BOARD OF TRUSTEES
MINUTES
MAY 16TH, 1989
CALL TO ORDER:
A duly noticed regular meeting of the Burlingame Public
Library Board of Trustees was held on the above date in the
California Room of the Burlingame Public Library. The meeting was
called to order at 4:30pm by President Cannon.
Trustees Present: CANNON, MINK, BLEVINS & ROBERTSON
Trustees Absent: BACIGALUPI
Staff Present: MRS. PATRICIA BERGSING, CITY LIBRARIAN
MR. ALFRED ESCOFFIER, ASST. CITY LIBRARIAN
MRS. JUDY GLADYSZ, LIBRARY SECRETARY
BILLS:
M/S/C (Mink//Robertson) unanimously to approve the payment of
City checks in the amount of $29,024.51, and Special Fund checks
in the amount of $605.33.
MINUTES:
Minutes of the regular meeting of April 18th, 1989 were
approved as written and ordered filed.
CORRESPONDENCE AND COMMUNICATIONS:
a. Peninsula Community Foundation Report on the Duncan
Property - January - March 1989 - Mailed in packets
b. Brown Act Memo - Mailed in packets
REPORTS:
a. CITY LIBRARIAN'S REPORT: Mrs. Bergsing reported the Library
Budget, as submitted, was being forwarded to the City Council. She
also said that the entire City budget for 1989-1990 is up
approximately 1.8% overall. Some discussion followed.
President Cannon said she had heard some positive feedback
from the administrative staff at Mills High School regarding Youth
In Government Day.
Once again. . . . "Hats off" to Cathy Somerton and the
marvelous job she's doing for children of all ages.
b. LEGISLATIVE DAY: Trustee Blevins said she really enjoyed
Legislative Day in Sacramento. She said she was disappointed that
Jackie Spier wasn't there. She commented that there were a total
of about 450 people in attendance.
Burlingame had the biggest contingent from San Mateo County and San
Mateo County had the largest in the State. Trustees Blevins and
Robertson gave brief reports on Legislative Day. Some discussion
followed.
UNFINISHED BUSINESS:
Letter to Friends of the Library Requesting Funds: Trustee Cannon
had written a letter to the Friends of the Library requesting funds
for various Library projects for the fiscal year 1989-1990. M/S/C
(Mink/Blevins) unanimously to approve the letter as written.
Letter to Peninsula Community Foundation Requesting Funds:
President Cannon had written a letter to the Peninsula Community
Foundation requesting funds for the Library special projects not
requested in the City Budget. M/S/C (Robertson/Mink) unanimously
to approve the letter as written.
UNFINISHED BUSINESS:

FROM THE FLOOR:
MISCELLANEOUS:
Trustee Blevins commented on how bad the garbage cans look in
the alley between the Duncan property and the Library. Mrs.
Bergsing said she has reported this unsightly mess on several
occasions to the Fox and Carskadon people. They just don't care.
Mrs. Bergsing said she would call the Foundation and see if they
can't remedy the situation.
There was some discussion regarding the reorganization of the
audio-visual area.
ADJOURNMENT:
The meeting was adjourned at 5:25 with the Board members going
to the Community Room to view a video tape on "Burlingame." The
next meeting of the Library Board of Trustees will be held on June
20th, 1989 at 4:30pm in the California Room.

LIBRARIAN' S REPORT

Budget 1989-1990
At the regular study meeting of the Council on June 7th,
the Council gave preliminary approval of the City Budget for
1989-1990. Formal adoption will take place at the regular
Council meeting on June 19th. There were questions from
Council regarding the upgrade of the circulation system and
the proposed library space planning.
Peninsula Community Foundation
Attached to this report is a letter from the Peninsula
Community Foundation granting your request for funds from the
Duncan Trust. In addition, the library has received over $
800. 00 to hire young people between the ages of 14 and 18 to
work in the library. This will allow us to hire two students
for a total of 160 hours to assist with our summer projects.
Friends of the Library
The Board of the Friends of the Library met on May 25th
and approved all the requests submitted to them for the
upcoming year. We are most appreciative of their support.
On June 12th, the Friends hosted a small luncheon in the
Community Room. Among those invited were staff members, Judy
Gladysz, Esther Cummings, Joan Manini and Patti Bergsing.
This was to thank staff for their on-going help with Friends
activities.
Physical Rearrangement
Implementation has begun on two task force plans. The
revision of the Browsing Room to a more contemporary look is
taking place. Large type books now share the room with
fiction and a pared-down non-fiction section. A special
exhibit of travel guides is also a focal point. Work
continues on signage, banners, paperback racks and other
improvements.
The stack task force plan to rearrange books in the
stacks has begun in earnest. Michael Donnellan and his crew
have already shifted most of the basement level books to make
room for the 812 ' s (drama) which will be moved to the
basement. This move will free up 12+ sections of stacks on
the overcrowded upper floor. This space will be used to
loosen all of the stacks ( including oversize) on that level.
On June 26th, the move of the Main Floor fiction stacks
will begin. We are renting 35 wooden dollies on which to
shelve the mysteries while we reverse the arrangement of the

