Chairman Subbotin recognized 1,1r. and Mrs. Alex Hanson, 1516 II ighway Road, who explained they were present to request consicieration of a parking Problem on Highway Road. eeople park aI1 day long to take the BART bus, as well as employees of lne Adeline Shopping area. They also mentioned traffic Problems which they feel could be soLved by stop signs at oxford Road and at cambridge Road and at the north end of Highway Road. In answer to an inquiry. there are no restrictions on people entering southbound. They do not wish the street to be closed. They asked that there be a four-hour or thro- hour parking lifiit on the street. chairman subbotin expressed appreciation for the Presentation made by Mr. and Mrs. Hanson with regard to parking and safety problems' He did mention that it is a public street, and he requested the area be studied by city Staff and discussed at next month's meeting' He referred to the possibility of moving the bus dePot, the suggestion of time-limit signing; and Stop or: Yield signs. CALL TO ORDER Traffic, Safety & Parking Comm.--2 December A, 1977 Mr. Moore stated there erould be no problem about installing time-Iimit signs if authorized by City Council, and the Police Department could issue citations; but he warned that very 1ikeIy those receiving the tickets woulcl be the residents or their guest's. Mrs Hanson asked if parking could be eliminated on Tuesdays for street sweeping and Mr. Moore responded that it would be impossible. Such accommodation could result in thousands of signs throughout the City creating an impossible situation. He recornnended more enforcement including overnight narking permj.ts. He also assured them that the situation with the semi could be taken care of. Commissioner constantino then recommended that the members of this Commission make a physical inspection of that particular area for the next meet.j.ng, and that our Traffic Director also make an inspection and consult with Mr. Hanson ?nd report at the next meeting. Seconded by Commissioner Gundersen, the recoTnrnendat ion was approved unanimously. Chairman Subbotin expressed appreciation to the Hansons for their appearance at the meet j.ng. Mr. and Mrs. ,fack Losee, 1,412 Mills Avenue, arrived and the above information was related to them. They also confirmed erhat the Hansons had said and asked that everything possible be done to alleviate the situation. 'They would appreciate anything that. can be done to help. Chairman Subbotin reassured them of the City's efforts to solve the ProbIem. Burlingame Avenue Area parkinq survey. Mr. l,loore ex pressed his regret that, through an oversight, Mr. Arthur SamueL's letter was not sub- mitted to the Commission. He agreed rrith some of the points raised by Mr. SamueL, except the one opposed to trying aLl-day parking on Primrose Road. Chainnan Subbotin stated it was his understanding that the suggestions would go directly to City CounciL. !tr. Moore asked that the item be kept on the agenda until after the first of the year. In answer to an inquiry from Commissioner Foley. Mr. Moore explained that implementation probably h/ould be in sections, starting south of Howard Avenue. Mr. J. A. simpson. Gen'I. Manager, Edw. A. Keith & Co., 330 Primrose Road, had requested a ye]lob, zone to acconunodate people moving in and out of the building. With recent decisions made regarding parking in the area, Mr. Moore does not believe a yellow zone can be provided, as it would reguire three parking spaces. Canvass bags can be obtained from the Police Department to cover parking meters for such purposes as required. IIe indicated that the City Attorney is redesigning the Traffic, safety & Parking Comm.--3 definition of a yellov, zone for the City's ordinance code. Chairman Subbotin proposed that a letter be \^rritten to Mr. Simpson explaining that in reply to his request there is a method of obtaining meter bags when required, and that the City is not in a position to utilize three parking spaces for a yellow zone at this time. Seconded by Commissioner Foley. the motion carried unanimously. Reference was made to a letter from David N. Millican, Finance Director, relative to parking meter funds. Commissioner Foley noted that Mr. Millican offered to attend a meeting of the commission and suggested that he be asked to come at his convenience. Review. October items of