BOARD OF TRUSTEES
MINUTES
JANUARY 16TH, 1990
�. CALL TO ORDER:
A duly noticed regular meeting of the Burlingame Public Library Board
of Trustees was held on the above date in the California Room of the
Burlingame Public Library. The meeting was called to order at 4 : 30pm by
Secretary Robertson and then presided over by President Bacigalupi.

INTRODUCTION OF NEW TRUSTEE: JANE TAYLOR:
Mrs. Bergsing introduced new Library Commissioner Jane Taylor.
Trustee Taylor told a little of her background, both professionally and
personally, and said how excited she is to be on the Library Board. The
Board members all welcomed her and told her how nice it is to have her.
BILLS:
M/S/C ( Cannon/Blevins ) unanimously to approve the payment of City
checks in the amount of $ 18, 625 . 06 .
MINUTES:
Minutes of the regular Meeting of December 19th, 1989 were approved
as written and ordered filed.
CORRESPONDENCE AND COMMUNICATIONS:
a. Memo from City Manager - Capital Improvements : Mailed in packets
b. Library' s New Year' s Resolutions - Mailed in packets. Trustee
Cannon commented on how the New Year ' s resolutions are all things
that had been discussed in the Long-Range Plan and feels that
they are all good resolutions.

REPORTS:
City Librarian: Mrs . Bergsing explained that she had been in touch with
Library Building Consultant, Richard Waters , and he is going to be in the
Bay Area next month and she will be talking with him again then. Trustee
�- Taylor asked if the five year lease option that Fox and Carskadon have on
the Duncan Property is the last five year option available to them. Mrs.
Bergsing told her yes.
Trustee Robertson said she noticed that audio visual cataloging had
been transferred to Technical Processing.
There was some discussion regarding the vacant position in audio
visual.
UNFINISHED BUSINESS:
Branch Task Force Report: Trustee Blevins made a motion to accept the
Long-Range Plan of Service for the Branch Library as submitted, the motion
was seconded by Trustee Cannon and carried unanimously. Trustee Blevins
thanked Al Escoffier for the wonderful job he had done on the report.
Trustee Cannon said all the items that should have been clarified, were,
and she too extended a special thank you to Mr. Escoffier.
NEW BUSINESS:
Capital Improvement Suggestions: There was some discussion regarding this
new year' s budget and the problems regarding the remodeling, expansion,
etc. There was some discussion.
�-- Luncheon Date for Trustee Mink: A luncheon date for Carol Mink was set
for February 9th at 12 : 15 at a restaurant to be announced.
Miscellaneous : Trustee Blevins needed some clarification about a letter
to Mr. Waters to which Mrs. Bergsing responded.
FROM THE FLOOR: Carol Mink commented on the great article that had
appeared in the Boutique and Villager about the employee awards . She
further complimented and congratulated the Branch Task Force on its
revised report.
ADJOURNMENT:
The meeting was adjourned at 5 : 30pm with the next meeting set for
February 20th, 1990 in the California Room at 4 : 30pm.

LIBRARIAN' S REPORT

ouncil Study Session
The City Council study session on budget priorities was postponed until
Saturday, February 24th so that all members of the Council could be present.
I ' ll have a report for you at your March meeting.
Parking Structure
The ribbon cutting for the new parking garage is scheduled for 3 : OOpm
on Friday, February 23rd if any of you wish to attend.
1990 - 1991 Budget Instructions
The City Manager' s budget instructions for 1990-1991 are included in
this packet. Staff members are working on their requests (due to me by
March 1st. ) I ' ll have an update for your March meeting.
Space Planning
Mr. Richard Waters, library building consultant will be meeting with
Mr. Escoffier and me on the morning of February 22nd. We will discuss ways
in which he may assist us, and how much it will cost. The Council has to
approve the contract if we proceed.
bounty 2000
The three breakfast meetings of County 2000 have concluded. There is a
final wrap-up meeting scheduled for Saturday, May 12th at the College of San
Mateo. Trustee Robertson attended the programs so she may wish to add her
comments on the programs . I 'm including a copy of a speech by Governor
Lamm. He did not give this particular speech but all his major points are
included here. It is not a happy outlook from his perspective.
Friends of the Library of Monterey Park vs The City of Monterey Park
Attached is a summary of the lawsuit brought by the Friends of the
Library against the City of Monterey Park. There will be a discussion of
this case at the CALTAC workshop on March 3rd.
Programs and Services
Staff gave a tour of the Library to new Council member Rosalie
O'Mahony. She met with Al and me to discuss overall library issues ,
particularly the current space considerations . Later she met with each
supervisor and toured the library divisions .
We just received word that we are the recipient of a grant for a
student worker from the Peninsula Community Foundation. we anticipate hiring
an individual in the next two weeks. The grant is effective through May.

