4.2.1 Cowan Road/Mahler RoadiGilbreth Road - Height, overnight parking, and
limited-time parking restrictions
Traffic Engineer Chou recapped for the Commission the parking situation in
the commercial area by Bayshore, Cowan, and Gilbreth and Mahler. He
explained that a neighborhood meeting was held in October 2005, at Sky
Chefs' facilities and all of the businesses of the northern area were invited.
ln January 2006, the City was informed by Sky Chefs, that the parking
situation was not significantly impacted, as was expected with the Sky
Chefs facility consolidation. Staff determined that the best course of action
was not to change the parking times in that area. lt still left a question on
whether or not to consider action on the southern portion of the same
commercial area (Stanton, Hinkley, Mahler, and Gilbreth). At the January
meeting, the Commission instructed staff to proceed with a second public
meeting to hear if there were any desires or needs to change the existing
conditions of parking on those streets. Staff conducted a mass mailing to
all the businesses in the southern area. Mr. Chou stated that in general, the

City and specifically the Commission, would need to evaluate the concerns
of the businesses to determine if a change in the current parking situation
would be improved. Parking restrictions on these side streets are 24-
minute green and red No-Parking zones. To deal with long-term storage of
inactive trucks, Gilbreth has a 4-hour parking restriction from Mahler to
Cowan. Mr. Chou stated that the City had plans to examine the parking
situation for the entire commercial area. Based on Sky Chefs current
parking conditions, the City was focusing on the southern portion.
Scott McWhirter, General Manager, COIT Services, lnc., 865 Hinkley said
that COIT, lnc. took an in-depth look at their parking situation, and sent
letters to the Commission informing them of the inconveniences that 4-hour
parking restrictions would cause them. Mr. McWhirter stated that with 160
employees, 102 service trucks, 85 spaces in their lot, they still have many
employees who have to park their vehicles on the street. 4-hour parking
would not allow them to return and move their vehicles. Mr. McWhirter
finished by stating, he requests at this time, the area remains open and
unrestricted.
Larissa Stone, 1588 Gilbreth Road requested height limitations for trucks,
and no over-night parking. She stated that she was not in favor of 4-hr.
parking because they would have to move their cars every 4-hrs. Also, she
said that changing Gilbreth Road to 8-hr. parking with 4-hr. parking on the
side streets would mean other parkers overflowing to Gilbreth Road. Ms.
Stone said that they only need height limitation for the trucks, and no over-
night parking.
Al Lovotti, 1499 Bayshore was under the impression that this subject
matter was previously approved. He stated that most businesses have
adequate parking. He was worried about trucks and limousines returning to
this area, and believed overnight regulation was the best answer.
Chair Condon updated Mr. Lavotti with respect to the steps the
Commission took to review all aspects/impacts of parking on the subject
streets.

Gabrielle Jones, representative of Community Gate Path, 875 Stanton
Road, a county agency serving people with disabilities spoke. She stated,
current traffic and parking is fine, but her main concern was policing of the
parking lot if the City were to implement any new restrictions on the street
Ms. Jones concluded by asking the Commission to consider blue zone
parking for easy access for their clients and visitors.

Commissioner Warden inquired if 8-hr. restrictions on Gilbreth with height
restrictions would negatively affect the neighborhood.
Commissioner James spoke and acknowledged that height limitations were
approved on Mahler, and asked if Sky Chefs was present at this meeting.
He said that since this was no longer an issue with Sky Chefs, any
additional changes would cascade back and create problems that was no
longer a problem. Commissioner James believes staff recommendation
should be accepted.
Commissioner Warden spoke in favor of changing Gilbreth to 8 hr. parking.
He said if height and or length restrictions were instituted, they would not
be easy to enforce, but would eliminate trucks parking days at a time.
Mr. Chou explained to the Commission, that the City has a height limitation
ordinance for safety purposes (ability to see vehicles from driveways),
however, the City does not have an ordinance to use in terms of length
restrictions. He said the Commission would have to fall back onto existing
Building and Planning Departments codes dealing with conditions of use.
Chair Condon would like to look into 8 hr. parking on Gilbreth and a height
restrictions, and keep the rest as-is.
Mr. Chou informed the Commission that coordination with the City's police
department is necessary because previous enforcement was difficult.

