intersection, other options to consider for speed control were 40'-60'
centerline stripping, a police officer stopping the driver and asking them to
slow down, and use of the radar speed trailer.
Charles Bona, '1551 Bernal Avenue, said that he was a 20-year resident and
informed the Commission that vehicles accelerated down Bernal from
Devereux. He added that his neighbor, Bud Smiley, had a crash in front of his
home and Mr. Bona would like the Commission to carefully look atthe angle
ofthe road.

4.2.2 Adeline Drive/Mercy High School - Traffic Studies
C. Chavez, 1556 BernalAvenue, expressed his concern overthe blind corner
and accidents caused by speeding. He also said that he believed the stop
sign at Devereux and Balboa has helped.
Dennis Creedon, 2012 Devereux, recommended a stop on Devereux at Ray
and informed the Commission of two accidents at the stop sign on Ray. Mr.
Creedon also stated that parents dropping off and picking up their children
from school were known to speed at this time of day.
Pat Giorni, 1445 Balboa, said that the stop sign at Devereux and Balboa had
helped the situation. She questioned the Commission on the City's decision
not to allow speed bumps in Burlingame.
Gilbert C. Sylvia, 2004 Devereux, suggested the City develop one-way sheets
and make stop signs more visible. He said that there were only two ways out
of the immediate area, through Bernal or Ray.
Ellis Rhoades, 1924 Devereux, also spoke generally about speed on the
street. (Editing Note: Audio tape recording was not clear, so specific
comments could not be transcribed.)
Commissioner Conway provided a list of traffic calming procedures that have
been useful, which included centerline striping, reflectorized crosswalks,
signage, delineators, and reflective dots. He commented that a decision to
use these items should be based on the effectiveness to the issue.
Mr. Chou informed the Commission of useable signage for the area such as
the School Crossing sign, which shows the international symbol of children
crossing. Other signage could be speed limit warning signs immediately
adjacent to schools and installation of higher visibility fluorescent signs.
Commissioner Warden suggested signage on Devereux at the curb to read
'15 MPH" and commented that the staff report indicated that there had been
no reported accidents in the area. He explained that the residents must be
willing to report an accident in order to have it on record.
Mr. Chou informed the Commission of the ball-bank indicator would be
needed to determine safe speeds on curves, and commented that drivers
familiar with the area were usually the violators. He explained that drunken
driving and property damages were not reflected in his accident report. Mr.
Chou stated that education and enforcement were necessary for drivers to
maintain the 25 MPH speed limit.

James Aylett, 1 555 Bernal Avenue, stated that always has someone tailgating
him down Bernal from Trousdale. He recommended a stop sign be installed.
Commissioner James stated that he believed the issue to be a matter of
behavioral modification. He said that currently due to speeding, signage was
being ignored. He believed immediate driver behavioral change was needed.
Commissioner Bohnert agreed that enforcement and education was
important, but he was concerned with how the City would implement these
two items. He mentioned adding a stop sign as a way to keep vehicle speeds
down.
Chair Condon said that last year's plan worked well; and, that traffic through
the City needed to flow, not stop. He indicated that the bots dots were the
next level to consider, but cautioned that they tended to be noisy. He
reiterated that certain traffic calming measures were working well in other
areas.
Mr. Chou informed the Commission that bots dots and buttons would be less
intrusive when used in the centerline configuration. He recommended using
painted centerlines to create a driving discomfort to drivers prior to adding
reflective dots to the centerline. He added that traffic would always be an
issue in this area because these were major streets that connected two
nearby schools. Mr. Chou explained that additional traffic counts would be
completed at Ray and Devereux for next month's meeting. He suggested that
additional comments and contact with residents on Ray and Devereux would
help determine a better idea of the traffic flow in the area. Chair Condon
agreed.
Commissioner James said that he wanted to give staff authorization to take
additional steps, if necessary, before coming back to the Commission.
Commissioner Bohnert said that he would like additional steps brought back
to the Commission.
Mr. Chou informed the Commission that if striping was approved, staff could
communicate with the residents to get feedback and comments if striping
turned out not to be effective.
Commissioner Conway stated that he wanted additional information on the
noise level that residents might hear from the bots dots and reflectors. Mr.
Chou explained that noise complaints usually dealt with the use of transverse
buttons in installations such as in crosswalks or rumble strips.
Chair Condon supported the idea of resident feedback, but believed that the
following steps should be taken.

