Moore Dj-rector, Sgt. J. O'Brien P],EDGE OF ALLEGTANCE The chairnan asked commissioner Allegiance to the Flag. Constantino to lead the Pledge of MINUTES Minutes of the meeting of December 11, 1975 were accepted. CURRENT BI'SINESS Occidental- Avenue traffic survey.Chairman Rodman recognized Mrs. Roy Muetzenberg of 128 Occidental Avenue, and Mr. Douglas B. Bowlus, 135 Occidental Avenue. Traffie Engineer Moore was asked to report on the results of the additional survey taken during the past month. Mr. Moore replied that a radar check had been made on Occidental Avenue and vhile the street is posted 25 m.p.h., the critical speed is 35 n.p.h. This means radar cannot be used with the present speed Limit. The only way to check vehicles, as permitted under the present regulations, is by pacing, and Sergeant O'Brien explained how difficult this would be on this particular street. There is not sufficient distance to attain the necessary speed for the required check. In reply to a question from chairman Rodman, Mr. Moore itemized require- ments for additional "Stop" signs and it was determined tha! the "Stop"signs now installed are rea11y the only ones warranted. The vehicle and pedestrian counts are not sufficient nor the number of accidents. Commissioner craham asked about signals and Mr. Moore replied that each intersection could be signalized and synchronized to control the speed, u'!,t ich is ca1}ed, progressive movement. Chairman Rodman asked Mr. Moore if there was any kind of control he would recommend, and I1r. Moore replied, there is none. Sergeant O'Brien suggested the street be posted 30 m.p.h., because then the Police Department could enforce it. However, Mr. Boi{Ius did not approve this increase because he felt driver reaction time should be considered. He suggested putting a planter strip in the center of the street which would reguire drivers to slow down and negotiate more carefully. Mr. l4oore responded to this suggestion that the experience of such speed deterrents has been that it causes accidents involving vehicles parking and opening doors into the lane of traffic. Commissioner Graham suggested Avenue, and I'!r. Moore replied advantaqeous. a flashing ycllovr that this type of signal at Burlingame control has not proven Commissioner Andersen asked if Mr. Bo\"rl-u s and Hrs. Muetzenberg might canvass the petitioners now, informing them of the results of the surveys and ack for their response. I{rs. I"luetzenberg requested a Letter in detail which they might present to the peog1e. This was agreed upon and Chairman Rodman asked !ir. I,loore to provide the letter and requested th<i topic be included on next month's agenda. Library parking.Chairman Rodman reeognized Mr. G, Paul Lechich, City Librarian, and asked him if he would elaborate on the charts he had provided. I{r. Lechich explained there are fifteen two-hour stalls on the parking ).ot, which are provided for Librafy patrons. He has also counted, for consideration in his survey, approximately eighteen spaces on the street. A sign has recently been placed on the parking lot indicating that there are two-hour parking sPaces available. ?he previous sign designated only all-day Parking. FoIJ-owing further discussion, Commissioner Graham agreed that he vrould not like to see complete capacity. Ee then moved that the I(etered sPaces on the lot and spaces on the street remain as is. commissioner Andersen seconded the motion. Mr. Moore has checked the parking at various 'times and agreed that in the Last two months it has increased. lfhe Chairman then called for the vote and the motion carried unanimously. I.1r. Lechich stated that on his way to this meeting he checked and all spaces on the street are filled and most of the spaces on the lot- He mentioned that the city pays $500,000 annually for the Library and he likes to see it used. lraffic, Safety & Parking Comm.--3 Parking Structure. Lot north of Broadr,ray qn California Drive. A communication from City Attorney coleman explained the olvnership status of the lot just north of the Caboose Restaurant. Part is ovrned by Southern pacific Company and part is occupied by the City under Permit from the City and County of San. F rancisco. Mr. I,loore suggested this be put on the agenda for next month. It l"rill- give him an opportunity to further consider the possibilities. Commissioner Graham is interested in the improvement of the property to make it attractive as an entrance to Burlingame. The lot acrossthe street at Juanita Avenue is being used to capacity, and it rvas agreed by all that it would be a beneficial- project and possibly prevent the property being tied up with the Transit Authority. Thisis to be kept on the agenda for next month. Parkinq space dimensions.This topic was introduced by CommissionerSubbotin. In courtesy to him, it ryas suggested it be held over until next month. Commissioner craham asked if there is anything in theCity ordinances permitting such parking space dimensionsJ and he askedthat it be referred to the City Attorney. Chairman Rodman dictated a memo to Mr. ordinance code for provision for smaLl for sub- standard- size parking spaces. I'larian Nunn, Ticket Agent f or Greyhound Bus Lines, spoke about the Depot, expressing her concernwith passengers having to cross the street to board the bus. She has been there thirty-four years and most conscientiously cares for thepassengers. She called attention to the advantages of having the busstop right in front of the door. Chairman Rodman expressed appreciation for her thoughfulness but Tra;fic, Safety & Parking cornm.--4 expl.ained the decision had been made several months ago. Mr. Moore related that the study was conducted under the surveillance grant. There was a high irrcidence of accidents at Highland Avenue and California Drive, rvhich could ]ie cured by making the flow of traffic one way on Highland Avenue, southbound. He presented Lhe idea to tfuis Commissircn, which was approved. He then contacted Mr, Lorenzini of the Redwood City Office of Greyhound Bus Lines, who had no objec- ti-o1s. City Council then approved the change and during the thirty- day waiting period there were no appeals filed. A solution was worked out with Mr. Lorenzini with ::egard to the baggage loading problem. Mt:s. Nunn subsequently calied the City and Mr. Moore spoke with her. Mr. I'.1oore's recommendation is for a five-hour parking limit from 8:00 a.m., to 5:00 p.m., of any day, Sundays and Holidays excepted, on the norttreasterly side of. Highland Avenue, from California Drive to Horvard Avenue. Also, that there be trvo parking spaces adjacent to Horrard Avenue clesignated ten-minute parking, rvith the curb painLed green, from 8:00 E["Iil., to 5:O0 p.m., of any day, Sundays and ]iolidays excepted. Mr. Iiloore thinks all precautions have been taken to ensure safe conditions, and approval has been granted by Greyhound Bus Lines. Mr. I-,or€nzini agreed to arrange for some delay for the bus so the people can get across the s'breet. Commissioner Graham tjren moved t-hat the proposed neh, regulation be accepte,C. Commissioner Graham asked about parking on the lots sou'bh of Burlingame Avenue and suggested there might be a regulation that there bd no parking between 8:30 d..rl., and 9:3O a.m. Chairman Rodman requested that lvlr.