4.2.2 Cabrillo Avenue/Cortez Avenue - Traffic flow through Our Lady of Angels
School
Mr. Chou stated that parents currently come down Cabrillo into the first
driveway and out onto Hillside. Staff and Commissioners Bohnert and
Condon met with OLA staff to review the situation. Staff noticed that

Commissioner James suggested a letter from the Commission would help
with the transition, and Mr. Chou agreed that the school would like the
City's assistance with this matter.
Commissioner Bohnert spoke and recommended a periodic review over
the next six months. Mr. Chou informed the Commission that this is a
private school, but the City could respond back if complaints were received
from the neighborhood.
Chair Condon suggested that the school's traffic designator be present at
the school 15 minutes before the bell rings. He also stated that on Cortez
Avenue, if drivers follow the rules for the appropriate curb color, then traffic
will flow nicely.

parents were not observing the school's request to come down Cabrillo,
circulate within the lot, and exit the northern driveway. At times, parents
drive down Hillside and enter through the northern driveway, resulting in a
traffic jam in the parking lot. Staff noticed parents parking in the white zone
which use to be for active pickup and drop-off. Mr. Chou stated his concern
was that emergency vehicles would not be able to get into the any of the
driveways during this time. He said Staffs recommendation is to have the
Commission provide a letter to the church's administration which would
then be passed down to the school administration, and down to the
parents. The letter would state three recommendations, 1) recommends
the school put in signage on the two driveways stating the south driveway
is for entrance only, and the north driveway signage for exit only. 2) The
school formally implement a traffic direction program within their lot, and 3)
The City notify the administration, that it will enforce the white zone.

Ms. Ragsdale said that parents need to park anywhere from five minutes to
two hours, usually with two or more children to walk to the facility or church.
The daycare's hours of operation vary from day{o-day, opening and
closing anywhere from 8:50 to 3:00 or 3:30. Other parents also drop their
children for church activities, and it would be helpful to stop Lot G
enforcement at 5:30. She said this way, parents wouldn't have to pay $1 .00
to drop off their kids. She encourages the Commission to visit the site when
it is busier to get a true picture of the situation.
Chair Condon believes 24-minute parking will lead to a faster turnover, and
note City businesses currently have long{erm parking available to them for
their employees.
Mr. Chou informed the Commission that with green zone parking, the
police department wouldn't know which cars arrived at what time.
Commissioner Warden stated that the church lot was under utilized. He
also said he had no problem with 24-minute parking at the proposed area.
He suggested the Commission considers limiting this area to five minute

Mr. Chou stated in October 2005, the Council received a request from Ms.
Ragsdale to consider designating several parking spaces in City Lot G for
short-term/24-minute parking to accommodate the parents of the United
Methodist Nursery School, at the Burlingame United Methodist Church. He
said the request was submitted shortly before the Council was to vote on
specific short-term issues identified in the long running downtown
Burlingame Parking Study. Due to the short notice of the request, data to
the Council for immediate action could not be provided. As a result, Council
referred the request to staff for review along with a directive to work with
Ms. Ragsdale in establishing the parent's parking needs and a possible
solution. Mr. Chou reported that staff met with Ms. Ragsdale on November
22, 2005 to discuss possibilities and limitations. On-sheet parking is
permitted on both sides of Primrose, south of Howard, and there is 1O-hr.
meters posted on the east side and no meters on the west side. There is
meter parking on the south side of Howard along the Church's frontage (10
hr. parking). Mr. Chou stated that short-term parking was needed along
Primrose, due to the daycare center. Currently, on-street parking spaces
did get occupied quickly along the west portion of Primrose. Parents with
children used Lot G and crossed the street mid block. He said this was a
concern of the City. Mr. Chou stated that the church also had a private lot
which could be used for daycare parking. Another option was possibly
using Howard Avenue, which are 10-hr. meters. Mr. Chou cautioned that
the meter rates could change from 25 cents to 75 cents.

parking, Monday through Friday, 8 AM to 5 PM. He added that this would
eliminate the need to cross streets. He concluded by saying that a
determination needed to be made regarding the existing white zone on
Howard, and what could be done in the church parking lot.

4.2.4 Ray Drive/Quesada Way
Traffic Engineer reported that warrant data was still being collected. He
said that the Commission might have to consider other options if the
problem is actually speed related. He added that staff would be providing
alternatives to the Commission if the warrant standards were not meet.
4.2.5 Calilornia Drive - Overnight parklng issues on 700 block
Traffic Engineer Chou stated that "No Overnight Parking" signs would be
installed along the eastside of this part of California Drive.

7.INFORMATION ITEMS
7 .1 Bicycle Safety lssues in Burlingame
Mr. Chou reported that Council was looking to put together a bicycle sub-
committee to explore possible future projects. He said that the current agenda
item was designed as a venue to hear about maintenance issues to existing
bikeways facilities. He added that this newly formed subcommittee would meet
twice a year, and would be responsible for developing ideas for potential
bikeways projects for which the City could submit grant applications. Mr. Chou
concluded by saying that at this point, Council has not yet approved such a
subcommittee, but additional information about the establishment would be
forthcoming.

