O,Brien, Traffic TRAFEIC, SAFETY & PARKTNG COMLIISSION the Traffic, Safety & Parking Commission was called to order by Chairman Subbotin at B:00 p.m. Subbotin, Sulger. IVIINUTES CURRET'{T BUSINESS Burlinqarne Avenue Area Parkinq .Chairman Subbotin reviewed Mr. Schr^ralm,s correspondence which exprained the procedure expected relative to thesare of the Post office property on park Road. He explained that itcould take several years and the present value of the property isapproximately one and one-hal.f million dollars. Review. The Commissions, Chairman then reviewed minutes of thecalling attention to various items of City Council and interest. Hiqhwa v Road from Mills Avenue north.Mr. Thomas E . l"loore explaineda machine count had been made and there is a fair amount of trafficcoming out of the area. He referred to recommendations of the NolteReport by wilsey & Ham in 1972, and plans received this week from theState Division of Highways . During discussion of the proposed p1ans, Mr. Moore explained that therehas been a high accident rate in the area; Highway Road is very narrow,it is only twenty-four feet wide; and the north end of the street beingopen presents a very dangerous situation. The plans from the Statewould cost $137,000, the Cityrs share being g71,000. comroissioner Graham suggested that the residents in the area be askedtheir opinion about closing off oxfor:d and cambridge Roads. He alsoexpressed his objection to the State.s p1an. Commissioner Graham seconded the nrotion, vrhich carried unanimously. Federal Aid Urban and Safer Off-System Pro i ects .Mr. Moore explainedthat the two projects at intersections of Bellevue Avenue and primrose Road and at Lorton Avenue \,rere authorized by City Council, and they can be started as soon as the money is available. Park ing 1800 Block (East side) of EJ-Camino Rea1. l4r. Moore has beenin contact with owners of the parking lots and they are going to takeaction and post them indicating they are private parking. They willwork to alleviate the problem. Bayfront Traffic Stud Mr. Moore reported that Blayney and Associates and Drachman and Associates have been authorized to continue with theirstudies. He will provide information for next month,s meeting. Moore has information one of the Cornnission tabled until the Commis sion OLD BUSINESS: 1. Mr. Moore distributed a summary of compact car parking in various communities which he had compiled. He explained that the parking capacity can be increased twenty to twenty-five per cent by utitizing compact car configuration. He offered to contact another eight or ten cities for information and Chairman Subbotin encouraged him to do so. Following further discussion on the application of compact car parking accommodations in Burlingame, Commissioner craham moved that staff studythe idea on private parking, on new constructj.on, to consider ten per cent compact spaces on thc number required. and on public parking lotsat staff's discretion present some promising places for installation. Seconded by Ocmmissioner foley, the motion carried unanimously. 2. Commissioner Graham inquired about returning the ten-hour parking on Chapin Avenue to two-hour parking. Commissioner Graham spoke of the last storm and complaints which had been received that sewage washed up on the streets and lawns. He recalled that about four years ago a certain amount of money would be spent each year to sofve the problem. He requested information regarding the five-year plan regarding the sewer system. Chairman subbot in asked if this was a formal or informal inquiry, and Commis- sioner Graham then moved that his inquiry be considered a formal request for information regarding the sewer system improvement program. Seconded by Commissioner Aliamus, the motj-on carried unanimously. --3 4. Chairman Subbotin inquired of Sergeant O'Brien if progress report on the traffic speeds in locations last comrnission meeting? He asked if the Commission might have a copy of Mr. Millican's report. Chairman Subbotin stated he had. been in contact with the Treasurer of Los Angeles County. They have made detail-ed studies in an effort to determine their loss of revenue. The cities of Los Angeles and San Diego are strongly considering bringing suit to have the measure removed from the June ballot because it addresses more than one subject. AD..TOURNMENT at 9:20 p.m. Chairman Subbotin declared the meeting adjourned to the memory of Paul J. constantino for his esteemed contribution to this Commission and the City of Burlingame over the many years he served as Comrnissioner.
