ADJOURNMENT { { 1/10/90 { AGENDAJ f { { r BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES DECEMBER 19th, 1989 CALL TO ORDER: A duly noticed regular meeting of the Burlingame Public Library Board of Trustees was held on the above date in the California Room of the Burlingame Public Library. The meeting was called to order at 4:30pm by President Bacigalupi. Trustees Present: BACIGALUPI, CANNON, MINK, & BLEVINS, & ROBERTSON Trustees Absent: NONE Staff Present: MRS. PATRICIA BERGSING, CITY LIBRARIAN MR. ALFRED ESCOFFIER, ASST. CITY LIBRARIAN MRS. JUDY GLADYSZ, LIBRARY SECRETARY BILLS: M/S/C (Cannon/Robertson) unanimously to approve the payment of City checks in the amount of $24,720.80 and Special Fund checks in the amount $17.84. MINUTES: Minutes of the regular meeting of November 21st, 1989 were approved as written with the following correction: Trustee Blevins complimented Trustee Mink on the excellent job she had done on the employee awards. She asked that her remarks be added under the title of Unfinished Business, Employee Achievement Awards. The Minutes were then ordered filed. CORRESPONDENCE AND COMMUNICATIONS: a. Memo from the City Manager - New Year's Resolutions 1990- 1991 Budget Schedule - Mailed in packets b. Letter to Joan Manini from the Newcomer's Club thanking her for her book talk. The letter was read by Trustee Robertson. C. Memos from CLA Lobbyist on Governor's Budget & California Education Summit. - Mailed in packets d. Notice from Peninsula Community Foundation regarding significant growth in assets. - Mailed in packets e. Status of Trustees Fund - Distributed at meeting. There �— was brief discussion regarding the fund. REPORTS: CITY LIBRARIAN'S REPORT: Librarian Bergsing asked if the Trustees would be sure to bring their Board Manuals into the Library within the next couple of days for updating. She also reported that Councilman Harrison had been in to the Library to bring the staff some Christmas candy and reported that the interviews for the new Library Board member had been held on Friday, December 15th. PUBLIC RELATIONS MASTER PLAN: Mailed in packets. UNFINISHED BUSINESS: 1990 Update of Library Long Range Plan: The Trustees were given the new 1990 update of the Long Range Plan. Trustee Mink moved the approval of the long range plan goals and objectives for 1990, the motion was seconded by Trustee Blevins and passed unanimously. Final Summary of Employee Achievement Awards: The final summary of the Employee Achievement Awards had been finalized and ready for placement in the Board Manuals just as soon as they are all brought in to the Library for update. NEW BUSINESS: Trustee Cannon extended an invitation to Trustee Mink for a "Farewell Luncheon" in her honor. Trustee Blevins thanked Trustee Mink for her number of years on the Library Board and for her absolute dedication to the Board, the Library, and the Staff. Trustee Mink said she is very sorry to leave the Board that it has been wonderful to be a part of it. The date for the luncheon will be set on January 16th. FROM THE FLOOR: ADJOURNMENT: The meeting was adjourned at 5:00 with the next meeting scheduled for January 16th, 1990 at 4:30 pm in the California Room preceded by the demonstration of the new data bases at 4:OOpm. Bergsing Clerk of the Board PMB/jg 12/20/89 December LIBRARIAN' S REPORT January 1990 New3Library Trustee At its regular meeting of January 3rd, the City Council appointed Jane Taylor to fill the unexpired term of Trustee Mink. Mrs. Taylor is a Counselor at Burlingame High School and a long-time user of the Library. It is a pleasure to welcome her to the Board of Trustees. New Reference Data-Bases Michael Hubbell, Reference Librarian, will be giving demonstrations of our two new reference data-bases, Magazine Article Summaries and Wilsearch at 4 : OOpm, before the Board meeting on Tuesday. Brief information about the two sources is included in this packet. Capital Improvement Program 1990-1995 Attached to this report is a copy of the City Manager' s memo regarding the Capital Improvement Program for the next five years. As you can see, the budget will be even tighter this year. We are currently in the process of prioritizing our needs for the next five years. Do you have any suggestions? The City Council preliminary study session regarding the budget will be held on January 20th. Duncan Property The Foundation notified us that the upstairs portion of. the Duncan Property has been rented by two Counselors and an Architect for one year beginning on February 1st. They are planning on doing some painting and minor repairs this month. The rent will be $1 ,500 per month. I spoke with the manager of Fox and Carskadon and he tells me that the firm is continuing to look for a commercial site in Burlingame where they might: build. Their lease is up for renewal in September 1990 , and it appears likely that they will exercise their option to renew for five years. However, the manager seemed to indicate that if they could find and build suitable quarters that they would not remain in the building for the next five years. In view of the uncertainty, I think we will have to continue our step- by-step space planning with the hope that we will have plans ready to go whenever the property becomes available. Of course, everything will depend on the status of the City' s finances when the property is vacated. 