held on May 12, 1977; called to order by Chairman Podesta at 8:00 p.m.

MINUTES
Minutes of the meeting of April L4, L977 were accepted.
CURRENT BUSINESS
1. EI Camino Real Route study.Traffic Engineer Moore stated that
since Last month's meeting he had recei.ved a telePhone communication
from Mr. Ed Wong of District IV of the State TransPortation Department
who is interested in the computerized studi"es on the timj.ng of the
siqnals on El camino Real. lltrere will probably be different timing for
peak hours and off-peak hours to establish progressive movement. ff it
is possible to provide gaps on El Camino Real, it would be a very good
engineering technique. It would result in spaces in traffic for the
motorist to safely enter EI Camino Real. They are continuing their
studies and will keep the Commission informed.
2. Southern Pacif U radinq at Broadvrav. The E.I.R.
in an aeceptable form, and the meeting night for its
publie is t'lay 25, 1977. The Comr,rissioners requested
.R., and Mr. Moore agreed to take care of this.

commissioner constantino asked if there wilt be a wal-kway providing
access to the shops and banks on Broadway? Mr. l,loore replied that
foot- and bicycle path, north and south on the bayfront, is nearly
pleted. llhey are talking about a bridge in one area, but the path
essentially there.

Mr. Moore is working with CALTRANS to improve the Broadway Overcrossing.

They are talking about removing one side of the walkway and addingit to just one side for the extra needed width. The probtem is onthe overpass, but they are discussing and working on it.
Commissioner craham stated there has been a suggestion of providing
bus servj.ce three or four times a day from the hotels to the shop-ping area. Conrmissioner Constantino expressed his concern forgetting children from the recreation area across the overpass.

. Burl-inqame Avenue park in g survey.Mr. Moore is compiling thedata in an effort to present it with complete and pertinentinformation. The project ::ight now is to determi.ne the availablelong-term parking. Results of the study should be available forthe next meeting .
5. Parkinq on Chapin Avenue near El Camino Real .It is. suggestedthat fifty-cent meter-s be installed on Chapin Avenue just eastof EI Camino Real . I,ot H at Ralston Avenue and El Camino ReaI willproVide twenty-five cent parking, with a litt1e distance to walk.Plans to proceed are being formulated by the Engineering Depeirtment.
Commissi.oner Constantino asked if there should be considerationgiven to parking in the center of Chapin Avenue and e).iminate parkingat the curb? rt v/as recalled that this had been studied previously
and that in providing access to the many driveways, the resultingloss of parking spaces defeats the purpose of the plan.
6. Parkin g in the Lot north of North Lane. Three signs have been
fifteen spacesin stal led indicati.ng two-hour parking limit forjust north of North Lane.
7. Broadway area parking. The necessa ry legislation was presented
to City Council for first reading at their last meeting. Followingthe second reading, Mr. Moore can have the signs installed to provide
additionar long-term parking. commissioner constantino remarked thatthis subject was brought up at the Broadway Merchants Association
meeting and he was asked to compliment the commission for recognizingthe traffic prob:Lem and they are elated about the increase in long-term parking.

OLD BUSINESS:
Commissioner Aliamus expressed appreciation for the efforts of
Mr.. Moore and Sergeant O'Brien which resulted in the installation of
traffic markers in the center of varj-ous streets in Burlingame and
the painting of street symbols throughout the City. It looks very
nice and improves the traffic situatj-on.
NEW BUSINESS:
I. Parking Permits. Commissioner Graham asked if consideration
could be given to the issuance of parking permits to be used
on two-hour, off-street parking lots. His idea is to seLl permits
to delivery or service vehicle owners in the business area. Sergeant
O'Brien suggested that the request should be directed to the city
Attorney. The,Police Department can enforce the parking only with
proper criterj.a. Mr. lloore suggested that perhaps real estate people
should be given some consideration a1so. Commissioner G::aham ,agrreedthat he might talk to Mr. Coleman in this regdrd prior to the next
meet ing .
2. Commissioner Constantino expressed his compliments to the persons
who gave their time and effort to the growth and development of
Burlingame. The Mills Industrial area is about sixty per cent complete
now and is maturing most satisfactorily. Mr. Moore spoke of present
plans including two major restaurants and severaL commercial buildings.
It is recognized there will be concern for traffic and safety in that
area. It seems this Commission has not been informed of this type of
development and requests that the Planning Comnission communicate at
the earliest point of discussion rvith regard to v/hat is going to be
developed in that area. It was requested that the Chairman of this
Commission receive mi-nutes from the other City Cotnmissions in an effort
to tie them together. It is felt that a coordination of the activities
woufd be of benef it.
3. Etection of officers. Motj-ons were unanimously approved to install-
tire following officers:
Chairman: Victor T. Subbotin
Vice-Chairman: Paul J. constanti-no
Secretary: Joseph A. Aliamus
Sincere appreciation was expressed to out-going chairman Podesta for
his excellent contribution to the Commission during his term of office.
The meeting adjourncd at 9:15 p.m.
