ADJOURNMENT { { f f { { { f f f { f { { { { f { { { { { g { 3/8/88 { AGENDAM { f { BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES FEBRUARY 16TH, 1988 CALL TO ORDER: A duly noticed regular meeting of the Burlingame Public Library Board of Trustees was held on the above date in the California Room of the Burlingame Public Library. The meeting was called to order at 4 : 30pm by President Mink. Trustees Present: MINK, CANNON, BACIGALUPI , ROBERTSON & BLEVINS Trustees Absent: NONE Staff Present: MRS. JUDY GLADYSZ, LIBRARY SECRETARY MRS. PATRICIA BERGSING, CITY LIBRARIAN BILLS• M/S/C (Blevins/Bacigalupi) unanimously to approve the payment of City checks in the amount of $16 , 897 . 98 . M/S/C (Blevins/Bacigalupi ) unanimously to approve the payment of the Trustees Special Fund in the amount of $861 . 52 . MINUTES: Minutes of the Regular Meeting of January 19th, 1987 were approved. CORRESPONDENCE AND COMMUNICATIONS: Acknowledgements : a. Thank you to Joan Leach for evening with Teachers and Librarians from St. Matthews Episcopal School. b. Year-end Statement of Income and Expenses on the Duncan property - Mailed in packets . C. Clarion - Mailed in packets. d. Caltactics - Mailed in packets e. California State Library Newsletter - Mailed in packets REPORTS• City Librarian: Reference Services: Trustee Cannon asked if the "Weekend Library Line" , based in Berkeley, got any use. Mrs. Bergsing said it does and in fact had the need to use it herself on one occasion in an emergency situation. She said further information on the Line is available at the Burlingame Library' s Reference Desk. New Statistics: President Mink said she was impressed with the amount of people who passed through the Library doors in the month of January. Easton Branch: President Mink said in the long-range planning process she would like to see the "role of the Branch" examined. Trustee Cannon said there is a real problem after school regarding the large number of children who come to the Branch. She said there is hardly any space left to sit and study when they' re there. Trustee Bacigalupi stated that if in fact the Library is being used to "baby sit" the after-school children from OLA, that Mrs. Bergsing should get in touch with the principal, Ji Morino, who is very receptive to problems such as these. Librarian Bergsing said she would check with the Branch Librarian regarding the L.. situation. Page 1 S.M. County Reading Day: Trustee Robertson said she was glad to hear that the Library is planning to observe "Reading Day" in the County. Trustee Bacigalupi offered some public service air space for announcements �,_promoting Reading Day in the County. Personnel: Trustee Blevins said she was sorry to see Allen Testa leave the staff . Mrs. Bergsing explained that he was married last summer and in order to buy a home, he and his wife had to move out of the area. The Board members wished him well. CALTAC WORKSHOP: Trustee Cannon said that Patti Bergsing, Claudia Argyres, Al Escoffier, and herself had attended the CALTAC Workshop which was held in Salinas in January and she strongly recommends that the other Trustees attend the very same workshop which will be held in Davis in March. She gave a very complete summary of the day activities which centered on the Trustees role and responsibilities in the planning process, and an outline of the Public Library Association' s "Planning and Role Setting For Public Libraries. " Both the California State Librarian and Utah State Librarian were speakers at the Workshop. UNFINISHED BUSINESS: Project Read: Mrs . Bergsing said she had called the City Librarian at San Mateo Public Library for information as requested by the Board at their January meeting. Mrs. Bergsing said however that she had not, to date, received a budget for Project Read. She gave a breakdown of the funds and staff required to run Project Read, and informed the Board that she would be attending a forum next Tuesday and perhaps she could obtain further information about the program. The Board members concurred they would be interested in seeing the budget for the Project Read before requesting funds from the City of Burlingame to supplement the program. Mrs. Bergsing said she would, once again, request a budget as well as statistics for a completion rate. They further requested that the Director of Project Read and/or Nancy Crabbe, the City Librarian at San Mateo Public be invited to the March Board meeting. The matter was then tabled until the March Board meeting. NEW BUSINESS: Budget Requests for 1988-1989 : Mrs. Bergsing had included the Budget instruction from the City Manager in the Board packets. She explained