The wildlife and nature photography of Bill Sciallo was on exhibit
during the month. Mr. Sciallo also gave a two part program on wildlife, the
Lust on the evening of February 8th, the second on Sunday, February 11th.
to 35 people attended the programs.
The Poetry readings continued. Portia Steele and Linda McFerrin will
read in February.
Children' s Services
Cathy Somerton did a total of 37 programs Begin With Books Program,
reaching a total of 738 children.
During January, we had our first Saturday Story Hour. The purpose of
this program was to attract families with working parents . We did get a
significant number of families who do not attend our other programs during
the week. There were also a number of fathers who brought children which is
not common during the weekday programs.
Cathy began to order books for the Preschool Teacher Collection. Books
in the collection will include curriculum, program, story and craft ideas
for teachers . All books are in paperback and will not be cataloged. They
will be identified with a special "Teacher Collection" label on the upper
right corner of the front cover and a red apple sticker on the spine .
Initially we have ordered approximately 50 titles and will expand the
collection if it proves to be popular. Cathy will be sending out a letter
to the teachers introducing the new collection and inviting them to suggest
-ore titles to add.
The monthly Saturday Program featuring Pamela Brown doing "Cat Tales"
brought in 70 children. She told stories and the children made cat paper
bag puppets.
Joan Manini met with the new Librarian at Burlingame Intermediate
School, Mary Jo Hiller, to discuss the library there. In addition, Joan met
with the PLS Children' s Committee and the South Bay Children Librarians at
the Palo Alto Library.
The January Poetry Program brought in 81 children with a "poem in their
pockets. " . Some recited their own poems . Thanks to the Friends of the
Library for the money to buy the paperback poetry books which we given out
to the children.
Joan Manini and Library Assistant Michelle Baresse attended a workshop
on "Selling Quality Books , " featuring Harriet Rochman of Booklist magazine.
Included in this packet are copies of the promotional brochures and
flyers for the children' s programs .

PLAN/GEAC
The PLAN budget is under study by the PLS Council. There will be some
ncrease in the local costs for fiscal 1990V91, primarily for maintenance of
equipment and for the cost of a database manager. This position is
necessary to guide and control the conversion of the hundreds of thousands
of records which will make up the on-line catalog database.
The telecommunications upgrade is proceeding successfully in test mode
at the Hillsdale Branch and other sites. PLAN appears to be on schedule for
the installations . We are experiencing minimal 10-15 minute delays in
start-up in the mornings.
Reference Division
We show a steady use of the public microcomputer of about 100 uses per
month. More than half of the users do bring their own software. Esther and
Marilyn installed the new Hewlett-Packard Deskjet printer for the public.
This fine new machine prints on single sheet piain paper. The print is of
excellent quality. There were some difficulties getting the new printer set
up, but after several calls to the manufacturer and the software publishers ,
Esther and Marilyn were able to get it up and running.
Interesting Reference questions this month included:
o Request from a local manufacturer exporting products to Saudi Arabia
who wanted SIC codes .of a number of products . The appropriate codes were
quickly located in the Standard Industrial Classification Manual.
o Request from a patron seeking recipes appropriate for someone
undergoing chemotherapy. Patron was given the recipe book The Troubled
Tummy Book, and a referral to the local branch of the American Cancer
Society for booklets and advice, as well as the health information center
offered by her health care provider. '
Tibi McCann learned that an annotated bibliography and historiography
she compiled on Brazilian history written in English during the past decade
had been accepted for publication by the Organization of American States '
Interamerican Review of Bibliography. Congratulations Tibi !
Maribeth Farcich completed a Song Pathfinder which should be available
in February, . The pathfinder is a "how to find it" list of sources , subjects
and special resources on a particular subject.
Audio Visual Services
Audio Visual/Periodical Desk use continues on the upswing. Public desk
statistics show an increase of 35% in patron transactions over January of
last year.

Staff Development
Esther Cummings and Michael Hubbell attended a time management seminar
on January 16th. On January 12th, Esther attended a publicity workshop
entitled " Double Spacing is not Enough, " where representatives of
newspapers , radio and television passed on ideas and procedures for
promoting libraries .
Tibi McCann and Joan Giampaoli attended the California Opportunities
for Reference Excellence ( CORE) workshop at Redwood City for three sessions
during the month. CORE training was designed to improve reference service in
California by modifying the reference interview to include "Model Reference
Behaviors. " The most important aspects of the workshop focused on verifying
the patron' s question,
and closing the interaction with the patron by asking if this completely
answers their question.
Donna Smith and Joan Manini attended a workshop entitled "For Adults
Only, " which was presented by children' s librarians for adult reference
librarians who may do children ' s work from time to time.
Al Escoffier is attending a four-session workshop on an introduction to
the Macintosh computer. Our new Macintosh with laser printer has arrived
and is ready for staff use. We will be ordering software shortly.
Personnel
Selection of the new Librarian II for Audio Visual continues with the
Civil Service Exam on February 16th. After the list is established, we will
interview in-house.
A Page Test was held on February 14th. Seven applicants took the test.
We anticipate filling several vacancies in the Circulation Department.
A general staff meeting and staff recognition is scheduled for
Wednesday, February 28th.
