The meeting was called to order at 4 : 30pm by President Cannon. Trustees Present: CANNON, ROBERTSON, BLEVINS, MINK, BACIGALUPI Trustees Absent: NONE Staff Present: MRS. PATRICIA BERGSING, CITY LIBRARIAN MR. ALFRED H. ESCOFFIER, ASST. CITY LIBRRIAN MRS. JUDY GLADYSZ, LIBRARY SECRETARY BILLS• M/S/C (Blevins/Mink) unanimously to approve the payment of City checks in the amount of $21 , 526 . 88 and payment of the Trustees Special Fund in the amount of $4 , 329 . 46 . MINUTES: Minutes of the Regular Meeting of August 17th, 1988 were approved as written and ordered filed. CORRESPONDENCE AND COMMUNICATIONS: a. Library Annual Report 1987-1988 - Mailed in packet b. Flyer on Andrew Wyeth - "Helga Pictures" Program - Mailed c. Friends of the Library Fall Book Sale - Mailed in packet d. Spectacles - Mailed in packets UNFINISHED BUSINESS: REPORTS: City Librarian: New Redwood City Library: Mrs . Bergsing distributed the floor plan of the new library. Some discussion followed regarding a possible tour of the Redwood City Library. Mrs . Bergsing said she would get in touch with the Library Director, Jane Light, to see when would be a convenient time to schedule such a tour. She will get back to the Board members . Collection Management: Librarian Bergsing distributed a report that Mr. Escoffier had compiled on circulation of different areas of the collection during the past fiscal year. Geac: Patti reported that PLAN was currently negotiating a new contract for the Geac 9000 . There was some discussion regarding the continued closure of Shasta County libraries. Page 1 NEW BUSINESS : a. Holiday Schedule - 1989 : After reviewing the proposed holiday schedule for 1989 , M/S/C (Mink/Robertson) unanimously to accept it as presented. b. C.L.A. Conference: Trustee Robertson said she has decided she will probably attend the C.L.A. Conference that will be held in Fresno in November. C. Date of November Board Meeting: M/S/C (Robertson/Bacigalupi ) unanimously to change the date of the November Board meeting to November 22nd. d. Proposition 85 on the November Ballot: Mrs. Bergsing announced that there is a P.L.S. fund raiser at the home of Jane Tepperman on October 6th for anyone wishing to support Proposition 85 . Trustee Mink commended the gardening staff . She said the lawn in front of the Library looks like there ' s a water shortage however the bushes are trimmed and look nice. Librarian Bergsing said the City Manager is expecting to receive the parking structure working drawings back by the end of September. The job should go out to bid in the late fall and construction should begin next spring, (February or March) if everythingp goes according to schedule. Bergsing Clerk of the Board PMB/jg 092288 September Page 2 LIBRARIAN' S REPORT October 1988 Long-Range Plan The Burlingame Public Library Long-Range Plan 1988-1993 was mailed to you earlier this month. I hope you will bring your questions, comments , suggestions, etc. to the Board meeting so we may discuss them. Then, we hope you will endorse the plan. The next step will be to forward it to the City Council and then to the public. Geac 9000 Update The contract negotiations for the Geac 9000 upgrade are now complete! The committee, made up of three directors of system libraries, labored for many months to bring the contract to fruition. The formal signing will be some weeks away, however the equipment is already arriving at the PLAN offices in Belmont. The computer room is ready. The first project is to install the three new disk drives. The drives are physically smaller, but have a much larger data capacity. This process should have taken several days and was expected to be completed by October 10th. Unfortunately, problems developed and it took longer than anticipated. Another major decision was made by the Administrative Council which �.. will affect how we install the new system. We will bring the on-line circulation system up first-- in January. The immediate effect should be to improve response time and allow the addition of more terminals to the network. (Burlingame does not anticipate adding terminals this fiscal year. ) The next step will be to begin the conversion work to overlay "Marc" records on the existing records in the system to create the on-line catalog. This work will take many months. We are unique in the way in which this scenario has been planned, as no Geac site has actually brought the circulation system up first, and then overlayed the catalog records . Friends of the Library The fall book sale was held on October 7th, 8th and 9th, and netted close to $3 ,000 ( $2 ,953 to be exact. ) There were more books in this sale than we can remember in recent years. The Friends devoted hours and hours to pricing and then arranging and selling the books. Congratulations to Booksale Chair Jean Ratel, and her loyal group of helpers . We don' t know what the Library would do without them. Another project of the Friends this month was to purchase 5 , 000 book bags and a self-service dispenser in which to sell them for 25 cents each. The dispenser, in its former life, was a newspaper rack. It' s next to the change maker if you want to check it out. Page 1 Volunteer and Staff Recognition �- For a number of years the Library Board has been supporting both our volunteer and staff recognition programs. These have included social events on the patio, small tokens of appreciation to the volunteers, and small gifts during the holidays. For the staff , you have provided the refreshments for three general staff meetings per year, and small items to staff members in recognition of their years of service. The last time we requested funds for these programs was in October 1986 . Now we have just about expended those funds, and we are again requesting $1,000 to carry these programs for the next two years. Tour of the New Redwood City Library Tentatively, I have scheduled your November Board meeting date, November 22nd as a time that we might tour the New Redwood City Public Library. This date meets with the approval of the Library Director, Jane Light. I would like to suggest that you schedule your Board meeting for 3 : 45 or 4 : OOpm with the minimum of business on the agenda so that you may adjourn quickly and plan to arrive in Redwood City no later than 4 : 30 . Jane will give you a tour of approximately 45 minutes to one hour. If this idea meets with your approval, it would save everyone from taking another day out of your busy schedule. Programs and Services Our lecture on the Andrew Wyeth exhibit "The Helga Pictures" drew an `- audience of 42 on September 28th. For further enjoyment, the library has the video tape of the exhibit, as well as the catalog. The Friends of the Library sponsored the event and Reference Librarian, Esther Cummings, was in charge of all the arrangements. The library received two checks from the Burlingame Lions Club this month. One for $ 1 , 200. 