the budget process to the Board. Trustee Cannon asked if it would be reasonable to request "Summer Hours" at the Branch and to keep it open until 8 : 00pm instead of 6 : 00pm on Monday through Thursday? Mrs . Bergsing said she would cost it out to see how much money it would require. Trustees as Links to Community Groups: Trustee Cannon stated that the Trustees were excellent links to the other community groups in which they participate. She suggested that if each of them made a conscious effort to promote the library' s programs and services to these groups it would be excellent PR for the Library and would also improve communications and knowledge of the Library in the community. Parking Structure Update: Patti gave a brief update on the progress of the parking structure. She said she would know more after Saturday' s meeting of Council and would keep the Board informed. Page 2 New Regulations Regarding Commission Appointments: Mrs. Bergsing said all Trustees must re-file every time there is an opening on any commission if they care to be considered. �. Legislation Breakfast Registrations: Mrs. Bergsing reminded the Board members that they had to make a reservation to attend. Commissioners Dinner: Mrs. Bergsing also reminded the Board members that they need to RSVP if they plan on attending the Commissioners dinner on March 4th. Discussion of Strengths and Weaknesses : The Board did some brainstorming and discussed the strengths and weaknesses of the Library. These were recorded and passed on to Trustee Cannon for inclusion in the discussions of the long-range planning committee. ADJOURNMENT: The meeting of February 16th, 1987 was adjourned at 6 : 20pm with the next meeting scheduled for March 15th in the California Room. Respectfully submitted, Patricia M. Bergsing Clerk of the Board PMB/jg 021788 FEBRUARY Page 3 LIBRARIAN' S REPORT MARCH 1988 Pr_ZSj ect Read Attached to this report are brief minutes from the Literacy Forum held on February 23rd at the County Library. The bottom line is that all of the Literacy projects in San Mateo County agreed to adopt a standard contract approach to serving residents from other jurisdictions. After discussion with San Mateo Public Library Director, Nancy Crabbe, and San Mateo County Project Read Director Maura Okamoto, they agreed that they would be happy to attend your April Board meeting and discuss your questions and concerns. This would give them time to develop a tentative contract for serving Burlingame/Hillsborough residents. Strategic Planning Process The Long Range Planning team held their first session on February 25th at the Coyote Point Captain' s House. The next session on team-building will be held at the Library on March 14th. Trustee Cannon will have a report for your meeting. As part of the Library' s Strategic Planning Process, Trustee Cannon and I have included the chapter on "Developing Roles. . . " in your packet. We thought it would be helpful and informative if each of you would fill out Workform "E" , and then come to the Board meeting prepared to share your assessment of what roles you think we are currently performing, and what you would rather see us emphasize. We realize this is only an informal sharing of your impressions at this stage, but we thought it might stimulate discussion and g us all thinking about priorities. Pay particular attention to what "�T'itical resources" are required to perform each role. Budget 1988-1989 At the moment, we are working on the Library Budget. I 'm not sure if I ' ll have any information about where we stand in time for your meeting. The PLAN expenses are somewhat lower than we anticipated so that is encouraging. Revenues are tight but luckily we are not in the same situation as San Francisco, San Jose or Shasta County. I 've included a teletype message on the tax election in Shasta County. Parking Structure As you probably know by now from the article in the newspapers, the Council directed the Architect to proceed with plans to develop Scheme "B" for the parking structure beside the Library. This plan gains slightly more parking spaces than Scheme "C. " The majority of Council agreed to build just one deck at this time, but to lay foundations that would accommodate a second deck in the future. There was no decision on the outside facade nor on scheduling a public hearing. Reading Day We are still planning on "Reading Day" at B.P.L. on April 27th. We will be sending out letters to community leaders, teachers, City and Library staff, etc. , asking if they wish to participate. We may have the letters ready in time for your meeting. f Page 1 S.B. 181 We received an interesting hand-out