7.3.1 Tratfic Engineer's Report
Mr. Chou provided updated information on the TDA grants.
Signals for the downtown areas of Broadway and Burlingame should be
installed soon, staff was waiting for the contractor to confirm a start date.
Lighted crosswalk for Morrell - staff was waiting for bids. Contract documents
still needed about one to two week's work before a construction contractor
could be named.
The locations for the bikeway signs were currently being laid out throughout
the City. lnstallation should begin in the summer.
7 .3.2 Traffic Sergeant's Report

7.3.3 Other City Staff Reports
John Parkin, Disaster Preparedness Coordinator provided information to
the Commission regarding the City's emergency preparedness. He said

that training with City employees was provided on a regular basis, and that
there were a lot of projects he was currently working on.
Commissioner James inquired if there was an official City of Burlingame
emergency plan, and if it entailed plans for a national or local disaster.
Mr. Parkin informed the Commission that the City did have an emergency
plan, which was adopted by Council in 1999. He also stated that the plan
was subsequently revised to standards set under the direction of the
Standard Emergency Management System (SEMS). He said SEMS was
implemented after the Oakland Hills fire. Mr. Parkin said that California was
way ahead of the rest of the United States in emergency planning and
preparedness. He added that the plan would probably be adopted in the
summer of 2006. An overall educational meeting would take place to
explained what was being done in the City. ln July, at the Recreation
Center, staff was hoping this would generate interest with our citizens.
Commissioner James asked if something was set in place to specifically
address individual residential needs during a large-scale disaster. He cited
handicapped or elderly residents as examples.
Mr. Parkin stated that programs involving citizen and residential help was
done in the past, but that it was difficult to maintain citizens' interest and
commitment over years. He cited the problems of waning involvement and
the cost of retraining as reasons such programs are no longer done. Mr.
Parkin then said that if there was interest again, he would investigate
implementing these types of programs or find ways to address such
concerns in the existing SEMS program.
7 .4 From Commission to Staff
7.4.1 Reports of citizen complaints or requests.
Commissioner Warden asked about a situation for southbound California
Drive, turning left as Oak Grove. He said that (if a train was coming), the
railroad arms would come down and the easvwest traffic would proceed
with a green signal. Afterwards, the northbound and southbound traffic
would get green signal, but the left turn signals would remain red. Were
these tied together? Commissioner Warden also asked about the signals
for eastbound Broadway. He wanted to know why eastbound left{urners
got a red signal when opposing left-turners for westbound Broadway still
received a green light for 4-5 seconds. Finally Commissioner Warden
announced that March 9th was the set date for a dinner for former

Commissioner, now Councilmember, Russ Cohen. An e-mail would follow
with additional information.
Traffic Engineer Chou informed the Commission that the signals at
California Drive and Oak Grove Avenue worked the way they did because
of the railroad preemption. On Broadway and California, he said there was
only one controller that conholled both intersections. He added that the
controller was trying to work both intersections at the same time, so there
were some vehicle clearing issues that were involved in the timing
sequence.
Chair Condon commented on a landscape business at 231 Victoria Road.
He said at least a half dozen pieces of equipment was spread out between
Burlingame and San Mateo. He had reports of employees unloading and
loading kucks around 7:30 AM. He also said that commercial vehicles
were left and tagged by the police. Chair Condon was concerned that the
business owner was using Victor Park as a private parking lot for his truck
and trailers. Chair Condon also stated that Autohaus might appear to be
getting special treatment.
Mr. Chou informed the Commission that the complaint on 231 Victoria
Road should be handled on a staff level. He said that Chair Condon and
himself would be talking to the residents. Regarding Autohaus, Mr. Chou
said that existing enforcement regulations were established regarding
vehicle storage. He added coordination with Planning and Code
Enforcement would be necessary since there was an overlap of
responsibilities.
Commissioner Warden said that the Commission should offer Council a
document outlining how auto-service businesses should provide off-street
parking for vehicles that they need to store.

Traffic Engineer Chou explained that with a backlog of traffic volume
studies, the work had not yet been done. Commissioner Warden added
that a new Commissioner was needed to fill the vacancy left by Russ
Cohen for this subcommittee. Commissioner Bohnert volunteered for this
position.