4.2.4 Ray Drive - Speed survey.
Traffic Engineer Chou explained that a spot speed survey was done on a
portion of Ray Drive between Quesada and Ray, near Monte Corvino. A
sample of 50 vehicles was taken and the recorded 85rh percentile speed was
25 mph. Mr. Chou explained that the study was done during off-peak hours
when traffic was the most free-flowing. He stated that the periodic posting of
the radar speed trailer could help in better informing drivers of their speeds
and keep the speeds relatively slow.
4.2.5 Broadway - Evaluate lighted crosswalks or other enhancements at 1100
block Broadway.
Traffic Engineer Chou explained that this request had originally come from a
citizen via Council. He explained that there was concern that pedestrian
safety enhancements might be needed at this existing crosswalk.
Chair Condon asked if grant funding could be considered. Mr. Chou
answered that it could if the locations had sufficient pedestrian volume counts
to justify such installations. Chair Condon said that he believed some type of
enhancements were needed at that location.
Mr. Chou said that if a lighted crosswalk system were to be considered, then a
bicycle safety sub-committee should look at the project and lend its support
for application. He added that neither staff, nor the Commission had the
authority to authorize funding such a project through the City.
Mr. Chou suggested consideration of reflectorized buttons for this specific
crosswalk instead of a lighted system. He said that this location, while
actually configured as a T-intersection, acted more like a mid-block crosswalk
because Chula Vista Avenue was a one-way street heading away from the

intersection. Mr. Chou cautioned that the Broadway businesses might also
want similar enhancements at other crosswalks along the corridor, but that
enhancements were usually reserved for mid-block type crosswalks.
Pat Giorni, 1445 Balboa Avenue, said that there was no need for lighted
crosswalks at this intersection because of possible changes to the traffic flow
due to future Caltrans work at the Broadway/101 overpass area.
Commissioner Warden also mentioned that there was a significant cost
difference between installing reflectorized buttons and a full lighted crosswalk
system.

safety enhancement and refer any future requests for lighted crosswalks to
the new bicycle safety sub-committee, which will be established by Council.

4.2.6 Broadway/Paloma Avenue - Evaluate need for stop signs.
Traffic Engineer Chou explained that due to the backlog of traffic volume
studies resulting from weather delays, this item could not be addressed at
this time by staff. He said that a full warrant study, which included traffic
counts would be conducted as soon as the backlog was reduced.
4.2.7 Broadway - Evaluate ways to slow traffic speeds
Traffic Engineer Chou reported that this item was also from concerned
citizens via Council. He said that there was no staff recommendation for this
item. He explained that based on field examinations, Broadway appeared to
be congested from mid-morning through to late afternoon. He said that
speeding would be difficult during these times, but if any perceived speeding
did occur, it might only be between the short sections of blocks. Mr. Chou
explained that enforcement and engineering could do little for such sporadic
occurrences because of the blocks are so short.
Pat Giorni, 1445 Balboa Avenue, said that the average speed on Broadway
seemed to be 15 mph, and that people just needed to be more courteous
with each other on Broadway. She concluded by saying that she didn't see a
reason why there was a complaint.

Pat Giorni, 1445 Balboa Avenue, came forward and presented several items for
public comments.
She liked the lighthearted speeding warning signs used by Redwood City,
and thought that the City should consider similar signs.
When forming the bicycle safety sub-committee, try to set aside funding to
paint shared roads with San Mateo and Millbrae.
Try to establish consistent bike signage, similar to San Mateo's efforts, so that
all signs can tie in with the County Bikeways system.
Still waiting for the new bike rack at City Hall.
She suggested tying the Ray/Bernal intersection situation to Safe Routes for
School grants since it involves pedestrian and bicycle safety issues.
She asked for more Police enforcement of illegally parked cars. Specifically,
citing vehicles parked on the wrong side of the street, facing the wrong
direction.