from the Friends of California Lib--ries on S.B. 181, the California Library Construction and Bond Act of 19k,,- I 've enclosed it for your information. The current status of the legislation is that it is still stalled in the legislative process. We may know more by next week. S.B. 181 is the subject of Senator Quentin Kopp' s remarks at the Legislative breakfast on March 19th. Programs and Services User traffic in the library this month was 31, 816 persons, or an average of nearly 1,200 per day. Tours of the library were held for 14 developmentally disabled adults from Kainos Home in Redwood City. Mr. Pablo Fuentes brought the group on a special outing by commuter train from Redwood City, and made the library a special focus for the day. Michael gave a tour of the library to Rosemary Ockerman' s "English as a Second Language" class. The students, mostly Spanish-speaking, had a good working level of English and seemed especially interested in the audio visual materials. They obtained library cards and answered class-assigned questions about the library. Exhibits this month included Pat Bykoff ' s landscape and still life paintings, and were followed by paintings by the members of the Oriental Art As- ^iation of San Francisco. Exhibits included Project Read, walking and the ar,,,_,jf Turner. Children' s Services Cathy Somerton did 44 programs during the month of February, including 4 pre-school storyhours; 2 Valentine Storytimes, one at the Main and one at Easton; 9 class visits to both the Main or the Branch; and 29 programs in the schools. The Pre-school and Kindergarten Teacher' s Workshop on February 3rd was attended by 27 teachers. Cathy has begun planning for a second teacher workshop to be held on April 9th. This will be a Saturday morning "hands-on" workshop. Al Einhorn was our guest at the Saturday Special on February 27. His combination of songs and stories for the children was a hit. GEAC/PLAN The Community Access Service pilot test has begun at Aragon High School. A microcomputer and communication line has been installed at Aragon to provide access to the PLS database in the dial-in mode. Aragon will be working with San Mateo Public Library and PLAN as a pilot test site for determining how well dial-in access works and how helpful it can be to direct high school students to public library resources. Geac ' s response to the PLAN System 9000 upgrade was received. Their cost quotation has been incorporated into the PLAN 1988-89 Budget Forecast. Figures have been received locally to determine Burlingame' s costs for FY 1' '-89. ti Page 2 1988-89. Reference Services Reference statistics are up 2. 1% over the same month last year. I'rcerlibrary loan statistics continue to decline. Esther met with the PLS Community Relations Committee meeting where plans are being made to offer two Sunday author programs, April 17 and 24, as part of the National Library Week celebration. Outside meetings attended included: Literacy Forum-(Project Read) - Esther and Patti; PLS Film Committee-Brenda. On call staff are filling-in admirably for our two vacancies. Collection Development Al Escoffier called a meeting of all book and materials selectors during , the month to review the budget balances and the approach to selection for the remainder of the year. Several areas were reassigned due to two staff resignations. Weeding of sections is continuing as we remove items which have not circulated since we came on line in 1985. Plans are moving forward with our paperback book collection of foreign language materials. Sandy Gleichmann has spearheaded this effort to provide attractive, popular reading in various languages. Languages to be represented will include: French, Spanish, German, Russian, Chinese and Russian. The lection will be ready for the public in the next 60 days. Personnel We had hoped to announce the appointment of a new Library Assistant I in the Children' s Department. However, due to a change in the financial situation of the candidate (not related to the job) , she decided she would not be able to accept the position. Ms. Leach is currently considering other applicants. We are presently recruiting for two librarians, one full-time Librarian II and one part-time Librarian I . Ginger Fortmiller, our city Personnel Assistant, has agreed to run the publicity for both positions together, to receive greater coverage. The part-time position has been particularly difficult to fill in the past, and has undergone a tremendous amount of turnover in the past few years. Interviews are scheduled for March 10 for the Library Assistant II position. We hope to fill that position in the next few weeks.