'Space Planning I have sent a letter to Mr. Richard Waters, a library building consultant, to see if he is interested in helping us with the next phase of our space planning. The letter is attached and I ' ll let you know if I hear anything from him prior to your meeting. Page 1 Branch Task Force Report �-- The final report of the Branch Task Force is included here for your apl3roval. I 'd like to congratulate the committee for a great deal of hard work and a job well done! New Year' s Resolutions Included in this packet is a copy of the Library' s New Year ' s Resolutions as submitted to the City Manager. Library Tour As of this writing, we are still trying to set up a time for Councilwoman O'Mahony and Trustee Taylor to tour the Library. Trustee Taylor and I did meet and review the various issues currently facing the Library and the Board. Board Manuals The Board manuals have been revised and updated and will be returned to you at your meeting. Fines and Fees In December the Library received a check for $1 , 129 . 24 in full payment for lost, stolen and damaged books taken from the library by a former �-- employee. PLAN/GEAC Forty-two personal computers and 25 screen printers have been ordered for the city libraries and the community colleges. We will install our two terminals in the Spring. Major installation work is continuing on the upgrade of the telecommunications lines for the system. We will not be a part of the upgrade this fiscal year. Periodicals Division The Periodicals Division, under Marilyn Morrison, has completed the shift of periodicals. The result is that there will be 4 years of magazines on the main floor including the most current year. Earlier issues will be on microform or shelved in the basement. Marilyn has also cleared the 100 shelves of items which are to be discarded and offered to other libraries, as part of the Periodical (eight year) plan. Page 2 Children' s Services New Children' s programs for the season include a new series of "Read Aloud" programs, one for toddlers and one for ages 6-12 years. The monthly Saturday programs will also resume on the fourth Saturday of the month with "Cat Tales" presented by Pamela Brown. The program will feature storytelling and puppet-making. Cathy Somerton did 17 programs during the month for the Begin With Books Program, reaching a total of 351 children. At the conclusion of the last Toddler Story Time for the Fall of 1989 session, Cathy counted all of the name tags that had been made for the children attending at least one program. The total was 821 Fortunately, they did not ever all come at the same time! January is POETRY MONTH for children at the Burlingame Library at both the Main and Easton Branch. We ' re asking children to have a poem in their pocket when they come to the Library. We want the children to share the poem with a member of the Children' s Room staff . After the child reads the poem he/she will receive a paperback book of poetry. Members of the staff will have poems in their pockets to share with the children. Audio Visual Services Audio Visual services have been reviewed by the A/V Task Force. The City Librarian has approved a revised job description which will include: 25 hours A/V Supervisor, 10 hours A/V cataloging, and the remainder in one or two reference desk shifts. In addition, the ordering, cataloging and processing of Audio Visual materials has been moved to Technical Services. The new Audio Visual Librarian will report to the Assistant City Librarian. Recruitment is underway for this revised position at the Librarian II level. Reference Division Esther attended the PLS Board meeting on December 5th to represent the PLS Community Relations Committee. Tibi McCann and Maribeth Farcich attended the City Orientation on December 4th. Page 3 Easton Branch The holiday party held at the Branch was a great success. The pot luck horst d'oeuvres party had a good turn out and was a most enjoyable event. The Parents ' Collection is now in place at the Branch Library. This small collection of paPerback books is designed to assist parents with all aspects of parenting and is supplemental to our regular collections . The collection has proven very popular at the Main Library. Programs and Services Paintings by the Peninsula Outdoor Painters were featured in the Reference Room during the month. Poetry readings for December included Don Havis and Paul Edwin Zimmer. Warren Wickliffe was the featured poet at the January 5th reading. Exhibits included features on the holidays: Christmas, and Hannukah, as well as a feature on Dicken' s work to tie-in with the many theater productions of "A Christmas Carol" in the area.