4.2.1 Primrose Road/Howard Avenue - Designation of 24-minute Green
Zones.
Traffic Engineer Chou informed the public that during the February 9,
2006 meeting, the Commission requested the staff to conduct an area
wide notice to the surrounding businesses and inviting them to
participate in discussion regarding the green zone on Primrose and
Howard. A sub-committee was also established per Leslie Ragsdale
request to investigation the green zone. Representatives of the sub-
committee conducted field meetings to discuss if we would be able to
consider the green zone or utilize some of the parking within the lot or
a combination of both.
Kennon States, 1305 Grove Avenue, a member of United Methodist
Church, and a sixty year resident of Burlingame explained to the
Commission that within a small parking lot adjacent to the building,
number of members arriving during the week for services who park on
the street once the lot is full. She stated that a 24-minute parking zone
would be difficult as a 24-minute limit is not enough time to take care of
church business during the week. The church has a very active

menrbership, and a Taiwanese congregation that uses the church for
worship. Ms. States opposes the proposed 24-minute green zone.
Chair Cohen requested and received no additional comments from the
public before closing the matter for public comment.
Commissioner Warden spoke and informed the Commission of a
recent meeting with Ms. Ragsdale to discuss the possibility of non
meter 2-hr. parking spaces to 24-minute parking, and an additional five
more space to 24-minutes. As discussed with Ms. Ragsdale and at
the Commission meeting, there is a need to provide some off street
drop-off spaces. Looking at creating four 24-minute spaces, along with
the possibility of removing two sections of a fence to create a driveway
for entry way and then exiting out onto Howard Avenue.
Chair Cohen requested comment from the rest of the Commission
before speaking himself. No additional comments were spoken. Chair
Cohen explained that a lot of long-term parking was available, however
for the short{erm parking such as dropping and picking up, parking is
limited. Not knowing when a vehicle parks at a Green zone, makes
parking enforceable difficult. Four or five spaces can be created with
24-minute parking meters allowing vehicles to turn over at a faster rate,
which Chair recommends.
Sergeant Shepley spoke informing the Commission that parking on
Sundays is not enforced.
Mr. Chou informed the Commission that Staff is waiting for input from
church representatives, and review of other options before Staff can
make a recommendation on the street.
Commissioner Warden believes creating the exit onto Howard Avenue
will allow the child care parents to come into one exit, route through the
parking lot, drop-off and exit onto Carmelita. This method will take a
lot of cars off the street.

Traffic Engineer Chou requested the Commissions indulgence in
delaying the hearing of this item. Mr. Chou expects additional public
interesVinput from residents who will be arriving around 7:30 this
evening.

4.2.3 Adeline Drive/Mercy High School - Traffic Studies
It4r. Chou spoke and brought the Commission up-to-date regarding
Linda Abbey and her concerns about traffic speed and volumes of
activity going on at Mercy High School, and Kohl Mansion. Ms. Abbey
provided a petition to the Commission and asking the Commission to
look at several items such as 1) maintenance fixes, 2) talk to school
and property owners regarding circulation within their property, events
that are happening, and how to regulate them so there is less impact
on the residents after and before the event occurs. At this time, we
have a subcommittee that meetwith the residents to discuss some of
these concerns.
The sub-committee ( and _) spoke and informed the
Commission of their meeting on Tuesday with Chairman
_, Traffic Engineer Mr. Chou, and several residents including
Linda Abbey. The sub-committee reviewed the issues of the
neighborhood which includes traffic speed, bus and student vehicle
parking on the street with ingress and egress of the property with hours
of operation of the facilities and commercial vehicles picking up and
delivering supplies. The sub-committee agreed to setup a meeting with
the City staff, entities within Murphy High School (high school,
preschool, Kohl Mansion, Sisters of Mercy, and possibly one or two
additional businesses). A discussion this morning with the Principal of
Mercy High School confirmed that they are in full agreement to
accommodate the neighbors. The school has already put together a
plan to have onsite security guard for inside and outside the property in
order to deal with traffic, speeding, etc. The Principal is in the process
of organizing a meeting with key decision makers from these entities to
meet with the sub-committee in the next few weeks, where we will
have the opportunity to present some of the issues that the neighbors
have. She has been asked to provide the sub-committee a list of
hours of operation, number of students and cars, etc. The sub-

committee hopes that with this information prior to the meeting, they
will be able to work with the school and create traffic flow patterns
within the campus that will benefit the schools, mansion, and the
neighbors. The next meeting should take place in about two weeks.
Chair Condon requested comments from the floor.
Pat Giorni, 1445 Balboa spoke and informed the Commission that
Mercy High School applied for a permit in October/November to make
repairs to their swimming pool, and the Planning Commission is
reviewing parking and residential complaints. Mrs. Giorni hoped this
information would be informative to the Commission.
Commissioner Warden spoke regarding a previous meeting he had
with a member of the Planning Commission. Commissioner Warden
and the Planning Commissioner are dealing with the Planning Director
(Meg Monroe) and Mr. Chou regarding a couple of projects with Mercy
High School.

