BOARD OF TRUSTEES
MINUTES
FEBRUARY 16TH, 1988
CALL TO ORDER:
A duly noticed regular meeting of the Burlingame Public Library Board
of Trustees was held on the above date in the California Room of the
Burlingame Public Library. The meeting was called to order at 4 : 30pm by
President Mink.
Trustees Present: MINK, CANNON, BACIGALUPI , ROBERTSON & BLEVINS
Trustees Absent: NONE
Staff Present: MRS. JUDY GLADYSZ, LIBRARY SECRETARY
MRS. PATRICIA BERGSING, CITY LIBRARIAN
BILLS:
M/S/C (Blevins/Bacigalupi) unanimously to approve the payment of City
checks in the amount of $16,897 . 98 . M/S/C (Blevins/Bacigalupi )
unanimously to approve the payment of the Trustees Special Fund in the
amount of $861 . 52 .
MINUTES•
Minutes of the Regular Meeting of January 19th, 1987 were approved.
CORRESPONDENCE AND COMMUNICATIONS:
Acknowledgements: a. Thank you to Joan Leach for evening with Teachers
and Librarians from St. Matthews Episcopal School.

REPORTS:
City Librarian: Reference Services: Trustee Cannon asked if the "Weekend
Library Line" , based in Berkeley, got any use. Mrs. Bergsing said it does
and in fact had the need to use it herself on one occasion in an emergency
situation. She said further information on the Line is available at the
Burlingame Library' s Reference Desk.
New Statistics: President Mink said she was impressed with the amount of
people who passed through the Library doors in the month of January.
Easton Branch: President Mink said in the long-range planning process she
would like to see the "role of the Branch" examined. Trustee Cannon said
there is a real problem after school regarding the large number of
children who come to the Branch. She said there is hardly any space left
to sit and study when they' re there. Trustee Bacigalupi stated that if in
fact the Library is being used to "baby sit" the after-school children
from OLA, that Mrs . Bergsing should get in touch with the principal, Ji
Morino, who is very receptive to problems such as these. Librarian
Bergsing said she would check with the Branch Librarian regarding the

S.M. County Reading Day: Trustee Robertson said she was glad to hear that
the Library is planning to observe "Reading Day" in the County. Trustee
Bacigalupi offered some public service air space for announcements
\,_promoting Reading Day in the County.
Personnel: Trustee Blevins said she was sorry to see Allen Testa leave
the staff . Mrs. Bergsing explained that he was married last summer and in
order to buy a home, he and his wife had to move out of the area. The
Board members wished him well.
CALTAC WORKSHOP: Trustee Cannon said that Patti Bergsing, Claudia Argyres,
Al Escoffier, and herself had attended the CALTAC Workshop which was held
in Salinas in January and she strongly recommends that the other Trustees
attend the very same workshop which will be held in Davis in March.
She gave a very complete summary of the day activities which centered
on the Trustees role and responsibilities in the planning process, and an
outline of the Public Library Association' s "Planning and Role Setting For
Public Libraries. " Both the California State Librarian and Utah State
Librarian were speakers at the Workshop.
UNFINISHED BUSINESS:
Project Read: Mrs . Bergsing said she had called the City Librarian at San
Mateo Public Library for information as requested by the Board at their
January meeting. Mrs. Bergsing said however that she had not, to date,
received a budget for Project Read. She gave a breakdown of the funds and
staff required to run Project Read, and informed the Board that she would
be attending a forum next Tuesday and perhaps she could obtain further
information about the program. The Board members concurred they would be
interested in seeing the budget for the Project Read before requesting
funds from the City of Burlingame to supplement the program. Mrs.
Bergsing said she would, once again, request a budget as well as
statistics for a completion rate. They further requested that the
Director of Project Read and/or Nancy Crabbe, the City Librarian at San
Mateo Public be invited to the March Board meeting. The matter was then
tabled until the March Board meeting.
NEW BUSINESS•
Budget Requests for 1988-1989 : Mrs. Bergsing had included the Budget
instruction from the City Manager in the Board packets. She explained the
budget process to the Board. Trustee Cannon asked if it would be
reasonable to request "Summer Hours" at the Branch and to keep it open
until 8 : 00pm instead of 6 : 00pm on Monday through Thursday? Mrs . Bergsing
said she would cost it out to see how much money it would require.
Trustees as Links to Community Groups : Trustee Cannon stated that the
Trustees were excellent links to the other community groups in which they
participate. She suggested that if each of them made a conscious effort
to promote the library' s programs and services to these groups it would be
excellent PR for the Library and would also improve communications and
knowledge of the Library in the community.
Parking Structure Update: Patti gave a brief update on the progress of
the parking structure. She said she would know more after Saturday' s
meeting of Council and would keep the Board informed.

New Regulations Regarding Commission Appointments: Mrs. Bergsing said all
Trustees must re-file every time there is an opening on any commission if
they care to be considered.
�. Legislation Breakfast Registrations: Mrs. Bergsing reminded the Board
members that they had to make a reservation to attend.
Commissioners Dinner: Mrs. Bergsing also reminded the Board members that
they need to RSVP if they plan on attending the Commissioners dinner on
March 4th.
Discussion of Strengths and Weaknesses : The Board did some brainstorming
and discussed the strengths and weaknesses of the Library. These were
recorded and passed on to Trustee Cannon for inclusion in the discussions
of the long-range planning committee.
ADJOURNMENT:
The meeting of February 16th, 1987 was adjourned at 6 : 20pm with the
next meeting scheduled for March 15th in the California Room.
