BOARD OF TRUSTEES
MINUTES
JANUARY 17TH, 1989
CALL TO ORDER:
A duly noticed regular meeting of the Burlingame Public Library Board
of Trustees was held on the above date in the California Room of the
Burlingame Public Library. The meeting was called to order at 4 : 30pm by
President Cannon.

BILLS:
M/S/C (Blevins/Mink) unanimously to approve the payment of City
checks in the amount of $ 22 ,795 . 05 and Special Fund checks in the
amount $ 926 . 84 .
MINUTES•
Minutes of the regular Meeting of December 20th, 1988 were approved
as written and ordered filed.
CORRESPONDENCE AND COMMUNICATIONS:
a. Letter to Board from Trustee Mink: In the absence of Trustee
Bacigalupi, Trustee Blevins read a thank you note from Trustee Mink
thanking the Board members for the beautiful azalea plant she received
while she was in the hospital for heart surgery.
b. Letter to Board from the Library Staff: Trustee Blevins read the
thank you note from the Library staff thanking the Board members for the
sweet roll tray bought for the staff right after Christmas .
c. Letter to Library from Jeanne Westphal: Trustee Blevins read a
thank you letter from resident Jeanne Westphal wherein she thanked the
staff for being so thoughtful in their book selections .
d. Capital Improvement Memo from City Manager: Mailed in packets.
e. Council Study Session Agenda Packet: Mailed in packets.
f. Library New Years Resolutions: Mailed in packets.

REPORTS•
City Librarian: Trustee Blevins asked if there would be any money in the
budget for improvements to the Library. Mrs. Bergsing explained that she
`- hadn' t received the budget memo from the City Manager yet but she thinks
the City revenues are better than last year by all indications.
Mrs. Bergsing told the Board that she will be meeting with an
architect on Monday to do a "walk-thru" to evaluate space needs.
Trustee Cannon .asked if the "additional terminals" that will be
available after the installation of the Geac 9000 , will be for public use.
Mrs. Bergsing said yes they would, down the road, but not initially.
Trustee Mink said she found the grants that PLS is applying for to be
of interest.
Discussion followed.
UNFINISHED BUSINESS:
NEW BUSINESS•
REPORT ON COUNCIL STUDY SESSION: Minutes from the Study Session were
distributed to the Board.
FROM THE FLOOR: Trustee Robertson reported on her most recent System
Advisory Board meeting. She also asked if the Board wanted to recommend
anyone for the San Mateo County literacy award. Some discussion followed.
Librarian Bergsing said she was checking on the possibilities of
dispensing with the old Xerox 4000 . She asked the Board members to
comment on shelving the mysteries, westerns and science fiction separately
from the general fiction. Trustee Robertson pointed out the fact at the
Branch the mysteries are separate from the other fiction. Some discussion
followed.
ADJOURNMENT:
The meeting was adjourned at 5 : 30pm with the next meeting set for
February 21st, 1989 in the California Room at 4 : 30pm.

LIBRARIAN' S REPORT

�.. Budget 1989-1990
Attached are the Budget Instructions from the City Manager. As you can
see, we are still at the "bare-bones" approach. However, in spite of that it
may be necessary to request some postponed maintenance items such as new
carpeting, replacing security system etc. .
Space Planning
We have received two proposals to date from consultants to help us do
some preliminary space planning. Their prices are within our budget. I ' ll
plan to have an update for your meeting.
Geac
The Burlingame staff has had several meetings with PLAN Director Lois
Kershner concerning planning for Geac terminals. Geac has introduced several
new terminals and printers for our use. We do need to add several new
terminals in areas where staff have difficulty accessing a terminal in their
daily work. In addition, we are looking toward the future when we will begin.
to provide computer access to the database directly to the public. This
could be in the next 18 months or so. Finally, we feel we must plan to
replace some of our older terminals, as they are wearing out and breaking
down.
`- One option for terminals is to purchase IBM PC "clones . " These are
standard personal computers, compatible with the IBM, with either hard disk
storage or floppy disk storage, which can be modified to interface with the
Geac terminals . This option is particularly attractive, as it would give us
the capability to use the same equipment for Geac functions , as well as word
processing/file management functions.
Initial decisions will be made in the coming weeks for both this fiscal
year and next ( 1989/90) for budget purposes.
The actual migration to the Geac 9000 is now 4-6 weeks away. Most of
the system has been tested satisfactorily, however there are still some areas
which need adjustment. This would put the 9000 installation at late March.
The PLS/PLAN directors are currently studying PLAN budget requests to
determine what the impact on local budgets will be in 1989-1990 , and also to
see if costs can be reduced. The directors have also decided to investigate
whether a CD-Rom catalog is a better option than an on-line catalog.
Included in this packet is a further explanation of the new system. It
was designed primarily for staff but we thought you might find it helpful in
case you are asked questions.

