Minutes of the meeting of November 4, L976 were accepted.
CURREMI BUSINESS
Southern paci-fic Upqradinq. Mr. Moore stated an EIR has been authorizedfor this project, which is probably the biggest the city has talked
about in a long time. Funds will be available in 1977-1978, and CityStaff is engaged in obtaining information for the consulting firm whois doing the EIR. Arrangements are planned to take timelapse photos ofthe intersect j.ons of Broadway and California Drive, and at Carolan
Avenue and at Rol]ins Road. Also Cadillac Way and Rollins Road. T,here
should be a film ready for revievir next month.
Siqnal at Bavshore Hi ghwav and Stanton Road.Mr. Moore explained that
they are working on EI Camino ReaI with J.H.K. & Asaociates. Funds have
been made available through Federal Aid Urban (FAU) and they are working
on an in-depth study of the phasing of signals and speeds.
He mentioned another restaurant is being planned next to the Fisherman
on the Bay front and they are trying to approach it vrith an over-aI1picture for development. Commissioner Constantino mentioned that theproperty fronting on OId Bayshore Highway is for sale and it might bethat the access road couLd be improved.

llhe regular meeting of the fraffic, Safety & Parking Commission was
held on December 9, 19761, called to order by Chairman Podesta at
8:0O p.m.

Commissioner Subbotin suggested that the proposal be considered next
month, with a specific recorunendation being presented identifying theexact location. Possibly a conversion to a twenty-minute parking spacecould be considered.
Mr. Moore is expecting a report covering a study taken by the Instituteof Traffic Engineers at the University of California, including five orsix Bay Area cities.
Parkinq contribution formula.A copy of a excerpt from the City Council
minutes of Novernber L, 1976 was distributed covering their decisionthat the contribution figure would amount to about 92,5OO per parking
space, which is forty pei cent of the cost per space.
Occidental Avenue. Mr.Moore said there is nothing new to report. Itis just about the same as previously reported. Ile presented to each
Commissioner a copy of an article from the Traffic Engineer Ivlagaz J_ne
which emphasized: 1. A Stop sign does not reduce the speed of vehicles;
and 2. Stop sign observairce is very poor. Ninety-three per cent of thepeople do not stop at Stop signs, according to a survey taken in palo
Al,to. The article seems to prove what you can expect and what happens.

attached to Stop sign standards3 Are they legal? Are they mandatory?Will they be installed in the future? Mr. Moore replied they are legalbut not mandatory. Commissioner Aliamus then moved that the City ofBurlingame institute a progiram within the financial means of the

Loading Zones Criteria. Commissioner craham a6ked that if there is nocriteria, couLd consideration be given to providing a green zone, or
Ioading zone, every 200 or 150 feet. He does not believe it would
hinder the parking situation and it would help people carrying heavy
objects to their car. It r^'ould be a fast turn-over spot.

Bayswater Avenue. Commissioner Sulger asked if there had been any' accidents since the new legislation had been j.nstalled and Mr. Moorereplied there have been none.

Traffic Siqnals, Howard and Lorton Avenues. Mr. Moore thinks thatthis was suggested some time in the past and there has not been timeto research it. Commissioner Constantino asked the cost, and Mr. Moorereplied, probably $40,000. Commissioner Constantino asked if a four-
way stop would be effective to deter accidents? Mr. Moore replied the
warants are about the same for four-way stop intersections or a signal .
The four-way stop is a temporary measure. He will bring a completereport to the next meeting and the Commission can look at the priorities.

NEW BUSINESS
Commissioner Sulger asked about the

A question was asked about the length of time a boat and trailer can be
parked on the street. Chairman Podesta stated there is a very large
boat parked on Loma Vista Avenue. Mr. Moore explained that he had
talked with the Police Department at various times and this is nlr on-
going program. People are usually given a warning first and it usually
clears the street. There are so many other duties with higher priority,
but whenever they can, they do give attention to the parking in residen-
tial areas.
Commissioner Sulger suggested the Po1ice DePartment be influenced to
have a little more aggressive program. Perhaps people do not realize
they are creati.ng a hazard and limiting the visibility in the area.
Commissioner Subboti.n moved that the Commissioners expressed their
concern regarding this violation of the city ordinance for parking
between 2:00 and 6:00 a.m. If it gets too far out of hand, this
Commission will try to influence the City Staff to take a more active
effort to enforce the ordinance. Commissioner Graham .seconded the
motion wh ich carried unanimously.

Commissioner subbotin suggested an indication be given to the city
that further j-nvestment in this type of study would be supported by
this Conrmission. Mr. I.{oore stated there are certain pieces of equip-
ment which they could not justify purchasing. The projector he was
using is an older model and cost about $I,8O0; the camera about $2,800.
He estimated that it would cost, with this equipment which hras rented,
around $470. one of the largest costs is film. He would do the counts
himself. He thinks it would be possible to do aII the lots downtown
in a week by running a camera all day to get an over-al1 picture.
However, he would l-ike to do one Iot, make necessary changes and see
if opinions and decisions are correct. Commissioner Subbotin believes
the photos are a good standpoint for City Council to make o! not to
make changes, and could be used to improve traffic Patterns.