00 for the large type book collection. This project has been largely supported by the Lions since its inception. We have also received $ 700 . 00 to support the Children' s Summer Reading Club for the summer of 1989 . Poetry Readings continued during the month on the Fridays evenings of the 9th and the 23rd. Sandy welcomed poets Fritz Hamilton and Michael Culross. This group continues to provide poets of all levels of sophistication a place to read their work that is supportive. Networking Conference Donna, Al, and I attended the California Conference on Networking in Oakland on September 22 . The program focused on the feasibility and desirability of multi-type library networks throughout the state. The conference consisted of speakers, including futurist author Carolyn Corbin, and the Princeton, New Jersey Library Director, Jacquelyn Thresher, who has had first hand experience with multi-type networks in New York and New Jersey. A panel of California librarians from different types of libraries also spoke. Page 2 Barbara Will, from the California State Library chaired the program. She has been researching networking for California, and was instrumental �- in developing the multi-type networks in New York and New Jersey. We can expect to hear more about this topic at the CLA Conference in November. Library Construction Bonds Al, Esther, Shuk-Chun and I attended the fund raiser for Proposition 85 in the San Mateo home of San Mateo Library Board member Jane Tepperman. The event was aimed at raising money for the California Bond Issue 85 , which would provide funding for public library construction programs. Reference Division Reference statistics were down slightly over the same month last year. Two reference librarians are now scheduled on the desk during the evening hours. At the moment, it is too early to ascertain whether San Mateo Public Library' s Thursday evening closure will affect us. In the past, when San Mateo closed Thursday evenings following the passage of Proposition 13 , we felt a substantial increase in business. The two new Canon microform reader/printers have been received and installed in the Division. Users now have access to the latest technology for their microform needs. Michael Hubbell has been doing in-house training in the use of the Datatimes database. In addition, Donna attended a training session in "PFS Professional Write" and "Lotus" software, sponsored by Businessland. Collection Management Collection de-selection is continuing in preparation for the Geac 9000 . Most areas of the non-fiction collection have been completed. Fiction is approximately at the half way mark. Exhibits and Displays September exhibits featured paintings by Burlingame resident Fred Livingston and Rose Leigh Giehm. Special exhibits were also assembled by Nancy Montague and Esther Cummings on the "Helga Pictures" and Banned Books Week. Children' s Services The following classes visited the Library during September: 3 sixth grades, 67 students from Burlingame Intermediate; second and third grades, 50 students from Washington School. A group, consisting of public and school librarians, teachers and booksellers, has been meeting regularly during the summer and will continue to meet once a month during the school year. One of the outcomes , of these meetings was the showing of the Jim Trelease film "Read Aloud" at South School, B. I .S. and B.P.L. A total of 112 people viewed the film and it met with an enthusiastic response. Mrs . Leach is checking on the Page 3 availability of a video that we might purchase for additional showings. The San Mateo County Library presented a program on books of interest to Young Adults. Mrs. Leach attended and will be giving a similar in-service training program in October for B.P.L. reference librarians. The P.L.S. Children' s Committee heard an update on school libraries in San Mateo County from Ann Lathrop of the San Mateo County Educational Resources Center. In general, most school libraries are in deplorable condition. . . few librarians, few aides and little money for materials. Mrs. Leach attended a workshop sponsored by the East Bay Cooperative Library System entitled, "Staying In Touch: Child Development Implications for Libraries. " The speakers addressed such questions as how children learn, various methods of teaching, and how books are used. Easton Branch Diane Casey compiled a graph of activity on the Apple Computer at the Branch. It reveals greater use of the machine during the school months. Diane also wrote a Halloween book review column for Peninsula Parent newspaper. In addition, she has visited the kindergarten through eighth grades at Our Lady of Angels School for library orientation. Pre-school storyhour began on Tuesday mornings at the Branch: 43 children attended in September. On September 20th the After School Program had an attendance of 20. On September 27th the Montessori Preschool visited the Branch for storyhour with 18 in attendance. These, plus other branch programs reached 114 children during the month. Diane also attended the Applefest Tutorial program in San Francisco to sharpen her skills on the computer. Personnel Bernie Hinds, a Burlingame resident, was hired as Senior Page in the Audio Visual section. We have also hired Dale Nelson, as "On-Call" Library Assistant.
