BURLINGAME PUBLIC LIBRARY
BOARD OF TRUSTEES
MINUTES
DECEMBER 20 , 1988
CALL TO ORDER:
A duly noticed regular meeting of the Burlingame Public Library Board
of Trustees was held on the above date in the California Room of the
Burlingame Public Library. The meeting was called to order at 4 : 30pm by
President Cannon.

Trustees Absent: MINK
Staff Present: MRS. PATRICIA BERGSING, CITY LIBRARIAN
MRS. JUDY GLADYSZ, SECRETARY
_BILLS:
M/S/C (Blevins/Bacigalupi) unanimously to approve the payment of City
checks in the amount of $ 21 , 222 . 51 and Special Fund checks in the
amount $653 . 30 .
MINUTES:
Minutes of the regular Meeting of November 22nd, 1988 were approved
as written and ordered filed.
CORRESPONDENCE AND COMMUNICATIONS:

REPORTS•
City Librarian: Trustee Robertson and Trustee Cannon said they had
attended the Annual Holiday Program and it was excellent. The program
featured the "Magical Moonshine Theatre" , and there were about 125
children and adults in attendance.
Mrs. Bergsing announced that Joan Giampaoli will be the new Branch
Supervisor effective February 1st. She said Joan will be splitting her
time between the Main and Branch libraries. She further announced that
Dale Nelson will be in charge of Outreach and when Mr. Escoffier returns
from vacation he will be advertising for a 25 hour per week assistant for
the Circulation Department.
California Library Association Conference: Trustee Robertson gave a
report on the meetings she attended at the Conference. In general,
however, she was disappointed with both the number of meetings scheduled
that were of interest to her, and the quality of the meetings she did
attend. She said her reactions appeared to be shared by Burlingame staff
members who attended the conference.
UNFINISHED BUSINESS:
Tour of Redwood City Library - Comments from the Trustees: Immediately
following adjournment of the Board meeting last month, the Trustees drove
to Redwood City to tour the new library. They all said they were
impressed. Trustee Robertson said she missed the "fire-pole" , ( the
library was built in the old firehouse) and Mrs. Bergsing said the fire-

pole had been moved to the new firehouse where it would be more
appropriate. Trustee Robertson was impressed with the space allocated for
staff offices and working area. She felt this fostered a good working
environment instead of everyone being crowded together as they are here in
the Burlingame Library. Trustee Cannon said she liked the idea of smaller
tables in the reading rooms and the smaller reading areas. Trustees
Blevins and Bacigalupi commented favorably on the way the magazines were
displayed.
NEW BUSINESS:
CALTAC Workshop: Mrs. Bergsing said there will be a final workshop on the
Planning Process sponsored by CALTAC on January 28th at the new Pleasanton
Library. Trustee Cannon agreed to attend accompanied by Librarian
Bergsing, and they will report back to the other members of the Board.
New Year ' s Resolutions: Mrs . Bergsing asked the Trustees if they had
anything to add to the list of New Year ' s Resolutions. The Trustees felt
that most items of current interest had been covered. President Cannon
expressed concern about the numbers of hours the Branch Library is open
and hoped this issue would be addressed this year. Discussion followed.

The meeting was adjourned at 5 : 25pm with the next meeting set for
January 17th, 1989 in the California Room at 4 : 30pm.

LIBRARIAN' S REPORT
January 1989
Budget 1989-1990
It' s January, so we begin the budget planning cycle again. Attached to
this report are a number of items relating to the budget: Capital
Improvement Program from the City Manager; packet of materials relating to
Council study session on January 14th; and the Library' s New Year
Resolutions for 1989 . I ' ll report on the Saturday study session at your
meeting. You might begin to think about possible budget items that we need
to consider this year.
Planning
The Planning Committee has been expanded to include the other three
supervisors : Circulation, Deanna Tomei ; Periodicals , Marilyn Morrison; and
Branch Supervisor Joan Giampaoli. The group will be meeting in late January
to revise and update the objectives and activities portion of the Plan. You
will note we did the Library' s New Year ' s Resolutions this year as they
related to goals developed in the Plan.
A staff sub-committee has drafted an audio visual selection policy for
the Library. This policy will assist us in the selection and maintenance of
our audio visual collections.
Space Planning
Speaking of planning, we have found a little money in this year ' s
Library budget to enable us to hire a consultant to begin an assessment of
the Main Library' s space needs . As you know, we are trying to determine what
we might do to gain or re-arrange space for the immediate future ( next 7
years ) , and to begin to plan for expansion (we hope ) into the Duncan property
when it becomes available in 1995 . This is a small beginning and we ' ll keep
you posted. Let me know if you have observed a particular space need that
you want to be sure that we don' t overlook.
Geac 9000
Testing and adjustments are continuing on the Geac 9000 . Lois
Kerschner, PLAN Project Manager, is now predicting mid-February as the time
that the Circulation System will shift to the new equipment.
Weeding and conversion planning is also moving forward. Joan Giampaoli
has almost completed weeding the fiction, Esther Cummings is about half-way
through the travel section, Donna Smith is weeding health and medicine, and I
have made a good start in the biography section.
We have received information on the new terminals which are now
available from Geac. Both types of existing terminals we have are being
phased out. The new terminal style will allow Geac sites to use off-the-
shelf PC-compatible computer terminals to interface with Geac.