On February 3rd, PLS held a planning retreat at the Redwood City
Library. Those attending included Library Directors , Assistant Directors,
PLS Standing Committee Chairs, and key PLS staff. The all-day meeting was
facilitated by Marilyn Snider and included keynote speaker, Oakland City
Manager Henry Gardner.
During the course of the day, PLS developed a mission statement and
established a plan of action to build coalitions within the community.
Trustee Robertson attended along with the .City Librarian and Assistant City
Librarian from Burlingame. Trustee Robertson may have a further report for
your meeting.
PLS MISSION STATEMENT
The Peninsula Library System strengthens local libraries through
cooperation, enabling them to provide better service to their diverse
communities.
BPL Long-Range Plan
In January, the Long-Range Planning Team met twice to review and revise
the objectives and activities section of the Long-Range Plan. The results
are attached. Trustee Cannon attended the meetings as a member of the Team
and she may wish to give a further report at your meeting. Both of us will
be happy to answer any questions you may have.
One of the activities the Team decided to pursue, is to look at the
operations of the Branch Library. As a Board, you will need to appoint a
�- Board representative to serve on the study task force.
In addition, Trustee Cannon, Librarian Bergsing and Assistant City
Librarian Escoffier attended the third workshop on the planning process
sponsored by CALTAC. It was held at the new Pleasanton Branch of the Alameda
County Library System. Trustee Cannon will have a report for your meeting.
Tax Time and Copying Machines
The oldest copy machine finally gave -up the ghost! ! We think it
couldn' t bear the thought of another tax season. Judy is now trying to
determine if we can rent or lease another machine for the next few months .
We ' ll try to have information for your meeting. We have added it to your
agenda as an action item in case you need to decide what next steps to take.
Programs and Services
The Friends are sponsoring a mini-booksale, one-day only, on Saturday,
February 18 , from 9-4 PM, in the library community room. The sale will
feature mainly novels and paperbacks, with all books 25 cents !

A silent art auction was held to dispose of the circulating art print
collection. This collection has seen little activity in recent years and has
been phased out. It continued through mid-February and almost $1 , 000 was
�- collected for the Friends of the Library. Displays on Tea, William Morris
and the Pre-Raphaelites were featured during the month.
Poetry readings will continue in the community room on February 10 and
24 , at 7 : 30 PM. Carla Kandinski and Jaimes Alsop will read on February 10;
Bert Glick on February 24 .
On January 9 , Reference gave a tour to two den mothers and 8 scouts from
Pack 57 , Den 3 on using periodicals and newspapers on microfilm. They will
return individually to look up information to earn merit badges .
On Saturday, March 18th, from 9 : 30-11 : 30 , the Friends of the Library are
co-sponsoring the Spring Garden seminar at the Recreation Center with the
Beautification Commission. The subject is currently "Resurrecting Your
Garden Following a Drought, " however , in view of our lack of rain at the
moment, the title may need to be changed.
Children' s Services
The new Parent Collection of paperback books is now out for the public
in the Children' s Room. In addition, Cathy has prepared a Read Aloud Poetry
list for young children and their parents.
The February school-age program will be held on Saturday, February 25 ,
11 AM, featuring storytelling and music by Nancy McGinley and Claudia
`-- Overlock.
Begin With Books
During January, Cathy Somerton did a total of twenty-seven story
programs including three Preschool Story Hours, four class visits to Easton
and twenty programs in the schools. These programs were attended by a total
of 507 children. She began weeding the picture books and completed authors
A-C, and she planned and prepared for the Toddler Story Time to begin in
February. Cathy also attended a Lapsit Workshop at San Francisco Public
Library. The Lapsit Programs are for children from birth to age 3 and
include stories , songs, bounces and tickles .
Reference Division
Esther Cummings and Maribeth Farcich attended the PLS Community
Relations Committee meeting on January 10th. Plans are firm for the two
author programs in April . San Mateo County Fair participation is also
planned this summer. Esther attended the PenLit ( literacy) meeting on
January 3rd.
Donna Smith attended a PLS Reference meeting on January 24th. Among the
items discussed was service the various Asian populations . Donna also
volunteered to head a committee of three to organize a tour of small PLS
libraries in June.

Shuk-Chun Au-Yeung attended a PLS Film Committee meeting where the need
for subject headings for non-fiction videos was discussed. Among other
topics discussed were Geac as a booking system and the BAVILS (Bay Area Video
`- Librarians) . Various titles were reviewed for the system collection as well.
Michael Hubbell and Donna have been analyzing database possibilities for
use by staff and the public at Burlingame. Michael did a literature search
at San Francisco Public Library and Donna did a survey of PLS libraries . They
used INFOTRAC at Redwood City, saw a video tape on Dialog and called San
Francisco State Library to determine what is used there. In February they
will concentrate on seeing demonstration of various database and equipment.
Easton Branch
Joan Giampaoli took over as Branch Supervisor on February 1st. Joan will
continue with her other duties at the Main Library selecting adult fiction
and processing reserves.
Staff Development
Eight reference staff members attended the PLS Documents Workshop at
Redwood City on the 18th and 19th. They were: Brenda Chavez , Esther
Cummings, Shuk-Chun Au-Yeung, Sandy Gleichmann, Michael Hubbell, Vera
Warrick, Dorothy Ezquerro, and Donna Smith. Hand-outs supplied by Tom Kam
are filed at Reference.
Al Escoffier will be attending a year long Leadership Training program.
The sessions are once a month for 12 months. The sessions will cover issues
�— such as : giving feedback, getting good information, taking corrective action,
dealing with emotional behavior, recognizing positive results , clarifying
roles , conducting meetings , resolving conflict and managing change.
Other staff members will be attending another city-sponsored series on
supervision. Deanna Tomei and Joan Giampaoli are scheduled for the Spring
sessions.
Personnel
Recruitment has begun for the Library Assistant II , Stack Supervisor
position in the Circulation Division. The position has been announced
locally and statewide. The recruitment closes in late February with testing
scheduled shortly thereafter.