7.1 Bicycle Safety lssues in Burlingame
Chair Condon said that he would be checking to see if certain bike safety projects
could be eligible for Safe Routes for School funding. Mr. Chou added that he would
also check with fellow engineers who have had more experience with this particular
grant.
Commissioner Conway said that no single part of the City plan was expensive, and
that grant money could be applied for specific projects in specific areas.

sign situation at Cortez and Sherman Avenues. He added that the volume
and speed counts did not appear to change significantly during the 6-month
trial period, and that the Cig might have to look to traffic calming solutions if
the stop signs were to be denied.

Traffic Engineer Chou reported that San Mateo was still studying
alternatives and that no meeting was set between Burlingame and San
Mateo at this time.

at this time since the EIR (Environmental lmpact Report) was still being
worked on by Caltrans.

training for other jurisdictions on how to conduct street racing enforcement.
He said that this would include training on how to look for and cite
equipment violations.

restrictions on Peninsula Avenue. Currently, there are restrictions for parking

RECOMMENDATION: Staff does not recommend the installation of 3-way stops at the intersection of
Ray Drive and Devereux Drive since this location does not meet the minimum warrant conditions for
further stop sign consideration.
Staff does recommend installing 40' of centerline buttons at each approach to the intersection of
Devereux Drive and Ray Drive. Furthermore, staff recommends the Commission consider the use of
centerline buttons for centerline striping at the surrounding intersections of Ray/Quesada and
Devereux/Bernal.
Finally, staff recommends the consideration of re-signing portions of Ray Drive and Devereux Drive with
new 25 mph speed limit signs, and the removal of certain redundant SCHOOL CROSSING signs at the
same location.
DISCUSSION: Mr. Dennis Creedon and his neighbors around Ray Drive and Devereux Drive have
requested that the City consider implementing safety measures to address high traffic volumes and
perceived speeding on their streets. They have also asked that stop signs be considered at this
intersection.
The existing field conditions were verified through several field investigations. These investigations
confirmed that only the southbound approach of Ray Drive (from El Camino Real) is controlled by a stop
sign. The approaches of the eastbound Ray and westbound Devereux are not controlled by any stop
signs or signal. Ray Drive and Devereux Drive have a roadway width of 30 feet. This makes for nanow
roadway conditions such that when vehicles are parked along the curb these streets effectively become
one-way streets. When opposing vehicles approach, drivers are required to pull into the closest open
curb space in order to yield rightof-way to the oncoming vehicle, thereby allowing the other vehicle to
pass.
To address the request for a stop sign, staff conducted a stop sign warrant study. The results of the
study determined that the minimum warrant conditions were not met. This intersection did not register
any recorded accidents over the past 12 months. The lack of accident history indicates that a collision-
prone condition pertaining to rightof-way assignment cunently does not exist at this location. Besides
reviewing accident history, traffic volume counts were also conducted. Results from these counts show
that the volume of traffic traveling through the intersection is not so excessive that conflict and confusion
over right-of-way results. Based on the results of the wanant study, a 3-way stop is not recommended
for this intersection.
Staff concludes that the reason for this request, as well as recent others in the neighborhood, have more
to do with concems over speeding and the volume of vehicles than right-of-way assignment at the
intersection. While it is commonly assumed that stop signs are used to slow down or regulate traffic
speeds, this is not accepted haffic engineering practice. Staff feels that other more appropriate actions
should be considered to directly address these types of concerns.
During multiple field investigations, staff observed drivers regularly making wide and fast turns through
this intersection. Staff also noted drivers failing to completely stop at the only stop sign on Ray Drive.
Two things are indicated based on these observations. First, drivers are negotiating tums at the
intersection faster than they should, hence "comer cutting" during tuming maneuvers. Second, drivers
cunently do not comply with the existing stop sign.
Staff believes that the installation of centerline buttons on the approaches to this intersection would help
to reduce speeding on the turns by giving drivers visual cues as to which side of the roadway they must
stay on while turning. Centerline delineation of the approaches force drivers to stay in their respective
lanes when negotiating turns through the intersection. As a result, this will force drivers to slow down in
order to safely complete the maneuver. This type of mitigation was also approved at two surrounding
intersections (Ray/Quesada and Devereux/Bernal). A similar measure should result in the reduction of
speeds faster than prUdent at this intersection.
ln previous studies, staff conducted spot speed studies along Ray Drive to determine whether or not
there were high speeds on that street. That study showed that the 85h percentile speed of Ray Drive
between Quesada and Devereux was 25 mph. \rVhile there were drivers who drove at higher speeds,
the study showed that the majority of drivers were within the prima facie speed limit of 25 mph. Despite
this information, there is still a perceived notion that a vast majority of drivers exceed the speed timit
regularly. To address the overall perceived speeding, 25 mph signs could be installed in specific
locations along the length of Ray and Devereux. Currently, SCHOOL CROSSING signs are posted
along this section of 'roadway; however, staff believes that due to redundancy, and to make existing
signage more effective, certain SCHOOL CROSSTNG signs may be replaced with the 25 mph signs.
Again, staff cautions the use of unwarranted stop signs as they generally do not solve speeding
concems since they are not the correct mitigation to speeding issues. Should Traffic Calming Leve! 1 &
2 measures such as centerline delineation (stripes or buttons) and new signage prove to be less
effective than anticipated, expensive Leve! 3 traffic calming measures such as construction of bulbouts
and neckdown/chokers would have to be considered at this and neighboring intersections. However, the
City does not have sufficient funding for such capital projects at this time.