Chairman Subbotin revier,red Planning Commission minutes of 26, and November L4, l9?7, calling attention to the various interest to this Commission. Chairman Subbotin and Broad$ray has in the situationir. mentioned that the southwest corner of Cortez Avenue a visibility problen. Mr. Moore expressed interest from the City's liability point of view and will check solution through Escobosas. Bav front Traffic Study. Southern Pacific radinq at Broadway. Mr. Moore ex plained that the EIR is completed and moving the Station has been approved by City Counc i1 at a cost of $I3O,OOO. The signals could be completely redesigned' california Drive could be widened north of Broadway to Lincoln Avenue. There might be Federal Aid Urban money for the signal in front of the Sheraton Hotel, the Broadway,/ carolan Avenue,/cal ifornia Drive inprovement, and the buttonhook connections at David Road. Iqr. Kit'kup ha.; tried to incorporate the rest of the projects pretty nearly as reconmended by the Cornliission The availability of the money wj-II determine when the project wiLl be accomplished. Mr. Moore will keep the Commission informed of progress. Speed limit on Burlinqame side of Peninsula Avenue.Mr. Moore explained he had contacted the City of San Mateo. Their speed limit betweenEl Camino Real and California Drive is thirty-five miles per hour. They agreed this is too fast. I{e assumes he will recommend thirty-five miles per hour bethreen California Drive and Bayshore Freeway, and thirty miles per hour between El Camino Real and California Drive. Commissioner Sulger inquired about the right turn only on Delaware at Peninsula Avenue. northbound, and Mr. l"loore responded that street symbols will be painted soon by contractors for the City of San Mateo. Stop signs on all three approaches to intersection of Sumrnit Drive andEI Prado Road.Commissioner Aliamus recommended that Mr. Moore,s letter dated November 9, L977. recommend.ing Stop signs be approved. Seconded by Commissioner Constantino, the motion carried unanimously. Commissioner Constantsino requested that Mr. Ivloore look at the east sj.de of Summit Drive, approximately seventy-five feet south of Kenmar way. There is quite a turn there and a telephone pole and heavy traffic. Itis a hazardous area and Slow Down signs might be very helpful . A11 Commissioners were in favor of the request. New Stop sign installation on Hunt Drive at Rivera Drive, andAirport Boulevard Speed s igns.Comroissioner Eoley moved that Mr. Moorer sletter of recommendations dated November 4, 1977 , be accepted for imple- ,mentation. Seconded by Commissioner Aliamus, all voted in favor of themotion. Mr. Moore agreed to bring the ball indicator to the next meetingfor a demonstration. December A, 19'17 as Staff has proposed. Seconded by comnis'sioner Sulger, the motion carried unanimously. Traffic, safety & Parking Comm.--5 December B t977 Commissioner Aliamus questioned parklng on the S.P., Right-of-way, during football games and whether the Police Department should be requested to take action. Chairman Subbotin asked what is the proper Ievel of enforcement? Mr. Moore explained the demands on the Police Department and their concern for more difficult problems. It does not j.nvolve a hazard and it was agreed that the Police DePartment are the professionals and would do whatever is appropriate. Chairman Subbotin spoke of having attended a meeting with a communitlr which allows store owners to purchase a parking meter for $100 a 1's3r'. The store owner has the pov/er to remove the meter fee and put up his own sign, such as, Park ing--Courte sy of He cannot regulate the parking space usaEe. They are at random throughout the city. It is a community of about 20,000 arrd such meters are in effect right next to the court house; and have been in use for about tv,/o years. The program is for the exclusive use of shoPPers' It serves to emulate the shopping center and does not require the shopPer to pay parking fees. Considerable interest was expressed in the system and Chairman Subbotin will investigate further and report next month. The meters are various bhapes of wrought iron of individual design. Commissioner Sulger expressed his concern with regard to the condo- rninium being considered on the bay front involving over 600 units. He questioned parking for such a large number of new residents.