to remain as a permanent fixture.
Hillside and Balboa - since the study, Ms. Giorni made inquiry of the
timeline for changes? Ms. Giorni would like the City to consider
making the 1400 block of Balboa from Hillside to Adeline, one way,
due to significant parking problems and for fire truck access in case of
an emergency.
Traffic study on the 1200 block on Balboa and Cortez. She would like
to see citizens forming a bicycle/pedestrian path committee. Secure
money to provide for safe routes to school, signage, and recommends
the committee meet once every three months. With this in place, Pat
said she would volunteer to sit on the committee.
7.1 Bicycle Safety lssues in Burlingame
Mr. Chou spoke and informed the Commission that the Council is considering
dedicating a bicycle safety sub-committee to deal with future projects such as TDA
grants. No additional information has been provided to Mr. Chou from the Council,
but Mr. Chou will be making contact with the Director of Public Works to discuss the
process of this idea/concept in its developing stages.
7.2.1 Council referrals regarding crosswalks, stop signs, and speed enforcement
submitted by residents and businesses at the February 6, 2006 City Council
Scoping Session.
Mr. Chou brought the Commission up-to-date while referring to the Traffic, Safety &
Parking Commission Referrals document in the Commissioner's packet. Although
some of these items may conflict, they were individual (businesses and residents)
requests brought up at the scoping session. These items will be on the Council
agenda at their next meeting. With this information, Mr. Chou informed the
Commission that he will initiate staff reports for Council to consider.
From Staff to Commission
7.3.1 Traffic Engineer's Report
Chair Condon spoke of putting these items on a staff report in order to keep the
Commission apprised with updates between San Mateo and the Burlingame. Chair
Condon is concerned with not having the information in a timely matter.
Mr. Chou informed the Commission that he was able to talk to the City of San Mateo
regarding future meetings between the two cities in regard to the Peninsula
overpass. The San [t/ateo Public Works staff has been directed by Councilto explore
other design options and "sharpen their pencils" to get a better feel for what they
want to present to the public. The City of San Mateo has not talked of any joint
meetings because they believe it is too early in the process for a joint meeting. Mr.
Chou informed the Commission that Burlingame we have informed the City of San
Mateo that we want to be in the loop of their discussions. After such joint meetings,

7 .2 From Council to Commission/Staff
Mr. Chou spoke and informed the Commission that at the monthly briefing between
Chair and staff, there were two items being considered for the agenda, for ongoing
dialog and updates. These items are:
Peninsula overpass
Broadway overpass
Mr. Chou will get back to the Commission to inform them of his discussions with the
City of San Mateo, i.e., design elements, impact, etc.
4.4.2 Ray Drive/Quesada Way - Request for Stop signs or other speed controls.
Mr. Chou informed the Commission that Ray Drive is a 3-way intersection with both
streets classified as residential, with Burlingame lntermediate School approximately
800' N/W of the intersection, and Lincoln Elementary School at approximately 1200'
on Ray Drive. Both streets, Ray and Quesada are considered school routes for the
schools. There have been requests to slow down traffic and safety for pedestrians at
the intersection. One request to the City was to look into Stop signs. ln response,
Staff warrant for this intersection, looked at accident history, and average daily
volume through intersection, and site visibility studies. The results of the warrant
study show there have been no accidents recorded during the evaluation period of
twelve months, and in researching back several years prior. The traffic volume was
discovered to fall below the minimum warrant conditions for the Stop sign. Through
the warrant study, officially this intersection does not meet the minimum
requirements to consider a 3-way stop. Staff did sit in unmarked vehicles and found
there is a significant volume of pedestrian traffic between 3:00 and 4:30 PM down
from Quesada, crossing Ray, and heading along Ray.
Chair Condon asked if these findings would justify implementing the Commission's
new guidelines for traffic control.
Mr. Chou spoke while referencing an aerial photo showing that there is no control or
crossvralk, but what is seen is a storm drain system that dips. Because of this dip, it
was noticed that parents did slow down to almost a stop to negotiate the dip as well
as look across at both directions. 0ther parents were also observed coming down
the middle of the street, cutting across the same court, flattening out the curb to go
faster. A vehicle that cuts across this dip crosswise is allowed to travel a little faster
over it. ln order to address this type of issue you need to make curve a g0o turn. ln
the past, staff has in order to slow down and reduce speed. Staff
also recommends an additional center line on Ray Drive on all approaches as well as
another set of crosswalks on Monte Corvino. The crosswalks are being
recommended because there are crosswalks further down on Ray Drive. The center
lines will force drivers going down Quesada to make a sharper turn at the
intersection of _ and _. Also, the driver will have to cross the dip
perpendicular which is uncomfortable at a 90" angle, encouraging them to slow
down. Opportunely, this intersection has a built in speed hump that is not approved
by the City.
Commissioner Warden asked Mr. Chou if there are signs that say "dip" and the
center line on Quesada looks relatively short and should we double the length of the
center line.

