Trustees Present: Benson, Robertson, Taylor Trustees Absent: Blevins, Cannon Staff Present: Mrs . Patti Bergsing, City Librarian Mr. Al Escoffier, Asst. City Librarian Mrs. Judy Gladysz , Library Secretary Mrs . Marti Knight, City Councilwoman BILLS: M/S/C (Benson/Robertson) unanimously to approve the payment of City checks in the amount of $30 , 834 . 02 , payment of the Trustees Special Fund in the amount of $665 . 48 , and Duncan Funds in the amount of $157 . 84 . MINUTES OF THE MEETING OF JUNE 16TH, 1992 : The minutes of the June 16th, 1992 Board meeting were approved as written and ordered filed. CORRESPONDENCE AND COMMUNICATIONS: T All correspondence and communications had been mailed in the Board packets for their information. REPORTS• Librarian's Report: Trustee Taylor said she was happy to see the ESL students becoming familiar with library services. Trustee Robertson said she had been asked to serve on the Multicultural Book Fair Committee . Board Reports on ALA: Trustee Robertson said she had attended the ALA exhibits and the Mystery Writers Breakfast. UNFINISHED BUSINESS: a. Budget Update: Mrs . Bergsing gave the Board an update on the new budget for 1992-1993 . She said everything is still "on hold" because of the State Budget crisis . PAGE 1 b. Library Retrofit Update: Librarian Bergsing reported that Cynthia Ripley is still working on a final report for the retrofit which she hopes to have completed by the end of this month. NEW BUSINESS• a. Election of Officers: Trustee Robertson made a motion to nominate Trustee Cannon to the office of President which was seconded by Trustee Benson. Trustee Benson then made a motion to nominate Trustee Taylor to the office of Secretary which was seconded by Trustee Robertson. Both were carried unanimously. Bergsing Clerk of the Board PMB/jg 07/22/92 JULY PAGE 2 LIBRARIAN'S REPORT AUGUST 18TH, 1992 Budget Status • As you are all aware , absolutely nothing has changed in Sacramento since your last Board meeting. I find it almost impossible to believe that the impasse is still going on. If anything happens between this report and your meeting, we'll discuss it at the meeting. Burlingame like every other jurisdiction is basically "on hold" . Even if some action occurs at the State level , I expect that it will be at least September before the Burlingame City Manager and City Council reach a decision about how to respond. Library Retrofit: We are still waiting for the architect's report, but we expect to receive it at anytime. In all fairness to Cynthia Ripley I told her there was no "pressing hurry" since I was sure that the City would not take any action until the budget was resolved. We are still hoping to have her present her report to you and the staff sometime this fall . We also learned this month that Cynthia's firm was selected to do the design for the remodeling and expansion of the Saratoga Library. Change in Bibliographic Utility: The Technical Services Division has made the transition from RLIN to _ JCLC during the month. This change, which has been a year in the planning process, moves us from one major bibliographic utility (RLIN) to another (OCLC) . The implementation of OCLC required new hardware (a dedicated PC- type work station) and a complete re-training of all technical staff, as the input and arrangement of data and coding are different from one utility to another. This change was necessary as RLIN changed the scope of their business to a focus on research libraries only. Other PLS libraries have already made the transition, so that most will now be on the OCLC database. Burlingame will also be able to give up its administration of the shared RLIN account with this change. OCLC is the largest bibliographic utility available to us. It provides our primary resource for cataloging data, and is our major resource for locating books for interlibrary loan requests. Geac Hardware Changes: At the PLAN central site the 5th full-function processor was installed on August 5th. This should allow us to expand the system a little, and should protect both our response time and give us a little leeway in terms of database growth. It will not, however, solve the long range problem of continued growth in use of the database and our consideration of a system upgrade. Page 1 Locally, we have done a little rearranging of equipment, adding a printer to the A/V desk to give receipts for returned items . We have also replaced a broken modem at the Reference Desk which is used for on-line searching. Reference Division: Esther Cummings , Tracy Hammond and Dan Alvarez attended the first two sessions of Effective Reference Performance training on July 24 and 31st. The final session will be held on August 21st. We are already seeing the results of the training in the way in which reference staff interact with the public and more fully understand and more fully answer the question being asked. Esther attended the PLS Reference meeting on July 28 . Discussion centered on the On-line Public Library Catalog used by the public in some libraries and on the rapid increase in interlibrary loan business . Children's Programs Wrap-Up: Several hundred children completed the Summer Reading Club during the month. The Summer Reading Club, which is sponsored by the Burlingame Lions Club, had a party as it's finale on July 30th. The President of the Club, Dr. Leonard Ma, of Burlingame thanked the children for their participation and entertainer Joan Oshansky sang songs of her own invention to entertain the children. Cathy Somerton did a total of 25 programs for preschoolers . In addition, Pat Psaila and Jan Laurie did an additional 7 programs . These programs were attended by a total of 510 children. Totals for our Summer Programs for Young Children are: o Preschool Story Hour - 133 , average 22/week o Toddler Story Time - 286 , average 24 per program/48 per week o Bedtime Story Time - 142 children, average 12/program, 24 per week Employee Achievement Awards: This is the time you have started the process for the Employee Achievement Awards . You need to decide on your committee, distribution of nomination forms, date of return, etc. The general staff meeting at which the awards are presented will be scheduled for the last week in October. Volunteer Recognition Luncheon: The annual luncheon for the Volunteers has been scheduled for Friday, September 18th at noon on the Duncan Patio (weather permitting) . The flyer announcing the event is included in your packet. Page 2 Long-Range Planning Retreat: _ As you know, the Long Range Planning Retreat is scheduled for all day on September 23rd. At your September meeting we will have a packet of background information for you, plus an Agenda, and a map and directions on how to get there. This month at your meeting I' ll be soliciting some information on your refreshment preferences. Poetry Series: Minotaur Poetry Reading series entertained 21 people at the July 17th reading. During her "Talk Library" presentation, Sandy reminded the audience that the reading series had just finished its fourth year. Congratulations and special thanks to publisher Jim Gove for his generous support and guidance to the group consistently for those four years! Sandy read an excellent editorial from the San Francisco Chronicle titled "California libraries need our attention and support. " The author, Jim Burke, will be a teacher at Burlingame High School this fall . New Video Policy• Beginning in August we changed our video loan policy so videos that are checked out on Friday or Saturday are due on Monday. Monday through Thursday the loan period remains one day except for multi-part videos which get checked out for two days all the time. The change was made to accommodate repeated patron requests and also to cut down the work load on Saturdays and Sundays .
