CURRENT BUSINESS :
BurI inqame Avenue Area Parking. Commissioner craham described ,IDgeneral terms, a proposal that the Charnber of eommerce will present
to the City Council . Ihe proposal involves construction of two parking
structures and some tentative suggestions as to financing. After general
discussion, Com. Al iamua proposed that the Commission support f,urther
study of this concept for the Burlingame Avenue area. Six Commissioners
Eupported this proposal . Commissioner craham abstained.
Commissioner craham proposed that Parking Lot B, on the westerly side
of EI Camino Real , beti'reen Ralston Avenue and Burlingame Avenue. be
converted to al1-day, monthly-fee, permit parking only. This alJ.-day
parking Iot is presently usabLe by buying tickets. It was also proposed
that this conversion be on a trial- basis to aaseBs the reaction to this
type of system. After discussion, Commissioner Graham's proposal lira s
modified to be for a trial period of ninety days and the parking fee be
no lower than tqrenty dollars per month per stall. Commissioner Aliamus
moved that the Corunission recommend this proposal to the City Council .
Seconded by Comalssioner craham, the motion carri.ed unanimously.

Fox MalL Lane.Conmissioner craham proposed that the most northeasterly
parking

etall in Lot L be converted into a loading zone for the Fox Mall
and other businesses in the area. Seconded by Commissioner Aliamus,

Drives. Commissionerb e,e re informed that agreements of installation
were completed and work-request written.
Remove red zone on Burlingane Avenue near Recreation center.Approved
by Council and ordinance change is being written.
Parking on Lot H.Changes approved by Council and work-request $rritten.
A11-day parking in Broadlvay Area.Commissioners had an opportunity to
examine subject area. It was moved and seconded that the unrestricted
parking areaa on one side of the street on Capuchino, Paloma, Laguna,
and Chula Vista Avenues be duplicated on the opposite side of the street,
on a trial basis for ninety days. Unanimously approved.

NEW BUSINESS:
1. A letter from Paola Bruni of Switzer & Agsociates, 1201 Howard Avenue,
was preEented by staff. The letter recommended that a four-way stop
configuration replace the existing two-rray stop at the intereection of
Howard Avenue and Lorton Avenue, to reduce traffic accidents. Staff
reviewed the accidents bett een January, 1971 and December, 1979. state
urarrants for four-way stopping have not been met. staff recoNnended
that four-way stops should not be installed. Staff agreed with the
correspondent, that diagonal parking on Howard Avenue eompound a problem
created by additional traffic and parking demand resulting from new
office building construction completed in recent rnonths. Staff recommended
that one parallel staI1 replace diagonal stalls on the south side of
Ho\rard Avenue on both sides of Lorton Avenue. Ttris would reduce the
total numbe r of parking etalls by two 6ta11s. Commissioner craham
proposed approval of the staff recommendation. Seconded by Cotnmissioner
Alianus, the motion was unanimously approved.
2. A letter from sister Rozzano, Principal of Mercy High School , was
was presented to the Commission. Staff, presented accident data
from the area betvreen iranuary l, 197L and Novernber 15, 1979. sister
Rozzano's letter proposed three possible traffic improvements, r*hich
foIlow, with etaff comments !
a. "Install "No Parking" signs on AdeIi.ne Drive. " Traf,fic accident records
indicate very few accidents during the tfunes suggested.
b. "Make Adeline and Alvarado one-eray. " These streets do not lend them-
selves to one-way operation. Additional traffic tould be generated
on the side streets.

c. "Use existing unpaved street right-of-way for additional student
parking." Additional parking movements on the street would only
aggravate traffic problems. There seems to be adequate developable
parking sites on the campus.
After discussion, it was decided that no action be recommended at this
time. Staff to keep the area under surveillance for any increase in
accidents or traffic problems.
3. A letter from the City Manager recommending review of ten-hour
parking meters on lloward Avenue, and rental of parking spaces on
City parking lots, hras tabled until the February meeting, pending field
review by the Comrnissioners.
4 Staff recommended eovering two-hour parking Iimit signs on Rhinette
and Juanita Avenues for a trial period. Commissioners agreed.
5 Staff recommended that the green zone in front of the Post Office
on Stanton Road be enlarged, due to increased activity at that
facility. The Commission agreed to the reconmendation.