Mr. Chou informed the Commission that there are no signs indicating the "dip" and
there is the need to balance the length of the line because some people feel that
putting center lines down the middle of the street ruins the residential nature (or look)
of the street, and a sign for the dip is not required because drivers have a warning to
slow down due to the T-intersection. Also, the vast majority of drivers know the
street, which is evident by the fact that they are racing and cutting corners. We think
as a first step, installing the signs, crosswalks, and center lines will at least get
people to drive prudently. We are making the assumption that 9070 of the people
driving here are very busy or oblivious to the fact that they are driving the speed that
they are.
Commissioner Warden asked when the last time selective enforcement for this area
was conducted, and inquired what it would take to have this area setup for radar.
Sergeant Shepley informed the Commission thatthis area has not been surveyed for
radar. It would have to be surveyed for radar first, and there are no continuous traffic
officers available
Mr. Chou clarified to the Commission, that the recommendation is to install
crosswalks, not the ladder system. Also, the right-away issue is occurring because
you have someone driving on the wrong side of the street, in the middle of the street
and moving towards the apex of the turn onto Ray, and then you have someone
coming up onto Ray, and then you have both ofthem looking at each other.
Chair Condon opened discussion to public comment
Dennis Creedon,spoke and informed the Commission that their petition is
for further down Ray Drive on Deveaux up towards Lincoln School. They would like
to calm traffic between Bernal and Ray on Devereaux- Also, the residents are
concerned about a sharp turn in the road.
Mr. Chou spoke and informed Mr. Creedon that this item will discussed at the next
meetin g.
Chuck Wallace, 2301 Ray Dr., spoke regarding the right-of-way and believes the
lines may help, but there is still an un-feted flow. With the crosswalk, how long would
it take for a person who is familiar with the area to blow off the need to slow down at
this intersection? Speed is a problem; there is a lot of foot traffic in the morning with
no police or radar to control vehicle speed. A Stop sign seems the most cost
effective and easiest way to control this area in lieu of having an officer control the
speed.
Emily Magnaghi, 2300 Ray Drive; spoke and informed the Commission that
she is in favor of putting in a measure to have people slow down at this intersection.
At various times of the day, she sees a lot of people going faster than 25 MPH. This

area has a lot of pets and children and she had hoped to see Stop signs approved,
and speed limit signs installed along with the crosswalk measures.
Chair Condon informed Ms. Magnaghithatthe Commission has a signage program
where the first step would be to use neon signs. Additional step are taken if the first
step does not fix the problem.
Charles lViller, 1551 Bernal; Supports the thought of a Stop sign and believes the
whole area would benefit from it.
Jim Stevenson, 2205 Ray Drive; Mr. Stevenson a thirteen year resident at this
address, explained how the overhead doesn't show the how steep the street or that
excessive speed develops because of the steepness ofthe road. Mr. Stevenson is
in favor of a Stop sign for this area.
Commission Warden spoke regarding the liability that the City will face if a Stop sign
were installed without meeting warrant. Commissioner Warden agrees with using
the sub-committee's new standards for traffic control.
Felix Shapiro, 2201 Ray Drive; informed the Commission that his neighbors who are
in favor of speed bumps, have asked for his assistance and support in requesting
speed bumps from the City. Mr. Shapiro informed the Commission that he is newto
the area, and it has been his observation that speed bumps would slow traffic that
travels between 35 and 45 MPH. Mr. Shapiro doesn't believe a fatal accident should
have to take place before any preventative measures are taken.
Tak Yamashita, 2200 Ray Drive and a resident on this address for approximately 21
years, informed the Commission that although his children are now grown, they were
not allowed to play in the front yard due to traffic conditions. He believes the problem
is the traffic going down Ray Drive at high speeds. On Quesada, cars are parked on
the cu rb, but if they were parked off the curb, then you probably couldn't get two cars
through.
Delores Gibbs,21 13 Ray Drive; Speed makes a difference, and she herself had a
child hit on Ray Drive. Her children suffered a concussion, a broken leg, and spent
the night in the hospital. Had the driver been speeding, her son would not be here
today. Also, exiting and entering her driveway (across from Monte Corvino) is
extremely difficult due to the traveling speed of the vehicles.
Pat Giorni, 1445 Balboa; Ms. Giorni informed the public and Commission that during
her frequent travels on Ray Drive, she has almost been hit several times while on her
bike and nraking a left hand turn off of Ray Drive because of vehicles speeding
downhill. Ms. Giorni believes the firsts step shown in Mr. Chou's presentation is a
positive step in the right direction. Ms. Giorni has been attending these meetings for
about lYz years and agrees with the Commission when they have inform the public
that Stop signs are not a preventative measure in slowing down traffic.