Staff is now being asked to plan our terminal needs for the next five
years . This is somewhat difficult in that we are having to plan for both
increased use with more terminals, and at the same time we must consider the
obsolescence of our existing computers and their replacement.
Friends of the Library
The Friends of the Library art print collection has been put up for
sale. The prints have been hung in the large reading room and the browsing
room, and silent bids will be accepted until February 8th. All of the prints
were purchased for the Library by the Friends , so the proceeds of the sale
will go to them. Many of the frames are in fairly bad condition and no new
prints have been added for a number of years . The decision to dispose of the
collection was hastened by the lack of space in the audio-visual area where
the prints have been housed.
The Friends have decided to have a one-day mini-book-sale on February
18th to sell the large number of old novels that the Library has been
discarding, as well as the large collection of paperback donations that has
been accumulating. The Library has received so many gifts recently that
there isn' t room to dispose of them all at the two annual booksales .
Children' s Services
Cathy Somerton did a total of 19 program including two preschool story
hours, 5 class visits to Easton and 12 programs in schools . A total of 351
children attended the programs .
Baby Book bags for children born in November were distributed. One year
old gifts and two year old gifts were sent out for January through June 1989 .
The monthly school age children' s program series continues in January .
Toddler storytimes are planned in February on Tuesday mornings at 10 in
February.
Reference Division
On December 12th, Esther Cummings attended the PLS Community Relations
Committee meeting, where Authors Programs for National Library Week were
planned.
On December 13th, Brenda spent an afternoon at the PLS Film Center
booking videos and films over the telephone. Each library sent a Film
Committee representative to observe the daily routine of the Center in an
effort to better understand the strengths and weaknesses of the current
system. It has been decided to charge out using the Geac booking system, whet
it becomes available.
Shuk-Chun attended a Bay Area Video Librarians meeting in Oakland on
December 9th. Discussions included possible group purchases to take
advantage of group discounts and problems with video management.

Members of the Reference and Circulation Divisions staff have been
assisting Technical Services with the pulling of catalog cards for the
backlog of items being removed from the collection.
The Reference Room has been weeded and shifted. This is the first shift.
since June 1987 . College catalogs have also been shifted. In addition, Cliff
Notes have been removed from Geac, and will be charged out generically.
Easton Branch
The position of Branch Supervisor was reclassified from a Librarian I to
a Library Assistant III . This was the classification used 5 years ago.
After an in-house recruitment, we appointed Joan Giampaoli to the position.
Joan will supervise the Branch approximately one-half time and continue with
other activities at the Main. We are pleased to have someone with Joan' s
experience and background in the position.
Weeding has begun at the Branch library, particularly in the fiction
area.
The Branch will receive a new Apple monitor shortly to replace their
earlier model.
Staff Development
Shuk-Chun and Cathy Naftaly attended the city' s new employee orientation
on December 2nd.
Al Escoffier will be attending a year long management training series
sponsored by the City.
Personnel
Kathy Sundar has joined the Audio visual staff as a part-time page on
December 19. Her maturity and availability during the daytime should have a
positive impact on the A/V Desk scheduling.
Programs and Services
Poetry readings were held on the 2nd and 16th of December. The readings
are continuing two Friday evenings per month.
Works of the artists of the Peninsula Art Association were featured
during the month, along with displays on Talking Books , featuring the new
titles purchased by the Older Adult Grant Funds; Candy for decorating and
eating; Dolls and Dollhouses .
P.L.S.
The System Council has decided to apply for three Library Services and
Construction Act Grants from the State Library: one on local history
collections in public libraries; another on coordinating training materials
and resources among four Northern California Library Systems ; and the third
�- on the possibility of establishing a Pacific Rim Business Library near the

airport.
The System is holding a "retreat" on February 3rd to plan goals and
objectives for the next year. Marilyn Snider will facilitate the meeting.
The Legislative breakfast is tentatively scheduled for Saturday, March
11th.