fiction collection and make room for the new separate mystery
collection. During the move the mysteries will be shelved in
the Community Room and will not be available for circulation.
For this reason we will work as quickly as possible to
complete the move in one week.
. Task Forces
Attached to this report is the report of the Public
Relations Task Force. We would appreciate your support and
approval. The A-V Task Force is continuing its planning.
The Circulation and Branch Task Forces should begin to meet
in July after we complete the major shift of the fiction
stacks.
Periodicals Study
Marilyn Morrison continues to chair the Periodical Study
task force. In addition to the task force meetings which are
reviewing the entire periodical collection, she is planning
two other meetings with the subject selectors to review new
acquisitions for the periodical collections.
Kumon Presentation
Representatives of the Kumon Institute of Japan, offered
a gift of 200 books to the Library. The books , which are
mainly children' s and young adult titles in the Japanese
language will be a welcome addition to our foreign language
collections. Mr. Kumon and his entourage of teachers were in
Burlingame to open their new regional offices which will be
located in the Seabreeze complex. Mayor Amstrup presented a
plaque to Mr. Kumon. Library Board president Kris Cannon
thanked Mr. Kumon on behalf of the library. The event was
covered by the San Mateo Times and the Boutique Villager.
Parking Structure
Work continues steadily on the structure. Overall
circulation tends to be down somewhat. Complaints about
parking during this construction period have been few.
Staff Recognition
Our Spring staff recognition was held on Wednesday, June
7th. Staff were honored for their years of service in the
library. Staff recognition is held three times a year and
has been designed as a supplement to the city recognition.
Plants were distributed to the staff with 4 to 20 years of
service. Those with 1-3 years of service received
certificates. Deanna Tomei and Joan Giampaoli also received
certificates for successful completion of supervisory course
work through the city.

Children' s Services
The theme of the Summer Reading Club this year is
"Science Wizards- experiment with Reading. " The theme is the
result of the cooperative efforts of the PLS Children' s
Services Committee. After the theme was decided upon, an
artist was hired to do the artwork. Each library will adapt
the program to their particular summer reading club
structure.
As part of the Club, a science presentation will be held
on Mondays, 4 pm at Easton Branch and 7 pm at the Main. The
famous science duo Ein and Stein, otherwise known as staffers
Michelle MacFarlane and Paul Dimitre, will do the program.
Joan Manini attended the Association of Children' s
Librarians Institute. The theme was poetry. The keynote
speaker was Paul Fleischman, the author of the award winning
Joyful Noises. Joan also attended the annual award dinner of
the San Mateo County Reading Council, and the Burlingame
Writer' s Club Luncheon.
Cathy Somerton did 31 programs including 3 preschool
story hours; 4 toddler story times; 6 class visits to Easton,
and 18 programs in the schools. Cathy' s 1988 year end report
shows a total of 198 programs attended by 3 ,725 children;
N%_ three letters sent to all preschool and kindergarten parents
in the city; 110 baby bags distributed to new parents; 110
one year old gifts sent to parents of children born in 1987 ;
two teacher workshops held.
PLAN/GEAC
Most of .the upfront testing of the Geac 9000 has been
successfully completed. Migration to the 9000 is anticipated
in late July according to PLAN.
The Automated Planning Group and the Administrative
Council will be reviewing CD ROM technology verses on-line
technology at a joint meeting on June 21st. The meeting is
planned as an informational session as we move closer to
making a decision on these technological options.
Programs and Services
Paintings by members of the Peninsula Art Association
are on display at the library during the month. Displays
featured Better Sleep Month, Picnics, and National Home
Decorating Month.
The May Poetry reading had an audience of 20 for guest
poet Larry Dean.

Reference Division
Donna Smith is serving on two PLS reference
subcommittees: one on tours of area libraries for librarians
and one on medical resources for the public. Esther attended
a PLS Literacy Committee on May 2nd and served in an
information booth on literacy at Hillsdale Mall on June 11.
Both Esther and Maribeth Farcich attended a PLS
Community Relations Committee meeting on May 9th. At that
meeting is was decided that PLS will not participate in the
Fair this year due to the uncertainty about the construction
at the fair site.
Donna attended a workshop on making library
instructional video tapes at California State University
Sacramento.
Shuk Chun Au-Yeung attended the Music Library
Association spring meeting on the 12th at Cal State, Hayward.
The agenda was on impact of compact discs and videos. On the
17th, she attended the PLS Film Committee meeting. The
committee revised the 1989-90 goals and objectives, discussed
rejuvenating the list of local commercial video stores and
committee members were asked to summarize their observation
on work shifts at the PLS Film Center. The budget was
reviewed and a selection of videos reviewed and approved for
purchase.
Personnel
At their study meeting on June 7th, the Council approved
the library budget with no changes. As a result we will be
recruiting for a permanent part time reference librarian
shortly.
Brenda Chavez has decided not to return from leave.
Brenda leaves us after nearly 5 years of service, four as our
Audio Visual Librarian. This leaves us with a full time
vacancy.
Five pages will be hired for summer help to assist with
the stack shifting and other projects such as the pulling of
catalog cards.
Interviews are in progress for part-time circulation
desk staff. We had 55 applicants. Thirty-nine took the
written exam. We intend to hire two new circulation desk
staff at 12-15 hours each.