Diane Creedon, 2012 Devereux Dr, asked if the City were to install a line down the
middle of this narrow road and both sides of the street have cars parked, then how
can drivers stay in just their lane.
Commissioner Warden addressed this question and informed the public that with
cars on both sides, your visual pattern narrows, which tends to slow vehicles down.
Chair Condon spoke, and indicated we could use red curbing, but most residents
may not want this. What is better for the community has to be decided, and with our
new tier program, we can use the additional layers to address the issue if the first
step does not take care of the problem.
Philip Toy, 2100 Ray Drive; spoke and informed the Commission that if there were
no houses, Ray Drive would be a great road to drive, however, on Saturdays
teenagers are often in a hurry, and he would appreciate any assistance from the
Comm ission.
Commissioner Conway informed the public that he is in agreement with the staff
report, and believes the center line would be effective, and recommends taking the
first steps as outlined in the traffic calming report. Commissioner Conway also
believes that should the installation of a Stop sign take place, more vehicles would
make a "California" stop at this location, and a Stop sign could bring about a false
sense of security to the area.
Commissioner James made an inquiry regarding warrant tests and how they would
relate to the speed along Ray Drive.
Mr. Chou informed the Commission that several cities have been in trouble for
accidents at Stop signs that didn't meet warrant standards, and the State of
California has a right-away assignment tool to follow.
Commissioner Bohnert asked if staff has considered the speeding problem on Ray
during the weekends (Saturday), and suggests Staff review Quesada for illegal
vehicle parking, blind turns, and traffic confusion.
lVlr. Chou explained that if a study were done, it would entail radar counts in
unmarked vehicles. Tonight, with a concern over vehicle speed, staff can conduct a
radar study with no citations given out, and the survey would not be taken during
specific times of commute as this in itself is being influenced by the
surrounding neighborhood. Surveys would be done during off-peak hours when
no one is around when drivers would be driving faster because they don't think
anyone is around. Mr. Chou also pointed out that residents may not realize how fast
25 miles PH is. At times, this speed can be deceptive if you are "watching" the
vehicles.

RECOMMENDATION: Staff recommends continued community meetings at this time.
BACKGROUND: At the February 9, 2006 meeting, the Commission chose to continue discussions onih-iffi ana requested that staff ipnbuct an area-fride notice to surrounding businesses inviting them to
participate in discussions regarding green zones on a portion of Primrose Road, at Howard Avenue. A
subcommittee was also established to work with Leslie Ragsdale, the Burlingame United Methodist
Church, and the United Methodist Church Nursery to determine if other options such as parking within
the church's lot could be considered.
DISCUSSION: Members of the subcommittee met with church representatives to discuss possible
options for parent parking within the church property. Additionally, local surrounding businesses were
noticed by mailto participate in discussions to be held this meeting.
Staff recommendation is to continue receiving public input, and further discussion by staff and the
Commission before deciding on any action.

