December 19th, 1995
1. CALL TO ORDER:
The meeting of December 19th, 1995 was called to order by President
Dunbar at 4:30pm.
2. ROLL CALL:

3. BILLS:
M/S/C (Herman/Taylor) unanimously to approve the payment of City
checks.
4. MINUTES:
The Minutes of the Meeting of November 21st, 1995 were approved as
written and ordered filed.

All correspondence had been mailed in the Trustee packets.

6. REPORTS:
a. City Librarian's Report:
Librarian Escoffier said that there have been numerous leaks in the roof at
temporary quarters during the severe rain storms. The leasing agency, G. E. Capital
has patched the roof and so far the patches are holding.
b. Foundation Report: Herman:
Trustee Herman said she has no Foundation report as there have been
no Foundation meetings since November. The next meeting will be Thursday,
January 11, 1996, at 4:30pm at Burlingame Bank and Trust.
7. UNFINISHED BUSINESS:
a. Internet Demonstration:
Reference Librarian, Barry Mills, demonstrated the Internet via the Peninsula
Library System Dynix network for City Council. Vice Mayor O'Mahony had some
concerns about paper costs and feels that the public should be charged for their
paper use. Councilman Spinelli was concerned about security regarding young
children. Some discussion followed.

The meeting of December 19th, 1995 was adjourned at 5:25 pm. The next
regular Board meeting will be held on January 16th, 1995 in the Conference Room
at 130 Park Road.

City Librarian's Report
January 16, 1995
"Something New is Building..."
The construction phase of the Library Reconstruction Project is underway. A
"Notice to Proceed" is scheduled to be issued January 16, 1996. This action officially
begins the mobilization process for the contractor. A preconstruction meeting with the
contractor, the City, and the Construction Management team is scheduled for the
week of January 22nd.
I have encouraged the Construction Management team to set a schedule
which would allow the library to move into the new building during the summer of
1997. This would require construction to commence immediately. We will have more
news about schedules at a later date.
"Ground breaking" Ceremony
It is anticipated that the "Ground breaking" for the project could be as early as
mid-February. A tentative date for the "Ground breaking" ceremony would be Tuesday
afternoon, February 14. This date would be subject to coordination with the contractor
and the City. This would be a unique opportunity to publicize the beginning of the
construction. The Board may wish to organize a special event for that day to include:
Board, Council, Foundation and other community members.
Temporary Quarters Building
The Temporary Quarters roof problems have been solved for the time being. A
concerted effort to patch all of the joints was made by representatives of G.E. Capital,
Miller Systems, and Quickset in December. So far, we have not had any leaks since
the repair.
Goals for 1996
Goals for 1996 have been submitted to the City Manager. Our focus this year
will necessarily be the library reconstruction. However, there are a number of other
items on the list as well. The goals list will be a part of the annual goals session with
Council on Saturday, February 3rd.

Internet for the Public
On January 3rd, City Council approved the Board of Trustees proposal to offer
Internet to the public from a workstation in the adult reference area. We are pleased to
join over 200 other public libraries in the state who offer this service. We will monitor
usage and encourage users to fill out a questionnaire regarding use of the Internet.
Personnel
Interlibrary loan duties have been reorganized. We have moved the "in-system"
loans function to the Circulation Division. The "out of system" loans, which consist of
extensive work on the OCLC database, will be handled in Technical Services.
I have asked longtime staff member Patti Flynn (Library Assistant II) to take over
this function. Patti will move from permanent part time to full-time status beginning
January 22nd. Patti has been with the City for 14 years and has had experience at the
Easton Branch, Circulation and Technical Services divisions.
Interviews were held to develop a list of on-call librarians to fill in for sickness
and vacations. The newly hired librarians are Robin Imhof, Patty Sophos and Tim
Wallace. Patty and Tim are experienced Dynix users who have been working at San
Bruno Public Library. Robin is a recent library school graduate with experience in law
libraries, most recently at Carr, McClellan in Burlingame.
Children's Services
Cathy Somerton directed a total of 9 programs in December, reaching 205
children. The Holiday program was delightful, although the attendance was light. The
"Walden Marionettes" were featured, courtesy of the Friends of the Library. The
program was held on a Sunday morning so that we could use the entire public service
area of the building. John Bendick and Teresa Adam, of the Burlingame Lions Club
were our Mr. and Mrs. Santa Claus for the event.
January is "Poetry Month" in the Children's Room. We are pleased to add a
special series of programs this year, courtesy of the Burlingame Library Foundation.
The Foundation donation has allowed us to present the "California Poets in the
Schools" program at three separate times from January through March. Children will
be encouraged to come and meet the poets. In addition, poetry workshops will be
held in the Children Room on three Saturdays. This is an especially nice way for
children to appreciate poetry.
As we have done in previous years, children may bring a poem to the
Children's Room this month and redeem it for a free paperback book. The books are
being given through funds from the Friends of the Library.
This is truly a joint program sponsorship!