California Drive/Sanchez Avenue - Crosswalk Remova!
RECOMMENDATION: Staff recommends the removal of the crosswalk across California Drive at
Sanchez Avenue.
DISCUSSION: On May 11, the Commission held a special meeting regarding pedestrian safety at the
Caltrain railroad tracks around the California Drive/Sanchez Avenue/Carolan Avenue area. This was in
response to a recent fatality that occurred there on April 18. As part of those discussions,
Caltrain/SamTrans made a decision to remove the bus stops along California Drive at Sanchez Avenue.
As a result, the Commission determined that there was no longer any need for a marked crosswalk at
that location across California Drive.
As an item for discussion and action, the Commission agreed to have this issue placed on this regular
meeting agenda. The removal of the existing crosswalk would have minimal effect on pedestrian traffic
since, with the removal of the bus stop, the crosswalk currently lead pedestrians nowhere.
Some concems, however, may arise regarding the safety of people who park their vehicles along the
east side of California Drive near the crosswalk. Since there is no formal sidewalk along the east curb of
California Drive, the existence of a specific crosswalk would not increase pedestrian safety. Parkers
would have to traverse the uneven pavement along the roadway before reaching the designated
crosswalk. ln some respects, pedestrians may be safer to park their vehicles, and proceed to cross
California Drive at the point of where they parked, rather than travel down a distance to a marked
crosswalk.

Adetine Drive/Balboa Avenue - Crosswatk Enhancement
RECOMMENDATION: Staff recommends the installation of a marked crosswalk across the southbound
approach of Balboa Avenue at Adeline Drive.
DISGUSSION: Currently, the intersection of Balboa Avenue and Adeline Drive is controlled by 4-way
stops. Three of the four approaches currently have marked crosswalks. The southbound approach of
Balboa, however, only has a single stop bar. Field investigations verified that all other 4-way stop
intersections along Adeline Drive have marked crosswalks.
ln order to provide the pedestrian and motor traffic with consistency, staff is recommending that a
matching, marked crosswalk be installed at Balboa Avenue and Adeline Drive. There is no anticipated
negative affect should the crosswalk be installed.