Ray Drive/Quesada Way - STOP Signs and Speed Control
RECOMMENDATION: Staff does not recommend the installation of an all-way stop at the intersection
of Ray Drive and Quesada Way.
DISCUSSION: Ra y Drive and Quesada Way is a 3-way intersection. Ray Drive is situated roughly in an
east/west orientation, while Quesada Way is configured roughly in a north/south direction. Both streets
are classified as residential streets. Burlingame lntermediate School is located approximately 800 feet
to the northwesl ofthe intersection, and Lincoln Elementary School is located approximately 1200 feet to
the northeast of the intersection. Ray Drive and Quesada Way are considered school routes for both
schools.
Staff completed an all-way stop sign warrant study for this intersection. lncluded in the warrant study
was a review of the accidenvcollision history for this intersection and analysis of daily traffic volume
data. Staff also examined the sight-visibility for the intersection and determined that it was adequate
when the intersection was approached at or below the prima facie speed limit of 25 mph with prudent
caution.
The results of the warrant study showed that no accidents were recorded for the intersection over the
evaluation period of the most recent 12 months. Traffic volumes for the intersection were also recorded.
The volume counts fell below the necessary volumes outlined in Stop Sign Warrant Condition #3.
Based on the data collected for the warrant study, this intersection does not meet the minimum
requirements for further consideration of an all-way/3-way stop. Since stop signs are used for right-of-
way assignments, and this interseclion has no recorded accident of any kind, the use of stop signs to
control speeding would not be prudent or consistent with accepted traffic engineering practices.
Unwarranted stop sign installations are typically indefensible in court if a lawsuit arises resulting from
accidents. Therefore, in this situalion, stop signs are not recommended.
Field examinations also showed that this portion of Quesada Way and Ray Drive is used primarily by
children as school routes to and from Burlingame lntermediate School and Lincoln Elementary School.
Staff noted that this intersection, along with the adjacent intersection of Monte Coryino, does not have

marked school crosswalks. Staff determined, however, that the surrounding intersectr' s rf

approximately 55-60 students walking home along this route from Burlingame lntermediate ",'',,..lol

Based on the fact that this intersection should be considered an integral part of the school route for
neighborhood children, staff believes that the installation of standard yellow, school crosswalks wouid be
advised for this intersection, as well as across Monte Corvino one block away on Ray Drive.
Staff further believes that new centerline striping at all the approaches to the intersection of Ouesada
Way and Ray Drive would be beneficial in addressing residential concerns about vehicles spee,iri.:g
around the tums. Staff observed a significant portion of southbound drivers approaching the interseclion
on the wrong side of the road in an attempt to make their left-turns shallower and faster to negr,trate.
Staff feels that the presence of centerlines will reduce this behavior and result in slower turning speeds
at the intersection.

BACKGROUND: At the November 10, 2005 meeting, the Commission heard from Linda Abbey of 2415
Adeline Drive, regarding neighborhood concerns over traffic speeds and volumes on Adeline Drive
generated by students and other drivers from Mercy High School-Burlingame.
She provided a petition, signed by her neighbors, requesting a speed survey and traffic count be
conducted at the gate surrounding Mercy, as well as the streets surrounding the school. Ms. Abbey also
requested that the City consider removal of certain parking spaces on Adeline due to parked vehicles
being hit.
At that time, Commissioner Warden volunteered to establish a subcommittee to work with staff on
meeting with the affected parties to discuss concerns and possible solutions.
DISCUSSION: ln the letter and petition submitted by Ms. Abbey and her neighbors are requests for
operational and maintenance work. Those include replacement or new installations of centerlines, bots
dots, crosswalks, and signage. Where the requests deal with existing facilities, staff will proceed with
work orders to the Public Works Corporation Yard to replace or repaint such facilities. ln the case of
new installations, a comprehensive list of locations will be presented to the Commission after it has been
established between staff, the subcommittee, residents, and school officials at a
neighborhood/commun ity meeting.
Such a meeting was set up with residents of Adeline Drive and Mercy High School representatives on
Tuesday, March 7. Despite the fact that the school property is private property and are not sub.lect to
traffic regulations typically enforced on public streets, discussions will also be involve circulation and
parking issues within the Mercy High School/Sisters of Mercy site in the hopes that agreements car re
reached that will benefit both the school and the neighborhood.
Due to timing of the community meeting, a written update in this staff report was not pcs.si*',ie

complained about speeding, volume of trafiic, and nrnning stop signs. These taffic issues
occur all day and throughout the night. This has tnrly increased stress, the feeling of
being unsafe for our childreq pets and ourselves, loss of sleep, and the disruption of
peace and quiet in our lives. We have sustained real and personal property damage as
well. Trees have been hit, and our vehicles have been damaged; some incidents, not all
have been reported to Burlingame Police.
Lincoln and Oru t^ady of Angels Schools have asked parent to drop-offipick-up
students in a one- way driving pattern.
We would like to review past study reports of traffic counts and speed checks- as far
back as the City has record for the Adeline, Alvarado, Columbus, and Hoover areas.
Currently, we would like to request taffrc counts at the: Sisters of Mercy- Adeline lld',e
main gate, Marian Convent- HooverAvenue gate, Mercy High School- Adeline Drio,,-
service gate, Mercy High School- Alvarado Avenue gate, and the above mentioneri
steets, including where counts were taken before, as the traffic numbers is out of *c'r,', ,'