Reference Services
Dan Alvarez attended several multicultural committee meeting during
December. In a South Bay meeting, it was decided to publicize the existing materials
in other languages in member libraries.
In December, the reference departments of all PLS libraries tested a third
periodical index, EbscoHost. Patrons had little difficulty with the product. A fourth
product may be tested in January. Following this fourth and final trial, negotiations
will begin with vendors to determine which product might best serve the entire PLS
system via the Dynix network.
Easton Branch
The Easton Branch suffered a 3 day storm closure. (The main library was
closed one day due to power outages.) Once the power was restored the Branch
suffered a period of brown outs. It was discovered that P G & E had reattached the
power to the building incorrectly . This was quickly corrected and the Branch
reopened. The Branch also suffered some leaks which are being investigated.

Poetry workshops for children
January - March 1996
collaborative project of the
Burlingame Public Library and The California Poets in the Schools
Dear Teacher:
Do you have a student who has a special talent or interest in writing?
Or a creative child who could benefit from the individual attention of a
small group setting? We would like you to know about this free,
enrichment opportunity.
We invite you to spread the word to your third through eighth
graders about "Words With Wings", a special Saturday morning poetry
workshop series at the Burlingame Public Library. The workshops will be
conducted by staff of The California Poets in the Schools.
The first poetry program will be Saturday, January 13th at 9:30 a.m.
A workshop will follow at 10:30 a.m. Additional workshops will be held
on February 10th (9:30) and March 9th (9:30). Following the March
program, there will be a reading of the children's poems and their work
will be published in a booklet.
Workshops are for children in grades 3-8 and will be held at the
Burlingame Public Library, Temporary Quarters. Registration required.
Please also remind your students that, as usual, January is Poetry
Month at Burlingame Public Library and Easton Drive Branch. Children
can receive a free book of poetry by either writing their own poem or
copying their favorite one from a book and bringing it to the library.

Year End Review
1. Develop an appropriate budget to offer quality library services during the first year
of operation in temporary quarters. Developed and implemented successful budget.
2. Complete temporary quarters planning including: facility and operational needs,
space planning, service levels, study space, available collections. Completed.
3. Develop a plan for the move of books, as well as furniture and equipment, to
temporary quarters and storage. Moves completed to 3 sites.
4. Complete implementation of Dynix integrated automated system, including
installation and training for new public functions: "Kid's Catalog," Internet, touch-tone
phone renewals, etc., and new staff functions including the installation of acquisitions
and serials modules. Online public catalog implemented, Other functions awaiting
system-wide implementation.
5. Revise the Branch plan of service for use of the branch during main library
reconstruction. Plan of service revised and implemented.
6. Move toward more self service for library users, including a review of self-check-
out and revision of the date due process to free up staff for more direct user
assistance. Under study.
7. Complete review and weeding of all library collections in preparation for the
move and potential storage of parts of the collection. Completed.
8. Implement temporary quarters public relations plan for staff and public.
Completed.
9. Review staffing needs for temporary quarters operational phase, while planning
for future staffing needs in the new building. Temporary quarters phase completed.
10. Continue to work with the newly formed Burlingame Library Foundation on
